Abstract

The community service activity entitled "Assistance in the Development of Ecotourism Village Based on Community Based Tourism (CBT) in Kiluan Negeri Village, Kelumbayan District, Tanggamus District, Lampung" is a follow-up to previous research that has been carried out by the community service team in 2022. Reflecting on the study, a community partnership empowerment program or Pemberdayaan Kemitraan Masyarakat was carried out with funding from the DRTPM of the Indonesian Ministry of Education, Culture, Research and Technology related to the development of ecotourism villages in Kiluan Negeri Village. This community service aims to empower local communities in developing and managing ecotourism villages in Kiluan Negeri Village, covering aspects of skills, knowledge, and experience referring to the community-based tourism/CBT approach. In this community service, several methods of activities were combined, including socialization activities targeting civil servants and village institutional administrators by involving local communities. Then counseling and assistance for Kelompok Sadar Wisata or Pokdarwis administrators, to providing material/equipment assistance for Pokdarwis. The implementation of community service programs in Kiluan Negeri Village has been carried out thoroughly and received excellent support from all components of the village community. The results of the community service implementation show that there has been an increase in the knowledge and experience of local communities in managing the development of tourism villages. In this case, local communities have been equipped with skills in managing the potential of ecotourism villages in Kiluan Negeri Village referring to the CBT approach. The provision of supporting materials/tools for Pokdarwis equipment is also very beneficial in supporting the development of ecotourism villages in Kiluan Negeri. In the end, the presence of the community service team from University of Lampung brought a new understanding of the development of CBT-based ecotourism villages.

Abstract

This study aims to map the research on community-based tourism (CBT) topics in Indonesia through bibliometric analysis using the Scopus database. Bibliometric analysis was conducted on 85 CBT-related publications in Indonesia to identify research trends, key topics, and collaboration networks. The results of the bibliometric analysis were then visualized using VOSviewer software. The study results show an increase in interest in CBT research in Indonesia, with a focus on the development of local communities that prioritize social and cultural aspects. Referring to the results of keyword co-occurrence analysis, the main topics that stand out in CBT research in Indonesia include community development, ecotourism, local community, local wisdom, and sustainable tourism. The collaboration network of Indonesian researchers seems to be firmly established with researchers from Australia, Malaysia, and Japan. Moreover, the results of the bibliometric analysis also confirm that the development of CBT has considerable potential in efforts to develop sustainable tourism in Indonesia. However, research related to identifying challenges and opportunities in the development of CBT in Indonesia is still needed. Ultimately, the bibliometric analysis that has been carried out contributes to a comprehensive understanding of CBT development studies in Indonesia.

Abstract

This article examines the implementation of stunting reduction policy convergence in the Special Region of Yogyakarta (DIY) through a qualitative descriptive design grounded in Grindle’s policy implementation model and enriched by a collaborative governance perspective. The manuscript aligns with the dissertation evidence base by using in-depth interviews, focus group discussions (FGDs), and analysis of national and subnational policy documents gathered across provincial, district/city, subdistrict, and village levels during the 2018-2023 policy period. The data were analyzed through thematic coding assisted by NVivo in order to trace the interaction between policy content, policy context, and the collaborative mechanisms that shape implementation outcomes. The findings show that DIY’s relatively low stunting prevalence does not eliminate substantive implementation gaps. The most persistent constraints are fragmented intersectoral coordination, limited data integration and interoperability, uneven institutional capacity across localities, and variation in the quality of collaboration among state and non-state actors. At the same time, DIY’s special governance arrangement, local leadership, village-level convergence forums, and pentahelix engagement create room for contextual adaptation. The article argues that convergence should be understood not merely as program alignment, but as an adaptive implementation process within multi-level governance. Empirically, the study explains why a comparatively successful province still faces structural coordination problems; theoretically, it refines Grindle’s model by emphasizing the importance of multilevel collaboration, policy learning, and local contextualization.

Abstract

Permasalahan pengelolaan pajak daerah di Kota Metro terlihat pada rendahnya kepatuhan wajib pajak PBB-P2 yang masih mengandalkan pembayaran manual serta minimnya sosialisasi layanan digital. Kondisi tersebut membuat capaian penerimaan pajak belum sesuai target meskipun jumlahnya meningkat setiap tahun. Sebagai jawaban dari persoalan ini BPPRD Kota Metro menghadirkan layanan pajak online guna mempermudah proses pelaporan dan pembayaran. Penelitian ini bertujuan menilai keberhasilan layanan, faktor pendukung dan penghambat pelaksanaannya dengan menggunakan metode kualitatif melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa layanan pajak online mampu meningkatkan akses dan mempercepat pembayaran, namun belum sepenuhnya efektif dalam mendorong optimalisasi pajak daerah. Faktor pendukung meliputi dukungan kebijakan pemerintah daerah, kesiapan sistem digital, dan komitmen BPPRD dalam mendorong pemanfaatan layanan online. Sementara itu, hambatan utama berasal dari kurangnya sosialisasi, keterbatasan literasi digital masyarakat, gangguan teknis serta penyampaian informasi yang belum menjangkau RT sehingga penggunaannya masih belum merata. Oleh karena itu perlu perluasan sosialisasi, penguatan edukasi digital dan perbaikan stabilitas sistem agar layanan pajak online dapat berfungsi lebih optimal dan berkontribusi terhadap penerimaan pajak daerah.
