Abstract

ABSTRACT This study analyzes the implementation of rabies-free program in Indonesia which is not effective yet, although the number of rabies cases has been decreasing significantly, but it is not completely commensurate with the high percentage of reported bites in 2016. Rabies control management which is focussed only on public health aspect, has been widely discussed in earlier studies, while this research raises the institution problem of animal health at three levels of institutional framework. The lack of empowerment programs involving society and social organizations on rabies eradication policy in Bali (as a learning model), indicates that the animal health aspect has not been optimally applied. The state regulations are considered weak to raise the issue which leads to the lack of multi-party collaboration and cross-sectoral coordination at meso and micro-level. The contradiction over the negotiation process between formal and informal elements such as custom and belief (Nee, 2003), reinforces the political will that influences those collective actions of meso-level actors at macro-level. This qualitative research using case study method involved Bali Provincial and Denpasar City Livestock and Animal Health Departments as well as their relations with academic institutions (Udayana University), professional organizations (PDHI Bali), and animal care NGOs (BAWA Foundation).ABSTRAKStudi ini menganalisis implementasi Program Indonesia Bebas Rabies yang belum efektif meskipun angka kasus positif rabies mengalami penurunan cukup signifikan, namun tidak sepenuhnya berbanding lurus dengan masih tingginya persentase laporan kasus gigitan hewan penular rabies (GHPR) di tahun 2016. Banyak kajian terdahulu membahas manajemen pengendalian rabies terkonsentrasi hanya pada aspek kesehatan publik, sementara studi ini mengangkat problem institusi pada isu kesehatan hewan di tiga tingkat kerangka kelembagaan. Minimnya program pemberdayaan masyarakat dan organisasi sosial pada kebijakan pengentasan rabies di Bali (sebagai model pembelajaran), mengindikasikan aspek kesehatan hewan belum diterapkan dengan optimal. Lemahnya regulasi pemerintah mengedepankan isu tersebut turut memengaruhi kurangnya kolaborasi multipihak dan koordinasi lintas sektor di tatanan meso dan mikro. Proses negosiasi antara elemen formal dan elemen informal, misalnya kebiasaan dan kepercayaan masyarakat tidak menghasilkan kesepakatan (Nee, 2003), sehingga memperkuat keinginan berpolitik yang ternyata memengaruhi tindakan kolektif dari para aktor di tatanan meso pada tingkat makro. Riset kualitatif ini menggunakan metode studi kasus yang melibatkan Dinas Peternakan dan Kesehatan Hewan Provinsi Bali serta Bidang Peternakan dan Kesehatan Hewan Kota Denpasar terkait relasinya dengan institusi akademik (Universitas Udayana), organisasi profesi independen (PDHI Bali) dan NGO peduli satwa (Yayasan BAWA).

Abstract

Dog meat is one of the commodities traded in the Tomohon Market. The dog meat trade that had been going on for years there was then met with disapproval from animal welfare organizations (AWO), who took collective action at the policy level with interest in ending the activity. This article aims to explain two things. First, the context of the Minahasa community where the dog meat trade developed and its links. Second, the process and results of the collective action of AWOs at the policy level in response to the dog meat trade. This discussion uses the NIES (New Institutionalism In Economic Sociology) approach from Victor Nee. At the same time, this type of research is qualitative research with a case study strategy. Based on the study results, it can be concluded that the collective action of AWOs supported by informal monitoring mechanisms is a form of response and support for the macrostructure of animal welfare. This effort was hampered and facilitated by different institutional elements. AWOs have not succeeded in realizing their interests but have pushed for alternative policies that refer to rabies regulations targeted at weakening points in the dog meat trade chain

