Abstract

Weak coordination can also be seen in the achievement of cooperation agreements between regions in the Mebidangro area. For example, how the weak coordination between Pemko Medan and Pemko Deli Serdang resulted in the closure of the TPA Namo Bintang in Pancur Batu sub-district, even though Presidential Decree No. 62/2011 has designated TPA Namo Bintang together with TPAatuh in Medan Marelan as a garbage landfill for residents of Medan city. Weak coordination certainly requires institutional strengthening that can ensure synergy among government ranks in the Mebidangro area to be able to overcome problems faced together. This research was conducted in the Mebidangro area by using qualitative which focused on the problems that existed at the time of the research or the actual problems as well as the facts about the problems being investigated as they were, accompanied by sufficient rational interpretation. Data collection techniques through observation, interviews and limited group discussions. The character of the Mebidangro implementing organs has not shown an orderly working mechanism, where the two main components of the character of the implementing organs, namely the SOP and the division of tasks / authorities between the provincial government and district / city governments as well as between district / city governments throughout the Mebidangro region do not exist. Institutional strengthening is needed to strengthen the Integrated Management Institution model.

Abstract

The election of the Governor and Deputy Governor of North Sumatra Province in 2018 presents a unique practice of identity politics with the complexity of the political system and democratic practices. This research finds the practice of identity politics running in the 2018 Pilgubsu process, where each candidate uses closeness in ethnicity and religiosity in political practice; campaign until the selected work program.In accordance with the characteristics of the data, the research method used in this study is a qualitative approach with the main focus is to explain the factors that led to the emergence of religious identity politics in multicultural societies in North Sumatra through a democratic process. Data collection techniques used observation, literature review and in-depth interviews. The data obtained were analyzed and outlined in the form of field reports. The results of the study illustrate thatGovernor-elect Edy Rahmayadi explicitly and implicitly acknowledged the use of identity politics in the 2018 Pilgubsu contest; campaign slogans, campaign processes to success teams through various political media. The practice of identity politics in the 2018 Pilgubsu is inseparable from a series of national politics from the post-reform era to direct elections since the era of regional autonomy. The long political dialogue then resulted in political reconfiguration as a movement towards the development of positive political discourse and as part of further political education for the wider community. The reconstruction of the democratic process in the context of direct regional head elections is carried out to minimize the negative impact by political parties and the government on the direct regional head election process.

Abstract

The concept of the welfare state is a concept that is still being debated. The debate is the events of the past and present. This study discusses the debate. This study found, in the debate, there are four meanings of the welfare state concept: First, the concept of the welfare state understood as the power of the state addressed to the national welfare; Second, the concept of the wel-fare state understood as undercover state collectivism by directing spending; Third, the concept of the welfare state understood as the beginning phase of the political absolutism; Fourth, the concept of the welfare state understood as a way to pay attention condition of the people who are not rich (poor). This debate can not be separated from the pull of the ideology social-ism and capitalism. The implication is that the welfare state can be called a middle way.Keywords: Welfare state, laissez faire, empirical libertarian.

Abstract

happened because labor organization during the period prohibited to do political activity. The impact is labor organization didn’t have power to influence government policy at labour issue. Since the new order was collapses, labour has become as the political power in politics. Nevertheless that still has not yet become the real power. This Study states its problem is be-cause labour movement organization is fragmented. This Study discusses why this condition can happen. To answer that question, this study uses the approach of relation between state and civil society and use literature study and document in data collecting. The finding is: First, the labor organization in Indonesia haves history burden, especially memory about new order ex-perience that bridles labor movement; The elite of labour movement organization affect different political way, because must follow its political party rule; Last, the labour movement didn't have a movement pattern with tactical and systematic target goals.Keywords: Labour movement, fragmented organization, political participation.

Abstract

Community service activities are one of the obligations that must be carried out by every lecturer in Higher Education. The proposed Community Service Activity is entitled: Social Capital-Based Mentoring to Improve Women's Welfare in the Kppi Organization (Indonesian Coastal Women's Union) in Bagan Deli, Medan Belawan District. Mentoring based on strengthening social capital for female fishers in the Indonesian Coastal Women's Union (KPPI) Medan organization is an empowerment strategy that aims to improve their welfare through the utilization of social networks, trust, and community norms. This program not only focuses on increasing individual capacity, but also strengthening social relationships that can open access to economic opportunities, resources, and social protection. By strengthening social capital, female fishers in the Indonesian Coastal Women's Union (KPPI) Medan organization can more easily share information, obtain support in facing challenges, and increase their competitiveness. In addition, this activity also encourages the active participation of female fishers in decision-making in the community, increases awareness of their rights, and strengthens solidarity and collaboration among group members. With the assistance provided, it is hoped that female fishermen will not only experience increased economic welfare, but also gain greater recognition in the fisheries sector and in their social life as a whole.
