Abstract

This study aimed to find out how community participation in the Village Fund program in Kemang Manis Village in the Four Lawang District in 2016 and the factors that supported and blocked community participation in the village fund program in Kemang Manis Village. The method used was qualitative so that the data obtained through interviews, observation and study of documentation and qualitative descriptive analysis techniques. The results showed that at the decision making stage, the participation of the Kemang Manis village community in the Village Fund Program in 2016 was still low because the data synchronization activities were not carried out, only the village elite community and workers as well as grant providers, were invited, attended, gave opinions, and approve the results of the meeting's decision. At the implementation stage (community participation) was quite good, it appeared in the crowded community who registered themselves as candidates for village infrastructure activities, following the work briefing and direction from the village government. At the time of implementation the community brought their own carpentry equipment, donated food and drinks, and received wages or daily work incentives, and participants of community empowerment activities received transport money. The stages of the utilization of benefits (benefits) the community felt the benefits of the results of village development. Roads could be passed by 4-wheeled vehicles, making it easier to transport agricultural produce, residents began to build houses because roads were available and land values ​​had also increased. The community had not yet been involved in the monitoring, supervision and evaluation stages, because in the planning stages of the Village RPJM and Village RKP documents the community involvement is still low. At the stage of implementation of village development the community was involved as an implementer, but the procurement and financial management and administration activities were carried out by the village government. There were no complaints from the public and information disclosure regarding the new Village Fund in the form of a Village Infrastructure development project board.

Abstract

The need for a home is one for the development of a better life, especially for poor people that which in meeting the needs of the housing is very urgent. As we known that the settlements in the middle of the city is increasingly crowded and irregular. Looking at the various considerations of population density going forward, as wel as the possibility of avoiding the formation of slum housing, it is necessary to hold a plan. This research was conducted at the public work service Cipta Karya that located at Ade Irman Nasution Street 10 Sungai Pangeran Ilir Timur I Palembang, in april 2017. The purpose of this research was to know how the implementation of assistance program for improvement to homes are not unhabitable at Kelurahan 15 Ulu Kecamatan Seberang Ulu I Palembang City. This research uses quantitative data that in the form of number or qualitative data that is suspected that uses to support research in describing the state of the focus of research. Based on the result of the analysis and discoussin that has been done before, it can be conclude that the implementation of assistance program for improvement to homes are note habitable in Palembang City by Public Works Service is conclude that has been running well. As input in this research, Public Works Service Palembang should accelerate the development of assistance program for improvement to homes are not habitable, and improve the attitude and quality of the program.

Abstract

This study aims to investigate the implementation of Syllabic Method to improve the maharah qira'ah for the tenth grade students at MA YPKL KEPRI. The type of this study is action research conducted in the classroom, or classroom action research (CAR). The population of this study is all students at the tenth grade of MA YPKL KEPRI, and the sample of this study is only students in one class consisting of 12 students. The data collection techniques used are tests and observations. The results of this study show that the Syllabic Method can improve the maharah qira'ah mubtadi'in of students at the tenth grade of MA YPKL KEPRI. This increase can be seen from the results of the reading test at the first cycle which is 58.33%, and keep increasing to 91.67% at the second cycle. Abstract

Land fires pose a serious threat to the environment and communities in Ogan Ilir Regency, South Sumatra. This study aims to analyze the distribution pattern of land fires using GIS spatial analysis technology. Through Sentinel-2 image classification and fire intensity analysis, it had been identified focal points of dormant land fires mainly in South Indralaya, North Indralaya, and West Pemulutan sub-districts. The results of this study provide in-depth insight into the spatial distribution of land fires and the factors that influence their occurrence. This research also produced a map of the distribution of fire hotspots in unused land areas.  From the research, it can be concluded that spatial analysis can map in detail and comprehensively the burning locations on unused land. The implication of this research is the need to develop more effective mitigation strategies to address the risk of land fires in the future. Therefore, this study not only makes an important contribution to the scientific literature but also offers new directions for research and policy focused on sustainable and effective land fire risk management.

Abstract

This research is motivated by the low interest of the people in the Talang Kelapa sub-district and Tanjung Lago sub-district in paying land and building taxes in rural and urban areas. This study aims to determine the implementation of land and building tax payments in rural and urban areas, public service motivational practices and tax service models in Banyuasin Regency. The method used is observation and interviews with tourists and the surrounding community as well as using literature studies. From the results of the study it can be seen that the payment of rural and urban land and building taxes in Banyuasin Regency in 2022 has not reached the target and still leaves tax bills that have not been paid by the community. The motivation for services provided by tax officers both at the Regional Revenue Agency and by village heads, village heads is still not optimal because people are still hesitant to make payments. rural and urban buildings are still low as well as the motivation for services provided by officers is still not optimal.