Abstract

The foreign labor market delivers Indonesian workers with low qualifications for work in the informal fisheries sector as a fishing vessel crew (AKP). On the one hand, the use of Indonesian workers assists in increasing the absorption of domestic labor. Still, in real conditions, the workers are confronted with violations practices of labor rights. More than that, in the homestead, migrants' fishing vessel crew experience the repudiation of labor rights and human rights. Based on previous studies mapping, the phenomenon 'labor exploitation' is associated with functional dimensions of policy and regulation and its relation to rational action in the economic context. Those case studies of Taiwanese flagship's fishing vessel crew have not yet caught on to the complexity of continuous practice in Indonesian migrants from recruiting procedures to entirely adhering to the causes of migrants' precariousness. Using institutional analysis, the findings show the dynamics between institutions and actors in the labor market, ignoring important micro aspects to transpose to eliminate occupational practices. Neglect of the social-economic context's cognitive element builds a considerable gap between existing beleid and the resulting transformation.

Abstract

Children have the right to education throughout their lives, regardless of their status. In this study, we will analyze the social benefits of using digital technology for foster children, and how the DKI Jakarta Special Development Institute for Children (LPKA) class 2 can meet these needs. Previous research that is used as a reference is research with the theme of the rights of children in conflict with the law and research with the theme of the digital skills gap for adolescents. The weakness in previous research is that there are no results that explore how the social benefits obtained by foster children from using digital technology and how LPKA can provide access to digital technology for them. This research uses a descriptive method complemented by qualitative data with purposive sampling. Interviews were conducted with eight selected foster children from the DKI Jakarta Special Development Institute for Children (LPKA) class 2. The findings of this study are the social benefits of using digital technology owned by LPKA Class 2 Jakarta foster children in the form of the ability to interact at a distance, the ability to deepen skills, and the ability to sort information. The conclusion of this study is that digital technology that can be accessed by prisoners can provide several sociological benefits and is used by them while undergoing a period of guidance.

Abstract

Installing disaster signs and information boards in disaster-prone areas is one form of effort to improve disaster preparedness and mitigation through disaster education for people in disaster-prone areas. This study aims to analyze the form of DiMaggio and Powell Isomorphism in the installation of signs and information boards for the Lembang Fault earthquake disaster and provide recommendations for the installation of signs and disaster information boards at the West Bandung Regency Regional Disaster Management Agency (BPBD KBB). The consideration of case selection is based on the high Indonesia Disaster Risk Index (IRBI) in 2022 in West Bandung Regency, reaching 14.74 (high risk for earthquakes). The research methodology uses a descriptive qualitative approach with case studies on BPBD KBB as coordinators in disaster management in the regions. Data collection techniques involve literature study and in-depth interviews. The results showed that the installation of signs and information boards was influenced by normative coercive Isomorphism. The implications of this study include practical recommendations for improving strategies for installing signs and information boards to improve the effectiveness of disaster mitigation in the region.

Abstract

Perkembangan teknologi memberikan dampak signifikan terhadap segala bentuk kegiatan manusia dalam berjejaring, Perihal tersebut juga berdampak terhadap ranah pendidikan yang harus mengintegrasikan pembelajaran dengan teknologi informasi, dengan adanya hal tersebut dapat menjadi media bagi para guru dan siswa untuk dapat memperoleh berbagai informasi yang tidak terbatas dengan mudah serta cepat. Namun, terdapat beberapa indikator yang menjadi faktor kesenjangan digitalisasi Pendidikan, selanjutnya dapat di klasifikasikan berdasarkan usia, gender, etnis, pekerjaan, pendidikan dan kebangsaan. Metode penelitian menggunakan metode kualitatif dengan analisis deskriptif sebagai upaya untuk dapat mendeskripsikan berbagai fenomena, laporan, aktifitas yang terjadi setelah dianalisa berdasarkan inklusi sosial kemasyarakatan. Hasil penelitian menunjukkan bahwa 1) Masih terdapat kesenjangan dalam pemerataan teknologi Pendidikan yang disebabkan oleh berbagai faktor diantaranya yakni pembiayaan, perangkat computer, jaringan internet serta pemerataan pendanaan dimasing-masing daerah. Terlebih adanya kesenjangan pada pihak sekolah, terutama bagi sekolah dengan akses, sarana serta prasarana yang belum memadai untuk dapa melaksanakan pembelajaran secara digital. 2) Para guru sebagai dewan pendidik masih memerlukan pengembangan sumber daya manusia terkait dengan teknologi Pendidikan, sebab lebih dari separuh guru yang ada dalam dunia Pendidikan masih kurang mampu menjalankan pembelajaran digital secara maksimal sehingga lebih memilih untuk menerapkan metode konvensional pada pembelajaran

