Abstract

The government district of Blitar and Kediri around 2001-2002 years ago until now (2013) is conflicting to gain Kelud by claim as the legal owner of Kelud. Each of the government district, draw up a budget fund conflict in the budget revenue and public spending for win the conflict. This conflict was facilitated by the East Java government with Decree Issued governor number 188/113/KPTS/013/2012 in date 28 February 2012 about firmness of boundaries which mention that Kelud is include in Kediri District. In fact, Decree Issued governor 188 get some rejection from Blitar District Government. Meanwhile now have been firmness by governor that conflict of Kelud is still in the status quo. This study raised two important points, first, on the border conflict between the local government district of Kediri and Blitar with explanations to obtain the conflict process is still vague. Secondly, about the factors which hinder and support the process of the resolution conflict. Then data was taken by conducting the interview, documentation, and observation, by used purposive sampling, more over the result of this study is analyzed by used Ralf Gustav Dahrendorf Theory Conflict. In the absence of conflict is found the firmness from the home ministry of boundaries between regions in Indonesia, legislators who support the conflict in order to pursue Kelud as its territory without considering other aspects, NGOs in two districts mutually reinforcing movement to defend the interests of the region instead of the interests of the people of both counties, leadership governor is less open and decisive for decided. There is no agreement rules about the employing of border forest in Kelud between forestry service of Blitar and Kediri. Both governments want Kelud as his own, whereas Kelud were among three districts, namely Malang. Moreover, role of local newspapers in this conflict was not as the turbid conflict, but only help to create public opinion for realize the importance. Inhibiting the process of conflict resolution, namely, first, the governor authority functions as a facilitator not openly assertive and, secondly, the extent of autonomy is only understood it just run to get a revenue decentralization and welfare of their own society without understanding the Homeland and understanding of democracy . The third attitude organizers prestige governments retreat from conflict. The arrangement of this conflict can be supported by consolidated between NGOs in both government district, and the movement from the civil society for give voice to their desire without politic element from the government district.   Key Words: Conflict, Government, Kelud, Process, Hindering Factors and   Supporting

Abstract

Artikel ini menelaah secara kritis persoalan pelanggaran yang terjadi dalam pemilihan gubernur (pilgub) di Sumatra Utara. Pelanggaran selalu hadir dan muncul dihampir semua pemilihan gubernur, termasuk di Sumatra Utara. Pelanggaran yang terungkap dalam pilgub ini beraneka ragam bentuknya. Mulai praktek politik uang, mencuri star kampanye, memanfaatkan fasilitas pemerintah daerah, dan kampanye hitam. Variasi bentuk pelanggaran ini dilakukan oleh beragam aktor yang terlibat dalam pilgub. Kompleksitas bentuk pelanggaran dan aktor yang terlibat dalam pilgub mengisyaratkan problematika dalam pemilihan kepala daerah. Pelanggaran ini tentu merupakan catatan hitam dalam proses pembangunan demokrasi lokal. Selain itu, massifnya pelanggaran yang terjadi dalam pilgub merupakan bukti betapa kurangnya pemahaman para aktor politik dalam lokal dalam mengawal prosedural demokrasi. Apa yang terjadi di Sumatra Utara hanya sebagian kecil catatan hitam dalam membangun demokrasi di aras lokal.

Abstract

This abstract discusses students' mathematical understanding abilities. The ability to understand mathematics is an important aspect of education that has a direct impact on student achievement. From this research, it can be concluded that factors such as teaching methods, learning motivation, and environmental support have a great influence on increasing students' understanding of mathematics. Interactive and contextual teaching methods are proven to be more effective than conventional methods. Apart from that, intrinsic and extrinsic motivation play an important role in encouraging students to be more active in the learning process. This study uses literature analysis methods to explore various examples of the application of Mathematical Understanding Skills for Students. The results show that a good understanding of mathematics can facilitate decision making and increase efficiency in various activities. In conclusion, a deep understanding of Mathematical Comprehension Ability has significant practical value in increasing the effectiveness of resource management and process optimization in various aspects of daily life.

Abstract

For a very long time, villages have been positioned as objects of development by the state in various fields of development, including health and human resources. After the implementation of the village law issued in 2014, villages were granted autonomy. The granting of this autonomy does not necessarily make the village dissolve in the euphoria of celebrating managing its territory, especially health matters. Villages cannot simply be separated from the resources of the authorities that have been accustomed to relied on villages so far. Our study shows that there are negotiation efforts between the two autonomous regions to resolve cases of stunting (failure to develop and develop children) in Trenggalek District. What we want to put forward in this study is the strategy adopted by the village and the ingenuity of the district to embrace the village in preventing and reducing stunting. This research use a qualitative research methodThrough interviews with various parties at the local, sub-district, and village government levels, we found that the negotiations carried out had been able to change the ego between actors and the negative stigma about stunting into a collective force capable of fighting the high rate of stunting in Trenggalek District. Stunting is not only a problem for the health department . The stunting case in Trenggalek District can be reduced through cooperation between actors from various sectors because stunting is a form of failure of various policies that must be addressed together.

Abstract

Anak usia dini adalah anak yang baru dilahirkan sampai usia 6 tahun. Usia ini merupakan usia yang sangat menentukan dalam pembentukan karakter dan kepribadian anak. Pendidikan karakter merupakan suatu sistem penamaan nilai-nilai karakter. Penulis menggunakan metode penelitian kualitatif. Hasil pengabdiannya ialah bahwa kegiatan “Andai Aku Menjadi” dapat membangun karakter anak usia dini dari segi cita-cita atau profesi yang sebelumnya mereka belum ketahui, lalu dapat diketahui secara langsung oleh mereka. Contohnya seperti jaksa, anggota DPRD, pegawai Bank, Walikota dan Wakil Walikota serta pekerja di Pelabuhan.
