Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pencegahan HIV/AIDS yang terefleksi melalui Peraturan Gubernur Provinsi DKI Jakarta No. 231 Tahun 2015 tentang Komisi Penanggulangan AIDS Provinsi dan Kota/Kabupaten Administrasi dan Peraturan Daerah Nomor 5 Tahun 2008 tentang Penanggulangan HIV dan AIDS. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data dikumpulkan melalui wawancara dengan informan sebanyak 5 orang yang dipillih secara purposive. Hasil penelitian menunjukkan bahwa implementasi kebijakan pencegahan HIV/AIDS di Provinsi DKI Jakarta belum sepenuhnya berjalan dengan baik. Hal itu karena masih adanya beberapa permasalahan seperti: rendahnya partisipasi masyarakat, minimnya dukungan finansial Pemerintah Daerah, lemahnya transfer pengetahuan dalam proses transisi staf, dan belum jelasnya deskripsi pekerjaan beberapa unsur KPAP.Kata Kunci: Kebijakan Publik, Implementasi Kebijakan, HIV/AIDS

Social problems in youth become a matter that is always considered and reviewed by the government for the development of the personality of these young people. This study aims to analyze the policy formulation of Regional Regulation No. 1 of 2019 concerning Youth Development in South Tangerang. Youth Development Policy Formulation departs from youth issues including unemployment, youth behavior that is at risk of crime, thuggery, and drug abuse, there is no legal umbrella governing youth development in the city of southern Tangerang and youth infrastructure. The method used is descriptive with a qualitative approach. This research uses the theory of the Riant Nugroho formulation stage, while the stages start from policy issues, forming a formulation team, pre-policy process, public process 1, formulation of draft 1, public process 2, formulation of draft 2, special focus, final draft and determination of policy . In the policy formulation stages Riant Nugroho prioritizes the stages in formulating a policy regulation or law. The results showed that the stages in formulating youth development policy formulation by the south tangerang city government had been implemented well so as to produce a youth development policy in south tangerang. Not only the stages of formulation that are of concern from the internal side, youth also experience obstacles such as cross-regional Cooperation Organizations that have not been synchronized in terms of youth development and empowerment programs as well as inadequate infrastructure facilities that encourage youth development and empowerment.

Pemanfaatan e-government menjadi diskursus yang dalam 2 (dua) dekade terakhir semakin vital perannya bagi pemerintahan yang mendorong efektivitas dan efisiensi. Singapura dan Jepang ialah 2 (dua) negara maju yang memiliki perhatian tinggi dalam e-government. Oleh karena itu, penelitian ini memiliki 2 (dua) tujuan utama yakni: 1) Menganalisis determinan kesuksesan e-government di kedua negara; dan 2) Menganalisis peran e-government kedua negara dalam mengefektifkan pemerintahan dan mengendalikan korupsi. Metode yang digunakan di dalam penelitian ini ialah deskriptif komparatif dengan pendekatan kualitatif. Sementara teknik pengumpulan data dilakukan dengan studi dokumen. Hasil penelitian menunjukkan bahwa e-government Singapura lebih unggul dari Jepang. Faktor-faktor penting dari aspek e-government di negara Singapura ialah: kompetensi SDM yang memadai, orientasi kuat pada Pelayanan Publik, Infocomm Development Authority, dan kemauan politik yang kuat. Sedangkan determinan kesuksesan e-government di Jepang ialah: reformasi birokrasi, optimalnya Dewan Strategi Teknologi Informasi; dan pemerintahan kolaboratif. Di sisi lain, e-government di Singapura dan Jepang sama-sama berperan dalam efektivitas pemerintahan dan pengendalian korupsi, namun Singapura lebih unggul dari Jepang.

