Abstract

Penelitian ini bertujuan untuk menelaah dan mendeskripsikan secara mendalam bagaimana responsivitas Dinas SDABMBK dalam memberikan pelayanan penanganan permasalahan drainase sebagai infrastruktur penanggulangan banjir di Kota Medan. Metode yang digunakan yaitu penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan cara observasi, wawancara dan dokumentasi. Data yang diperoleh dianalisis menggunakan triangulasi data sebagai teknik keabsahan data. Penelitian menggunakan teori responsivitas dengan indikator respon-sivitas dari Dwiyanto yang diantaranya yaitu pengaduan masyarakat, sikap aparat birokrasi dalam merespon penga-duan dari masyarakat, penggunaan pengaduan dari masyarakat sebagai referensi bagi perbaikan penyelenggaraan pelayanan masa mendatang, tindakan aparat birokrasi untuk memberikan kepuasan pelayanan kepada masyarakat, dan penggunaan jasa dalam sistem yang berlaku. Hasil penelitian menunjukan bahwa komunikasi ataupun interaksi secara langsung yang intens menjadi hal terpenting sebagai bentuk responsivitas dalam sikap aparat briokrasi merespon pengaduan masyarakat. Penggunaan teknologi saja seperti media sosial sebagai komunikasi secara tidak langsung dengan masyarakat dinyatakan masih kurang. Sehingga dalam merespon pengaduan masyarakat sangat diperlukan komunikasi atau interaksi secara langsung antara Dinas dengan masyarakat yang terdampak banjir. Selain itu berbagai tindakan dalam menjawab keluhan masyarakat juga menjadi hal terpenting sebagai bentuk responsivitas Dinas SDABMBK. Hal tersebut dapat dilihat dalam tindakan serta kegiatan perbaikan, peningkatan dan pembangunan infrastruktur saluran drainase yang mulai digencarkan pada tahun ini.

Abstract

This research focuses on analyzing the performance of the Office of Population Control, Family Planning, Women’s Empowerment, and Child Protection (DP2KBP3A) in Asahan Regency in its efforts to prevent marriages under the age of 19. Child marriage is a complex social issue in Indonesia and various other developing countries, with significant impacts on multiple aspects of life, including reproductive health, education, economics, and social welfare. In Asahan Regency, although there has been a decline in the number of marriages under the age of 19 in recent years, this issue remains prevalent. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews with key informants, including DP2KBP3A staff, the community, and program participants, as well as document analysis and direct observation. The data sources include primary and secondary data, collected through observation, documentation, and interviews. The data analysis technique includes data reduction, data presentation, and data verification. The results show that DP2KBP3A has implemented various preventive efforts through the Generation Planning (GenRe) program, focusing on raising awareness about the dangers of early marriage among adolescents and families, increasing access to education, and providing reproductive health counseling. However, field implementation faces several challenges, such as low public awareness of the importance of preventing early marriage, minimal economic support for at-risk families, and the strong influence of cultural norms that still support underage marriage. From this analysis, the main recommendations proposed include enhancing coordination between government agencies, increasing reproductive health education programs for adolescents, empowering economically vulnerable families, and using community-based approaches to address cultural norms that support child marriage.

Abstract

The coordinating role of the Medan City Women's Empowerment, Child Protection, Community Empowerment, Population Control, and Family Planning Office (DP3APMP2KB) is crucial in efforts to address violence against children. Cross-sector coordination involving the police, hospitals, UPTD PPA, P2TP2A, and psychological and legal assistance institutions is key to ensuring that case handling is swift, integrated, and responsive to the victims' needs. This study used a descriptive qualitative method with data collection techniques through observation, in-depth interviews, literature studies, and document analysis. The study was conducted at the Medan City DP3APMP2KB office with informants consisting of the Head of UPTD PPA, the Women's and Children's Rights Protection Division, the Banit PPA Polrestabes, the PPA Task Force, and the community. The results of the study indicate that coordination between DP3APMP2KB and the police has been running quite well, especially in aspects of unity of action, division of labor, and discipline. However, the communication aspect is still not optimal due to obstacles in the delivery of information and the absence of a regular communication forum between agencies. This situation has resulted in less than optimal integration of case handling in the field. Therefore, strengthening communication mechanisms and ongoing coordination forums is necessary to improve the effectiveness of child protection in Medan City.

Abstract

This thesis aims to analyze the implementation of the Government Agency Performance Accountability System (SAKIP) policy and its implications for organizational performance accountability at the Central Office for Drug and Food Control (BBPOM) in Medan. This study was motivated by the fact that the Government Agency Performance Accountability (AKIP) score of the BBPOM in Medan remains in the “BB” category and has not yet reached the national target of the “A” or “AA” categories. The research method used was descriptive qualitative, with data collection techniques involving in-depth interviews and documentation. The research analysis utilized George C. Edward III’s policy implementation theory, which encompasses four main variables: communication, resources, disposition, and bureaucratic structure. The results indicate that SAKIP implementation remains suboptimal, particularly regarding the understanding of outcome-based performance, limitations in human resource competencies, and the lack of a strong performance-based work culture. Additionally, coordination and consistency in procedure implementation remain significant challenges. This study concludes that improvements in AKIP scores are largely determined by the overall quality of policy implementation; therefore, strengthening organizational capacity and sustainable performance management is necessary.

Abstract

The increasing demand for quality public services in the transportation sector requires port operators to improve service delivery to ensure passenger satisfaction and competitiveness. This study examines the service quality of the Bandar Deli Belawan Passenger Terminal managed by PT Pelindo I, which plays a strategic role as a major passenger gateway in North Sumatra. Using a qualitative approach, data were collected through observation, interviews with key, main, and additional informants, as well as documentation. The analysis employed the SERVQUAL model, covering five dimensions: tangibles, reliability, responsiveness, assurance, and empathy. The findings indicate that the tangible dimension remains inadequate due to limited facilities and infrastructure, while reliability is constrained by delays in ship departure schedules. Responsiveness is considered good, as officers are relatively quick in handling passenger needs and complaints. Assurance is fairly well implemented, although security monitoring facilities such as CCTV require improvement. Empathy is rated positively, as staff generally demonstrate friendliness and professionalism. The study concludes that service quality at the Bandar Deli Belawan Passenger Terminal is still uneven across dimensions, requiring improvements in waiting room facilities, parking areas, schedule management, and security systems to enhance overall service delivery. This research contributes to the discourse on public service quality in the port sector and offers practical insights for improving passenger terminal services in Indonesia.
