Abstract

Illegal logging is unauthorized logging and timber theft performed by the perpetrators wanting to manage forests for their individual needs. It has a negative impact on the habitat of forests and communities in West Kalimantan. The felled trees are used for the needs of the perpetrators and exported to timber buyer countries. High timber demands have triggered the actors to perform such a crime. It occurs because some actors carry out document forgery in managing forests. This research utilized the political system theory from David Easton and discovered that the local government of West Kalimantan has made illegal logging rules. However, illegal logging remains to exist because the governance from the local government has not been maximized in issuing not binding policies and lack socialization from the government to the community regarding illegal logging.

Abstract

Pelatihan penggunaan aplikasi mendeley bagi mahasiswa program studi ilmu pemerintahan Universitas Timor bertujuan untuk meningkatkan pemahaman mahasiswa dalam mengelola referensi dan sitasi akademik. Berdasasrkan survei awal, sebagian besar mahasiswa belum mengenal atau menggunakan mendeley dalam penulisan tugas akademik. Pelatihan ini dilakukan melalui beberapa tahapan; 1) survei, 2) presentasi, 3) praktik, 4) evaluasi. Hasil kegiatan ini menunjukkan adanya peningkatan pemahaman mahasiswa dari 22,73% menjadi 61,36% dengan tingkat kepuasan 93,16%. Namun, beberapa mahasiswa atau sekitar 36,36% masih menglami kendala dalam penggunaan fiturnya, sehingga diperlukan adanya pendampingan lebih lanjut. Secara keseluruhan, pelatihan ini efektif dalam meningkatkan keterampilan mahasiswa dalam menyusun referensi. Kata Kunci: Mendeley; Sitasi; Referensi; Pelatihan.

Abstract

This study was motivated by a candidacy dispute in the 2024 Belu Regional Head Election concerning the eligibility of a former convict running for the position of Deputy Regent, which raised public concern regarding the accountability of the General Election Commission of Belu Regency in verifying candidate requirements. The study aimed to analyze the accountability of the General Election Commission of Belu Regency in the verification of candidate eligibility requirements for the 2024 Regional Head Election. A qualitative method with a case study approach was employed. Data were collected through interviews, observations, and documentation and analyzed using the interactive model of Miles and Huberman, consisting of data reduction, data display, and conclusion drawing. The analysis was based on Mark Bovens' Public Accountability Theory, which includes legal, procedural, and political accountability. The findings indicate that the General Election Commission of Belu Regency conducted candidate verification in accordance with applicable legal provisions, implemented administrative verification procedures, and maintained accountability through available dispute resolution mechanisms. However, greater transparency and more effective public communication remain necessary to strengthen public trust in electoral administration. The study concludes that the accountability of the General Election Commission of Belu Regency has been adequately implemented across legal, procedural, and political dimensions and recommends improving information transparency, inter-agency coordination, and public communication to promote more accountable, transparent, and democratic electoral governance.
