Abstract

As existing empirical from culture, hence analyze to bureaucracy performance can  not only be comprehended by pursuant to approach only logical, structure and function, but also can be traced by through concepts giving all mind to  aspect of related to the base  of nature of human being mind. From side look into the many visible bureaucracy as a system will be depended to to all its: perpetrator of executor and target, that is those who execute the the system and also those who become its target. Therefore if it is later happened the   “trespassing” to bureaucracy network from outside bureaucracy, hence cause is mismatch bureaucracy mentality sturdily develop;  build structural of bureaucracy. Cultural Value of Malay Bureaucracy, giving values heritage democratize in its governance execution, structure of job relation which don.’t have the character of feudal and its bureaucracy execution mechanism is rational and simple, giving alternative to be applied in Reform of Bureaucracy of Indonesia Governance in reaching improvement comitment to function of protection and service to society. . Abstract

Land fires pose a serious threat to the environment and communities in Ogan Ilir Regency, South Sumatra. This study aims to analyze the distribution pattern of land fires using GIS spatial analysis technology. Through Sentinel-2 image classification and fire intensity analysis, it had been identified focal points of dormant land fires mainly in South Indralaya, North Indralaya, and West Pemulutan sub-districts. The results of this study provide in-depth insight into the spatial distribution of land fires and the factors that influence their occurrence. This research also produced a map of the distribution of fire hotspots in unused land areas.  From the research, it can be concluded that spatial analysis can map in detail and comprehensively the burning locations on unused land. The implication of this research is the need to develop more effective mitigation strategies to address the risk of land fires in the future. Therefore, this study not only makes an important contribution to the scientific literature but also offers new directions for research and policy focused on sustainable and effective land fire risk management.

Abstract

Identity and local cultural heritage are different aspects, but having played important elements which create character, identity which must be preserve and maintain properly. The paper aims to analyze and examine the public policy formulation of Regional Regulation (Peraturan Daerah) number 2 of 2021 concerning the ornament building with special identity of South Sumatera. The study is undertaken through qualitative methods, through modelling case study in Palembang, applying with the Multiple Streams Framework (MSF) to highlight how several elements or streams interact to affect the acceptance of particular policies. This paper reveals that, the Regional Regulation has successfully ratified though the important role of Governor as policy entrepreneurial. Therefore, by applying MSF theory has utilizes public policy process in the preservation cultural heritage in South Sumatera context. It also recommends further policy through the establishment of cultural heritage conservation agencies, which can collaborate with local communities, researchers, and experts to develop effective preservation strategies.

Abstract

Kebakaran hutan dan lahan di Kabupaten Ogan Ilir merupakan permasalahan berulang yang membutuhkan perhatian serius. Penelitian ini bertujuan untuk mengkaji implementasi kebijakan pemerintah dalam menanggulangi bencana kebakaran hutan dan lahan di wilayah tersebut. Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data mencakup wawancara dengan pegawai BPBD, Kepala Desa, dan masyarakat setempat, serta observasi dan studi dokumentasi. Data dianalisis menggunakan teknik triangulasi konsep dan sumber untuk memastikan validitas hasil. Hasil penelitian menunjukkan bahwa Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Ogan Ilir telah mengimplementasikan kebijakan secara efektif, meskipun menghadapi hambatan internal dan eksternal seperti keterbatasan sumber daya dan kurangnya koordinasi antar pihak terkait. Berbagai langkah telah dilakukan untuk mengatasi hambatan tersebut, termasuk peningkatan kapasitas sumber daya manusia dan penguatan sinergi antar lembaga. Kesimpulannya, implementasi kebijakan oleh BPBD menunjukkan komitmen tinggi dalam menangani kebakaran hutan dan lahan, dengan potensi peningkatan efektivitas di masa mendatang melalui upaya berkelanjutan.

