Abstract

Organizations have to adjust to the rapidly-changing, global era so as to remain existing. There are several strategies organizations may take in order to survive. One of them is through the implementation of knowledge and talent management system. This strategy emphasizes the cooperation of talented and knowledgeable human resources for achieving better organization performance, or better processes at work.

Abstract

This research focuses on the process of recruitment of civil servants, referring to the effectiveness that must be carried out properly, provide useful results and achieve goals. Secretariat of Education, Special Administrative Region of Oecusi, Timor Leste conducts recruitment to find, find applicants and produce civil servants who have the quality, ability, competence and knowledge as needed. In examining the effectiveness of the recruitment process, qualitative research types are used which are defined in various ways according to the viewpoints used by experts. There are three findings found in this study, namely a) violations of administrative requirements, b) the recruitment process is ineffective and does not meet recruitment standards, and c) there is compromise and political intervention. Closing the results of the research, this article in addition to providing informative contributions but also as a reference material in conducting or improving an effective recruitment process in the future.

Abstract

This mentoring aims to discuss empowerment activities carried out on the Widodaren hill, Sendang Ijo Village, Selogiri District, Wonogiri Regency. The mentoring method uses an asset-based community development (ABCD) approach. Based on the results of the first stage of assistance is to identify individual assets and institutional associations that make up the community. The second stage is to equate the interests or needs of these advantages. The third stage in the development of Widodaren hill tourism is to form associations and organizations that actively manage Widodaren hill to become tourism. The results of the assistance found that the empowerment of the Widodaren Hill tourist attraction was carried out in stages because it required coordination of interested parties in the community so that it became a superior tour. This means that the construction of the Widodaren hill has an impact on economic development for the community. Pendampingan ini bertujuan untuk membahas kegiatan pemberdayaan yang dilakukan di bukit Widodaren Desa Sendang Ijo Kecamatan Selogiri Kabupaten Wonogiri. Metode pendampingan menggunakan pendekatan pengembangan masyarakat berbasis aset (ABCD). Berdasarkan hasil pendampingan tahap pertama adalah mengidentifikasi aset individu dan asosiasi institusional yang membentuk komunitas. Tahap kedua adalah dicocokkan menyamakan kepentingan atau kebutuhan akan kelebihan tersebut. Tahap ketiga dalam pengembangan wisata bukit Widodaren dibentuk paguyuban dan organisasi yang secara aktif mengelola bukit Widodaren menjadi wisata. Hasil pendampingan didapatkan bahwa pemberdayaan objek wisata Bukit Widodaren dilakukan secara bertahap karena membutuhkan koordinasi pihak-pihak yang berkepentingan dalam masyarakat agar menjadi wisata yang unggul. Dengan demikian disimpulkan bahwa pengembangan bukit Widodaren memberikan dampak pengembangan ekonomi bagi masyarakat.

Abstract

State apparatus or bureaucratscarrying out their duties andauthorities should always be guided by moral and ethical ideologies and guidelines.  Public administrative ethics in this case as a moral guideline has always been a standard of judgment about the good and bad behavior of administrators. However, the truth is that there are still a lot of administrators who engage in irregularities or poor management, including corruption. Of the many work backgrounds, Aparatur Sipil Negara  is the actor who is most entangled in corruption cases.  This study aims to analyzehow public administration ethics as a solution to prevent corruption that occurs in the bureaucratic environment or ASN. The approach method uses qualitative descriptive analysis, with literature study techniques / literature review.  According to the study's findings, public administration ethics can serve as a manual for public officials and a means of fighting corruption in the ASN and bureaucratic environments. This act of corruption is a form of deviation from public administration ethics arising from the abuse of authority of administrators for personal and group interest.AbstrakPara aparatur negara atau birokrat dalam melaksanakan tugas dan wewenangnya hendaknya selalu berpedoman pada ideologi dan pedoman moral dan etika. Etika administrasi public dalam hal ini sebagai pedoman moral selama ini menjadi standar penilaian tentang baik dan buruknya perilaku administrator. Namun, kenyataannya masih banyak administrator yang melakukan penyimpangan atau maladministrasi, sebagai contohnya adalah tindak korupsi. Dari sekian banyak latar belakang pekerjaan, Aparatur Sipil Negara  menjadi aktor yang paling banyak terjerat kasus korupsi.  Penelitian ini bertujuan untuk menganalisis bagaimana etika administrasi publik sebagai solusi pencegahan korupsi yang terjadi di lingkungan birokrasi atau ASN. Metode pendekatan menggunakan analisis deskriptif kualitatif, dengan teknik studi literatur/kajian Pustaka. Dari hasil penelitian ini diketahui bahwa etika administrasi publik dapat sebagai pedoman para administrator publik dan menjadi solusi dalam pencegahan tindak pidana korupsi di lingkungan birokrasi/ASN. Tindak korupsi ini termasuk bentuk penyimpangan etika administrasi publik yang timbul karena adanya penyalahgunaan wewenang dari administrator untuk kepentingan pribadi maupun kelompok.

