Abstract

The research is entitled “The Effort of Riau Province Government in preparing Reduction of Emissions from Deforestation and Forest Degradation (REDD) intuition in 2012”. This research is motivated by Riau Province which is one of the nine forest territory in Indonesia are set by the government as a provincial of REDD implementation. Riau province with the ample forests and the largest peat lands in Sumatra as well as the largest contributor to CO2 emissions in Indonesia. Along with designee of Riau Province as a pilot province, Riau Governor has established the task Force of REDD provincial whose job is to prepare future at the provincial level .The aim of this research is to determine the local government's efforts in preparing the REDD institution in 2012 and also to identify factors inhibiting Riau province government’ efforts in preparing for REDD institution in 2012.The results of this research showed the efforts done by Riau province government in preparing the REDD institution, first in the early stages through the Governor's decision No. 26 of 2008 on Climate Change Information Center Riau province, from Department of Forestry and Estate Crops itself formed a working group reducing emissions from deforestation and degradation (REDD) in order to handling the climate change in the Riau Province. Next the designee of technical team members of mitigation and adaptation planners of climate change and the designee of central team of Riau Province climate change which is a follow up of the Governor's decision No. 26 of 2008 on Climate Change Center of Riau Province. Subsequent attempts by the government of Riau province, namely the establishment of the REDD Task Force where REDD task force is forming a team of writers to create documents of Provincial Strategy Action Plan ( SRAP ) which are as guidelines to guarantee consistency in the effort to reduce carbon emissions and provide direction for the development of local governments to carry out various activities mitigation that directly and indirectly reduce carbon emissions by a certain time.Key Words : REDD, Local Government efforts, Riau Province

Abstract

Constitution of Indonesia is guarenteed about cultural vision on Article 28 paragraph (3) , Article 32 paragraph (1) and paragraph (2). Cultural aspects must considered in the government's strategic policy development. Malay culture being identity of Pekanbaru city and want to be center of Malay culture. Achieving the vision set by well-directed strategy. Development of strategy should be considered to 7 element of universal culture. In 2009, population of Pekanbaru dominated by Minang ethnic in the range of 37.7 % , while the ethnic Malays in the range of 26.1 % .Malay cultural as open characteristic make the process of acculturation not inevitable. The seriousness of the government in planning and implementing of development strategy Malay culture is needed to maintain identity of the city . Implementing strategy of culture development influence by competency of human resources, affirmation of relevant institution, availability of facilities and infrastructure and financial. However, strategy implemanting couldn’t be success if civil society nothing partisipation for support this vision.Keyword : Strategy, development of culture, Malay

Abstract

Post New Order Indonesian Politics which emphasize of changes in military problems in politics. Especially in the Indonesian Government. Civil-Military System that still overlap in politics. That is caused from the larger role of the military in Indonesia during The New Order.This research have to look at the changing role and function of the military who make changes like Redefinition, Repotioning, and Reactualitation. Along with research the factors that influence of changes in the Government transition procces in post-New Order in Indonesia.Basis of analysis research it can be concluded that Indonesia military is always undergoing a procces of change in the each government transition. So that military politics always has a different system and adapted according to the prevailing system of government. Indonesia’s government in politics has not been able break away from the military, is caused because a several factors, especially on the weak civilian control and professional moral value that always different allowing to the comprehension of the military institution itself.Keywords : Government Transition, Politics, Military Politics

