Abstract

ABSTRACT This Article to explain about the possibility of growth feasibility of Tana Righu District, Sumba Barat Residence as PP 19/2008 about District. The analysis of growth feasibility possibility of Tana Righu District to act as possibility administrative, technical, and fisical territorial. These result, administrativelly, district of Tana Righu eligible for growth. The Tecnically, also eligible to growth. So, fisically, not eligible to growth. Abstract

AbstrAct Indonesia’s bureaucratic condition in the current reform era has not shown a good development direction, because there are still many unprofessional bureaucrats, acting as rulers, running corruption, collusion and nepotism (KKN) practices at the central, provincial and district levels. In addition, bureaucrats tend to choose comfort zones without competition, but rather based on seniority. Bureaucrats are generally not ready to enter the competitive zone.To transform a reliable and professional bureaucracy, the Government has formulated strategic policies. One of them is the Perpres No. 81/2010 on the Grand Design of Indonesian Bureaucracy 2010-2025, which is followed up by the PermenPAN RB No. 37 of 2013 on Guidelines for Formulating the Local Government Bureaucratic Reform Roadmap.The method used in this study is tailor made method combined with FGD (expert meeting) method with related bureaucratic apparatus, and Delphi technique, which is one of the techniques for involving stakeholders in decision making/policy by gathering opinions through questionnaires/questionnaire.This study resulted in 8 recommendations of the Bureaucratic Reform policy program in West Java which are expected to be able to encourage the establishment of a clean and good West Java Provincial government with adaptive characteristics, integrity, professionalism, high performance, freedom, and clean from corruption, collusion and nepotism (KKN) able to serve the public, be neutral, prosperous, dedicated and uphold the basic values and code of ethics of the apparatus. And of course it is able to realize the vision and mission of West Java Province that touches the interests of the wider community towards “West Java Forward and Prosperous” Keywords: bureaucratic reform, public service

Abstract

In line with the President Jokowi’s Government Vision for the 2019-2024 period which focuses on “Excellent human Resources”, the bureaucratic reform requires the structuring and strengthening of apparatus resources, one of which is through ASN position competency standards. Job competency standards are used for employee procurement, appointment in office, promotion, transfer between positions, career development and awards for ASN. The method used in this study is tailor made method combined with FGD (expert meeting) method with related bureaucratic apparatus, and Delphi technique, which is one of the techniques for involving stakeholders in decision making/policy by gathering opinions through questionnaires/questionnaire. This study resulted in the concept of competency standards for high-level leadership positions in the Majalengka Regency Inspectorate consisting of managerial competencies (8 competencies), socio-cultural competencies (1 competency), technical competencies (8 competencies) and government competencies (17 competencies)

Abstract

The research undertaken has the objective to analyze the wide area, demography and area coverage in order to provide policy recommendations related to the regulation of regency in West Java Province as mandated by UU 23 Tahun 2014 tentang Pemerintahan Daerah. This study used tailor made method which directs a comprehensive study results become a major consideration for policy makers in the formulation of policy. The results of the analysis show that only Bogor Regency has the most complete feasibility to be expanded into district and city compared to other districts in West Java. While Cianjur, Bekasi and Garut have the feasibility to form City. Keywords: regional arrangement, DOB formation

Abstract

The corona virus pandemic requires all sectors to improve and adjust to new normal conditions, and the local Government organization is no exception. Local Governments should take a number of steps to encourage local government organizations to be more effective and efficient in carrying out their duties and functions. This study aims to provide a new concept in the framework of structuring local government organizations in the "new normal" era and facing the industrial revolution 4.0, using the literature study research method. The new concept offered in the organization of local government organizations includes six aspects, including aspects of strategy, aspects of structure, aspects of processes, aspects of society, aspects of technology and aspects of leadership.

Abstract

A sub-district with a Camat as its leader is not an ordinary organization that carries out a certain field of government affairs. But they are responsible for a work area and its contents, namely society and its activities. The Camat's workload is closely related to the size of the area, the number of people served, and their distribution. Kuala Kencana sub-district has an area of 860,74  km2 with a population of 27,774 people, making it one of the most densely populated sub-districts in Mimika Regency. You can imagine how hard the task is, coupled with the relatively limited transportation and communication facilities and infrastructure. As a result, many people are not served properly. One way out is to split the sub-district into two so that the coverage area and population served are smaller. On the other hand, the number of ASN serving them increases. This study uses an exploratory method by operationalizing the concept of scenario planning. The stages are Identify Focal Issue (Focal Concern) or Decision; Identify Key Forces; Identify Driving Forces (change drivers); Identify Uncertaint); Selecting the Scenario Logic; Fleshing Out the Scenario. The research produced three scenarios. The normal scenario for the Proliferation of the Kuala Kencana Sub-district followed PP 17 of 2018 regulations; the above normal scenario for the Proliferation of the Sub-district was carried out with the support of affirmative policies from the Central Government. In the sub-normal scenario, the village/village administrative proliferation is carried out first before the sub-district Proliferation

