Abstract

This article discusses identity politics in the village head election level. Studies on identity politics so far are mostly focused on elections in a government system that is in a higher concentration than a village, as in legislature and presidential elections. Attention to a similar issue in the village level is less to exist, partly because the community is generally assumed to be homogeneous. Meanwhile, in the village level, people remain plural, moreover in villages that live outside Java, where the number of tribes within communities is many. This is not to mention newcomers from the other islands. Using a case study in the Election of Village Heads in Wederok Village, Weliman Sub-district, Malacca District, East Nusa Tenggara, this research found that identity politics in village government head election play a crucial role as in the other elections, as legislature and regency head elections, even in the same tribe in the same village. This article is based on qualitative research with in-depth interviews as main data collection methods. The results showed that in the election of Wederok village head, people become divided into particular parts, mostly based on sub-tribe (kinship). The village head election involved candidates from the different tribal identities, despite the connection between them because of inter-tribe marriage. Tribe-based competition in the village head level in Wederok even led to further conflict, which needs for reconciliation.

Abstract

Sebagai negara yang menganut sistem demokrasi, Indonesia menerapkan sistem multi partai yang ditandai dengan tingginya partisipasi partai politik dalam pemilihan umum. Sistem multipartai adalah sebuah sistem yang terdiri atas berbagai partai politik yang berlaga dalam pemilihan umum, dan semuanya memiliki hak untuk memegang kendali atas tugas-tugas pemerintah, baik secara mandiri atau dalam koalisi memenangkan kompetisi dalam pemilihan umum, baik pemilihan presiden, gubernur, legislatif maupun kepala daerah tingkat kabupaten. Penelitian ini dilakukan untuk mengetahui bagimana strategi politik yang diterapkan oleh DPC PDIP Kabupaten Malaka dalam merekrut kader Calon Kepala Daerah untuk bertarung dalam pemilihan Bupati dan Wakil Bupati Malaka.Penelitian ini menggunakan metode penelitian kualitatif deskriptif, dengan pendekatan studi kasus.Hasil penelitian menunjukan bahwa DPC PDIP menerapkan sistem perekurtan anggota dan simpatisan partai secara terbuka. Selanjutnya, dalam hal pengusungan calon Kepala Daerah, DPC PDIP kabupaten malaka menerapkan sistim penyaringan piramida, di mana semua kader diseleksi untuk mendapatkan kader terbaik sebagai bakal calon kepala daerah. Untuk memenuhi kualifikasi sebagai calon kepala daerah, seorang kader harus mampu memiliki tingkat pendidikan minimal S1, pengetahuan dan pola pikir yang inovatif, memiliki karakter yang baik, memiliki karakter pemimpin, memiliki popularitas dan elektabilitas yang baik melalui garis keturunan maupun pencapaian lewat jenjang karier

Abstract

This research expands the study of women's political strategies in local democracy which is the focus of research in Letneo Village, TTU Regency. This research uses Peter Schoder's theory of political strategy as a knife in analyzing the social facts that occur. The method used is descriptive qualitative with the technique for determining informants being purposive sampling and data collection techniques in the form of documentation, interviews and observation and data triangulation. The results found in achieving victory Mariana Tahu used the maloe mamat and ume hana strategies as defensive and offensive strategies. This research also expands studies on political strategy theory that strategies using local culture are still relevant in Indonesia amidst the rise of strategies using social media and money politics, especially in villages that still adhere to local culture. A strategy that is quite relevant to apply in areas where patriarchal culture is very strong is to use local culture which is adopted with a very subtle approach so as to get support from men. Based on this research, there are suggestions for women to instill a courageous and ethical mentality to fight in the election space so that they can become a channel for aspirations that represent women's interests.

Abstract

The National Selection for New Student Admissions (SNPMB) at state universities (PTN) in 2024 based on Permendikbudristek Number 62 of 2023 concerning new student admissions at PTNs has undergone policy changes so that one solution is to socialize SNPMB to prospective students in the 3T area of Timor Island. This socialization activity was facilitated by the University of Timor with one of the loci being SMKN 1 Kefamenanu. The methods used are preparation, implementation and evaluation. In the preparation stage, the legality of activities is carried out, preparation and discussion of project procedures, as well as an initial survey. At the implementation stage, socialization and assistance for KIP (Indonesian smart card) registration was carried out, then at the evaluation stage, understanding of the material that had been provided was measured. As a result of this activity, students at SMKN 1 Kefamenanu have understood the 2024 SNPMB mechanism and the suggestions from this activity will be taken into account in further socialization activities which are targeted not only at prospective students but also involve parents so that the information obtained can be used as material for consideration in facilitating children's education. his son.

Abstract

Abstrack The representation of women in political life is crucial in influencing the policymaking process that impacts women's lives. The role of women in politics is not only to represent women's interests but also to fight for women's rights and to equalize women's status within the social and political context. This study focuses on the strategies used by the PDI Perjuangan in Timor Tengah Utara Regency to increase the representation of women in legislative elections. The aim of this research is to analyze the political communication strategies of PDI Perjuangan to enhance the representation of women in the legislative elections in Timor Tengah Utara Regency. The research was conducted Timor Tengah Utara Regency, Nusa Tenggara Timur Province. The informants in this study include the leadership of PDI Perjuangan in Timor Tengah Utara Regency and the female legislative members of PDI Perjuangan who succeeded in the 2024-2029 legislative elections. This research is descriptive and qualitative in nature, providing results in the form of primary and secondary data. Primary data was collected through observation and in-depth interviews using interview guidelines as a reference. Secondary data was obtained through literature reviews referring to books, previous research, and other studies. The findings show that the representation of women has increased, and the political communication strategies used by the party, such as political education and training, campaigns and lobbying, strengthening networks, and engaging community leaders, have proven effective in increasing women's involvement." Abstract

The rise of cross-border data flows has transformed global connectivity and economic integration, but it also challenges traditional notions of state sovereignty and national security. This article employs a qualitative research approach to analyze the legal, political, and technological dimensions of cross-border data governance. Focusing on the tension between global digital integration and the imperative to safeguard national interests, the study explores regulatory trends, state responses, and the evolving landscape of digital sovereignty. The findings highlight the need for balanced approaches that protect national security without stifling innovation and international cooperation.