Abstract

Proyek pemerintah Rempang Eco-City telah tercantum dalam Rencana Strategi Nasional 2023, dan aturan proses pembangunannya tercantum dan dijelaskan dalam Peraturan Menteri Koordinator Bidang Perekonomian Nomor 7 Tahun 2023. Proyek ini merupakan proyek kawasan industri, komersial, dan pariwisata terpadu yang bertujuan untuk meningkatkan daya saing dengan dua negara tetangga (Malaysia dan Singapura) yang digarap oleh PT Makmur Elok Graha (MEG). Sebagai bagian dari rencana pengembangan Proyek Rempang Eco City, pemerintah Indonesia bekerja sama dengan Xinyi Group untuk merelokasi penduduk yang terkena dampak yang tinggal di lokasi pembangunan proyek. Namun, banyak warga yang menolak untuk direlokasi oleh pemerintah karena mereka telah tinggal di rumah mereka untuk waktu yang sangat lama, sehingga mereka berpikir bahwa pemerintah tidak memiliki hak untuk merelokasi warga setempat. Jenis penelitian ini adalah penelitian gabungan antara studi pustaka dan studi lapangan dengan pendekatan kualitatif. Teknik pengumpulan data meliputi wawancara, observasi, dan dokumentasi. Analisis data dalam pandangan ini meliputi tiga alur kegiatan, yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa dalam kitab al amwal disebutkan bahwa jika seseorang mengkarantina tanah dengan cara menancapkan mercusuar atau menara di atasnya, menggali lubang-lubang di sekelilingnya, membuat tembok dan sejenisnya, maka hal tersebut merupakan kepemilikan. Masyarakat Pulau Rempang, khususnya wilayah pesisir, telah mengolah tanah dan membangun perkampungan sejak sebelum dikeluarkannya PP No. 28 tahun 1992 yang menyatakan bahwa Pulau Rempang masuk dalam wilayah pengolahan BP Batam. Namun tidak semua pulau rempang mereka garap dan buat perkampungan di atasnya, melainkan hanya di daerah pesisir saja dan ada sedikit di tengah pulau. Jika kita melihat kitab al amwal yang mengutip hadist nabi, “Barang siapa yang menghidupkan tanah yang mati, maka tanah itu menjadi miliknya, dan apa yang dimakan oleh makhluk hidup darinya adalah sedekah baginya,” maka wilayah kampung lama di pesisir pantai menjadi milik masyarakat, sedangkan wilayah yang belum pernah digarap atau baru digarap setelah PP No. 28 tahun 1992 dikeluarkan menjadi milik pemerintah. The Rempang Eco-City government project has been listed in the National Strategi Plan of 2023, and the rules of the development process are listed and explained in the Coordinating Minister for Economic Affairs Regulation Number 7 of 2023. The project is an integrated industrial, commercial and tourism regional project that aims to improve competitiveness with two neighboring countries (Malaysia and Singapore) that is being worked on by PT Makmur Elok Graha (MEG). As part of the development plan for the Rempang Eco City Project, the Indonesian government is working with the Xinyi Group to relocate affected residents living in the Project's construction site. However, many of the local people refused to be relocated by the government because they had been living in their houses for a very long time, so they thought that the government had no right to relocate local residents. This type of research is a combined research between literature and field studies with a qualitative approach. Data collection techniques include interviews, observation, and documentation. Data analysis in this view includes three streams of activities, namely data reduction, data presentation and conclusion drawing. The results of this study indicate that in the book of al amwal it is mentioned that if someone quarantines land by sticking a lighthouse or tower on it, digging holes around it, making walls and the like, then it is ownership. The people of Rempang Island, especially the coastal areas, have been cultivating the land and building villages since before the issuance of the 1992 Government Regulation No. 28, which states that Rempang Island is included in the processing area of BP Batam. But not all of rempang island that they cultivate and create a village on it, but in the coastal areas only and there is a little in the middle of the island. If we look at the book of al amwal, which quotes the hadith of the prophet, "Whoever revives a dead land, that land belongs to him, and what creatures eat from it is alms for him," then the old kampong area on the coast belongs to the people, while the area that has never been cultivated or was cultivated after the 1992 Government Regulation No. 28

Abstract

Penelitian ini mengkaji konsep kafa’ah dalam membina keluarga harmonis dari perspektif maslahah dalam pernikahan. Kafa’ah menekankan pentingnya kesetaraan dan keseimbangan antara suami istri dalam berbagai aspek seperti agama, nasab, status sosial, dan ekonomi. Kesetaraan ini adalah landasan penting untuk memastikan kelayakan pasangan dalam menjalani kehidupan berumah tangga dan berkontribusi pada keharmonisan keluarga. Penelitian ini bersifat kualitatif deskriptif dan menggunakan pendekatan studi kepustakaan untuk mengkaji konsep kafa’ah dalam pernikahan berdasarkan perspektif maslahah. Sumber data utama berasal dari kitab-kitab klasik seperti al Fiqhi ’Ala Madzahib al-Arba’ah dan kitab-kitab kontemporer, sementara data sekunder diperoleh dari buku, artikel, dan jurnal yang relevan. Analisis data dilakukan menggunakan metode Miles dan Huberman yang meliputi kondensasi data, penyajian data, dan penarikan kesimpulan atau verifikasi. Uji keabsahan data menggunakan teknik triangulasi untuk memastikan validitas dan menghindari bias. Penelitian ini menyimpulkan bahwa pemahaman mendalam tentang kafa’ah dan maslahah sangatlah krusial untuk membina keluarga yang harmonis dan bahagia. Dari perspektif maslahah, prinsip tersebut dapat disesuaikan dengan konteks dan kebutuhan masyarakat untuk menjaga kesejahteraan keluarga dengan memperhatikan lima kebutuhan dasar; agama, jiwa, akal, keturunan, dan harta. Penerapan prinsip-prinsip ini mendukung terciptanya keluarga yang harmonis dan sejahtera, dengan elemen-elemen penting seperti penghargaan, kasih sayang, komitmen, komunikasi positif, waktu bersama, kesejahteraan spiritual, dan kemampuan mengelola stres.
