Abstract

The role of the village head in empowering village officials is very necessary for the progress of a village, in terms of service and government by taking the locus of the study of Telukjambe Village to be precise at the village head's office regarding the formation of optimal performance of the apparatus by the Village Head to achieve the vision and mission. The problem of the lack of resources for personnel of productive age who master IT hinders the implementation of the tasks carried out, inadequate facilities, especially in the village office itself, can hamper the service process carried out. So it is necessary to empower the Village Apparatus so that their performance can be maximized. The research method used is a qualitative approach, with data collection techniques through observation, interviews, and documentation. The theory used for analysis and extracting in-depth information related to empowerment uses Suhardono's Theory regarding roles according to social science divided into the Role of the Village Head as Organizer, Role of the Village Head as Facilitator, and Role of the Village Head as Innovator. As a result, the role of the Telukjambe Village Head in the form of empowering the subordinates is carried out quite well. From the recruitment process, formation of structures, placements, and provision of supporting facilities, to those related to ideas or innovations in empowering Telukjambe village officials. Everything has been carried out by the village head although there are obstacles they can still be overcome. The researcher suggests that the empowerment of village officials needs to be optimized but there needs to be a real innovation driving empowerment to achieve success, so far the village apparatus related to services that are so fast, transparent and responsive is a response from the community that can be a reference for village heads to improve the performance of village officials who need to be empowered by fulfillment of needs and the need for training, recruitment of young professional productive age within the scope of the village government to build a digital village as the ideals of the Telukjambe village head.

Abstract

Researchers used qualitative research methods. Qualitative research is research about descriptive research and tends to use analysis. The type of research where the findings are not obtained through statistical observations or other forms. Trying to understand and interpret the meaning of an event of human behavior interaction in a particular situation according to the researcher's own perspective. Qualitative methods seek to understand and interpret the meaning of an event of human behavior interaction in a particular situation from the perspective of the researcher himself. Research using qualitative research aims to understand the object under study in depth. Aims to develop the concept of sensitivity to problems that rule, explain the reality related to exploring the theory from below and develop an understanding of one or more of the phenomena that are understood. Data analysis was performed by reducing data, displaying data or presenting data, and drawing conclusions. The research was conducted in Karangbaru Village, Cikarang Utara District, Bekasi Regency on March 30, 2021. In a research that aims to believe that what an organization achieves depends on its ability to mobilize the community to advance village welfare. In this village there are already many organizations that are running well, such as the youth organization, LPM, and others. All of the youth in Karangbaru village are members of the youth organization, although there are some members who are not active because of other activities, but the village and the head of the youth organization have coordinated so that the performance of the youth organization will continue to be improved, especially during the pandemic. The process of integrating accurate and accurate communication communications by other organizations because there must be questions so as to be able to build good communication.

Abstract

Patologi birokrasi seringkali ditemukan dalam pelayanan publik di lingkup pemerintahan, tidak terkecuali di kantor imigrasi. Pelayanan paspor yang berbelit-belit dan memakan waktu yang lama menjadi salah satu contoh patologi yang terjadi di sektor keimigrasian. Hal tersebut dapat disebabkan oleh berbagai faktor. Penelitian ini bertujuan untuk mencari tahu apa saja penyebab terjadinya patologi birokrasi dan bagaimana Kantor Imigrasi Kelas I TPI Jakarta Utara mencegah terjadinya patologi birokrasi tersebut dengan melakukan reformasi pelayanan publik. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan menggunakan teknik wawancara dalam pengumpulan data dan melakukan studi literatur melalui buku serta jurnal. Hasil penelitian menunjukkan bahwa pada indikator tangibels, reliability, responsiveness, assurance, dan emphaty Kantor Imigrasi Kelas I TPI Jakarta Utara sudahh cukup baik terlihat dari berbagai upaya yang telah mereka lakukan sudahh cukup memenuhi kebutuhan masyarakat akan pelayanan imigrasi. Namun meskipun demikian pelaksanaan reformasi pelayanan publik di Kantor Imigrasi Kelas I TPI Jakarta Utara mengalami hambatan terkait kesadaran masyarakat akan data pribadi.