Abstract

Kegiatan ini berfokus pada aksi stimulasi Stimulasi Wujudkan Desa Mandiri Di Desa Umalor Kecamatan Malaka Barat Kabupaten Malaka. Urgensi dari kegiatan ini adalah bagi akademisi (Dosen dan mahasiswa) yang terlibat dalam kegiatan ini sebagai media penyalur dan pengembangan ilmu pemerintahan dan ilmu administrasi dan bagi pemerintah desa Umalor dan masyarakat desa kegiatan ini sebagai stimulasi dalam mewujudkan desa Mandiri yang sedang diupayakan bersama. Kegiatan ini menggunakan dua metode yaitu perencanaan dan pelaksanaan dan dilaksanakan selam dua bulan. Dalam proses perencanaan dilakukannya penyusunan project yang berfokus pada 3 dimensi yaitu dimensi sosial, ekonomi dan ekologi dikarenakan sebagai tolak ukur dari desa mandiri. Projec yang telah dirancang berjalan dengan baik dan mencapai tujuan bersama dari kegiatan ini.

Abstract

Pengabdian ini berawal dari fakta sosial merosotnya wawasan kebangsaan Indonesia terutama di daerah perbatasan. Menyikapi fakta sosial ini bertepatan dengan Ulang tahun Kota Kefamenanu Kabupaten TTU (Timor Tengah Utara) yang ke-101 Tahun KESBANGPOL Kabupaten TTU menyelenggarakan lomba cerdas cermat tingkat SMA se-Kabupaten TTU dengan tujuan penguatan wawasan kebangsaan Indonesia di daerah perbatasan. Dalam menyelenggarakan lomba ini KESBANGPOL Kabupaten TTU melakukan kolaborasi dengan FISIPOL (Fakultas Ilmu Sosial dan Ilmu Poltik) Universitas Timor. Kegiatan dilaksanakan selama 5 bulan dari bulan mei sampai dengan bulan September 2023. Proses kolaborasi berjalan dengan baik adapun kunci dalam proses kolaborasi adalah komunikasi, kepercayaan, komitmen dan saling menghargai perbedaan sumber daya dalam mencapai tujuan bersama. Salah satu kegiatan yang efektif dalam hal penguatan wawasan kebangsaan khususnya generasi z dengan kegiatan-kegiatan seperti lomba atau kompetisi, yang secara tidak langsung tidak mendoktrin para remaja untuk mengetahui dan memahami wawasan kebangsaan tetapi para remaja akan memiliki niat mendalami wawasan kebangsaan untuk menjadi juara lomba. Kedepannya diharapkan dalam mengatasi berbagai permasalahan sosial perlunya melakukan kolaborasi sehingga menemukan persepsi tujuan dan berbagai langkah inovatif untuk mencapai tujuan.

Abstract

This study found that there's a conflict over customary forests between the Pubabu-Besipae community and the East Nusa Tenggara provincial government. This conflict started when the forest was made into a pilot area for livestock intensification, then the forestry department turned it into a state forest. As a result, the forest was cleared for the government's interests, and the community didn't know about it. The community naturally rejected this because they felt that under the cooperation agreement, the forest was only designated as a pilot area for livestock intensification. There was no agreement regarding the clearing of the forest or the extension of permits to use the forest. This is what led to the conflict and the struggle over the forest by the community. Using qualitative research methods, the researcher will explain the phenomenon of the Pubabu-Besipae forest conflict, with the subjects being Pubabu women, the women's community Solidaritas Perempuan, and Komnas Perempuan. Data collection techniques include document studies, which involve collecting data from various sources such as journals, newspapers, and articles. The analysis technique uses descriptive analysis, which involves analyzing and explaining the findings. The research results show that the strategies implemented by women actors have influenced the resolution of the Pubabu-Besipae forest dispute. The strategies implemented include negotiations, protests, sending recommendation letters, and filing complaints with institutions.

Abstract

This study examines how women survivors of domestic violence in the Indonesia–Timor-Leste border district of North Central Timor (TTU), Nusa Tenggara Timur, contribute to household food security while advancing gender equality. Using interactionist role theory as an analytical lens, we trace how empowerment initiatives facilitated by the local NGO YABIKU and the TTU Office for Women’s Empowerment and Child Protection enable survivors to renegotiate the socially imposed “victim” role. Qualitative data were collected through observation, interviews, and document review and analyzed using Creswell’s coding and interpretation procedures. The findings show that violence in TTU is reinforced by patriarchal norms and weak household economies; therefore, livelihood-oriented empowerment becomes a practical form of violence mitigation. Survivors enact new roles through household horticulture, small livestock raising, local-food microenterprises, and environmental stewardship, improving daily food access and generating income. Collective organizing also produced institutional change, including Local Regulation No. 14 of 2016 on women’s protection and the formation of paralegal networks that assist violence cases. Overall, the study demonstrates that role transformation through food-security activities strengthens women’s agency, reduces vulnerability to repeated violence, and supports more equitable community governance in the border region
