Abstract

ABSTRAKBadan Usaha Milik Desa (BUMDes) merupakan badan hukum yang didirikan oleh Desa. Membentuk BUMDes yakni bagian dalam melaksanakan amanat peraturan perundangan, perihal ini sebagaimana sudah diatur pada Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Pasal 1 ayat (2) Desa adalah Desa adat atau yang disebut dengan nama lain, kesatuan dengan masyarakat hukum yang memiliki batas wilayah yang berwenang untuk mengatur dan mengurus urusan pemerintahan, kepentingan masyarakat setempat berdasarkan prakarsa masyarakat setempat, hak asal usul, dan hak tradisional yang diakui dan dihormati dalam sistem pemerintahan Negara Kesatuan Republik Indonesia. Adapun teori yang digunakan yaitu teori peran Ralp Linton Robert Merton. Ralph Linton mengartikan peran sebagai ekspresi dinamis dari status. Seorang individu menduduki status tetapi melaksanakan peran. Robert Merton membenarkan itu, namun menambahkan bahwa setiap status bisa mempunyai beberapa peran sekaligus. Penelitian ini merupakan penelitian lapangan yang bersifat deskriptif kualitatif dengan metode pengumpulan data observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukan bahwa dimana Kepala Desa dan pengelola BUMDes sendiri belum mampu memenuhi peranya dalam menagani program simpan pinjam. Diantaranya dalam hal pengembalian uang simpan pinjam belum terlaksana dengan baik masih banyak masyarakat yang belum mengembalikan uang simpan pinjam tersebut, Kepala Desa dan pengelola BUMDes hanya berperan didalam menagani awal program di laksanakan tetapi untuk menjalankan. Kepala Desa dan pengelola BUMDes belum mampu memenuhi peranya sebagaimana seharusnya program simpan pinjam terlaksana di dalam masyarakat Desa Jongar. Kata Kunci: Peran, Simpan Pinjam, BUMDes, Jongar ANALYSIS OF THE ROLE OF THE VILLAGE HEAD IN IMPLEMENTING THE PROGRAM SAVING AND LOAN THROUGH BUMDES IN JONGAR VILLAGE, DISTRICT KETAMBE, ACEH SOUTHEAST DISTRICTABSTRACTVillage Owned Enterprises (BUMDes) are legal entities established by villages. Establishing BUMDes is part of carrying out the mandate of laws and regulations, this matter is as regulated in Law Number 6 of 2014 concerning Villages. Article 1 paragraph (2) A village is a traditional village or what is called by another name, a unit with a legal community that has territorial boundaries that are authorized to regulate and manage government affairs, local community interests based on local community initiatives, origin rights, and traditional rights recognized and respected in the system of government of the Unitary State of the Republic of Indonesia. This study aims to analyzethe role of the village head in running the savings and loan program through BUMDes in Jongar Village, Ketambe sub-district, Southeast Aceh district and to find out what factors are hindering the community in returning savings and loan money. The theory used is the role theory of Ralp Linton Robert Merton. Ralph Linton defined role as a dynamic expression of status. An individual occupies status but performs a role. Robert Merton confirmed this, but added that each status could have several roles at once. This research is a field research that is descriptive qualitative with data collection methods of observation, interviews and documentation. The results of this study indicate that the Village Head and BUMDes managers themselves have not been able to fulfill their role in managing the savings and loanprogram. Among them, in the case that the return of savings and loans has not been carried out properly, there are still many people who have not returned the savings and loans, the Village Head and BUMDes managers only play a role in handling the program at the start but to run it. The village head and BUMDes managers have not been able to fulfill their role as the savings and loan program should be carried out in the Jongar Village community. Abstract

This edition showcases a diverse range of research articles that offer valuable insights into various aspects of disaster management. The articles included in this issue address crucial topics in the field. For instance, Lendra et al. present a study on occupational safety and health risk management in the construction industry during the COVID-19 pandemic, proposing control solutions to ensure worker safety. Arrisaldi et al. focus on landslide risk assessment using Geographic Information System (GIS) in Kulon Progo, Indonesia, providing a comprehensive landslide risk map for disaster preparedness and community resilience. Indira and Manessa explore the generation of effective tsunami evacuation routes based on hazard models in Sukabumi, West Java, emphasizing the importance of revising hazard maps and identifying optimal routes to enhance the safety and preparedness of coastal communities. Irsyadillah investigates the concept of disaster capitalism and its impact on safety culture within the aviation industry. Other topics covered in this issue include spatio-temporal analysis of ground movement using unmanned aerial vehicles (UAV) photogrammetry by Amalia et al., analysis of hydraulic jumps for dam safety, examination of changes in mobility patterns and CO2 emissions during the pandemic by Fatimah et al. and Darma et al., understanding socio-ecological differences and risks faced by indigenous communities by Sunarti et al., exploring funding strategies through the Land Value Capture (LVC) scheme by Handayani et al., and conducting a bibliometric study on disaster management agencies and public policy by Kurniawati et al. These research articles significantly contribute to advancing knowledge in disaster management and provide practical insights for researchers, policymakers, and practitioners. We encourage readers to delve into these articles and participate in further discussions on the vital field of disaster management.