Abstract

Jurnal ini membahas collaborative governance dalam penanggulangan prostitusi di eks lokalisasi Gunung Sampan Kabupaten Situbondo. Collaborative diperlukan setelah Peraturan Daerah tentang larangan pelacuran belum optimal dalam mengatasi permasalahan prostitusi. Kebijakan yang ada tidak efektif serta kurang memberi efek jera bagi pelaku praktik prostitusi, beberapa kali dilakukan penertiban dan razia tidak membuat praktik prostitusi berkurang. Faktanya hal tersebut masih terjadi, baik dilakukan secara terang-terangan maupun sembunyi-sembunyi. Oleh karenanya diperlukan kolaboratif untuk dapat menanggulangi pelacuran. Adapun teori yang digunakan collaborative governance dari Ansell dan Gash dengan metode kualitatif dan studi literatur untuk memperoleh data. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten Situbondo melakukan program bersama dengan pendekatan spiritual yang mengacu pada nilai atau aktivitas publik. Tuntutan akan kolaborasi ini merupakan jawaban dari Perda larangan pelacuran yaitu dengan humanis menggandeng PCNU pada para PSK dan mucikari yang ada di lokaliasi Gunung Sampan Situbondo sebagai upaya mengatasi masalah prostitusi yang ada di daerah berjuluk Kota Santri tersebut, dengan tujuan memberikan kebermanfaatan yang dapat diterima oleh berbagai elemen yang berada di lingkungan prostitusi dengan beberapa kolaborasi stakeholder yang merupakan tokoh agama, dinas sosial dan Satpol PP.

Abstract

Early marriage has developed into a multidimensional policy issue. West Lombok Regency is an area that has a high rate of early marriage in West Nusa Tenggara, but also has a commitment to preventing early marriage by issuing several policies. Regional Regulation Number 9 of 2019 concerning the Age of Marriage (PUP) is one of the policies issued early to reduce the rate of early marriage. This research aims to identify stakeholders and their roles, including factors that influence the implementation of stakeholders' roles in implementing policies to prevent early marriage in West Lombok Regency. This research uses a qualitative descriptive method by collecting data through observation, interviews and documentation. The research results show that the identified stakeholders in preventing early marriage in West Lombok Regency consist of the Regent, DPRD, Population Control, Family Planning, Women's Empowerment and Child Protection (DP2KBP3A), Education and Culture Service, Health Service, District Government, Village Government , Religious Affairs Office, NTB Child Protection Agency, SANTAI NGO (Yayasan Tunas Alam Indonesia) and Village Heads to the Community. Based on their influence and interests, these stakeholders are divided into Crowd, Context Setter, Key Players, and Subject. Meanwhile, the classification of stakeholders based on their roles is divided into Policy Creator, Implementor, Coordinator, Facilitator, and Acceletalor. Factors that influence the implementation of the stakeholder role include communication, resources, disposition and bureaucratic structure. The suggestions for this research are optimizing the role of regional governments, encouraging proportional budget allocations to prevent early marriage, and encouraging regional governments to build synergies with other stakeholders such as academics, the business world, and the media.

Abstract

Tourism sector is used as an effective means of encouraging regional development. The government initiated the Tourism Village Program as a strategic effort to empower the community through the tourism sector. Candirejo Tourism Village is the first tourist village in Magelang Regency as well as pilot project tourist village in Magelang Regency. However, Candirejo Village still has a high number of underprivileged families, there are many people who dont have jobs. So, this research aims to examine and analyze program evaluation as well as supporting and inhibiting factors in implementing the Candirejo Tourism Village Program. This research use a qualitative descriptive method through evaluation measures according to Kendall (1992). Indicators of Measurement Result, Cost Efficiency, Organizational Change and Unplanned Effect has been able to have a positive influence and bring situation changes for some people in Candirejo Village. Meanwhile on indicators Goal Achievement, Measurement of Improvement, Unarticulated Hopes has not been able to achieve all of the program objectives and there are still program targets who are not participating. The supporting factors for implementing the Candirejo Tourism Village Program are communication, community participation and resources, while the inhibiting factors related to the organizational structure which still needs to be improved.