Abstract

Penelitian ini bertujuan untuk studi evaluasi program pemberdayaan pendidikan pemuda produktif di Rumah Gemilang Indonesia, Depok Jawa Barat. Memperluas cakupan penelitian sebelumnya, bahwa program pemberdayaan pemuda produktif pada keluarga miskin dengan pendekatan life skill dan spiritual skill. Penelitian ini menggunakan metode kualitatif dengan pendekatan analisis Framework Analysis. Dengan melakukan kajian pustaka, wawancara semi struktur, data tekstual, dokumen, memo, dan catatan lapangan. Hasil studi evaluasi program pemberdayaan pemuda produktif Rumah Gemilang Indonesia sudah memenuhi indikator kesuksesan program yakni, aspek relevansi, efektivitas, dampak, efisiensi, keberlanjutan, dan Replikasi.Untuk mencapai keberlanjutan (sustainability) Rumah Gemilang Indonesia perlu diversifikasi program sesuai kebutuhan penerima manfaat, kolaborasi aktif, dan pengelolaan sumber pendanaan yang bersifat jangka panjang serta penggunaan teknologi pada sistem administrasi dan implementasi kurikulum.

Abstract

This study aims to analyze the differences in the work orientation of Generation Y and Generation Z workers in startup companies based on generational differences, gender, religion, property ownership, domicile, and office location. This research uses a quantitative approach with a survey method. The results of this study show that both Generation Y and Generation Z workers who work in Startups have the same work orientation regarding gender, religion, place of residence, ownership status, and office location. This research is expected to extend knowledge about the characteristics of Generation Y and Generation Z workers. In addition, this research is expected to become evidence-based to tailor specific regulations related to work orientation among Generation Y and Generation Z.

Abstract

Migrasi tenaga kerja lintas negara telah lama menjadi fenomena global. Namun, pemenuhan gizi pekerja migran Indonesia (PMI) di Malaysia masih menghadapi tantangan. Penelitian ini bertujuan untuk menganalisis praktik adaptasi PMI semi-terampil di Malaysia dalam memenuhi kebutuhan gizi dengan menggunakan konsep cognitive frame dan institutional bricolage dari Jens Beckert. Penelitian ini menggunakan pendekatan kualitatif, dengan text network analysis (TNA), wawancara mendalam, focus group discussion (FGD), dan photovoice pada Oktober 2024. Temuan penelitian menunjukkan bahwa pemahaman PMI tentang gizi lebih banyak dibentuk oleh jaringan sosial sesama pekerja migran dan rekan kerja/kuliah daripada institusi formal seperti Kedutaan Besar Republik Indonesia. Kondisi ini memunculkan fenomena institutional bricolage, melalui solusi mandiri untuk masalah gizi dan berbagi informasi nutrisi melalui komunitasnya. Penelitian ini merekomendasikan perlunya dialog konstruktif antara DPR RI dengan Perhimpunan Pelajar Indonesia (PPI) mengenai pemenuhan hak pangan bagi PMI, legalisasi kebijakan pengurangan harga bahan makanan, revisi regulasi bilateral Indonesia dan Malaysia, serta pelatihan gizi berbasis komunitas dengan PPI sebagai mediator. Temuan dan rekomendasi ini diharapkan dapat mendukung kebijakan yang responsif terhadap kebutuhan riil PMI melalui advokasi lintas komisi di DPR RI, yaitu Komisi II, Komisi IV, Komisi VI, dan Komisi IX.
