Abstract

In Central Java the conversation of wetland area toward non agricaltural used results in he decrease of food production. Beside, there would be the lose some other crucial wetland functions such of environment and social functions. However land conversation was unadvoidable, although there are many government regulation to control land conversation, the effectiveness of there regulation can not be sustainable due to weakness of the legal system, low commitment of the government and the law people’s awareness of their rights and obligation in the uses of land.

Abstract

ABSTRACTWater as a fundamental requirement for life, should be met in terms ofquantity, quality, affordable, and continuous. But there are still many Indonesianpeople who do not get adequate water, especially low-income people in rural areasand suburbs. Pamsimas is one of the government's flagship program in theprovision of clean water and sanitation to rural and suburban communitiesthrough community-based approaches. This research uses descriptive qualitativemethod of data collection through interview techniques, with purposive samplingmethod of selecting informants.Research results in the participation rate Pamsimas (Water Supply andSanitation Community-Based) in the village of DemakBanjarsari includes 3components. First, program planning; second, the implementation of the program;Third, after the implementation of the program. The three components areinterrelated with one another that can not be separated in order to achieveoutcomes on the role of community in implementing BanjarsariPamsimas in thevillage. Approach or policy to encourage society in the implementation ofPamsimas (Water Supply and Community-Based Sanitasi) has strategies andprinciples consist of: community empowerment and local institutionaldevelopment; improvement of health and hygiene behaviors and sanitationservices; drinking water supply and public sanitation, grants local socio-economicdevelopment; and support the implementation and project management. Theapproach taken is based on: a community-based, participatory, responsive,masyarajat access for all, gender equality, pro poor, sustainability, transparencyand accountability, value-based.Recommendations, the study is expected to maintain and developprograms Pamismas in the village because it is very beneficial to the localcommunity. In addition it is expected that the successful implementation of theprogram in the village BanjarsariPamsimas this can be a reference for beneficiaryvillages Pamsimas other programs.Keywords: Pamsimas, Community Empowerment, Banjarsari Village,District Gajah, Demak

Abstract

Demokrasi yang kuat dan sehat tidak hanya membutuhkan dunia politik (political society) yang kuat. Tentu saja, penting memiliki partai yang kuat, pemimpin yang kuat, dan pemerintahan yang kuat. Namun, demokrasi juga membutuhkan dunia masyarakat (civil society) yang juga sehat dan kuat. Sebagai salah satu penyangga kekuatan civil society Meski hasilnya belum seimbang sesuai dengan harapan publik. Potensi serta modal sosial jika dapat dimanfaatkan secara maksimal oleh GP Ansor tentu akan memiliki dampak yang amat besar bagi perkembangan kehidupan, baik dari segi sosial, ekonomi, budaya serta politik dalam tubuh Ansor maupun masyarakat secara luas sehingga mampu menjadi penggerak dalam penguatan civil society di Indonesia khususnya di Jepara. Tidak dapat dipungkiri keberadaan GP Ansor selama ini terkesan begitu kental dengan aroma politik. Hal ini memang karena aktivis Ansor banyak terlibat di ranah politik. Aktivis GP Ansor lebih tertarik menjadi politisi ketimbang sebagai penyangga gerakan civil society. Sayangnya, naluri politik tersebut belum berkorelasi positif terhadap usaha-usaha GP Ansor dalam turut memberikan pemahaman dalam membangun iklim demokrasi pada masyarakat.

Abstract

Supervision is an activity plan for monitoring an object in order to avoid distortions. As businesses karaoke, karaoke is an entertainment venue which is now starting to bloom and loved by the people in Grobogan the number of unlicensed karaoke higher than the licensed karaoke. So there are deviations of the policies that have been set by the government.Supervision of karaoke in Grobogan is important because to maintain the security environment in the community both in terms of morals, ethics and religion. In this study, researchers used a qualitative research method using descriptive methodsBased on the results it was concluded that the imbalance of supervision by the government. Where supervision is more emphasis on preventive contro l, ie the licensing mechanism. While on supervision repressive enough in enforcing the rules / policies.The recommendation that can be delivered include government and society should jointly supervise the presence of karaoke to maintain the security and comfort of the environment. In addition, the government should increase the level of supervision of the karaoke especially in repressive surveillance.

