Abstract

Walkability refers to the ease of walking in an area, considering factors like safety, comfort, and security due to the presence of interconnected pathways. In this study, an assessment of walkability was conducted from Manggarai Station to the Manggarai TransJakarta Bus Stop to evaluate the quality of the infrastructure for pedestrian. Data was collected through both on-site observations and the distribution of online through social meadia. Findings from the observations indicate that the walkability score for the path from Manggarai Station to the Manggarai TransJakarta Bus Stop is 68.5, categorizing as "waiting to walk/somewhat walkable." Several parameters received lower scores, including the availability of crosswalks, the presence of obstacles, security against crime, and facilities for individuals with disabilities. It's worth noting that the walkability parameter scores decreased, especially in terms of obstacles and security from crime, after the 5th switch-over at Manggarai Station, which coincided with a change in the KRL route.

Abstract

The Value of Statistical Life (VSL) of residents in Dili City, Timor-Leste is examined in this research using the Willingness to Pay (WTP) method to determine how the public values reducing the risk of fatal traffic accidents. Data collection involved conducting structured face-to-face interviews in various offices and schools. Each respondent was presented with three hypothetical traffic safety programs offering risk reductions of 20%, 50%, and 65%. The associated WTP amounts were USD 12, USD 15, and USD 20, respectively. VSL was computed by dividing WTP by the corresponding percentage of risk reduction. The data were further analyzed using a binary logistic regression model, executed in R Studio software, to estimate the probability of WTP based on socioeconomic variables such as gender, age, education level, occupation, income, and cost of the proposed intervention. The regression results demonstrated a statistically significant and negative relationship between the program’s cost and the willingness to pay, indicating that greater expenses lowered public acceptance. The average individual VSL was calculated at USD 524.83 for female respondents and USD 398.07 for males. Using official records of 102 traffic-related fatalities in Dili during the 2022–2024 period, the Social Value of Statistical Life (SVSL) was estimated at USD 17,830.70 for females and USD 13,524.02 for males. Based on these findings, six policy recommendations are proposed: improved road infrastructure, strengthened law enforcement, public safety education, clearer traffic signage, adequate street lighting, and enhanced pedestrian protection.

Abstract

Indonesian Police attempt to reduce the fatality rate of traffic accidents by enforcing the law on speed restrictions using speed cameras. The National Police Traffic Corps (Korlantas), from 2017 to 2018, had installed 75 units of speed cameras along Jakarta Toll Roads including Cikampek, Jagorawi, Bitung, and many others. By the end of 2020, Korlantas is expected to install 75 more units on the arterial roads of Jakarta. This study aims to analyze the implementation of vehicle speed deceleration through signs and speed cameras in the control zone. The data analyzed by comparing the speed of vehicles when crossing the control zone using the normal distribution Z test, with a 5% margin of error. The research shows that speed deceleration policy using signs and speed cameras in the control zone reduces the speed by 9% or equal to an average speed of 8 km/hour. Drivers who obeyed the speed limit reach 76.6% or 230 vehicles from 302 vehicle samples, where most of them are buses, followed by passenger cars and freight cars, respectively. The application of speed deceleration using signs and speed cameras in the toll toad meets the planning target and is recommended to be implemented across the country.

Abstract

Traffic management at at-grade pedestrian crossing facilities (pelican crossings) in highly populated areas, such as the Universitas Indonesia Station, faces significant inefficiency challenges. During peak hours, the fixed-time system is frequently disabled and replaced with subjective manual control by security personnel, thereby triggering irregular stop-and-go cycles and a high accumulation of vehicle delays. This study aims to develop a hybrid adaptive control model integrating Computer Vision, Genetic Algorithm (GA), and Fuzzy Logic to optimize intersection performance under mixed traffic conditions. The research methodology begins with the extraction of traffic and pedestrian characteristic data, calculated manually through recorded field observations. This manual extraction approach is conducted to ensure the accuracy of the baseline data (ground truth) and to avoid machine detection errors during the initial modeling phase. The precise empirical data is then used to calibrate the mathematical analytical model. Subsequently, a Genetic Algorithm is employed offline to determine the optimal delay equilibrium weights between vehicles and pedestrians. This equilibrium foundation is then integrated with Fuzzy Logic, which acts as a dynamic green time extension mechanism for the Computer Vision-based smart system architecture. Macroscopic evaluation results demonstrate that this hybrid adaptive model successfully performs cycle consolidation, effectively reducing the total number of signal cycles from 19 to 10 compared to the existing manual control. During the morning peak session, the system reduced cumulative vehicular delay by 13.03%, successfully saving a total of 737 seconds. This increase in vehicular efficiency necessitated a minor operational trade-off, resulting in a 5.17% increase in average pedestrian waiting time (from 15.29 to 16.06 seconds per person). Crucially, this adjustment remains strictly within the 18-second ideal safety tolerance threshold, proving that the model successfully achieves an ideal operational equilibrium between competing traffic demands.

