Abstract

Piracy and piracy incidents that often occur in Indonesian waters greatly affect the credibility and dignity of the Indonesian nation in the eyes of the international world. Based on existing data, piracy and piracy in Indonesian waters became the most in the world, especially in the waters of the Strait of Malacca. This condition certainly has a negative impact on the Indonesian government. Even the International Maritime Bureau (IMB) gave the title "Black Area' in the waters of the Strait of Malacca. This statement is based on the number of reports of piracy and piracy incidents in Indonesian waters. There are several studies that take the theme of location selection by Analytic Hierarchy Process (AHP) and Geographic Information System (GIS) methods. Wang (2009) stated, although the AHP method is more widely used in building a decision-making system, but this method has drawbacks, namely not considering the uncertainty and doubts in decision making. Therefore Fenton &Wang (2006) argues fuzzy-set theory can be used to overcome the limitations of AHP. This study assessed that site selection with Fuzzy AHP and TOPSIS can reduce decision uncertainty. GIS is used to analyze and describe the real relationship between the points of piracy incidents that have occurred with the position of the surrounding Navy Base. This research can help determine the best Navy bases from several existing bases, especially those around the waters of the Strait of Malacca. This base will then be used as an base for KRI and personnel who are carrying out maritime security operations in order to handle piracy and piracy crimes. In the research area limited by sea map no. 2 production of Dishidros TNI AL, there are 7 Naval Bases that can be used as alternatives namely Lanal Batam, Lanal Tanjung Balai Karimun, Lanal Dabo Singkep, Lanal Dumai, Lanal Tanjung Balai Asahan, Lanal Lhokseumawe and Lanal Sabang. From the results of weighting and warkingan, Naval Base Batam was selected as the best aju base from a scale of 0-1, with a weight value of 0.8442. Keywords: Piracy, GIS, Fuzzy AHP

Abstract

The task of the Navy in Article 9 of Law number 34 of 2004 concerning the Indonesian National Army, this also includes the achievement of superior human resources of the Navy. To implement the excellence of AAL graduate officers, 60% of AAL's educational operations use training and practical methods, including Ship Control Lattek using KAL Cadets. The aim of this research is to analyze how the influence of AAL cadet training at KAL Cadet on ship control skills in KRI. The research method used is descriptive quantitative. With the problem of the effectiveness of AAL cadet practice training at KAL Cadets in supporting ship control skills in the KRI, this research method is the effectiveness of cadet training is variable (X1) and cadet practice is variable (X2) and the use of equipment (X3) which affects the variable (Y) namely ship control skills. Based on the research, it can be concluded that the variables of ship control training, ship control practices and the use of ship control equipment simultaneously have a significant influence on ship control skills in the KRI. In harmony with effectiveness, which has an understanding of usability, activity and the existence of conformity in an activity between someone who carries out a task with the goal to be achieved. Abstract

ABSTRACT The formation of Koarmada III resulted in a shift and an increase in the number the KRI in its working area, so it must be balanced with the ability of maintenance and repair facilities (fasharkan). Fasharkan XYZ is a fasharkan with class C status so it needs to be upgraded to class A in order to support its main task. The purpose of this research is to determine the alternative development strategy of Fasharkan XYZ. This study uses an integrated SWOT analysis and Interpretative Structural Modeling (ISM). SWOT analysis to formulate alternative strategies developed, namely the SO strategy consisting of 6 (six) strategic steps, the ST Strategy consisting of 6 (six) strategic steps, the WO Strategy consisting of 9 (nine) strategic steps and the WT strategy consisting of 4 (four) strategy move. From the weighting of the EFAS and IFAS matrices the WO strategy was selected. By using ISM, it is obtained 5 (five) levels of hierarchical structure from the classification of elements in the WO strategy, including the strategy (WO5) at level V. Then the sub strategies (WO1) and (WO4) are at level IV. At level III it consists of 4 (four) sub strategies, namely (W O2); (WO6); (WO7); (WO8). At level II, namely the sub strategy (WO3). Abstract

ABSTRACT Scheduling is an assignment activity that deals with a number of constraints. A number of events can occur in a time period and place / location so that the objective function is as close as possible to be fulfilled. In the decision-making hierarchy, scheduling is the last step before the start of an operation. The scheduling of KRI assignments at Pushidrosal is an interesting topic to discuss and find solutions to using mathematical methods. The scheduling process for the KRI Pushidrosal assignment is carried out to produce an annual ship movement schedule. This process not only requires fast follow-up, but also requires systematic and thorough steps. Where assignment scheduling is a quite complex combinatorial problem. Meanwhile, the current assignment schedule is considered inadequate because the calculations are carried out in a conventional manner. The ship assignment scheduling process in this study uses Integer Programming modeling to obtain an alternative operation scheduling. Scheduling observed was 7 ships in carrying out N number of operations for 52 weeks (1 year). This research begins with determining the scheduling decision variables and the constraints faced. Hard constrain limitations include: ship maintenance schedule, time and duration of each survey operation, the class of ships assigned to carry out operations and the number of vessels executing each operation. Meanwhile, soft constrain is the length of the operating vessel in a row. The mathematical formulation of the Integer Programming model consists of three indicators, one decision variable, two measuring parameters and five constraint functions. Furthermore, the determination of the best alternative scheduling is done using Microsoft Excel's Solver computation program. Keywords: Assignment, Integer Programming, Solver.