Abstract

Sosialisasi politik merupakan salah satu pilar yang urgen dalam pelaksanaan pesta demokrasi, sekaligus mempunyai pengaruh terhadap tingkat partisipasi pemilih suatu pemilihan, yang dalam hal ini pemilihan kepala daerah. Atas dasar itu maka peneliti termotivasi untuk membuktikan terkait bahwa sosialisasi politik memiliki peran penting dalam meningkatkan partisipasi pemilih pemula pada pemilihan kepala daerah tahun 2019 yang ada di Kecamatan Megang Sakti Kabupaten Musi Rawas. Dalam penelitian ini, peneliti menggunakan jenis penelitian Deskriftif kualitatif dengan cara menguraikan dan menginterprestasikan data dan fakta yang diperoleh selama penelitian dilapangan dari para informan yang berjumlah 30 orang sehingga pada akhirnya dapat dirumuskan hipotesis. Hasil penelitian menunjukkan bahwa sosislisasi politi memiliki pengaruh terhadap meningkatnya partisipasi politik pemilih pemula di Kecamatan Megang Sakti Kabupaten Musi Rawas dalam pilkada 2019. Adapun factor yang mempengaruhi peningkatan partisipasi politik pemilih pemula karena pengaruh informasi dan pemahaman tentang proses demokrasi atau pemilihan umum terkhusus pada pemilu pilkada 2019.

Abstract

Banjir tahunan di Desa Sukadaya, Kabupaten Bekasi, menimbulkan kerugian fisik, sosial, ekonomi, dan lingkungan yang kompleks. Penelitian ini bertujuan menganalisis faktor-faktor kerentanan masyarakat dalam menghadapi bencana banjir tahunan. Metode yang digunakan adalah pendekatan kualitatif dengan desain studi kasus melalui observasi, wawancara mendalam, dan dokumentasi. Hasil penelitian menunjukkan bahwa kerentanan fisik dipengaruhi oleh infrastruktur dan drainase yang tidak memadai; kerentanan sosial tercermin dari rendahnya kesadaran mitigasi dan keterbatasan akses pendidikan serta kesehatan; kerentanan ekonomi muncul akibat ketergantungan pada sektor pertanian dan buruh harian yang rentan; kerentanan lingkungan dipicu oleh alih fungsi lahan serta pengelolaan sampah yang buruk; dan kerentanan kelembagaan terkait dengan lemahnya koordinasi antarinstansi serta keterbatasan anggaran. Upaya mitigasi seperti normalisasi sungai dan bantuan BPBD telah dilakukan, namun belum menyelesaikan akar persoalan. Implikasi penelitian ini menegaskan perlunya strategi pengurangan risiko bencana yang komprehensif, kolaboratif, dan berkelanjutan untuk memperkuat ketahanan masyarakat

Abstract

This study aims to determine the role of government communication in disseminating information on the Child Identity Card (KIA) policy in Karawang. The research method uses descriptive qualitative research through observation, interviews and literature studies. The theory used in analyzing using the theory of Lasswell (1998) which has 5 theories namely Communicator, Communicant, Message, Media, and Effect. The results showed that the communication carried out was sufficient to fulfill Lasswell's theory of government communication, namely 1) Communicators, namely the actors involved in this policy are the Population and Civil Registration Office of Karawang Regency, 2) Communicants who receive this policy are school children such as PAUD, TK, SD, SMP, SMA who are less than 17 years old, 3) The message to be conveyed in this policy is that the Child Identity Card (KIA) is an official identity provided by the state, 4) The media used in disseminating information on this policy is through social media (Instagram, TikTok) and through minggon meetings, 5) The effect caused is that administrative data collection becomes more structured because there is personal data and identity that has been registered before.

Abstract

Achieving quality education and raising the Human Development Index (HDI) both depend heavily on education. When compared to other regions of West Java, Karawang Regency often has a low Human Development Index (HDI). As specified in Karawang Regent Regulation Number 45 of 2022 concerning the Karawang Cerdas Program, the Karawang Regency Government subsequently introduced a policy for education expense support in the form of the Karawang Cerdas scholarship program. The program's administration, including socialization, falls under the purview of the People's Welfare Section of the Karawang Regency Regional Secretariat. Finding, evaluating, and summarizing the social welfare communication approach used to promote the Karawang Cerdas Program is the goal of this study.This study is descriptive by design and employs a qualitative method using a qualitative approach. The results of the research demonstrate that the Karawang Cerdas Program is the communicator (who) in the Social Welfare communication strategy, along with Welfare, SKPD, and educational units; the communicants (to whom) are all societal levels; the media (in which channels) are direct media, print, social, and news; and the effect (with what effect) of the high number of registrants and the presence of extortion officers.
