Abstract

Abstrak Penelitian ini mengkaji tentang pengawasan Badan Usaha Milik Desa dan hambatannya di BumDes Lantera Desa Kabuna. Penelitian ini berlandaskan konsep tugas dan wewenang pengawas BumDes dalam Peraturan Pemerintah No.11Tahun2021 Tentang BUMDES serta faktor penghambat pengawasan BumDes. Metode yang digunakan adalah deskriptif kualititatif, teknik pengumpulan data berupa dokumentasi, wawancara dan observasi lapangan, menggunakan teknik analisis data dari Miles dan Huberman. Hasil penelitian menunjukan bahwa BumDes Lantera telah melaksanakan fungsi pengawasan dengan baik sesuai Peraturan Pemerintah No 11 Tahun 2021 yakni melaksanakan pengawasan terhadap pengelolaan BumDes Lantera, mengaudit dan melaporkan hasil dalam musyawarah desa, pengawas bersama penasihat membahas ADRT BumDes. Dalam pemilihan pengawas dilaksanakan secara musyawarah untuk mufakat dengan menggunakan votting terbuka. Kepemimpinan, manajerial dan tatakelola (KMT) pengawas BumDes Lantera menggunakan system collective collegial hambatannya decession making cenderung lambat dan rumit karena banyak consideration. Adapun hambatan-hambatan lain yakni kurang aktifnya partisipasi masyarakat dalam melaksanakan pengawasan terhadap BumDes Lanter, dimasa pandemi covid-19 membatasi semua akses ruang gerak sehingga dalam melaksanakan pengawasan lapangan kurang begitu optimal. Keberadaan BumDes di desa yang belum didukung oleh jaringan internet yang stabil sehingga pengawasan berbasis 4.0 belum bisa diterapkan. Kurang Terampilnya SDM sehingga dalam pengawasan masih bersifat pelaporan manual belum berbasis aplikasi. Kata kunci: Pelaksanaan, Pengawasan, BumDes

Abstract

This research examines the complexity of challenges in developing responsive regional regulations in Malaka Regency, East Nusa Tenggara, Indonesia. The study was motivated by the rejection of Malaka Regency’s draft regional regulations by the Ministry of Law and Human Rights. Using the theoretical framework of regional autonomy, the mechanisms of regulation formation, and Arnstein’s “Ladder of Community Participation” theory, the research explores the sociological, philosophical, and juridical foundations underlying the regulation development process. This descriptive qualitative study employed methods such as observation, interviews, focus group discussions (FGDs), triangulation, and snowball sampling. Data were analyzed using Creswell’s qualitative techniques. The findings reveal several key issues in the regulation development process, including insufficient adherence to sociological considerations, lack of academic manuscripts to guide regulatory content and significant political party interventions. These factors have resulted in unresponsive regulations that fail to address the community’s needs adequately. Moreover, the low level of community participation—due to limited power redistribution—has further hindered the process. The research highlights the need for more inclusive and collaborative mechanisms to ensure that regional regulations are representative, practical, and aligned with the socio-political context. This study contributes to the field of governance and policy-making by emphasizing the importance of responsive regulation as a tool for addressing local societal challenges. Future research should explore strategies for improving community involvement and addressing political barriers in the formation of regional regulations.

Abstract

The National Selection for New Student Admissions (SNPMB) at state universities (PTN) in 2024 based on Permendikbudristek Number 62 of 2023 concerning new student admissions at PTNs has undergone policy changes so that one solution is to socialize SNPMB to prospective students in the 3T area of Timor Island. This socialization activity was facilitated by the University of Timor with one of the loci being SMKN 1 Kefamenanu. The methods used are preparation, implementation and evaluation. In the preparation stage, the legality of activities is carried out, preparation and discussion of project procedures, as well as an initial survey. At the implementation stage, socialization and assistance for KIP (Indonesian smart card) registration was carried out, then at the evaluation stage, understanding of the material that had been provided was measured. As a result of this activity, students at SMKN 1 Kefamenanu have understood the 2024 SNPMB mechanism and the suggestions from this activity will be taken into account in further socialization activities which are targeted not only at prospective students but also involve parents so that the information obtained can be used as material for consideration in facilitating children's education. his son.

Abstract

This study examines the "Gender Perspective Empowerment and Strengthening Model in TTU Regency by Yabiku". The author's reason for studying this is because it is seen from the phenomenon of violence against women in TTU Regency which is quite high and the phenomenon of violence against women is categorized as a global problem. In theory, based on previous research searches, no one has studied the problem of violence against women which is studied through the "Gender Perspective Empowerment and Strengthening Model in TTU Regency by Yabiku". The urgency of this study expands the study of violence against women, and the results of this study can be used as a reference for consideration in decision-making and programs for preventing and handling violence against women. This study uses the "ACTORS" empowerment theory put forward by Sarah Cook and Steve Macaulay as a knife in examining the focus of the study, and uses a qualitative research method with a purposive method of selecting informants, namely members of the Yabiku NGO, empowerment participants, and several informants related to this study. The selection of these informants was chosen deliberately with the consideration that these informants are more knowledgeable about the focus of the research being studied. The data analysis technique used was Sugiyono's method: collecting, presenting, reducing, and drawing conclusions. The study found that the Yabiku NGO implemented three gender-based empowerment models: 1) Victim Assistance, 2) Economic Empowerment, 3) Political Empowerment. These three empowerment models have their own unique approaches and are capable of addressing cases of violence against women in TTU Regency. However, several obstacles remain in their implementation due to the dynamic nature of the community.