Abstract

Technological developments provide convenience in daily activities and cause negative impacts, such as social conflicts. In South Sumatra Province, this problem has the potential to threaten the achievement of Zero Conflict that has been achieved. This study aims to analyze the government's strategy in preventing conflicts with technoculture-based information technology. The theories used include Conflict Theory as a grand theory, New Public Administration Theory as a middle theory, conflict prevention strategies, and digital technology interaction in creating conflicts as a theoretical application. A qualitative approach is applied to analyze written material from various sources. The findings show that the potential for disruption to Zero Conflict is quite significant. The South Sumatra government has made preventive efforts through three strategies: early warning and system response, confidence-building actions, and diplomatic missions. To maintain Zero Conflict, it is necessary to search, study, and diagnose to detect the negative impact of technoculture-based conflicts to maintain harmony and balance between information technology and culture.

Abstract

The restorative justice approach has been applied in Indonesia, especially in the settlement of juvenile criminal cases and complaints, based on Law Number 11 of 2012 and the Criminal Code. This study analyzes the Actor Capability Model in the Implementation of Restorative Justice Policy at the Ogan Ilir District Attorney's Office, referring to the Attorney General's Regulation No. 15 of 2020. The theory used includes the concept of restorative justice, the capability model, and the relationship between the prosecutor's ability to apply the concept. The research method is qualitative descriptive, with data obtained through interviews, surveys, observations, and documentation. Data analysis is carried out through collection, reduction, presentation, and the drawing of conclusions. The results show that the ability of the Ogan Ilir District Prosecutor's Office to implement restorative justice is quite good, covering technical, social, and conceptual aspects. However, there are challenges in the dimension of idealized policy, especially in the pattern of interaction between policymakers and target groups. The importance of the role of law enforcement officials—the police, prosecutors, and courts—in the implementation of this policy emphasizes the need for a dedicated organizational unit to focus on the tasks and objectives of restorative justice.

Abstract

The cooperation agreement (MoU) between the Ministry of Home Affairs (Kemendagri), the Criminal Investigation Branch of the National Police, and the Attorney General's Office (Kejagung) aims to conduct investigative audits on indications of corruption. The results of the audit by APIP found that the overpayment must be returned to the state treasury, which has the potential to stop the investigation of corruption cases. However, the option of replacement within 60 days does not provide a deterrent effect to the perpetrator. This study analyzes the collaboration in the implementation of the agreement policy in South Sumatra, using the theory of Good Governance and a collaborative governance approach. The methods used include interviews, observations, and documentation. The findings show that the implementation of policies to overcome public reports about corruption in the South Sumatra Regional Government has not been effective. Although there are no problems in the Collaborative Governance aspect, the effectiveness of implementation is hampered by the process and the impact of policies. Therefore, the Collaborative Governance model in handling corruption can only achieve effective results if all dimensions of policy implementation are met and synergy, transparency, integrity, and accountability between collaborating institutions are built.

Abstract

This article aims to evaluate the effectiveness of government policies in reducing flood risk in the city of Palembang, which is often affected by severe flooding due to low-lying geographic features and inadequate urban planning. This research uses a qualitative descriptive approach to assess the impact of current flood management strategies, focusing on structural and non-structural measures, community participation, and policy implementation. Data was collected through document analysis, interviews with key stakeholders, and direct observation in flood-prone areas. Findings show that although some structural improvements, such as improved drainage systems, have been implemented, they have not been sufficient to address recurrent flooding. Policy gaps, lack of community engagement, and poor maintenance of flood control infrastructure contribute to the city's ongoing vulnerability. This study concludes that more integrated flood management strategies, including better policy enforcement and community involvement, are needed to reduce flood risk in Palembang.

Abstract

This study aims to analyze the digital transformation strategy in the management of motorcycle crime evidence at the Bandar Lampung District Attorney's Office. The method used is a qualitative approach with data collection techniques through interviews, observation, and documentation. The results showed that the management of evidence was still not optimal, marked by the large number of evidence that was damaged or lost due to a lack of professionalism in safeguarding. The findings identified several key issues, including an unbalanced number of units, limited storage facilities, and a lack of qualified human resources. The research emphasized the importance of digital transformation that not only speeds up processes, but also increases transparency and accountability in evidence management. The conclusion of this study is that the implementation of digital strategies is necessary to overcome the challenges, as well as to improve the efficiency and effectiveness of evidence management. It is hoped that future research can explore more deeply the implementation of specific technologies that can assist in the management of evidence in other law enforcement agencies.
