Abstract

Sentani District in Jayapura Regency often faces floods that have a significant impact on people's lives, infrastructure, and the environment. High rainfall intensity, geographical conditions, and suboptimal spatial management are the main factors causing flooding in this region. The floods that occurred not only damaged people's homes, but also disrupted economic and social activities, and caused huge losses to the community and local government. The aim of this research is to analyze and formulate appropriate strategies to be used by the Jayapura Regency Government in managing flood disasters, especially in the Sentani District, in order to find out appropriate steps that can be implemented in resolving the problems of flood disasters that frequently occur. The research method used is descriptive qualitative through an inductive approach. Apart from that, the author's data sources are people, places, and documents, with data collection techniques using interviews, observation, and documentation. The theory used by researchers is strategic theory using SOAR analysis. This research produced 5 (five) strategies for flood management. By implementing the right strategy and good collaboration between stakeholders, it is hoped that it can reduce the risk and impact of flood disasters and increase community resilience in facing these disasters.

Abstract

The Community Protection Unit (Satuan Perlindungan Masyarakat/Satlinmas) has a task plays an important role in maintaining public order and security during the general elections to ensure the smooth running of the democratic process. Satlinmas units in Indonesia, including in Karang Bindu Village, face challenges in the simultaneous elections, such as a lack of understanding of their roles and responsibilities, lack of training and knowledge about the election process, and lack of adequate resources. This research aims to identify and analyze these problems so that the capacity of the Satlinmas can be increased in facing the simultaneous elections in Karang Bindu Village. This research used descriptive qualitative method with an inductive approach. The data were collected through observation, interviews, and documentation, and then analyzed through the stages of data reduction, data presentation, and drawing conclusions. The research showed that the capacity building of Satlinmas in facing the 2024 simultaneous general elections in Karang Bindu Village has not been optimal. Abstract

Limited government budgets are a common problem faced in various countries. The Government is faced with multiple community demands that must be met. This causes the Government to be careful in determining priority programs. In deciding the feasibility of a project related to the public sector, the Government faces many considerations and problems, including sub-districts proliferation. One analysis that can be used as a tool to select programs that are worthy of priority is to use cost and benefit analysis. This research aims to disseminate an understanding of cost and benefit analysis to local government officials, especially in Tambraw Regency. This research uses an exploratory research method with a qualitative approach. The analysis method in this research is the scenario planning method; the stages consist of strategic analysis, scenario creation, strategy finding, and strategy formulation

Abstract

Penelitian ini bertujuan untuk menganalisis kinerja Dinas Kependudukan dan Pencatatan Sipil dalam meningkatkan tertib administrasi kependudukan di Kabupaten Majalengka. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Teori yang digunakan dalam penelitian ini adalah teori kinerja yang dikembangkan menjadi 4 (empat) indikator yaitu “produktivitas, kualitas layanan, responsivitas, responsibilitas”. Hasil penelitian ini menunjukkan bahwa kinerja Dinas Kependudukan dan Pencatatan Sipil dalam meningkatkan tertib administrasi kependudukan di Kabupaten Majalengka secara umum telah berjalan dengan baik, akan tetapi perlu perbaikan pada beberapa aspek. Kendala yang dihadapi Disdukcapil antara lain kualitas sumber daya aparatur, pemeliharaan dan pengembangan sistem SIAK, serta sosialisasi kebijakan kependudukan. Abstract

The Lebak neighborhood is a residential area in Banyuwangi Regency which is always hit by annual floods. The densely populated condition of the area and the lack of public awareness about not throwing rubbish into the river is a challenge in itself. For this reason, collaboration between related parties is needed to run the flood disaster management process well. This research aims to find out, analyze, and describe how Collaborative Governance is implemented between the government, the business world, and community groups in the Lebak Environment, Tukangkayu Village, Banyuwangi District, Banyuwangi Regency in managing flood disasters. This research uses a qualitative descriptive method using primary and secondary data sources. This research relies on data collection techniques through interviews, observation, and documentation to obtain the required data. The research results show that collaboration between the government, the business world, and community groups has been implemented but is not yet optimal, so maximizing the role at the preventive and monitoring stages is necessary. The government still tends to be more dominant than the business world and community groups. This collaborative process resulted in two permanent water pumping machines, river cleaning, a river normalization program, and the implementation of a disaster task force consisting of all stakeholders. In implementing this collaboration, there are several obstacles, such as a lack of public awareness of the importance of not throwing rubbish or waste into the river, difficulty in accessing heavy equipment in the form of excavators to the river, problems with the operation of water pump machines, the conversion of plantation crop commodities in upstream areas, and the very low condition of the Lebak area. Based on the problems faced, efforts are needed to maximize the role of each party involved at each stage of disaster management as well as innovation related to solving the problems being experienced.