Industrial growth give the positive impact for example in the form of state's stockexchange increase, transfer the technology and labour absorbtion. But that way, besides givingimpact which are positive in the reality growth of industrial sector also give the negative impact,so that development which is with vision of environment failed to come into. So needing of theenvironmental control of contamination pursuant number 32 Year 2009 about protection andenvironment management. Area of Port of Indonesia I Branch the Dumai not only just factorystanding, but still a lot of resident settlement which live in about factory, they can easily incuredimpact from industrial activity like as smoke, waste, and other environmental damage which canharm the resident. One of them which is often happened by event of falled Crude Palm Oil(CPO) in sea Dumai by repeatedly, meaning Standard of Operational and Procedure (SOP)industrial CPO to applying of standard of transportation CPO ill defined port.This research in Office of Environment of Town Dumai and in Area of Port of Indonesia IBranch the Dumai. As for theory used by concerning Public Policy. this Research Method isresearch qualitative, while technique of data collecting is documentation and interview. Whiledata analysis descriptively. This research study the effort of execution of Local Government ofTown Dumai in environmental control of contamination in area of Pelindo I Branch the Dumaiand factors influencing environmental control of contamination execution in area of Pelindo IBranch Dumai. This research try to know Management Governance Of Area Sub-Province Camphor In Managing Market Irrigate Leak in the year 2008-2012. this Research type is research qualitative with descriptive method. In data collecting of researcher use observation technique, documentation and interview. By using informan key as source of information about this research.From result of obtained data finding that management of market Irrigate Leak in the year 2008-2012 society only involved in process of is forwarding of the problem of felt by society. Each Every activity doneconducted by Party side Organizer and of UPTD Regional of III Diawasai institutionally by Regent Camphor, and Inspectorate Sub-Province Camphor pass through On duty Industry market and commerce. In course of planning, involvement all institution cannot be discharged, because each every institution have its role each. Involvement all merchant in managing market Irrigate this Leak is involved in to know, diging and collecting information and also dig by seksama the problem of which they face so that to be fufilled of rights and obligations of merchant.In execution of management kewenangan and execution institution in Regional UPTD of III Market Irrigate Leak there are him weakness of execution of governance management where in management pemerinthan of good area have to base on performance. Known here still lower participation him all merchant in organization, as well as less intertwining of good cooperation among intansi in concerned in management of market Irrigate Leak. Abstract

Under the Law No. 23 of 2006 in Article 27 paragraph 1 explained that everybirth must be reported to the institution birth registration in birth place of occurrence ofthe event no later than 60 (sixty) days after birth. But in reality there are many people inthe district Kuantan Singingi not have a birth certificate. Therefore, the authors intend toconduct research in order to determine how the implementation of population policies inthe District Kuantan Singingi (Kuantan Singingi Regional Regulation No. 12 of 2011 onthe Implementation of Administration) and how public support for government policiesregarding the administration, especially processing of birth certificates in the DistrictKuantan Singingi in 2012 and the factors that influence it.This research sites in the district Kuantan Singingi. This study includesqualitative research, the technique of collecting data through interviews, observation,and research informants determined by purposive sampling technique. In this research,the theory is derived from the theory put forward by Grindle, the successfulimplementation of these policies can be seen from the benefits that would result,deployed resources, compliance and responsiveness to the program.The results of this research concluded that the implementation of governmentpolicy Kuantan Singingi about obtaining a birth certificate has not been run inaccordance with the expected goals and many people who do not support thegovernment's policy in regard to obtaining a birth certificate. Population and CivilRegistration Department to further improve the dissemination of the program's birthcertificate and improve service quality Population Administration again, because it isthe right of people to be provided with good.Keywords: Policy Implementation, Community Support, Birth Certificates

Abstract

Ahmad Riza Formation Dynamics 1001120076 Regency Kuantan District of Overseas Shoots Singingi years 2005-2012. Supervising DR. Hasanuddin, M.Sc. Overseas Shoots Subdistrict is a district that has been expanded along with two other districts namely: SeberangHilirSubdistrict and District KuantanSentajo Kingdom. This division is set out in the Regulations Governing SingingiKuantan District No. 24 in 2012 In implementation dynamics that occur in the District Overseas Shoots this is the lack of expansion of its agreement made by the Government DistrickKuantanSingingi with government regulation No 19 of 2008 on the districts. That there was a violation of Article 4 (b) the organization of the village and the age limit of the number of villages are available expanded Overseas Shoots, but the division is still running with the arguments in the public interest.Overseas Shoots Subdistrict is the division of the sub-district parent KuntanMudik districts. So the theory is used to explain the dynamics of this problem is the Regional Expansion and Regional Autonomy which describes the dynamics of the early formation of the district, the need to meet the requirements of a district can be expanded up to the fight community and sub-district division teams get approval and endorsement of the district administration SngingiKuantan. So that in 2012 the Overseas Shoots districts legally become a new sub-district SingingidikabupatenKuantan. This division is done because of budget revenue for existing villages dikecamatan shoreline shoots are not able to build the facilities and good road infrastructure and development. Abstract