Abstract

Sentani District in Jayapura Regency often faces floods that have a significant impact on people's lives, infrastructure, and the environment. High rainfall intensity, geographical conditions, and suboptimal spatial management are the main factors causing flooding in this region. The floods that occurred not only damaged people's homes, but also disrupted economic and social activities, and caused huge losses to the community and local government. The aim of this research is to analyze and formulate appropriate strategies to be used by the Jayapura Regency Government in managing flood disasters, especially in the Sentani District, in order to find out appropriate steps that can be implemented in resolving the problems of flood disasters that frequently occur. The research method used is descriptive qualitative through an inductive approach. Apart from that, the author's data sources are people, places, and documents, with data collection techniques using interviews, observation, and documentation. The theory used by researchers is strategic theory using SOAR analysis. This research produced 5 (five) strategies for flood management. By implementing the right strategy and good collaboration between stakeholders, it is hoped that it can reduce the risk and impact of flood disasters and increase community resilience in facing these disasters.

Abstract

Efektivitas adalah suatu ukuran untuk melihat keberhasilan dalam penyelenggaraan pelayanan publik. Untuk menciptakan pelayanan publik yang baik maka perlu mencapai tingkat efektivitas yang baik untuk itu peneliti melakukan penelitian terkait Efektivitas Command Center sebagai pusat pengendali penanggulangan keadaan darurat dan bencana di Kota Samarinda guna melihat tingkat efektivitas, menganalisis faktor penghambat dan memberikan rekomendasi strategi pengembangan layanan untuk meningkatkan efektivitas layanan penanggulangan keadaan darurat dan bencana di Kota Samarinda Provinsi Kalimantan Timur. Metode penelitian yang digunakan metode kualitatif deskriptif. Efektivitas Samarinda Siaga 112 diukur dengan menggunakan konsep efektivitas layanan menurut Sondang P. Siagian (2003:27) dan teori Ukuran Efektivitas dari Hessel Nogi S. Tangkilisan (2005:141). Berdasarkan penelitian yang dilakukan disimpulkan bahwa efektivitas Command Center khususnya layanan Samarinda Siaga 112 sebagai pusat pengendali penanggulangan keadaan darurat dan bencana di Kota Samarinda belum efektif. Hal ini dilihat dari masih terdapat permasalahan dalam penataan sumber daya manusia (SDM) yang buruk, alokasi anggaran yang kurang baik, buruknya koordinasi antar Samarinda Siaga 112 dan OPD/instansi terkait serta maraknya laporan palsu (prank/fake call). Disarankan untuk membentuk Satuan Tugas (Satgas) untuk Layanan Kedaruratan dan Bencana (Satgas Kencana) di Kota Samarinda, memaksimalkan Command Center sebagai Ruang Pusat Komando dan Monitoring Kota Samarinda, serta melakukan Pemberdayaan Relawan Kedaruratan di Kota Samarinda untuk dapat meningkatkan efektivitas Command Center khususnya layanan panggilan darurat Samarinda Siaga 112 Kata Kunci: Efektivitas, Keadaan Darurat dan Bencana, Samarinda Siaga 112

Abstract

Penelitian ini bertujuan untuk menganalisis kinerja Dinas Kependudukan dan Pencatatan Sipil dalam meningkatkan tertib administrasi kependudukan di Kabupaten Majalengka. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Teori yang digunakan dalam penelitian ini adalah teori kinerja yang dikembangkan menjadi 4 (empat) indikator yaitu “produktivitas, kualitas layanan, responsivitas, responsibilitas”. Hasil penelitian ini menunjukkan bahwa kinerja Dinas Kependudukan dan Pencatatan Sipil dalam meningkatkan tertib administrasi kependudukan di Kabupaten Majalengka secara umum telah berjalan dengan baik, akan tetapi perlu perbaikan pada beberapa aspek. Kendala yang dihadapi Disdukcapil antara lain kualitas sumber daya aparatur, pemeliharaan dan pengembangan sistem SIAK, serta sosialisasi kebijakan kependudukan. Abstract

The government's institutional arrangements are more focused on efforts to rightsize, namely efforts to simplify government bureaucracy, which are directed at developing organizations that are more proportional and transparent, so that these efforts are expected to ensure that regional apparatus organizations will not be too large in line with the spirit of renewal of government functions (reinventing government) in order to support the realization of good regional governance (good local government). To get there, regional government organizations in their formation must be in harmony with the authority, vision, mission, and characteristics of the region and society. This research uses a qualitative method with a case study approach. Primary data collection techniques include in-depth interviews and focus group discussion. From the analysis of the formation of regional government organizations in the City of Surakarta, it is clear that only part of the five propositions that form the basis of regional government organizational theory are used, namely the fourth proposition relating to community characteristics and the fifth proposition, which is closely related to information technology support. Meanwhile, the first (authority), second (regional vision and mission), and third (work area and jurisdiction) propositions are not used.
