Abstract

ABSTRACT This Article to explain about the possibility of growth feasibility of Tana Righu District, Sumba Barat Residence as PP 19/2008 about District. The analysis of growth feasibility possibility of Tana Righu District to act as possibility administrative, technical, and fisical territorial. These result, administrativelly, district of Tana Righu eligible for growth. The Tecnically, also eligible to growth. So, fisically, not eligible to growth. Abstract

In line with the President Jokowi’s Government Vision for the 2019-2024 period which focuses on “Excellent human Resources”, the bureaucratic reform requires the structuring and strengthening of apparatus resources, one of which is through ASN position competency standards. Job competency standards are used for employee procurement, appointment in office, promotion, transfer between positions, career development and awards for ASN. The method used in this study is tailor made method combined with FGD (expert meeting) method with related bureaucratic apparatus, and Delphi technique, which is one of the techniques for involving stakeholders in decision making/policy by gathering opinions through questionnaires/questionnaire. This study resulted in the concept of competency standards for high-level leadership positions in the Majalengka Regency Inspectorate consisting of managerial competencies (8 competencies), socio-cultural competencies (1 competency), technical competencies (8 competencies) and government competencies (17 competencies)

Abstract

The research undertaken has the objective to analyze the wide area, demography and area coverage in order to provide policy recommendations related to the regulation of regency in West Java Province as mandated by UU 23 Tahun 2014 tentang Pemerintahan Daerah. This study used tailor made method which directs a comprehensive study results become a major consideration for policy makers in the formulation of policy. The results of the analysis show that only Bogor Regency has the most complete feasibility to be expanded into district and city compared to other districts in West Java. While Cianjur, Bekasi and Garut have the feasibility to form City. Keywords: regional arrangement, DOB formation

Abstract

The concept of world-class government has been applied at the state level. Explicitly the political policies stipulated through Perpres No. 81 of 2010 there is no detailed roadmap for each government structure, let alone to the sub-district level. Given that there are no world class sub-district parameters, it is necessary to develop an initial concept by combining various policies with theory. This is in line with the determination of the Sumedang Regency Government to excel at the national level. This study uses the SWAR method, combining the concepts of SWOT and SOAR. The new concept generated in this study covers 11 aspects including: determining the model and sub-district; determination of the authority of the elected sub-district; determining the core business of the selected sub-district; determining the size of the selected sub-district budget; determining the form and organizational structure of the selected sub-district; determination of the number of ASN selected sub-districts; performance measurement of selected sub-districts; IT development in the sub-district; the leadership of the sub-district head in the selected sub-district; evaluation in selected sub-districts; roadmap to world-class district government.

Abstract

Penelitian ini dilatarbelakangi karena pelanggaran Perda mengenai izin mendirikan bangunan masih marak terjadi akibat keterbatasan lahan kosong dan harga tanah yang semakin meningkat hingga kurangnya pemahaman masyarakat terhadap Perda yang berlaku. Penelitian ini bertujuan untuk mengetahui bagaimana peranan Satpol PP dalam melakukan penertiban bangunan liar dan faktor-faktor yang menjadi penghambat dan pendukung serta upaya mengatasi hambatan tersebut dalam penertiban bangunan liar di Kota Tangerang. Metode yang digunakan pada penelitian ini adalah metode deskriptif kualitatif dan menggunakan teknik pengumpulan data secara observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa, Satuan Polisi Pamong Praja Dalam Penertiban Bangunan Liar di Kota Tangerang sudah berperan dan berjalan namun belum maksimal. Hal tersebut disebabkan oleh faktor penghambat yaitu kurangnya personil, terbatasnya ketersediaan sarana dan prasarana, terbatasnya ketersediaan anggaran, kurangnya kesadaran masyarakat terhadap Perda yang berlaku. Serta faktor pendukung yaitu kualitas Sumber Daya Manusia (SDM) yang baik, terjalinnya komunikasi dan koordinasi yang baik di lingkungan internal maupun eksternal Satpol PP Kota Tangerang. Oleh karena itu, direkomendasikan kepada Satpol PP Kota Tangerang agar dilakukan peningkatan sosialisasi Perda, peningkatan anggaran sarana dan prasarana, memberikan sanksi yang tegas terhadap pelanggar, serta dilakukan pendataan dan pelaporan yang akurat dan dibuat sistem untuk dinas- dinas terkait secara online agar setiap bangunan yang ada di Kota Tangerang dapat dipantau dengan mudah. Kata Kunci: Satuan Polisi Pamong Praja, Penertiban, Bangunan Liar.

