Abstract

Informasi memiliki peranan vital dalam proses pengambilan keputusan. Pelayanan yang dilakukan oleh rumah sakit mengandalkan informasi secara intensif. Sistem informasi dapat digunakan sebagai sarana strategis untuk memberikan pelayanan yang berorientasi kepada kepuasan pelanggan, baik pelanggan internal (pemilik, pimpinan, dan karyawan rumah sakit) dan juga pelanggan eksternal (pasien, keluarga pasien, dan rekanan pemasok). Untuk meningkatkan kualitas pelayanan yang diberikan serta meningkatkan kemampuan dalam berkompetisi dengan rumah sakit swasta, Rumah Sakit Otorita Batam menggunakan sistem dan teknologi informasi untuk beberapa unitnya. Pengembangan sistem informasi yang ada selama ini dilakukan berdasarkan secara adhoc berdasarkan kebutuhan rumah sakit, tanpa memiliki rencana strategis dan prosedur yang standar dalam mengembangkan SI/TI rumah sakit. Penelitian ini bertujuan untuk membuat rencana strategis SI/TI yang sejalan dengan strategi bisnis yang dimiliki Rumah Sakit Otorita Batam. Dengan adanya rencana strategis SI/TI ini, diharapkan rumah sakit memiliki panduan dalam pelaksanaan pengembangan SI/TI yang sejalan dengan visi, misi, tujuan, dan strategi bisnis rumah sakit. Pendekatan terhadap beberapa metodologi perencanaan strategis SI/TI yang ada (ward& peppard, wetherbe, ISISP, an integrative HSIS approach) dilakukan penulis untuk mendapatkan metodologi yang sesuai dengan karakteristik rumah sakit. Penelitian ini menghasilka usulan berupa portfolio aplikasi – aplikasi sistem informasi mendatang, strategi pengelolaan sistem dan teknologi informasi, serta usulan infrastruktur teknologi informasi bagi Rumah Sakit Otorita Batam yang mengacu kepada strategi bisnis rumah sakit.

Abstract

Perkembangan internet di Indonesia tahun 2012 telah mencapai 400 persen sejak tahun 2000 (kominfo.go.id, 2012) sejalan dengan itu, mendorong pertumbuhan pengguna media sosial. Pengguna facebook yang mencapai 39 juta anggota (socialbakers.com, 2012) dan pengguna twitter hampir mencapai 30 juta anggota (semiocast.com, 2012). Penggunaan media sosial sebagai sarana kampanye politik pada PILKADA DKI Jakarta 2012 marak digunakan. Tim sukses ataupun pendukung dari kandidat CAGUB-CAWAGUB mengeluarkan kampanye politik secara beragam tipe diantaranya; kampanye hitam, kampanye bersih dan kampanye negatif. Pasangan CAGUB-CAWAGUB berasumsi bahwa melakukan kampanye di media sosial dapat menggiring opini para pengguna media sosial. Hasil observasi yang dilakukan menggambarkan urutan kepopuleran pasangan CAGUB-CAWAGUB di media sosial tidak sesuai dengan urutan hasil perolehan suara PILKADA DKI. Penelitian ini bertujuan untuk mengetahui apakah kampanye politik di media sosial berpengaruh terhadap opini yang terbentuk pada PILKADA DKI Jakarta tahun 2012. Data di ambil dari pengguna media sosial dengan proses sampling sebanyak 278 pengguna. Perkiraan tingkat kesalahan pengambilan sample sebesar 6%. Teknik pengolahan data menggunakan SPSS 17 sebagai alat bantu mengolah data. Variabel yang digunakan dalam penelitian ini adalah: No Show, On Lookers, New Comers, Cliquers, Mix-n-Minglers, Sparks, Kampanye Bersih, Kampanye Hitam, Kampanye Negatif.

Abstract

Technological advancements in the port sector present significant challenges for the Digital Maritime Development Center (DMDC) in supporting the digital transformation of PT Integrasi Logistik Cipta Solusi (ILCS). The absence of an integrated Enterprise Architecture (EA) hinders DMDC's ability to design and manage digital initiatives, resulting in suboptimal alignment between technology components and business processes. This study aims to design an EA aligned with ILCS's business strategy using The Open Group Architecture Framework (TOGAF). The research approach involves analyzing business needs, conducting interviews, reviewing documents, and designing architecture across business, application, data, and technology domains. The outcome is an EA design that enhances operational efficiency, system interoperability, and continuous innovation. This study is expected to provide strategic guidance for DMDC in solidifying its role as a leading center for digital solutions development in Indonesia's maritime logistics sector.

