Abstract

Ring oligarchy RIAU year 2003-2013 Golkar Party. The research looked at how the existing oligarchy circumference at the Golkar party Riau , Riau where the government both at the executive and legislative branches in which there is a cadre of the Golkar party has always dominated the regional government of Riau . During Rusli Zainal served as governor of Riau in 2 periods , ie 1 of the 2003-2008 period , and a 2 -year period 2008-2013. Oligarchy is when being in front and behind the power that always overshadows the power of government . The person who plays this oligarchy is no friend of the environment , family , and even alumni. This description can also be referred to as a three-legged oligarchy , where the influence of the three will not be able to escape from the shadow of power , particularly the power of the local government of Riau . Political party , Golkar party is more specifically known as a party built on the new order , the journey and his work will always be overshadowed by three feet oligarchy .This study aims to look at how the role played by travel and oligarch and his people in control of government for the benefit of his people . This study used a qualitative approach in describing each phenomenon and analyzes encountered . This study uses as a resource person as an object informen information on this research . The use of informants as informen aims to strengthen the analysis will be concluded in answering the theory used . Data used in this study is primary data and secondary data obtained through the collection of data from a variety of media and direct interviews with sources of research . Analysis of the data in this study used a descriptive technique that aims to explain and describe the findings in the field .Based on the research that there is a three-legged oligarchy in Riau administration both in the executive and legislative branches , where they shared background of the Golkar party , during the second period of oligarchic leadership Rusli Zainal seen mainly in strategic positions held by his people . Strategic positions that would have paved the way oligarchs to achieve the goals they want , with the peak magnitude of the problem was the elucidation of PON fund corruption case related to the manufacture of regulations in cooperation with the department of youth and sports and the DPRD Riau province with the approval of the governor .Keywords : Oligarchy = Friend , Family , Alumni

Abstract

Artikel ini memberikan gambaran tentang kedudukan dan fungsi Sunnah dalam Al-Qur'an. Jika Al-Qur’an sebagai sumber ajaran Islam terjamin kebenarannya, maka keutuhan dan kemurniannya hanya mencakup kaidah-kaidah umum syariat Islam. Jadi diperlukan bantuan untuk menafsirkan aturan dan hukum yang masih bersifat universal ini. Ketika Nabi masih hidup, para sahabat langsung bertanya kepada Nabi Muhammad SAW tentang permasalahan yang muncul. Sunnah merupakan keterangan Nabi Muhammad SAW berupa ucapan (sunnah qauliyah), perbuatan (sunnah fi'liyah) dan ketetapan Nabi (sunnah taqririyah). Selain itu, Sunnah juga merupakan sumber hukum kedua setelah Al-Qur'an. Hal ini disebabkan adanya perbedaan hakikat yaitu Al-Qur’an adalah qhat’i al wurud sedangkan Sunnah adalah Dhani al wurud. Walaupun fungsi Sunnah dalam kaitannya dengan Al-Qur'an adalah yang pertama, namun Sunnah berfungsi sebagai penegas (ta'qid) terhadap apa yang dibawa oleh Al-Qur'an. Kedua, fungsi Sunnah sebagai penjelasan (tabyin) yang terdapat dalam Al-Qur'an. Dan ketiga, fungsi Sunnah sebagai maqillana atau penetapan hukum yang belum ada dalam Al-Qur'an. Sunnah dan Alquran merupakan dua hal yang tidak dapat dipisahkan antara mubayyin dan maudhu al bayan, mufashili dan maudhu ijmal serta juz' dan kull. Al-Qur'an lah yang membawa syariat secara ijmal dan sunnah yang menjelaskan semua juz'ii.

Abstract

This research investigates the important function of Fiqh (Islamic jurisprudence) in directing and regulating the social interactions of modern teenagers. This research is based on historical narratives in the Islamic tradition and the importance of Jurisprudence in overcoming problems such as juvenile delinquency. In addition, this research emphasizes how important it is for the principles of Fiqh to be applied practically in everyday life. According to this research, Jurisprudence education goes beyond theoretical understanding and requires the application of knowledge in the real world, which integrates theory and action. The aim of this research is to reveal methods for improving relationships in an era of disruption through the science of jurisprudence. This research uses library research methods, reviewing relevant literature to analyze the concept of adolescent social interaction from the perspective of Islamic jurisprudence. The results of this research indicate that Islamic principles are not in accordance with current teenage trends, such as changing clothing styles, increasing premarital relationships, drug propaganda, and materialistic transmission. This article emphasizes that parents and teenagers must help children bridge the gap between Islamic values ​​and modern lifestyles, with the importance of fiqh education in adolescence as a basis for living a life in accordance with Islamic values.