This study aims to analyze local governments' efforts in promoting and implementing policies issued during COVID-19. It can also be seen what instruments are used by the government in the socialization of the policy, and the communication between local government officials and the media, society, and business can be seen. The method used in this research is descriptive with a qualitative approach to see the stages of communication in their role in socializing the Tangerang City Government's policies. The results showed that a policy's socialization had gone very well through various socialization of communications such as online media, print media, and electronic media. This type of socialization media is the main instrument of the Tangerang local government in disseminating policies. Another type of socialization is direct media or outreach to each village. It is recommended that the Tangerang City Government improve its performance in disseminating policies to achieve the resulting policy objectives to build public order towards the policies taken.

Jakarta wants to be an informative, transparent, and high technology city. The Jakarta Smart City (JSC) policy has been implemented since 2014, developing and improving public services in terms of information services more easily and better for citizen. At least there are eight applications that have already supported the implementation of JSC, such as the Qlue and Zomato JSC. Now, Implementation of the JSC in the state capital, Jakarta, still finds a number of challenges. Jakarta has not succeeded yet , getting the Indonesian Smart City Rating (RKCI) at the end of 2017. The problem of this research is to answer "How is Jakarta Smart City (JSC) Policy Implementation in Jakarta?" This study uses a qualitative approach and descriptive method. A number of JSC stakeholders were interviewed in depth as informants, both from JSC managers and the community as users. The study was conducted on a number of Smart City applications in Jakarta and Surabaa. The theories of Colldahl (2013) and Griffinger (2007) about Smart City used as the foundations and theory framework of this research. This concept explained the Six Smart City Characteritics for analyze the JSC implementation in Jakarta. The results of this research showed that Jakarta, respectively, already have many programs and applications for the those Six characteristics of Smart City. Jakarta has just implemented smart city in 2014. Jakarta has succeeded getting Smart City awards from many institutions and foundations.

Regulation Number 28 of 2009 on the Regional Taxes and Levies mandated delegation of Land and building tax-rural and urban (PBB-P2) policy to the Regional Government. However, tax database has a problem, including double determination of one tax object. This study aims to analyze the implementation of PBB-P2 policy in DKI Jakarta Province. This study used descriptive qualitative method. Data collection techniques using documentation, interviews, and observation. According to Edwards III’s theory, the results showed that implementation of PBB-P2 policy in DKI Jakarta Province is influenced by four aspects: communication, resources, disposition, and bureaucratic structure. The leaders have a clarity and consistency for transmitting policy goals to the implementers. Human and financial resources allocated to support PBB-P2 policy are limited, thus hampering tax database validation process. The implementer has integrity, commitment, and responsibility to carry out the policies. The bureaucratic structure clearly illustrates the separation of duties and functions between implementers.

Penelitian ini bertujuan mengetahui Aktivitas Humas Pemerintah Dalam Sosialisiasi Program Di Dinas Kebakaran Jakarta Selatan. Metode yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dengan wawancara mendalam. Hasil penelitian ini diketahui bahwa Aktivitas Humas Pemerintah Dalam Sosialisasi progran dilakukan secara rutin melalui pertemuan-pertemuan yang melibatkan lurah, camat dan masyarakat. Adapun peliputan dan pendokumentasian kegiatan dilakukan oleh bagian divisi dokumentasi yang dicatat dalam bentuk laporan yang dibantu kepala pleton, kepala regu, dan anggota yang bertugas di lapangan. Selain itu Aktivitas yang dilakukan membuat buku laporan dan Periklanan melalui brosur, spanduk, poster, dan media koran online. Faktor penghambat dalam Aktivitas Humas Pemerintah yaitu kurangnya kesadaran dan perhatian masyarakat dalam mengikuti sosialisasi dengan alasan memiliki kesibukan masing-masing. Sedangkan faktor pendukungnya yaitu kinerja sumber daya manusia (SDM) petugas pemadam yang profesional, handal dan terlatih. Kata kunci: Aktivitas, Humas Pemerintah, Sosialisasi