This study entitled Management of Parks Minister Soepeno to made policyGreen Open Space in Semarang City. Parks Minister Soepeno planned not only asan active park with planting large trees such as kranji acid in large quantities tobecome a city park . issues raised are How to Management of Parks MinisterSoepeno to made Green Open Space in Semarang City ?The purpose of this study is to investigate Management of Parks MinisterSoepeno to made policy Green Open Space in Semarang City.This research is qualitative - descriptive . Qualitative research seekinganswers to questions by examining various social settings and the individuals wholive it . The nature of the research in this paper is a descriptive analytical .Based on the results of research and discussion, it can be concluded that the Minister Supeno Park is one of the potential park owned by the city of Semarang. Because Parks Minister Soepeno is one of the few active park city park owned by the city of Semarang active . The existence Parks Minister Soepeno / Wildlife KB in terms of both policy and green open spaces , actually has met three (3) main function of 8 (eight) function space, which functions as an Environmental Park (Passive Activity) land with vegetation that has hard as lungs of the city and flower plants , function as Playground/Public Space that provides an area to play for the kids , so this park next to a neighborhood park also serves as a playground , as well as function as a place Sports

Abstract

Steps to fix the railway line in Indonesia started. The plan, traffic lane north of the islandof Javawill be made into a double rail line. The rail track distance is 400 kilometers.Infrastructure development, the government has a plan to fix the railway line in Indonesia. Theplan, traffic lane north of the island of Java will be made into a double rail line. The rail trackdistance is approximately 436 kilometers. Double track railway will be undertakensimultaneously.The existence of double track railway will quickly push the national economy. Not onlythat, the burden of capital in the form of ground transportation vehicle that is felt during thisalready saturated, will be helped and can be reduced in the presence of a double track railway.Project construction of double track railway is expected to require a lot of manpower. Inaddition, there will be an increased flow of trucks carrying material on the Northern line ofJava, being up to 800 units per day, especially on a track Cirebon-Surabaya. By working inunison, the estimated future rail construction is completed in 2013. Expected in 2014, the doubletrack railway will be operational.In the implementation of the construction of double track railway line, of course, it takesquite a bit of land for this purpose, thus a need for cooperation between the Ministry ofTransportation Directorate General of Railways with the Local Government and Land Office torelease land for the construction of double track railway traffic Pekalongan - Semarangparticularly in the area of Pekalongan. Abstract

abstractThis study aims to determine the strategy - what strategies are used byJepara regency government as a business and tourism development Kartini Beachbarriers - barriers experienced by any government in the development of businessKartini Beach attractions. Technical analysis of the data used is a qualitative descriptionas well as a SWOT analysis. The results showed that the strategy used bygovernment is (1) a strategy for regional development, (2) development strategyobject and appeal, (3) development of promotional strategies, and (4) strategiesdevelopment of facilities and infrastructure. Abstract

Abstract:The research result shows a lack of local Government's role, also a lack of funds from central Government in developing Pangandaran tourism and there is no cooperation in a big scale from private side in the tourist area. The SWOT analysis was offered a development strategy that should be carried out by the local government of Ciamis regency. In connection with this, the local Government streamlines cooperation with local community and formed aware of tourism group in managing Pangandaran tourism as a nature tourist that cannot be found in other areas. For future research is focused on the evaluation of an existing with the previous strategy, so this can be completed, that is from the side of the Government as well as the side of the public. The local government has not been paying attention to environment issues, especially in terms of physical infrastructure to endeavor local Government as a facilitator which means it can accelerate development through the environmental tourist site improvement. This role can be realized through improvements of the planning procedure and assignment rules. Therefore the things that required is the availability of a distinct purpose so that local Government can be focus on exploit the natural resources that already existing in Pangandaran’s area. Beside as a facilitator the local Government also has to be a stimulator which means they can create development strategy through the special measures that can affect the private investor to join partners that is by  the local Government corporate with private investor to promote special theme or other events in the area of “Pangandaran”. Abstract

