Abstract

Tujuan dilaksanakannya penelitian ini adalah untuk mendeskripsikan mengenai tahapan dilaksanakan PATEN di Kecamatan Sidikalang, mengenai faktor-faktor yang berpengaruh terhadap pelaksanaan PATEN di Kecamatan Sidikalang. Dengan menggunakan metode deskriptif kualitatif, penelitian ini menghasilkan beberapa kesimpulan yaitu sosialisasi yang dilakukan baik antara pihak Kabupaten dengan pihak Kecamatan belum sepenuhnya merata dan belum mampu meningkatkan kesadaran masyarakat, kualitas dan kuantitas aparatur yang belum memadai, koordinasi antar instansi terkait baik itu pihak yang kepentingannya dipengaruhi khususnya kecamatan dengan Dinas Penanaman Modal dan Pelayanan Perizinan Terpadu Satu Pintu belum terlaksana secara maksimal dan cenderung berjalan sendiri-sendiri, Kedudukan Pembuat kebijakan yang ditujukan dengan adanya political will dan komitmen Bupati Dairi dalam mengawali implementasi kebijakan Pelayanan Administrasi Terpadu Kecamatan serta Komitmen untuk membenahi penyelenggaraan pelayanan publik yang dimiliki oleh Bupati Dairi belum terinternalisasi secara komprehensif hingga kepada para staf (frontliner) yang ada di Kecamatan, karena masih ditemukan penyimpangan dalam pungutan liar ataupun adanya calo yang berkeliaran. Berdasarkan hasil analisis penelitian, maka kecamatan memegang peranan penting sebagai pusat pelayanan yang paling dekat dengan masyarakat terutama daerah yang luas dan sulit dijangkau. Oleh karena itu selain adanya kewenangan yang luas sesuai dengan porsinya, maka kecamatan juga perlu didukung oleh dana, sarana prasarana serta aparatur yang memadai baik kuantitas maupun kualitasnya

Abstract

AbstrakMasihrendahnya motivasi kerja pegawai pada Bagian Umum dan Perlengkapan kantor Bupati Langkat, diduga hal ini terjadi karena gaya kepemimpinan formal maupun non formal belum terlaksana dengan baik sesuai dengan situasi dan kondisi pegawai yang ada. Oleh karena itu sasaran penelitian diarahkan kepada 2 variabel yaitu gaya kepemimpinan formal dan kepemimpinan non formal untuk mengetahui sejauhmana pengaruhnya terhadap motivasi kerja pegawai Bagian Umum dan Perlengkapan Kantor BupatiLangkat. Penelitian dilakukan di Bagian Umum dan Perlengkapan Kantor Bupati Langkat. Bentuk penelitian menitik beratkan pada proses, dekripsi analisis yang bertujuan untuk mengetahui pengaruh gaya kepemimpinan formal dan gaya kepemimpinan non formal terhadap motivasi kerja pegawai. Populasi adalah seluruh pegawai Bagian Umum dan Perlengkapan Kantor Bupati Langkat yang berjumlah 59 orang yang keseluruhan populasi dijadikan sampel. Teknik pengumpulan data menggunakan penelitian perpustakaan, penelitian lapangan dan observasi langsung. Alat analisa data yang digunakan dalam penelitian ini adalah model regresi linier berganda. Indevenden variable (variable bebas) adalah gaya kepemimpinan formal (X1) dangaya kepemimpinan non formal (X2). Devendenvarieble (variable takbebas) adalah motivasi. Teknik analisis data kuantitatif dengan mempergunakan perangkat lunakkomputer program SPSS, yakni menguji dan menganalisis data dengan penghitungan angka-angka untuk kemudian menarik kesimpulan. Hasil penelitian menjelaskan Gaya Kepemimpinan Formal memiliki pengaruh yang kecil terhadap motivasi kerja pegawai Bagian Umum dan Perlengkapan Kantor BupatiLangkat. Hal ini menjelaskan Gaya Kepemimpinan Formal yang diterapkan di lingkunganBagianUmumdan Perlengkapan Kantor Bupati Langkat belum berjalan baik sesuai dengan yang diharapkan dalam meningkatkan motivasi kerja pegawai. Gaya Kepemimpinan non formal memiliki engaruh terhadap motivasi kerja pegawai Bagian Umum dan Perlengkapan Kantor Bupati Langkat yang lebih dominan. Pengaruh Gaya Kepemimpinan Formal dan Gaya Kepemimpinan non formal memiliki pengaruh secaras imultan terhadap motivasi kerja pegawai pada Bagian Umum dan Perlengkapan Kantor Bupati Langkat. Dengan kata lain variabilitas motivasi  yang dapat diterangkan dengan menggunakan variabel Gaya Kepemimpinan Formal dan Gaya Kepemimpinan non formal.Kata Kunci: Gaya Kepemimpinan (Formal dan Non Formal), Motivasi Kerja Pegawai. EFFECT OF LEADERSHIP STYLE ON MOTIVATION OF EMPLOYEES WORKING IN THE PUBLIC AND OFFICE EQUIPMENT LANGKAT REGENTAbstractThe low motivation of employees working in the Division of General and Langkat Regent Office, suspected this was because the style of formal and informal leadership has not done well in accordance with the circumstances existing employees. Therefore, the target of research directed at two variables: leadership style formal and non-formal leadership to determine the extent of its influence on employee motivation BagianUmum and Office Supplies Langkat Regent. The study was conducted at the Division of General and Office Supplies Langkat Regent. Forms of research focuses on the process, decryption analysis aimed to determine the effect of leadership style formal and non-formal leadership style towards employee motivation. The population is all employees of General and Office Supplies Langkat Regent totaling 59 people overall population sampled. Data collection techniques using library research, field research and direct observation. Analisa data tool used in this research is multiple linear regression model. Independ- ent variable (independent variable) is a formal leadership style (X1) and non-formal leadership style (X2). Devenden varieble (dependent variable) was the motivation. Quantitative data analysis techniques by using SPSS computer software, namely testing and analyzing the data by counting the numbers-the numbers to then draw conclusions. Results of the study explained Formal leadership style has little effect on work motivation of employees of General and Office Supplies Langkat Regent. This explains Formal leadership style that is applied in the Division of General and Office Supplies Langkat Regent has not been going well as expected in enhancing employee motivation. Non-formal leadership style had an influence on employee motivation Division of General and Office Supplies Langkat Regent more dominant. Influence of Leadership Style Leadership Style Formal and non-formal having simultaneous effect on the motivation of employees working in the Division of General and Office Supplies Langkat Regent. In other words motivation variability can be explained by using variable Leadership Style Leadership Style Formal and non-formal.Keywords: Leadership Style (Formal and Non Formal), Employee Work Motivation