Organisasi Kesehatan Dunia (WHO) mencatat bahwa komunikasi risiko akan memungkinkan masyarakat mengikuti instruksi pemerintah pada masa pandemi. Komunikasi risiko sangat penting saat kejadian emergency atau darurat seperti yang terjadi pada masa pandemi Covid-19. Pemerintah Provinsi (Pemprov) DKI Jakarta menetapkan program Jakarta Kota Kolaborasi sebagai salah satu upaya penanganan Covid-19. Penelitian ini bertujuan untuk mengeksplorasi upaya Pemprov DKI Jakarta dalam melakukan komunikasi risiko untuk penangan Covid-19 melalui program Kota Kolaborasi. Menggunakan metode library research, teknik pengumpulan data diambil melalui penelusuran referensi ilmiah dan dokumen pemerintah yang tersedia secara online. Hasil penelitian ini menggambarkan bahwa sesuai dengan prinsip komunikasi risiko, Pemprov DKI Jakarta melibatkan banyak stakeholder melalui kolaborasi dengan berbagai pihak untuk meningkatkan partisipasi publik dalam penanganan Covid-19. Tulisan ini menyajikan perspektif teoretis dan praktis tentang pendekatan komunikasi risiko yang dilakukan Pemprov DKI Jakarta dengan pesan Kota Kolaborasi dalam penanganan Covid-19.

Procurement of goods and services that are in government with limited resources and regulations that change according to the times of course these change will affect organizational effectiveness. In such an environment the procurement of goods and services must be responsive and clever in anticipating to maintain their existence and function. For an organization to maintain its existence and function, it must be effective to support this the South Tangerang City Procurement Service Section has an important contribution in the implementation of the goods or services procurement process. Based on these conditions a research was conducted with the title: "Organizational Effectiveness of The Procurement Services Section of South Tangerang City". The theory used in this study from Richard M. Steers (1985: 206), the capability of adaptability, productivity, and job satisfaction. The method used in this research is descriptive research with a qualitative approach. This research uses the determination or selection of informants by using Purposive methods. Data sources were obtained from interviews, documentation, and observations with the validity of the data used in this research were Triangulation techniques. The result of this research explained that the effectiveness of the Procurement Service Section of South Tangerang City in adaptability is optimal, productivity is optimal, and job satisfaction is good, overall it is effective to do the jobs and the functions. Supporting factor are training and coaching employees, satisfaction in work and smooth communication while inhibiting factor is the lack of quality of Human Resources and the low quality of supporting facilities in the procurement service section of South Tangerang City.

Licensing is the main thing about broadcasting arrangements. In a series of broadcasting regulatory process stages, licensing becomes the decision stage of the state (through KPI and KPID) to provide an evaluation (evaluation) whether a broadcasting agency is eligible to be granted or eligible to continue lease rights over the frequency.Indonesia Regional Broadcasting Commission or KPID is an independent state institution in Indonesia established in each province functioning as a regulator of broadcasting in every province in Indonesia. KPID is an institution capable of controlling the media, especially concerning Broadcasting Permit.License of Broadcasting (IPP) is the right granted by KPID to broadcasters to conduct broadcasting. To date there are seven local private television broadcasters in Banten Province (1.Untirta TV; 2. Baraya TV; 3. CTV Banten; 4. TV3 Tangerang; 5. CCNC; 6. Carlita TV; 7. CTV Network) broadcasting to obtain broadcasting licenses.The results of the study said that in the level of requirements that must be met by local private television broadcasters to obtain IPP, KPID has performed its duties optimally. KPID is always proactive towards local private television broadcasting institutions especially in guiding to complete the necessary conditions so that local TV in Banten Province can meet the requirements needed to manage IPP.However, in the implementation of its role related to the phases of acquisition of IPP, KPID has not played an optimal role in performing its duties and functions. This is because in broadcasting there is still a violation by local private TV in broadcasting concerning the content of the broadcasting. In addition, in taking the policy, KPID is still intervened by the local government in the form of broadcast television broadcasting that is in accordance with local government requests, which KPID should not be interfered by any party considering KPID is an independent institution. So it can be concluded that KPID in general can not perform its duties and functions properly. Kata kunci: KPID, Licensing, and Broadcasting Operating License
