Abstract

This study aims to determine and describe the function of controlling the circulation of prohibited cosmetics at the Food and Drug Supervisory Agency (BPOM) Kendari City (Central Market Case Study of Kendan City). conclusions/verification. The results showed that Drugs and Food (BPOM) Kendani City in terms of carrying out activities carried out according to previously established standards have been carried out properly, namely carrying out intensification or inspections to places where there are indications that there are prohibited cosmetics containing ingredients.  And the aspect of carrying out monitoring is not optimal because some people who are still unfamiliar with gadgets or applications cannot use BPOM Mobile, this application can be used before buying cosmetics so that they are not only tempted by instant results but also pay attention to whether the cosmetics are safe or not.  Has been carried out properly, supervision through print media and social media to educate the public about choosing cosmetic products that are safe and free of prohibited substances. In terms of taking corrective actions if they get deviations from obstacles, they are not optimal, because there are still some people who are less cooperative if they know of cosmetics containing prohibited substances.

Abstract

This article aims to discuss the dimension of transparency in the process of organizing public services at the Office of Investment and Integrated Services One Door Kolaka Regency. The lack of access from citizens, limited public service information, and various maladministrations that occurred showed not an optimal improvement in the quality of public services in Indonesia. The idea of transparency in public services is that the government should be open with the availability of clear information and provide convenience to citizens in accessing services. this research uses a qualitative approach with a case study. Data is collected through interviews, observations, and documentation. The results of this study show that the process of organizing public services at the Office of Investment and Integrated Services One Door Kolaka Regency has been carried out transparently. Service executors have been open and provide all public service information needed by the community. Access to services can be reached easily by residents. Although some people have difficulty in accessing services online, the implementing officers always help and provide convenience as a form of responsiveness in public services.

Abstract

The purpose of the study was to analyze the effect of transformational leadership and human resource development on the performance of employees of the Public Works Office of Southeast Sulawesi Province. The design of this study is associative explanative research. The population of this study was a staff of the Public Works Agency of the Southeast Sulawesi Province. The study sample was selected by cluster random sampling according to the level of education using the Taro Yamane formula. Thus a sample of 88 people. Besides that, 8 informants were used. Data collection using questionnaires, interviews and documentation. Data analysis using multiple linear regression analysis followed by t-test (partial) and F test (simultaneous). The results of the study show that: (1) Transformational leadership has a significant effect on the performance of employees of the Public Works Office of Southeast Sulawesi Province. (2) The development of human resources observed through the dimensions of education and training has a significant effect on the performance of employees of the Public Works Office of Southeast Sulawesi Province. (3) Transformational leadership and human resource development simultaneously have a significant effect on the performance of employees of the Public Works Office of Southeast Sulawesi Province.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan proses Collaborative Governance Relationship (CGR) antara Pemerintah Kabupaten Konawe dengan PT. Virtu Dragon Industri Nikel terkait rekrutmen Tenaga Kerja Lokal (TKL) di kawasan industri Morosi dan kendala yang ada dalam pelaksanaan proses kerjasama. Metode penelitian menggunakan pendekatan kualitatif dengan desain deskriptif analitik. Melalui penggunaan berbagai komponen, hasil dari penelitian ini adalah dinamika kerjasama antara Kabupaten Konawe Pemerintah dan PT. VDNI berjalan dengan baik meski di awal agenda kerjasama dibarengi konflik berupa penolakan oleh sekelompok orang. Saat ini, dampak sementara yang dirasakan oleh Pemerintah Kabupaten Konawe dan masyarakat Konawe adalah penurunan angka pengangguran dan angka kemiskinan. Selain itu, pertumbuhan ekonomi Kabupaten Konawe juga meningkat, bahkan di masa pandemi Covid-19. Selanjutnya adaptasi sementara di Kabupaten Konawe saat ini dalam kondisi peningkatan kompetensi calon tenaga kerja oleh Pemerintah Kabupaten Konawe, dan verifikasi tenaga kerja yang kompeten sesuai permintaan PT. VDNI di wilayah atau zonasi yang lebih luas dari yang diprioritaskan sebelumnya.