Abstract

This study aims to evaluation the Effectiveness of Granting Funding at Foundation School / Raudhatul Athfal Bina Kreatif Institutions in Batang Kuis District, Deli Serdang Regency. This study uses the Research Instruments In qualitative research, the main instrument is the researcher himself, but the research instrument that the researcher uses to complement the data and compare it with the data that has been found through observation guidelines, interview guidelines, study and review of documents related to the object of research. Sources of data used in this study are divided into two sources, namely primary data sources and secondary data sources. The results of this study indicate that 1.The benefits of providing grant funds for schools at RA Bina Kreatif Educational Institutions/Foundations in Batang Kuis District, Deli Serdang Regency. 2.There were obstacles in the use of grant funds by RA Bina Kreatif schools in providing grants to schools. 3.The Head of Raudhatul Athfal Bina Kreatif has submitted an Accountability Report Number: 075 / RA-BK / SEK / V / 2019. Date, May 20, 2019, regarding the submission of the 2019 APBD-SU Financial Accountability Report.

Abstract

The purpose of this study is to analyze how the role of the Social Service in improving the welfare of the community, especially the elderly in Gayo Lues Regency and to find out the obstacles or constraints of the Social Service in carrying out its role in improving the welfare of the community, especially the elderly. The research method used in this research is descriptive with qualitative analysis. Data collection was obtained from interviews, observations, documentation and literature studies. The results of this study indicate that the role of the Social Service of Gayo Lues Regency in improving the welfare of the community, especially the elderly, has been implemented but has not been optimal. This can be seen from the various obstacles or obstacles faced by the Social Service, including the minimal program budget to support the program, inadequate human resources in carrying out activities so that the services carried out are not optimal and the difficulty in providing services due to limited facilities and infrastructure. The suggestion from this research is that the Social Service of Gayo Lues Regency makes a strategy in the form of an activity program that can absorb the budget in improving the welfare of the community, especially the elderly, developing human resources through training, education, coaching, budgeting for financing in the form of facilities and infrastructure for officers who carry out services for the community Elderly.

