Abstract

Micro, Small, and Medium Enterprises are one of the pillars and drivers of the economy. This can be seen from the significant small business activities from both the traditional and modern sectors. This activity is one of the absorbers of labor and is the main pillar of economic growth in the development of a country. Problems in this activity are human resources who do not understand technology, limited marketing, technology is beyond the reach of business actors, and also does not allow investment in new technology. This study aims to analyze the role of the government in fostering small and medium enterprises to face the 4.0 industrial revolution in Pekanbaru city and to find out the government's obstacles in fostering small and medium enterprises facing the 4.0 industrial revolution in Pekanbaru city. The method used in this research is descriptive qualitative, collecting data by means of interviews, observations, and documentation with Small and Medium Enterprises and the Office of Cooperatives for Micro, Small, and Medium Enterprises. The results of the study indicate that the Government's Role in Fostering Small and Medium Enterprises to Face the Industrial Revolution 4.0 in Pekanbaru City seen from the indicators of facilitators, regulators, and catalysts can be concluded that it has been carried out quite well. There were several obstacles encountered, namely the lack of budget from the Regional Revenue and Expenditure Budget, the low mindset of Small and Medium Enterprises actors, and the lack of information received related to the guidance carried out.

Abstract

Health is a major factor of social prosperity to be realized by the government as public service providers. In this case the government makes a health agencies ie Social Security Implementation Agency for Health Care or Health BPJS. Every Hospital using System BPJS including Islam Ibn Sina Hospital Pekanbaru, which provides health services to the user community cards BPJS one of which is the Disease Patients In either through inpatient or outpatient.The purpose of this study was menganalisisi service card usage BPJS on Islam Ibn Sina Hospital Pekanbaru (Case Study Inpatient and Outpatient On Disease Patients In) and know the constraints that occur in the service process. The researchers took samples in the field of population and registration of 5 people, 2 fields of medical records, BPJS the existing Public Health Hospital 1, the public/patients hospitalized 15 people, community/outpatient 30 people.The technique of sampling for employees Hospital is a sampling pusposive, and for the people who inpatient and outpatient using incidental sampling. While it's a theory that researchers use services Mahmudi is the theory that public service standards consists of 10 indicators, but the researchers took six indicators only in accordance with existing phenomena ie. Simplicity procedures, procedures clarity, certainty of time, completeness of facilities and infrastructure, responsibility and comfort. After all the data is analyzed by qualitative and quantitative methods, the obtained results of the analysis service card usage BPJS at the Islamic Hospital Ibn Sina Pekanbaru (Case Study Inpatient and Outpatient On Disease Patients In) categorized as "Pretty Good" both in terms of deployment questionnaires and observations of researchers. Therefore, for the foreseeable future BPJS service card usage in Islam Ibn Sina Hospital Pekanbaru City could be increased again.

Abstract

Dumai is a small hamlet on the seashore of the eastern province of Riau. Dumai is a result of the expansion of Bengkalis. Inaugurated as the City on 20 April 1999 by Law No. 16 of 1999 which was the previous status of the City of Dumai. Dumai City is a city in the province of Riau, which has a population of 271 523 which consists of 7 districts and a total area of 1623.38 km2. This study aims to determine the quality of public services in the Department of Population and Civil Registration Dumai City. With this type of research is Desckriptif Survey illustrates the true state with the Kota Dumai study sites sampled and that society has an interest relating to the management of administration, and government officials / employees of the Department of Population and Civil Registration Dumai City with data collection mnggunakan interview and questionnaire . The conclusions of this study are, when viewed from some ministry, the public will tend to have easy, fair and equitable, but in practice that is particularly dumai city in quality of public services as a benchmark for service delivery tends to existing provisions. Maintenance process is convoluted and time consuming reality that must be traveled by the public. Based on the results of this study through questionnaires and interviews the observation of researchers is the lack of quality of public services in providing services, this is caused by the low performance of the pegawaidalam serve and did not escape the political conditions of the employees.