Abstract

Adapun tujuan penelitian ini adalah untuk mengetahui evaluasi kinerja badan permusyawaratan desa (BPD) Pada Desa Tanomeha Kecamatan Kaledupa Selatan Kabupaten wakatobi. Analisis jenis yang digunakan dalam penelitian ini yaitu penelitian kualitatif. Teknik pengumpulan data dilakukan dengan cara penelitian kepustakaan dan penelitian dilapangan dengan menggunakan metode dan wawancara dan dokumentasi. Evaluasi kinerja Badan Permusyawartan Desa (BPD) Dalam Menjalankan Fungsi dan Peranannya di Era Otonomi Daerah pada Desa Tanomeha sudah cukup baik. Disini dapat kita lihat dari fokus pada apa yang akan di evaluasi yaitu Evaluasi Kinerja Badan Permusyawartan Desa (BPD) sudah cukup baik. Disini dapat kita lihat dari berjalannya beberapa program seperti pembuatan jembatan mangrove park, pembuatan pasar ikan, pengadaan air bersih di setiap rumah warga, rumah gratis untuk msyarakat yang membutuhkan dan renovasi masjid. Dilihhat dari pengumpulan Informasi bahwa BPD sudah cukup baik dalam menjalankan fungsi dan perananya dilihat dari terlakksananya beberapa program seperti pengadaan air bersih gratis, walaupun belum maksimal karena dalam pembagain bantuan tersebut  hanya beberapa kelompok saja yang  mendapatkannya atau adanya unsur pilih kasih. Dilihat dari Fungsi Legislasi bahwa fungsi legislasi Badan Permusyawartan Desa (BPD) Desa Tanomeha sudah dilaksanakan dengan baik. Namun dalam hal Evaluasi Konteks Badan Permusyawaratan Desa (BPD) kurang berperan dalam menjalankan fungsinya. Fungsi Pengayaom bahwa belum optimal dalam melaksanakan aspirasi masyarakat. Dalam Fungsi Pengawasan Badan Permusyawaratan Desa (BPD) belum maksimal dalam melaksanakan pengawasan terhadap pengawasan ABPDes terhadap kegiatan Kepala Desa.

Abstract

Community service activities integrated with thematic Real Work Lectures (KKN) of Halu Oleo University aim to contribute to the government and citizens, especially in public services in the midst of the New Normal period in Southeast Sulawesi. This activity is an online-based Urban Village Administration Training in Nambo District, Kendari City, Southeast Sulawesi Province. The method used in the Thematic KKN is carried out directly at the activity location. Students are active from the beginning to the end of KKN activities carried out in the domicile area. The results of community service activities through Thematic KKN for students provide information that the average village government apparatus does not yet know and understand how to use internet technology facilities in public services, especially in managing village administration online based. There is only 1 website in the sub-district and all kelurahan do not yet have a website. There has never been any technical training on website management for village officials. Local government support is very limited in providing resources in realizing online-based urban administration.

Abstract

The main purpose of this paper is to review the current literature on public employees’ behavior for work from home during the COVID-19 pandemic. Specifically, we develop conceptualization and hypothesis development of public employee’s behavior for work from home utilizing theory of planned behavior (TPB). Using a qualitative literature review, we establish five hypotheses regarding the association of attitude, subjective norms, perceived behavioral control, and understanding on intention and behavior. To examine the model, it can be tested by scholars in empirical research.

Abstract

Tujuan penelitian ini adalah untuk mengetahui dan mendeskripsikan Implementasi Kebijakan e-goverment dan mengetahui Implementasi Kebijakan E-Goverment pada Kantor Badan Kepegawaian dan Pengembangan Sumber Daya Manusia ( BKPSDM) Kota Kendari. Metode penelitian yang di gunakan merupakan jenis penelitian kualitatif deskriptif menggunakan teknik pengumpulan data yang pada lakukan merupakan wawancara serta dokumentasi. Adapun yang pada jadikan menjadi informan dalam penelitian ini merupakan 4 orang. Hasil penelitian menggunakan variabel yang mempengaruhi implementasi kebijakan menurut Edward III yang di namakan direct and indirect impact on implementation. Dari segi Komunikasi, Disposisi atau Sikap dan Struktur Birorasi merupakan faktor penentu keberhasilan Implementasi Kebijakan E-Government. Namun dari segi Sumber Daya perlu di tingkatkan baik dari Sumber Daya Manusia sebagai pengelola maupun Sumber Daya Financial sebagai pendukung dalam implementasi kebijakan e-government. DI BKPSDM sudah mengimplementasikan kebijakan e-government di lihat dari penerapan Aplikasi SI TPPNS, SI MANTAP, dan ABSEN ONLINE yang sudah berjalan dengan baik. Dengan adanya aplikasi tersebut bisa meningkatkan disiplin pegawai. Meskipun saat ini aplikasi SI MANTAP masih dalam proses pengembangan agar bisa menjadi aplikasi inti dan memudahkan pegawai dalam setiap urusan.