Abstract

A sub-district with a Camat as its leader is not an ordinary organization that carries out a certain field of government affairs. But they are responsible for a work area and its contents, namely society and its activities. The Camat's workload is closely related to the size of the area, the number of people served, and their distribution. Kuala Kencana sub-district has an area of 860,74  km2 with a population of 27,774 people, making it one of the most densely populated sub-districts in Mimika Regency. You can imagine how hard the task is, coupled with the relatively limited transportation and communication facilities and infrastructure. As a result, many people are not served properly. One way out is to split the sub-district into two so that the coverage area and population served are smaller. On the other hand, the number of ASN serving them increases. This study uses an exploratory method by operationalizing the concept of scenario planning. The stages are Identify Focal Issue (Focal Concern) or Decision; Identify Key Forces; Identify Driving Forces (change drivers); Identify Uncertaint); Selecting the Scenario Logic; Fleshing Out the Scenario. The research produced three scenarios. The normal scenario for the Proliferation of the Kuala Kencana Sub-district followed PP 17 of 2018 regulations; the above normal scenario for the Proliferation of the Sub-district was carried out with the support of affirmative policies from the Central Government. Abstract

Sentani District in Jayapura Regency often faces floods that have a significant impact on people's lives, infrastructure, and the environment. High rainfall intensity, geographical conditions, and suboptimal spatial management are the main factors causing flooding in this region. The floods that occurred not only damaged people's homes, but also disrupted economic and social activities, and caused huge losses to the community and local government. The aim of this research is to analyze and formulate appropriate strategies to be used by the Jayapura Regency Government in managing flood disasters, especially in the Sentani District, in order to find out appropriate steps that can be implemented in resolving the problems of flood disasters that frequently occur. The research method used is descriptive qualitative through an inductive approach. Apart from that, the author's data sources are people, places, and documents, with data collection techniques using interviews, observation, and documentation. The theory used by researchers is strategic theory using SOAR analysis. This research produced 5 (five) strategies for flood management. By implementing the right strategy and good collaboration between stakeholders, it is hoped that it can reduce the risk and impact of flood disasters and increase community resilience in facing these disasters.

Abstract

Penelitian ini bertujuan untuk menganalisis kinerja Dinas Kependudukan dan Pencatatan Sipil dalam meningkatkan tertib administrasi kependudukan di Kabupaten Majalengka. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Teori yang digunakan dalam penelitian ini adalah teori kinerja yang dikembangkan menjadi 4 (empat) indikator yaitu “produktivitas, kualitas layanan, responsivitas, responsibilitas”. Hasil penelitian ini menunjukkan bahwa kinerja Dinas Kependudukan dan Pencatatan Sipil dalam meningkatkan tertib administrasi kependudukan di Kabupaten Majalengka secara umum telah berjalan dengan baik, akan tetapi perlu perbaikan pada beberapa aspek. Kendala yang dihadapi Disdukcapil antara lain kualitas sumber daya aparatur, pemeliharaan dan pengembangan sistem SIAK, serta sosialisasi kebijakan kependudukan. Abstract

The Community Protection Unit (Satuan Perlindungan Masyarakat/Satlinmas) has a task plays an important role in maintaining public order and security during the general elections to ensure the smooth running of the democratic process. Satlinmas units in Indonesia, including in Karang Bindu Village, face challenges in the simultaneous elections, such as a lack of understanding of their roles and responsibilities, lack of training and knowledge about the election process, and lack of adequate resources. This research aims to identify and analyze these problems so that the capacity of the Satlinmas can be increased in facing the simultaneous elections in Karang Bindu Village. This research used descriptive qualitative method with an inductive approach. The data were collected through observation, interviews, and documentation, and then analyzed through the stages of data reduction, data presentation, and drawing conclusions. The research showed that the capacity building of Satlinmas in facing the 2024 simultaneous general elections in Karang Bindu Village has not been optimal. Abstract

Penelitian ini bertujuan untuk mengetahui (1) tingkat efektivitas pengelolaan alokasi dana kampung pada Kampung Dekai tahun 2016-2020 (2) hambatan yang dihadapi dalam merealisasi alokasi dana kampung pada Kampung Dekai (3) cara menanggulangi hambatan dalam merealisasi alokasi dana kampung pada Kampung Dekai. Jenis penelitian ini adalah deskriptif. Data dikumpulkan dengan metode dokumentasi dan wawancara. Analisis data menggunakan teknik efektivitas dan rasio kriteria efektivitas. Hasil penelitian menunjukkan (1) Efektivitas pengelolaan alokasi dana kampung dari tahun 2016-2020 sudah berada dalam kategori efektif. Tingkat efektivitas pengelolaan alokasi dana kampung pada Kampung Dekai yaitu tahun 2016 (97,22%), 2017 (97,90%), 2018 (100%), 2019 (98,04%), dan 2020 (100%). (2) Hambatan yang dialami dalam merealisasi alokasi dana kampung pada Kampung Dekai adalah pemahaman masyarakat terhadap ADD, miss komunikasi, dan pencairan alokasi dana kampung yang terlambat. (3) menanggulangi hambatan dalam merealisasi alokasi dana kampung dapat dilakukan dengan pelatihan, meningkatkan koordinasi unit kerja, dan anggaran dana cadangan.