Abstract

World Peace Forces, or what we often call the Garuda Contingent (KONGA), is the Indonesian National Army troops assigned as troops peace in another country. Indonesia began to participate in sending forces as part of the UN peacekeeping force in 1957. Indonesia sent the Warship of the Republic of Indonesia (KRI) to maintain peace under the United Nations flag at the United Nations Interim Forces Mission in Lebanon (UNIFIL) for the first time in 2009. This activity aimed to maintain security stability in the Lebanese area. This was because Lebanon was one of the countries that were experiencing conflict in the Middle East area. So far, the Indonesian Navy has sent twelve MTF Task Force to Lebanon with using six KRI, namely KRI Diponegoro-365, KRI Sultan Hasanudin-366, KRI Sultan Iskandar Muda-367, KRI Frans Kaisiepo-368, KRI Bung Tomo-357, and KRI Usman Harun-359. In the previous section, the Indonesian Navy still has Van Speijk Class as the frigate warship. And Indonesian Navy also has PKR 10514 as the new frigate class. Along with the continuity of the task force, consideration was needed in determining the warship that continues the mission. It was necessary to weigh the criteria using the Analytical Hierarchy Process (AHP) method in determining the warships that meet these criteria. The following selected warships would continue the warships that have previously carried out the maritime task force mission in Lebanon. Abstract

ABSTRACT Indonesia is the largest archipelagic country in the world with a strategic position between two continents, namely the Asian Continent and the Australian Continent and also between two oceans, namely the Indian Ocean and the Pacific Ocean with more than 17,000 islands and an area that is generally approximately 70% complete. from the ocean. With its enormous potential, the success of creating a maritime sector with high economic value will have a positive impact on economic equality. It takes a lot of effort to be able to realize a reliable marine sector that has a major contribution to the national economy. Indonesia's position in the middle of the world of cross-band trade has made Indonesia have the ambition to become a maritime axis country. And one way is by preserving the enormous potential and natural marine resources that we have, all of which are only to prepare Indonesia to become a world maritime axis. Abstract

ABSTRACT The Navy is one of the defence forces that carry out an important task in maintaining Indonesia's maritime security. In carrying out its main tasks, the Indonesian Navy currently has a power system, namely what we know as the Integrated Fleet Weapon System (SSAT), which consists of the Indonesian Naval warship (INDONESIAN NAVAL WARSHIP), Base, Marines, and Aircraft. These components require management for routine maintenance and repair management to maintain readiness when in use. Faced with these conditions, the Indonesian Navy has a work unit, namely the Maintenance and Repair Facility (Fasharkan). Occupational Safety and Health Insurance must be conducive to all personnel and is expected to increase, which has a direct impact on work productivity. Where it is hoped that productivity can be maintained and performance improved, to support Fasharkan in completing its main task, namely carrying out elemental improvements properly, on time, and with quality. The results of the improvement directly affect the level of feasibility and user satisfaction, namely the user unit. This study uses quantitative methods using SPSS-25 tools. This research looks at the direct influence of occupational safety and health guarantees on the quality of breeding elements. Where the results of testing this hypothesis were obtained, the calculated F value is greater than the F table so that can be seen the effect of occupational safety and health guarantees on the quality of repair of the elements of Koarmada II. Abstract

Matriculation is the lecturing before the real formal study in STTAL that has resulted in all students adapting to all lessons because the students who study in STTAL have various backgrounds. Especially for post-graduates and diplomas . They have different background education, therefore they have to get warmed up in the lessons for two months. The familiarization has resulted in the students adapting to living in STTAL because they have to live in a dormitory . The familiarization can help them orientation about activities and all rules in college. The result of this research is to find out the correlation between matriculation, familiarization and understanding of the lessons during the study in STTAL. This research uses a descriptive and quantitative approach using tools SPSS to aim a data analyzer. The responders are students with postgraduate, undergraduate, and diplomas who study in STTAL total 130 students and who have done matriculation and familiarization when they are new students and give good feedback in the questionnaire. In this research, the result tcount value X1 is 21,778 > ttable 1,980 and the tcount X2 value is 11,627 > ttable (1,980) so H0 was accepted so there are relations between matriculation and familiarization to understanding lessons in STTAL. The college has to develop equipment for matriculation and familiarization so students can adapt vastly. Keywords: Matriculation, Dormitory, SPSS

Abstract

Saumlaki Island is the capital of the Tanimbar Islands Regency. Geographically, it is located at coordinates 1250 45'-1330 East Longitude and 60–80 30' South Latitude with an area of 5,936 km2. Saumlaki Island has a very strategic value because it is directly adjacent to Australia, so it is very vulnerable to border problems, smuggling and illegal fishing. The strategy for developing the empowerment of the marine defence area of Saumlaki Island using the SWOT and Borda methods by considering aspects of the military, social, security, political, economic, human resources, natural resources, and geography. The stages carried out is identification and evaluation of factors, strategy selection with SWOT quadrant matrix followed by SWOT and Borda matrices. The results showed that the strategy for developing the empowerment of the marine defence area of Saumlaki Island that was chosen was the Stability Strategy which is a strategy by maximizing the improvement of weakness factors (Weaknesses) to take advantage of opportunities (Opportunities).