Abstract

Implementation of Program Development and Community Empowerment Marsawa Village Sentajo Raya Sub-District Kuantan Singingi Regency is a manifestation of empowerment of village community as written in the law of Republic of Indonesia No. 6 year 2014 about the village in article 1 explanation 12 that is as effort mengembanglkan independence and prosperity of society by increasing knowledge, attitudes, skills, behavior, ability, awareness, and utilization of resources through the stipulation of program policies, activities and assistance in accordance with the essence of the problems and priorities of the needs of the village community. To know more clearly then the researchers used four indicators of the assessment of Effectiveness, Efficiency, Responsiveness and Accuracy. The type of research used is Descriptive Survey with Quantitative research where the writer will will describe the actual situation about what happened at the research location by collecting, identifying, and developing the facts that exist to express the complete objective condition about the object under study. Based on the consideration of the composition and objectives of the research, to find the sample of this study used 2 sampling techniques that is to implement the program by using the entire population census technique used as a sample. While for the people of Marsawa Village with 7% sampling. The data in the research consisted of primary data, primary data were collected by using questionnaires and interviews and secondary data collected using observation technique. While the data analysis technique used is to use the tool table frequency. Based on this analysis technique the researchers assessed and concluded that Implementation of P3MD in Marsawa Village at Successful assessment interval. As for suggestions that can be given to Kuantan Singingi Regency government; first, it is necessary to hold a monitoring system on a regular basis so that later will be known the perceived benefits of the completion of P3MD project in Marsawa Village Year 2016. Secondly, it takes the willingness and enthusiasm of all people of Marsawa Village to continue to support and maintain the results of development that has been implemented as a common property of utility for the entire community of Marsawa Village.

Abstract

The amount of waste from the management of oil palm plantations in Rokan Hulu Regency, besides having a negative impact on the environment and the community also has a positive impact, one of the positive impacts of palm oil plantation waste management is as an energy source that can be used for electricity. Utilization of palm oil waste is carried out in reference to environmental policies made by the government, this policy shows the government's attention to environmental conditions due to pollution of palm oil processing waste. The implementation of this policy was successfully carried out so as to provide benefits to the community, namely the existence of electricity that can be enjoyed by the community. This can be used as an example or model for other regions that also have extensive oil palm plantations. The purpose of this research is to see the process of implementing environmental policies in the utilization of palm oil waste capable of contributing electricity to the surrounding community. Data analysis uses a qualitative approach with data triangulation and is presented in a descriptive form. The results of the study found that in the implementation process as seen from the idealized policy, the target group, the implementing organization, environmental factors in Rokan Hulu Regency there was collaboration between the government and the community and with the private sector so that the implementation of environmental policies could be carried out and the results could be seen from the presence of PLTBg Providing electricity to residents in three villages, this policy can be said to be successful and can be a model for other areas that have large oil palm plantations.