Abstract

TikTok is ranked 1st place in the period from January to December 2022. There have been suspicions over TikTok's efforts to further prosper its business through an initiative called Project S via TikTok Shop. Therefore, recently the government established Regulation of the Minister of Trade of the Republic of Indonesia Number 31 of 2003. With this policy, TikTok Shop stopped operating on October 4, 2023 due to violations of socio-commerce rules. This study aims to explore perspectives related to post-closure policies of TikTok Shops in relation to supporting the sustainability of MSMEs in Indonesia. This research uses a qualitative descriptive research method with phenomenology and case study approach. Data collection techniques through interviews with MSMEs and TikTok Shop users and literature studies. It is concluded that although the weakening of the conventional MSME market is not necessarily caused by e-commerce only, this policy is considered a good step to be taken to anticipate the threat of rampant trade from abroad that can threaten Indonesian MSMEs. MSMEs that have indeed utilized the TikTok Shop feature will still be able to use TikTok as a social media service for promotional means, only the transactions will be connected to other platforms.

Abstract

Penelitian ini bertujuan untuk menganalisis elemen Support, Capacity, dan Value dalam implementasi Electronic Sistem Akuntabilitas Kinerja Instansi Pemerintah (E-SAKIP) di Kabupaten Demak. Metode penelitian yang digunakan adalah pendekatan kuantitatif dengan teknik pengumpulan data melalui kuesioner dan observasi. Data yang diperoleh dianalisis menggunakan aplikasi JASP untuk menguji validitas, reliabilitas, dan deskripsi data. Hasil penelitian menunjukkan bahwa implementasi E-SAKIP masih menghadapi berbagai tantangan. Dari aspek Support, dukungan regulasi masih belum optimal, terlihat dari rendahnya tingkat sosialisasi dan pemahaman terhadap kebijakan yang ada. Pada aspek Capacity, mayoritas instansi telah memiliki infrastruktur yang memadai, seperti akses internet dan anggaran terkait E-SAKIP, namun masih terdapat kekurangan dalam sumber daya manusia yang kompeten dalam pengelolaannya. Sementara itu, aspek Value menunjukkan bahwa penerapan E-SAKIP telah memberikan manfaat bagi instansi pemerintah dalam meningkatkan efisiensi dan akuntabilitas kinerja, meskipun belum sepenuhnya dipahami oleh seluruh pegawai yang terlibat. Secara keseluruhan, penelitian ini menegaskan bahwa meskipun E-SAKIP telah berjalan cukup baik, masih diperlukan optimalisasi kebijakan, peningkatan kapasitas sumber daya manusia, serta evaluasi berkala untuk memastikan sistem ini dapat berfungsi secara maksimal dalam mendukung akuntabilitas kinerja instansi pemerintah.

Abstract

This article discusses the digitalization of performance services for State Civil Apparatus employees at the Regional Personnel Education and Training Agency of Grobogan Regency. Digitalization of performance services is needed to follow up on Grobogan Regent Regulation Number 40 of 2019 concerning Electronic-Based Government System Governance (SPBE). In implementing the digitalization of performance services for State Civil Apparatus employees in the Grobogan Regency, problems are still found in performance assessments that are less objective and not in line with organizational assessments. The theory used is the successful elements of digitalization from Indrajit (2006), which consists of Support, Capacity and Value with qualitative research methods to obtain data. The results of the study show that the support of the Grobogan Regency Government is not optimal because it does not yet have a Regent Regulation that regulates performance assessments using the e-Kinerja application. In addition, from the capacity aspect, there is still a lack of supporting devices in the form of computers in the field of apparatus performance assessments and awards at the Regional Personnel Education and Training Agency of Grobogan Regency. From the Value aspect, the benefits felt by the government and State Civil Apparatus at the Regional Education and Training Personnel Agency have been widely felt, especially for employees with functional positions who have been facilitated in managing their credit score assessments through the e-Kinerja application. Based on these findings, it can be concluded that the implementation of digitalization of State Civil Apparatus employee performance services at the Regional Education and Training Personnel Agency in Grobogan Regency is not yet optimal in terms of support and capacity because problems related to the legal basis and lack of information technology infrastructure are still found.
