Abstract

The phenomenon that is used as the object of research is the performance of Manpower Dines of Bekasi City. The purpose of the study was to discuss the influences of Policy Implementation, Leadership and Professionalism toward the Performance of of Manpower Dines of Bekasi City. The research uses quantitative research. The research sample was 242 respondents taken from a population of 667 people using the Krejcie Table. Data collection techniques using literature study, questionnaire and observation techniques. Data analysis using SEM analysis. The results of the study are as follows: The magnitude of the influence of Policy Implementation toward the Performance of Manpower Dines of Bekasi City reached 0.30, which was weak but significant. The magnitude of the influence of leadership toward the performance of Manpower Dines of Bekasi City reached 0.52, which is quite strong and significant. The magnitude of the influence of professionalism toward the performance of Manpower Dines of Bekasi City reached 0.33, which was weak but significant. The new concept that can be compiled from the discussion of the results of research on the influence of Policy Implementation toward the Performance of Manpower Dines of Bekasi City is Financial Governance of Regional Work Units. The new concept that can be compiled from the discussion of the results of research on the influence of Leadership toward the Performance of Manpower Dines of Bekasi City is Organizational Behavior Steering Leader. The new concept that can be compiled from the discussion of the results of research toward the influence of Professionalism toward the Performance of Manpower Dines of Bekasi City is Professional Appearance.

Abstract

The purpose of this study was to analyse the Performance of Pension Submission Services at the Central Aceh Regency Personnel and Human Resources Development Agency, analyse the inhibiting and supporting factors for the Performance of Pension Submission Services at the Central Aceh Regency Personnel and Human Resources Development Agency and analyse efforts in overcoming inhibiting factors in the Performance of Pension Submission Services at the Central Aceh Regency Personnel and Human Resources Development Agency. This research method uses a qualitative research method descriptive approach. The data collection techniques used are interviews, observation, and documentation. The informants in this study were 17 (seventeen) people who were determined by purposive sampling and snowball techniques. The data analysis techniques used are data reduction, data presentation and conclusion drawing which ends with data validation using source triangulation. Based on the results of research and discussion, it can be concluded that the performance of the Central Aceh Regency Personnel and Human Resources Development Agency in pension application services has been running quite well, this can be seen from the aspects of service quality, responsiveness and accountability although there are still shortcomings in the aspects of productivity and responsibility that have not gone well. The supporting factors in the retirement application service are the ability of officers to provide services, comfort in the service environment, the availability of guidebooks and the existence of application-based digital platforms with inhibiting factors, namely the lack of human resources, lack of mastery of digital technology, inadequate facilities and infrastructure, limited budget and lack of discipline and work motivation. The efforts made by BKPSDM Aceh Tengah Regency are proposing additional human resources, attending digital skills training, using personal laptops, increasing the budget and implementing a system of rewards and consequences.

Abstract

The implementation of the Electronic-Based Government System (SPBE) in the Pegunungan Bintang Regency Government, Papua Province, still faces various challenges that hinder the optimization of its implementation. This study aims to analyze, describe, and identify the dynamics of SPBE implementation, the inhibiting factors faced, and the strategies implemented by the Pegunungan Bintang Regency Government in overcoming these obstacles. This study uses a qualitative approach with a descriptive method. The sampling technique was carried out through purposive sampling and snowball sampling. Data were collected through observation, semi-structured interviews, and documentation studies. Data analysis was carried out with the stages of data reduction, data presentation, and drawing conclusions and verification to obtain comprehensive findings. The results of the study revealed that the implementation of SPBE in Pegunungan Bintang Regency has not run optimally when viewed based on the theory of Elements of Success in E-Government Implementation from the Harvard JFK School of Government. Several main inhibiting factors include limited quantity and quality of human resources, inefficient budget allocation to support digital transformation, and the absence of regional regulations that form the legal basis for SPBE implementation. To overcome these obstacles, the local government has taken strategic steps, such as compiling a periodic Workload Analysis (ABK), optimizing budget planning and management to support the implementation of SPBE, and strengthening cross-regional coordination in designing the SPBE architecture. In addition, the Communication and Informatics Office of Pegunungan Bintang Regency is also trying to compile a Standard Operating Procedure (SOP) to clarify the SPBE implementation mechanism at the local government level.

Abstract

This study aims to determine the development of natural attractions in Bener Meriah district, Aceh province. The research method used in this study is a qualitative method. In this study, based on his analysis, the author of the descriptive method by combining it with qualitative methods. The results of this study state that the development of natural attractions by the Tourism Office in BenerMeriah Regency is considered to be quite good because development has been carried out by improving access and also attractions in natural attractions, but it has not been carried out optimally, because based on reality it is still not effective in the development carried out, it is also proven that the number of tourist visits and regional original opinions is still low in 2019-2021. Strategies carried out by the tourism office include prioritizing the development of natural attractions by utilizing potential and increasing the development of infrastructure, facilities, infrastructure according to the needs of visiting tourists. And optimizing cooperation with stakeholders in the development of natural attractions in Bener Meriah Regency and increasing attractiveness and being more active in promoting natural attractions in BenerMeriah Regency, Aceh Province.

Abstract

This study aims to identify, review, and analyze the Open Recruitment for the Filling of High-Level Leadership Positions Following the Establishment of the New Autonomous Region of Papua, the inhibiting factors, and the efforts made to overcome these obstacles. This study uses a qualitative approach with data collection techniques through interviews, observation, and documentation. The theory used in this study is Hugo Horta's theory (2014:22), namely Recruitment, Selection, Transparency, and Performance Assessment. The results of the study indicate that the implementation of open recruitment for the filling of Primary High Leadership Positions (JPT) in the South Papua Provincial Government has not been fully optimal. Success has only been seen in the selection and performance assessment dimensions, while in the recruitment and transparency dimensions there are still a number of significant weaknesses. Several factors hindering the implementation of this open recruitment include limited human resources; limited infrastructure and supporting facilities; and high political intervention and the dominance of local interests. To overcome these obstacles, strategic and systematic efforts are needed in line with applicable regulations, including through Improving the Quality and Quantity of Human Resources; Wider Socialization and Dissemination of Information; Overcoming Political Intervention and Group Interests; Utilization of Technology and Digitalization of the Recruitment Process.

Abstract

This study aims to describe and explain the Family Hope Program (PKH) in Bandung Regency. The research approach used is descriptive qualitative, with data collection methods used are interviews, observations and documents related to the problem being studied. Simply put, PKH is a conditional social assistance provided to Beneficiary Families (KPM) with certain conditions that have been registered in the Ministry of Social Affairs' DTKS. Integrated Social Welfare Data (DTKS) is a data that serves as a reference source for the implementation of social welfare, in this case the data contains data on social assistance needs and social welfare services. This DTKS is to be used as a reference basis in the distribution of social assistance, Indonesia has implemented the Family Hope Program since 2007. This study uses the implementation theory approach from Van Metter and Van Horn (1975) which includes 6 variables, namely standards/measures and policy objectives, policy sources, characteristics or characteristics of implementing agencies, attitudes of implementers, communication between related organizations and implementation activities, economic, social, and political environments. This study shows that the implementation of the Family Hope Program (PKH) in Bandung Regency has an impact on improving the welfare of poor families. However, in its implementation, PKH assistants are still found to have double jobs or work elsewhere.
