Abstract

The purpose of this study was to measure the effectiveness of the OPAC implementation in public services in the library of Muhammad Yusuf Ahmadi in Riau Islands province. As a search tool, which serves community, the effectiveness of the information system facility needs to be measured in order to optimize its function. This research method is quantitative descriptive, using primary data through questionnaires.The results showed that the effectiveness of OPAC application (Online Public Access Catalog) in public services can be said effective. This can be seen from the percentage score of each subvariable, for the quality of the system at 61.3%, the quality of information at 53.8%, the quality of service at 46.2%, the use of 46.2%, user satisfaction at 57%, and net benefits at 48.4%, all is effective. It can be concluded that the application of OPAC in public services in the Muhammad Yusuf Ahmadi Library of Riau Islands Province is effective, ranging from 71.4-88.1 (63.4%). The suggestions are that the Department of Library and Archives of the Riau Islands Province disseminate information to the public about the use of OPAC, and to be better in improving the quality of service.

Abstract

The Covid-19 pandemic in Indonesia has had an impact on the current order of human life, so there must be a strengthening of the family by referring to the seven functions of the family. The problem in this study is that there is an influence of the COVID-19 pandemic situation on the order of family life, one of which is from family income, so this is important given the economic function in a family, and of course other family functions will also be affected. Tanjungpinang City is one of the cities that has a pluralistic society, this is certainly an interesting study considering that Tanjungpinang City, which is located on Bintan Island, is the capital of the Riau Archipelago Province. The purpose of this study was to see the strengthening of family functions during the COVID-19 pandemic in the Tanjungpinang Timur sub-district, Tanjungpinang City, Riau Islands. The method used in this research is a qualitative descriptive approach. The technique used to collect data is in-depth interviews and field observations. Informants were taken using a purposive sampling technique, where the informants to be interviewed were families who were directly affected by the COVID-19 pandemic, such as family members who were laid off, affected by the business they were in and other problems in the family that arose during the COVID-19 pandemic. The results of this study are that there is a strengthening of family functions during the COVID-19 pandemic in Tanjungpinang City, especially for the research area, namely East Tanjungpinang sub-district.

Abstract

Ekonomi kreatif menjadi bagian yang tidak terpisahkan dalam rangka upaya pemberdayaan masyarakat  Melalui cipta ekonomi kreatif, maka limbah sampah yang semula dipandang sesuatu yang tidak berguna menjadi sesuatu yang memiliki nilai tambah dan bernilai ekonomis. PUSPA Gurindam Kota Tanjungpinang sebagai mitra pemerintah daerah Kota Tanjungpinang yang merupakan gabungan beberapa lembaga masyarakat non-publik yang berkolaborasi dan berusaha untuk ikut berkontribusi dalam memberdayakan masyarakat melalui penyelenggaraan pelatihan yang bertemakan Çipta Ekonomi Kreatif Melalui Pengolahan Limbah Sampah Plastik. Pelatihan dimaksudkan untuk meningkatkan kesadaran dan partisipasi masyarakat dalam menjaga lingkungan dengan melakukan pengelolaan sampah plastik melalui metode recycle (melakukan daur ulang limbah sampah plastik) sekaligus untuk memunculkan nilai ekonomi dari limbah sampah plastik tersebut. Metode pelaksanaan dalam kegiatan pelatihan kali ini terdiri 4 tahapan rangkaian kegiatan utama yaitu tahapan perencanaan, tahapan survei dan tahapan pelaksanaan kegiatan pelatihan Çipta Ekonomi Kreatif Melalui Pengolahan Limbah Sampah Plastik. Tahapan terakhir adalah kegiatan penilaian dan pemberian apresiasi kepada kelompok peserta. Dari hasil pelatihan dapat disimpulkan bahwa kegiatan pelatiha tersebut mendapat respon yang positif dari kelompok PKK, PIK Remaja dan Posyandu Remaja. Pelatihan yang menjadi peserta.