Abstract

Women's Empowerment, Community and Family Planning Agency in the field of Community Economic Business Development is responsible for implementing the Village Economic Business Program, which is one of the empowerment programs that aims to improve the economy of the community. To develop the Kelurahan Economic Business program, the BPPM - KB is responsible for providing training, counseling and supervision of the implementers in each kelurahan. The problem is that not all kelurahan have succeeded in developing revolving funds and the number of bad loans so that the funds to be channeled back to the community are insufficient so that the community cannot borrow for their business. This is due to the lack of responsibility of the Women's Empowerment, Community and Family Planning Agency in the field of Community Economic Business development in carrying out their duties. This study aims to analyze the performance of women's and family-planning empowerment agencies in implementing community empowerment programs in the city of Pekanbaru (Study of Village Economic Enterprises). Data analysis was carried out qualitatively with data source triangulation techniques with stages of reduction, presentation and withdrawal and verification of data. The results showed that the performance of the Women's Empowerment Agency, Community and Family Planning was not maximal, training, counseling, direction and supervision activities were supposed to be carried out for all kelurahan but were not fulfilled, while the inhibiting factors of performance were the lack of employees who would go to each kelurahan in the city of Pekanbaru.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menjelaskan pelayanan pembuatan Akta Kelahiran dan untuk mengetahui hambatan-hambatan apa saja yang dihadapi di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kuantan Singingi dalam melayani pembuatan Akta Kelahiran. Adapun teori yang digunakan memakai teori pelayanan oleh Zeithhaml-Parasurman-Berry, selanjutnya metode yang digunakan dalam penelitian ini adalah metode kuantitatif dengan tipe penelitian yaitu penelitian survey. Dalam mengumpulkan data yang diperlukan, dilakukan dengan teknik kuisioner, wawancara, observasi dan dokumentasi. Adapun yang menjadi responden pada penelitian ini adalah pegawai yang berjumah 10 orang dan masyarakat yang sedang mengurus Akta Kelahiran berjumlah 20 orang . Penelitian ini menunjukkan dengan inidalam pelaksanaan Pelayanan Publik di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kuantan Singingi terhadap pengurusan Akta Kelahiran adalah kinerja pegawai yang dirasa masih kurang dan sarana dan prasarana yang tidak memadai. Saran dari penulis yaitu untuk meningkatkan pelayanan pada masyarakat harus adanya tingkat kedisiplinan yang tinggi agar nantinya dapat tercipta pemberian pelayanan yang efektif dan efesien. Sehingga pengguna layanan akan merasa di hargai sebagai penguna jasa pelayana Akta Kelahiran di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kuantan Singingi. Kata Kunci: Pelayanan, Sipil dan Kependudukan

Abstract

Pengabdian Kepada Masyarakat dilakukan di Kelompok Usaha Bersama (KUB) Ibu Kreatif Gerai Kembang Setaman di Kelurahan Tirta Siak Kecamatan Payung Sekaki di Kota Pekanbaru yang merupakan kumpulan dari 14 kelompok usaha. KUB ini memiliki berbagai macam jenis usaha antara lain menjahit, bertenun, memasak, sablon, dan lainnya, oleh sebab itu di perlukan peningkatan usaha agar lebih berkembang dan dapat bersaing secara kompetitif. PKM ini dilakukan untuk mengidentifikasi apa yang menjadi permasalahan serta dapat memberikan solusi atas permasalahan yang berkaitan dengan peningkatan usaha di KUB Ibu Kreatif Gerai Kembang Setaman Kota Pekanbaru. Adapun hasil dari kegiatan PKM ini yaitu pihak Kelompok Usaha Bersama Ibu Kreatif Gerai Kembang Setaman menginginkan terbentuknya koperasi yang berbadan hukum maka tim Pengabdian Kepada Masyarakat memberikan solusi berdasarkan identifikasi permasalahan yang ada pada Kelompok Usaha Bersama Ibu Kreatif Gerai Kembang Setaman yaitu mendatangkan pihak dari Dinas Koperasi dan Usaha Kecil Menengah untuk melakukan penyuluhan, pendampingan serta rapat pendirian koperasi. Serta Tim Pengabdian juga memberikan bantuan bahan baku kerajinan tangan dan peralatan untuk memasak kepada KUB Ibu Kreatif Gerai Kembang Setaman sebagai bentuk support dari Tim pengabdian kepada masyarakat. Abstract