Abstract

The election of the Governor and Deputy Governor of North Sumatra Province in 2018 presents a unique practice of identity politics with the complexity of the political system and democratic practices. This research finds the practice of identity politics running in the 2018 Pilgubsu process, where each candidate uses closeness in ethnicity and religiosity in political practice; campaign until the selected work program.In accordance with the characteristics of the data, the research method used in this study is a qualitative approach with the main focus is to explain the factors that led to the emergence of religious identity politics in multicultural societies in North Sumatra through a democratic process. Data collection techniques used observation, literature review and in-depth interviews. The data obtained were analyzed and outlined in the form of field reports. The results of the study illustrate thatGovernor-elect Edy Rahmayadi explicitly and implicitly acknowledged the use of identity politics in the 2018 Pilgubsu contest; campaign slogans, campaign processes to success teams through various political media. The practice of identity politics in the 2018 Pilgubsu is inseparable from a series of national politics from the post-reform era to direct elections since the era of regional autonomy. The long political dialogue then resulted in political reconfiguration as a movement towards the development of positive political discourse and as part of further political education for the wider community. The reconstruction of the democratic process in the context of direct regional head elections is carried out to minimize the negative impact by political parties and the government on the direct regional head election process.

Abstract

Study of civil society are often conducted by political scientist. In general, a reaction to the longstanding dominance of state. Similarly, in the context of Indonesia. These studies discuss the development of the concept of civil society in Indonesia. Analytical tools used in this study is the approach of political sociology. Focused on the relation between religion and state, also talked about the political systems that shape the relationship between state and civil society. To collecting data its using the study of literature and documents and analysis was performed with the method of historical comparison. The study found that in cases in Indonesia there are Muslim intellectuals and activists who think that the concept of democracy is anti-Islamic. Conversely, there are Islamic groups who believe that even if democracy comes from the west though, it is not contrary to the ethical principles of Islam. Democracy is well used by the Islamic community. The community like this is called as civil society berteraskan Islam.Keywords: Civil society, state approach, civil muslim.

Abstract

Indonesia nationalism evocation as the same manner as triggered by social organization and politics like Budi Utomo and Syarikat Islam has been disband but later become a strength. This happened because there are the chance equality, aspiration equality, and ideology equality. In other hand outside of Indonesia also felt this effect. The one of country that feels of this is Ma-laysia. This study focused on Indonesia nationalism effect to Malaysia nationalism evocation. Especially explain about how the process of political transformation and Indonesia nationalism to Malaysia. Based on historical approach this study has found that Indonesia nationalism and Malaysia nationalism evocation each other related. Furthermore he came to be as political identities. Political party in Malaysia like UMNO, PAS is the one of organization that has many influenced by spirit of Indonesia nationalism evocation effect. They always exist in Malaysia political configuration.Keywords: Political Transformation, Nationalism revival.

Abstract

The government Pakpak Bharat (2010-2015) has been running for four years. There are many programs and strategies that create better development conditions.This study describes the political development in the Pakpak bharat Regency. The focus is to discuss the orientation or development policy objectives in the government Pakpak Bharat 2010-2015. This study found there are five things that the main orientation of development in Pakpak Barat regency, namely in the areas of infrastructure, education; health; the field of economy; and the bureaucracy.Improving human resources is one focus of the government's work, namely by increasing the development budget of education, as well as other programs that improve the level of education.In the health sector, there is an increase in hospital facilities, community health centers, health care centers maid, Posyandu and polindes.The study used the approach to political development. This study method is descriptive. Collecting data with depth interview. Analysis of data using qualitative analysis. Keywords: Political development, public policy, public mobility.

Abstract

Micro, Small and Medium Enterprises (MSMEs) are one of the entities of economic actors whose existence dominates the nation's economy, both in urban and rural areas, including businesses engaged in the culinary sector. In community service, it will empower the MSME Processed Food Association (IMO). Small business actors are advised to join the Processed Food/Beverage Association (IMO), with the aim of identifying all food/beverage businesses, which will then be easy to coordinate to accommodate the aspirations of SMEs such as knowing human resources, equipment, product quality or marketing accordingly with standardization criteria. Meet standardization, including to complete business legality. Small business actors who are members of IMO face various problems in terms of licensing and business legalization. Having a business license for the community is very important, but sometimes not a few people who do not want to take care of their business licenses due to lack of knowledge, limited data, and others. Through this service activity, the goals and targets to be achieved in the service activities are the legalization of business for business actors within the Processed Food Association (IMO). By having business legality, business people who are members of the IMO are expected to be able to compete in the free-market era. The method used in this service activity is carried out in the form of counselling, training and assistance in managing business legality.