Abstract

ABSTRACT Family resilience is the foundation of a nation's resilience. However, during the Covid-19 pandemic, various problems of gender inequality often occur and weaken family resilience. The purpose of this study was to evaluate the resilience of gender-responsive families and children during the Covid-19 pandemic in Tanjungpinang City, which is part of the Gender Mainstreaming policy, focuses on process evaluation and product evaluation. This research method is descriptive qualitative type. The data collection techniques used were unstructured observation, in-depth interviews, documentation studies, visual material methods, and online data tracking methods. The subjects of this study were the people of East Tanjungpinang sub-district, UPTD PPA, DP3APM, PUSPAGA, Children's Forum, PATBM. The sampling technique used is purposive sampling. Data analysis was performed using the Manual Data Analysis Procedure. The results of the study show that the resilience of gender-responsive families and children during the Covid-19 pandemic in Tanjungpinang City is still experiencing weakness, especially in the basic aspects of family structure, family economy, gender partnership, so that it has an impact on the occurrence of violence against women and children. To overcome this, DP3APM made efforts to handle and prevent it through the role of UPTD PPA, PATBM, Children's Forum, PUSPAGA, and women's economic empowerment through MSME assistance. The impact of this gender mainstreaming policy is that it opens up more access for the community to report acts of violence that occur in their environment, and the community receives education and counseling to increase family resilience. ABSTRAK Ketahanan keluarga merupakan pondasi ketahanan suatu bangsa. Namun, dimasa pandemi covid-19, berbagai problematika ketidakadilan gender kerap terjadi dan melemahkan ketahanan keluarga. Tujuan penelitian ini adalah mengevaluasi ketahanan keluarga yang responsif gender dan anak pada masa pandemi covid-19 di Kota Tanjungpinang yang merupakan bagian kebijakan Pengarustamaan Gender, yang difokuskan pada evaluasi proses dan evaluasi produk. Metode penelitian ini adalah kualitatif berjenis deskriptif. Teknik pengumpulan data yang digunakan adalah observasi tidak berstruktur, wawancara mendalam, studi dokumentasi, metode bahan visual, dan metode penelusuran data online. Subjek penelitian ini yaitu masyarakat kecamatan Tanjungpinang Timur, UPTD PPA, DP3APM, PUSPAGA, Forum Anak, PATBM. Teknik sampling yang digunakan adalah purposive sampling. Analisis data dilakukan dengan menggunakan Manual Data Analysis Prosedur. Hasil penelitian menunjukkan bahwa ketahanan keluarga yang responsif gender dan anak pada masa pandemi covid-19 di Kota Tanjungpinang masih mengalami pelemahan, khususnya pada aspek landasan struktur keluarga, ekonomi keluarga, kemitraan gender, sehingga berdampak pada terjadinya kekerasan pada perempuan dan anak. Untuk mengatasinya, DP3APM melakukan upaya penanganan dan pencegahan melalui peran UPTD PPA, PATBM, Forum Anak, PUSPAGA, dan pemberdayaan ekonomi perempuan melalui pendampingan UMKM. Dampak dari kebijakan pengarustamaan gender tersebut adalah semakin terbukanya akses bagi masyarakat untuk melaporkan adanya tindakan kekerasan yang terjadi di lingkungannya, dan masyarakat mendapatkan edukasi, dan konseling untuk meningkatkan ketahanan keluarganya.

Abstract

Abstract Cases of sexual violence or sexual abuse against children are increasingly shocking and increasing in the city of Tanjungpinang. With the increase in cases of sexual abuse of children in Tanjung Pinang, parents are increasingly anxious. To overcome this, the Government of Tanjungpinang City established a Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA) to carry out their duties of carrying out service functions, public complaints, outreach to victims, case management, victim assistance and victim recovery. The purpose of this research is to find out the role of UPTD PPA Tanjungpinang City in handling cases of sexual abuse of children. This research is a descriptive research using a qualitative approach. Based on the scope of the problems examined, the population in this study were staff working at UPTD PPA Tanjungpinang City. Informants in this study were determined by purposive sampling, namely UPTD PPA staff who played a role in handling cases of sexual abuse in children, namely psychologists and lawyers, members of the Police, employees of the Ahmad Tabib Hospital and employees of the Tanjungpinang City Social Service. Data collection techniques are carried out through observation, interviews, and documentary studies. Data analysis was carried out qualitatively. The results of this study are that the UPTD PPA has carried out its role well in handling cases of sexual abuse of children in accordance with their duties and functions even though the UPTD PPA does not have appropriate fields to deal with victims and there are obstacles in handling victim cases. Abstrak Kasus Kekerasan seksual atau pelecehan seksual terhadap anak semakin menggemparkan dan meningkat di kota Tanjungpinang. Dengan meningkatnya kasus pelecehan seksual terhadap anak di tanjungpinang maka semakin besar keresahan para orangtua. Untuk mengatasi hal tersebut, Pemerintah Kota Tanjungpinang membentuk Unit Pelaksana Teknis Daerah Perlindungan Perempuan dan Anak (UPTD PPA) untuk melaksanakan tugasnya menyelenggarakan fungsi layanan, pengaduan masyarakat, penjangkauan korban, pengelolaan kasus, pendampingan korban dan pemulihan korban. Tujuan penelitian ini ialah unutk mengetahui Peran UPTD PPA Kota Tanjungpinang Dalam Menangani Kasus Pelecehan Seksual Terhadap Anak. Penelitian ini ialah penelitian deskriptif dengan menggunakan pendekatan kualitatif. Berdasarkan ruang lingkup permasalahan yang di teliti, maka yang menjadi populasi dalam penelitian ini ialah para staf yang bekerja di UPTD PPA Kota Tanjungpinang. Informan dalam penelitian ini ditentukan secara pusposive sampling yaitu staf UPTD PPA yang berperan dalam menangani kasus pelecehan seksual pada anak, yaitu Psikolog dan Pengacara, anggota Polres, pegawai RSUD Ahmad Tabib dan pegawai Dinas Sosial Kota Tanjungpinang. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan studi dokumentatif. Analisa data dilakukan secara kualitatif. Hasil penelitian ini adalah bahwa UPTD PPA telah menjalankan perannya dengan baik dalam menangani kasus pelecehan seksual terhadap anak sesuai dengan tupoksi mereka meskipun UPTD PPA tidak memiliki bidang-bidang yang sesuai untuk menangani korban serta terdapat kendala-kendala dalam menangani kasus korban.