Tata ruang kantor atau biasa disebut juga Layout adalah salah satu penunjang sistem kerja yang harus diperhatikan dalam perkantoran. Tata ruang kantor sangat berperan penting dalam organisasi karena orang-orang yang melaksanakan kegiatan tersebut membutuhkan ruangan kantor untuk menyusun struktur organisasi, efesiensi penataan ruangan juga harus dijadikan dasar untuk menciptakan lingkungan kerja yang selaras antara pekerjaan dan karyawan. Berdasarakan observasi yang dilakukan penulismenunjukkan bahwa tata ruang kantor yang ada di Bank Perkreditan Rakyat Mitra Riau belum memungkinkan terciptanya tata ruang yang menunjang kenyamana serta efektivitas kerja para pegawai, seperti dalam penyusunan meja satu dengan meja pegawai lain yang saling menyatu, Ruang kerja karyawan dan ruang pelayanan nasabah (HRD dan Umum) digabungkan menjadi satu tempat dengan ruang kerja karyawan, Lalu lintas antar pegawai kurang luas sehingga menyulitkan para pegawai maupun nasabah, Ruangan untuk posisi manager operasional juga menyatu dengan ruangan kerja para pegawai. Teori yang digunakan adalah teknik untuk mencapai suatu tata ruang kantor yang baik oleh Gie (2007:193). Dari latar belakang diatas maka dapat diambil rumusan masalah bagaimanakah keadaan Tata Ruang Kantor Bank Perkreditan Rakyat Mitra Riau. Hasil dari pengamatan penulis maka tata ruang kantor Bank Perkreditan Rakyat Mitra Riau adalah Tata ruang Kantor Bank Perkreditan Rakyat Mitra Riau relatif cukup baik. Hal ini ditandai dengan sudah tersusunnya meja-meja menurut garis lurus dan menghadap sebagai mana semestinya dan juga susunan meja meja juga ada dalam beberapa baris dalam bebrapa baris pada penempatan mesin uang juga terlihat cukup baik karena tidak meletakan mesin tersebut menempel pada dinding sehingga tidak mengganggu ruangan lainnya. Didalam Kantor Bank Perkreditan Rakyat Mitra Riaujuga sudah cukup baik karena pencahayaan untuk pekerjaan lembut seperti mencatat angka-angka halus yang dilakukan oleh seorang accounting sudah ada penambahan penerangan cahaya seperti lampu.

Abstract

Hadirnya merek-merek handphone baru dewasa ini karena banyak perusahaan menangkap adanya peluang dalam bidang teknologi komunikasi. Kehadiran merek-merek baru ini tentunya meramaikan produk yang sudah ada, akan tetapi kehadiran para kompetitor jelas memperketat persaingan yang sudah hadir sebelumnya. Selera konsumen yang selau berubah-ubah dalam pembelian menjadi hal yang menarik untuk diteliti, sebenarnya apa faktor yang mendasari konsumen dalam pembelian produk. Salah satu produk handphone yang sedang berkembang saat ini adalah smartphone Samsung. Penelitian ini bertujuan untuk mengetahui dan menganalisis faktor yang mempengaruhi konsumen dalam pembelian Smartphone Merek Samsung. Penelitian ini bersifat survey deskriptif dengan pendekatan metode kuantitatif, yaitu untuk menjelaskan suatu hal dengan pengamatan dan penarikan kesimpulan berdasarkan hasil analisis data yang mendukung. Variabel yang diteliti dalam penelitian ini yaitu faktor yang mempengaruhi keputusan pembelian konsumen. Lokasi penelitian dilakukan di Universitas Islam Riau karena mahasiswa merupakan kelompok yang relative suka bergonta-ganti merek smartphone. Metode pengumpulan data menggunakan kuisioner yang disebarkan pada mahasiswa pengguna smartphone Samsung di Jurusan Administrasi Bisnis Universitas Islam Riau. Berdasarkan hasil penelitian diketahui bahwa faktor yang mempengaruhi keputusan pembelian smartphone Samsung pada mahasiswa Jurusan Administrasi Bisnis Universitas Islam Riau yaitu faktor budaya, sosial, pribadi dan psikologis. Hal ini disimpulkan dari skor total jawaban kuisioner yang telah diisi responden, dimana hampir seluruh responden menyatakan bahwa faktor budaya, sosial, pribadi dan psikologis mempengaruhi keputusan pembelian smartphone Samsung.