Abstract

Ports serve as the backbone of trade and Logistics in Indonesia, supporting integration and efficiency through digital transformation. However, the absence of a generic Enterprise Architecture framework has led to system and process fragmentation, hindering cross-Stakeholder integration within the maritime sector. This study AIms to design a generic Enterprise Architecture model for port operational management in Indonesia using the TOGAF framework. The methodology employed includes needs analysis, interviews, document reviews, and observations. The scope of the research covers the Preliminary phase through to the Technology Architecture phase within the TOGAF ADM cycle. The results of the study include an Enterprise Architecture design focused on integration standards, process efficiency, and system interoperability. This model is expected to serve as a strategic guide for PT Integrasi Logistik Cipta Solusi (ILCS) in aligning information technology with the business needs of national ports.

Abstract

The television industry is undergoing a digital revolution. Infrastructure-based broadcast services with linear programs in the form of news, sports and entertainment broadcasts at certain times, have experienced the disruption of video streaming and on-demand viewing services based on digital platforms. TVRI as a public broadcasting institution also suffered a similar blow. With the mission of providing television broadcasting services to all corners of the archipelago, TVRI must maintain a balance playing in linear programming to be able to reach remote areas that have not been reached by digital platforms, and definitely digitally transform to secure its position in the TV and video industry market. To be able to digitally transform LPP TVRI requires the right strategy to be able to successfully survive market changes and still be able to carry out the government's mission to deliver TV broadcasts to all corners of the archipelago. This study aims to formulate a digital transformation strategy of LPP TVRI from traditional TV to digital to digitally capable TV. Based on the research conducted, it can be concluded that to develop a strategy in implementing digital transformation, among others, by developing a digital strategy using the framework owned by Sunil Gupta. Abstract

The rapid growth of online gambling posed a serious socio-economic threat in Indonesia, with transaction values reaching hundreds of trillions of rupiah. This study aimed to analyze the factors influencing the intention to engage in online gambling by integrating the Theory of Planned Behavior (TPB) with contextual external variables. Data were collected through a questionnaire from 187 Indonesian respondents with online gambling experience and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results indicated that online gambling intention was significantly and directly influenced only by perceived behavioral control and monetary gain. Furthermore, religiosity played a significant indirect role by strengthening perceived behavioral control, which in turn affected intention. The findings suggested that intervention strategies should extend beyond awareness campaigns to include targeted financial literacy education and the reinforcement of regulatory and technological barriers to disrupt the perceived ease and financial allure of gambling platforms.

Abstract

The digital transformation of Hospital Information Systems (HIS) has become an urgent necessity, particularly for teaching hospitals that fulfill the triple mission of healthcare service, education, and research. The gap between technological planning and Information Technology Human Resource (IT HR) readiness is a primary barrier to implementation, even when future business process flows are carefully designed. This study intends to develop an integrated HIS digital transformation roadmap aligned with technological and IT HR strategies for the 2026–2029 period. A qualitative case study approach was used, focusing on the IT division of a teaching hospital in Indonesia. Data were collected through a documentation study of the Hospital’s 2025–2029 Strategic Plan, in-depth interviews with five key informants representing IT division, and observations. Data analysis followed a strategic cascading framework, integrating the Ward and Peppard, the Balanced Scorecard, and Bernard Marr’s Future Skills framework. The findings identify eight primary technology strategy clusters and eight IT HR competency domains encompassing technical, human, and business skills. The Balanced Scorecard analysis produced sixteen measurable strategic objectives. The resulting integrated roadmap is divided into four phases, operating on the principle that IT HR competency development must precede the implementation of new technologies. This research delivers a traceable, strategic cascading model from the hospital’s Strategic Plan to the implementation roadmap, which is replicable for other teaching hospitals in Indonesia facing the challenges of HIS digital transformation

Abstract

Teaching hospitals in developing countries face a critical challenge in adopting artificial intelligence (AI) due to the absence of structured roadmaps aligned with institutional strategy and business processes. This study presents an AI-based digital transformation roadmap for XYZ Hospital, a university-affiliated teaching hospital in Indonesia with a triple mission of clinical service, medical education, and health research. A qualitative case study approach was employed, with primary data collected through interviews with the hospital's Project Management Office and analysis of institutional documents including an IT assessment, a business process mapping workbook of 54 processes cross-referenced against STARKES 2024, JCI 8th Edition, and HIMSS EMRAM standards, and the hospital's Strategic Plan 2025-2029. An IS/IT Strategy framework was applied through three sequential analytical tables translating organizational strategy into information systems and technology requirements. The analysis revealed significant digital maturity gaps across infrastructure, data integration, governance, and talent dimensions. The resulting roadmap spans three phases: digital foundation (2025-2026), initial AI deployment covering clinical decision support systems for real-time diagnostic alerts and automated discharge summary generation (2026-2027), and advanced analytics with smart hospital features (2028-2029). This roadmap provides structured guidance for XYZ Hospital and serves as a replicable reference for other teaching hospitals pursuing AI adoption