Local election is a form of democracy in the region in choosing the head area that is set in the law number 22 of 2007, and it is an embodiment of people’s sovereignty. Election practice is usually characterized by the appearance of some problems as in the district of Kuantan Singingi was held on 7 April 2011. There were some problems happened in this research such as the lack of coordination among committee, budget, facilities and human resources, socialization election and logistics.The data in this reasearch obtained with qualitative approach of primary and secondary data. The primary data was obtained by means of a literature study in the form of archives, data, documentation, and literature. While the secondary data obtained by field studies in the form of observations and interviews with selected key informants based on elements of the election, supervisor election, participants and the public, with the aim to achieve the informations for this research. This study aims to investigate the performance of the election Commission in preparing, implementing, managing conflict and determining the constraints experienced by the election commission in the implementation of the election in Kuantan Singingi in 2011.The results showed that the election commission in Kuantan Singingi had conducted the implementation optimally in accordance with the rules applicable, but there were obstacles or problems happened that caused confusion in the election process in Kuantan Singingi regency in 2011.Keywords: The Performance, Local Elections, Regional Elections Commission (KPUD)

Abstract

The research was conducted in Bagansiapiapi Rokan Hilir. This study was done to determine and analyze the Local Government Strategy Rokan Hilir To Acquire General Allocation Fund (GAF) Year 2009-2012. Where the Government of the year 2009-2011 Rokan Hilir not get General Allocation Fund and the Government in 2012 Rokan Hilir back Getting the General Allocation Fund. Rokan Hilir Government through the Department of Revenue is quite long struggle, finally Rokan Hilir accept the General Allocation Fund (GAF) Rp. 286 Billion over the past three years Rokan Hilir not accept the General Allocation Fund (GAF). So from the above problems, the problem can be formulated How Local Government Strategy Rokan Hilir To Acquire General Allocation Fund (GAF) Year 2009-2012?In this study, the authors used a qualitative descriptive approach as a method of problem solving and discovery of data sources. The data required for this study is the primary data directly from the informant research and research findings at the time the study took place. This research data collection techniques are interviewing techniques and documentation techniques. Furthermore, after the data is analyzed by qualitative descriptive technique, which is done by analyzing the data and facts.The results showed that the Government Strategy for Obtaining Rokan Hilir General Allocation Fund Year 2009-2012 with 3 (three) points Strategy won the general allocation fund. The first: Improving Planning consisting of Local Government, Regional Infrastructure and Social Affairs, Culture, and Religion. The second: Improving Performance (Regional Development) consisting of Attraction Development, Education, Health and HR (Human Resources) and Agriculture and estates. Abstract

This study used a qualitative descriptive method. Location Research in Indragiri Hilir the focus of research in the Department of Plantation Indragiri Hilir.Plantation sector is one of the backbone of the economy Indragiri Hilir. Various plantation crops that have been developed over the years is the local coconut, hybrid coconut, oil palm, rubber, coffee, chocolate and nut. Of various commodities, the local oil is excellent. Plantation yield potential in the downstream Indragiri oil production reached 390,924.28 tons per year with a land area of 295,380.24 hectares. With this potential makes Indragiri Hilir listed as one of the world's largest oil region, even dubbed as the "Land of Coconut Overlay World". Potential land for plantation commodity development is an area of 722 806 ha. And has been used about 600 691 ha. As State palm plantation owners largest in the world, Indonesia has a plantation area of 3,7juta acres scattered palm islands. Kateman or more regions known as blunt River is the District which has the most extensive coconut plantations there. The gardens are owned by PT. Pulau Sambu, an agribusiness company that has a garden at the same time in the palm oil mill Indragiri Hilir.Though coconut plantations (copra) in Inhil well managed by the planters, but the marketing of palm fluctuate so that the bargaining position of farmers is very low in determining the price, because they depend on the purchase by the company. This is because far too Regency Inhil give freedom to companies engaged in the coconut to make your own garden, for the supply of industrial raw materials. So when the company has been able to 'self' with their crops as a raw material, they will suppress the purchase price of coconut farmers. As a result of this monopoly in the market price of oil becomes unstable, even often substandard. This is due to lack of impartiality Government Indragiri Hilir so that the lives of farmers in Indragiri Hilir was not improved.