Behind the many benefits and market demand for medicinal plants, the fate of medicinal plant farmers are still not enough prosperous. Therefore, the government has taken an initiative for the welfare of the medicinal plant farmers by initiated a policy that tends to support them. One of the policy was made by the Bank Indonesia which is invites other stakeholders such as BPN Central Java, Central Java Dinasperindag, BRI branch Ungaran, Plantation Office of Semarang regency, and PT. Sido Muncul in a program named "Cluster Development Program of Medicinal Plants  in Semarang Regency”. Because of so many stakeholders were involved, the question arises how they divide the tasks and work, therefore the formulation of problem taken are: "How is the cooperation among stakeholders in the Cluster Development Program of Medicinal Plants in Tengaran District and what inhibiting factors were faced?".Based on the issues discussed, this research used qualitative research methods with analytical descriptive research type. The aim of this research was to understand how the process of determining the duties and obligations of the involved stakeholders and also explains how the program run and what inhibiting factors faced by the stakeholders. The data obtained is used to formulate a recommendation as a suggestion for the involved stakeholders.It can be concluded that at the beginning, Bank Indonesia held a focus group discussion to determine the duties and obligations of stakeholders, and then the memorandum of understanding was made by Bank Indonesia and stakeholers. Bank Indonesia used value chain approach to run the cluster development program. This approach is systematically considering the whole stage of the production process, to distribution to the consumer. In this program stakeholders held socialization and providing aid in form of equipments that can be used by farmers for cultivation of medicinal plants as well as post-harvest processing.communication and commitment  determine the success of a partnership, so both should really be done by involved stakeholders.Keywords :  Cooperation, Stakeholder, Cluster Development, Medicinal Plants

The parking levy in Semarang City has considerable potential.The number of vehicles in Semarang City on 2010, there were 1.086.890 motor vehicles consisting of 907.303two-wheeled vehicles/motorcycles and 179.517 four-wheeled vehicles. Based on Regional Regulations No. 2and 3 in 2012 for public roadside parking, Semarang City Government collect fees of Rp 1.000 for a twowheeledvehicle and Rp 2.000 for a four-wheeled vehicle. But Semarang City Government has set a target ofsectors parking levy are relatively small in number.In order to explain the process of target setting of the parking levy in Semarang City, then usedqualitative research methods. Subjects in this study were Dishubkominfo Semarang City and Commision BDPRD Semarang. The method of data collection was through interviews, observation, and examined relevantdocuments to this study to support the completeness of the information needed.The result shows that process of target setting of the parking levy in Semarang City is Dishubkominfodraft targets parking levy. The draft was given to DPKAD to be processed along with the draft revenue andother expenditures. After that the draft of the target parking levy that have become RAPBD submitted to DPRDSemarang for approval. In this case, Commission B DPRD Semarang who will evaluate the target parking levyfrom Dishubkominfo. Withdrawal system in Semarang city parking levy this year are managed entirely byDishubkominfo. Dishubkominfo have formulas for calculating the potential of parking, the number of parkingspot x workday x 12 months x average payment per parking spot.To simplify the process of target setting of the parking levy, Dishubkominfo and DPRD need to becoordinated in the calculation of the potential of parking in the city of Semarang. Constraints in the parking levywithdrawal method which is managed by Dishubkominfo can be overcome by adding personnel and morefirmly to the parking attendants who violate the rules.Keywords : target setting process, parking levy