Abstract

Static pelican crossing systems often fail to accommodate the stochastic arrival patterns prevalent in high-density transit-oriented development (TOD) zones, creating operational inefficiencies between pedestrian clearance and vehicular flow. At the Cikini Station transit hub in Jakarta, existing fixed signal cycles contribute to pedestrian delays and peak-hour congestion. This study evaluates an adaptive signal control model for mid-block pelican crossings using a Deep Q-Network (DQN) algorithm. To calibrate the simulation, empirical data were extracted from field CCTV footage using the YOLOv8 algorithm, accurately capturing 15-minute peak flow fluctuations and commuter surges. The system is formulated as a Markov Decision Process (MDP) and trained through microscopic simulation in SUMO via TraCI, utilizing real-time queue states to dynamically adjust phase durations. Results indicate that the DQN agent reduced average pedestrian waiting times by 64% (from 28.0 to 10.0 seconds) compared to the static configuration. Furthermore, by enforcing a 3-second all-red clearance and a 6-second evacuation interval, the model eliminated pedestrian risk exposure (0%). Consequently, peak-hour vehicular delay underwent a calculated increase to 33.95 seconds to prioritize safety, yet the intersection maintained a stable Level of Service (LOS). Ultimately, this research provides a data-driven framework for applying reinforcement learning to balance multi-modal mobility demands in high-variance urban traffic environments

Abstract

Freight transport services cannot be separated from the infrastructure and facilities involved, each of which faces its own challenges in delivering optimal performance in the logistics sector. A common challenge in Indonesia’s road sector is the presence of overloaded freight vehicles, which has become a national issue. This phenomenon has a negative impact not only on road infrastructure but also on the environment and traffic. This study aims to develop a conceptual model of the external costs caused by truck overloading practices in terms of road infrastructure damage, increased exhaust emissions, and traffic congestion through a systematic literature review. This phenomenon is a global issue that has significant economic, environmental, and social impacts. The research method employed the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) approach by analyzing 87 scientific articles from the Scopus, Web of Science, and Google Scholar databases covering the period 2015–2024. The results of the study can be categorized into three main components: (1) to systematically review the isolated external costs associated with pavement damage, emissions, and congestion, (2) to quantify the interconnected relationships and multiplier effects between these variables, and (3) to propose an integrated conceptual causal-chain model that delineates the compounded external costs of ODOL operations. The conceptual model developed integrates these three cost components while taking into account factors such as axle load, road pavement conditions, traffic characteristics, and applicable regulations. The findings of this study provide a comprehensive framework for policymakers to calculate the total costs of overloading externalities and to design appropriate economic instruments for internalizing these external costs.

Abstract

Efficient airport ground handling is essential for maintaining aircraft turnaround performance while reducing operational costs and environmental impacts. Among Ground Support Equipment (GSE), the Baggage Towing Tractor (BTT) plays a critical role in transporting baggage between aircraft parking stands and baggage breakdown areas. However, BTT demand is often estimated directly from aircraft movements, leading to inaccurate workload assessments because not all arrivals generate baggage transport tasks. This study aimed to develop a structured demand formation framework for BTT operations within the busiest three-hour arrival time window at Terminal 3 of Soekarno-Hatta International Airport. A quantitative operational data-processing approach was employed using 2025 aircraft movement records, baggage weight data, aircraft type, parking stand information, route classification, and BTT operational parameters. The methodology incorporated multi-stage data filtering, service-scope identification, baggage-cart conversion, BTT trip estimation, and spatial node assignment to produce structured routing inputs. The results showed that 57,615 annual aircraft movements were reduced to 27,514 operator-scope movements after filtering, including 13,614 arrivals. The peak arrival period of 12:00–14:59 contained 3,318 arrivals, of which 3,198 represented active baggage-handling demands. These demands generated 8,511,498 kg of baggage, corresponding to 7,031 baggage carts and 3,315 estimated BTT trips. A representative daily scenario produced 13 active demands, 30 baggage carts, and 13 BTT trips. The proposed framework provides a robust and transferable method for transforming aircraft movement data into structured BTT demand records, establishing a reliable foundation for subsequent Vehicle Routing Problem with Time Windows (VRPTW)-based route optimization, fuel consumption analysis, and carbon emission assessment.
