Abstract

The growth in the tourism sector in Bali has certainly delivered positive adavantages to particularly the enhancement of community prosperity. In encouraging the prevalence of opportinity take to make efforts to enhance the community welfare and empowerment, tourism villages can be one of the useful facilities to help increase the community economy. The proposition explored in this study is that in Tabanan there are still tourism villages which could not develop optimally. Therefore, this study is designed to examine the factors that hinder the optimal development of the village in question. Moving on from the obstacles that have been found, a solution is raised to help overcome the delay in development. The solution is to introduce and implement a model for developing tourism villages in Tabanan. This study makes use of empirical legal research with two types of data: primary and secondary data. The study sample is determined by applying a non-probability/non-random sampling technique. The model of tourism village development in Tabanan is based on empowerment of local communities (community-based tourism). This model of tourism village development is inseparable from religious values, the living culure in the community, and the preservation and quality of the environment. By the application of this model, sustainable tourism development is expected to be realized.

Abstract

One of the highly developed tourism industries in Bali is the tourism industry. Nevertheless, the problem that then arises is that there are developments encountered in the area of the holy place that should not be made as a place to support the tourism facilities. This is of course not in accordance with the provisions of Regional Regulation Number 16 of 2009 concerning Spatial Planning for the Province of Bali, particularly in Article 50 paragraph (2). This study examines the effectiveness of Bali Province Regional Regulation Number 16 of 2009 related to the construction of Tourism supporting facilities in the radius of the shrine area in Badung Regency. The whole data collected are processed and analyzed by organizing them systematically, and are then classified and connected between one data with another. In practice, there are still violations related to the rules of the radius of the sacred area around the Pura Sad Kahyangan, especially in the Pura Luhur Uluwatu. The existence of norms related to sacred areas comes through pros and cons in practice. Some judicial review requests have even been submitted to the Supreme Court. The role of law enforcement also needs necessarily to be optimized, especially in terms of enforcing the rule of law related to violations in the radius of the holy place in the Badung Regency.

Abstract

The objective of tourism development is not only to increase economic growth but also to preserve nature and surrounding environment. In the context as in the Regency of Badung, the problem arising is that there are still many tourism supporting facilities that are not in accordance with the zoning or designated area so they can have a negative impact towards the environment. This study examines the meaning of the concept of developing an environmentally-based sustainable tourism and strategies for developing the environmentally-based sustainable tourism in the area of tourism supporting facilities in Badung Regency. This study is of great importance in order to discover solutions in the form of appropriate strategies or policies for a sustainable tourism development. This study belongs to a empirical legal research that uses primary data and secondary data. The results of the study show that the concept of sustainable tourism development focuses on long-term tourism development minimizing negative impacts on the environment. The government has a strategic role in formulating relevant tourism development policies, especially in the process of planning as stated in the tourism development master plan in both the Province and Regency/City. The value of the philosophy of Tri Hita Karana is very appropriate to be applied in formulating policies for sustainable tourism development. In addition to formulating policies, a strategy for developing environmentally-based sustainable tourism in tourism supporting facilities in Badung Regency can be implemented by ensuring that all development is in accordance with its designation so as to reduce negative impacts on the environment. Empowerment of local communities in tourism development is also very important to be applied by holding the principles of religious and cultural values that live in the community as well as environmental sustainability.

Abstract

It is undeniable that the development of the tourism industry can have both positive and negative impacts on the economic, socio-cultural and environmental sectors. In the context of Bali, development of tourism industry will certainly have impacts towards the development of tourism supporting facilities in the form of hotels, restaurants, entertainment and recreation and so on. The aims of this research are to examine the impacts of the development of the tourism industry in relation to violations of the utilisation of cliff borders by tourism entrepreneurs and the one that involves reconstruction of legal norms in accordance with the concept of sustainable tourism development. The research takes the type of empirical legal research. The results show that the existence of tourism supporting facilities on the cliff borders in turn brings about negative impacts on the environment. As a consequence, legal reconstruction is urgently needed by adding more detailed justifications related to the regulations regarding the cliff border areas. The legal reconstruction in question can be done by adding the provisions of Articles in Provincial and Regencial or Municipal Regulations, or can be executed through preparation or reconstruction of additional provisions of Articles in the Regencial or Municipal Spatial Detail Plan or through zoning regulations based on sustainable tourism development.

Abstract

Tourism industry is a collection of interrelated tourism businesses, which aim to meet the needs of tourists in the administration of tourism. Of course, in an effort to meet the needs of tourists for the purpose of organizing tourism, cooperation from various parties is needed, both the local community, government, local government, and tourism entrepreneurs. The local community plays a particularly important role in the development of the tourism industry. In fact, in the provisions of Article 5 of Law Number 10 of 2009 concerning Tourism, principles of tourism implementation are regulated, one of which is empowering local communities. The problem that then arises is that sometimes the development of the tourism industry is not directed at the development of sustainable tourism. This is indicated by the existence of several tourism supporting facilities that are built not in accordance with their designation. This research is an empirical legal research that uses primary and secondary data with the aim of revealing the role of community-based tourism development models in realizing sustainable tourism in Bali. The results of the research show that the community-based tourism development model puts emphasis on the active role or participation of the community in the development of tourism. Furthermore, one of the goals of the community-based tourism is to realize sustainable tourism development. The local community plays a very important role in realizing sustainable tourism. Roles of the government, local governments, and tourism entrepreneurs are also of great importance in the context of realizing sustainable tourism.

Abstract

Mina Arsa yang merupakan kelompok pembudidaya ikan Desa Blahbatuh kabupaten Gianyar Provinsi BALI memiliki beberapa permasalahan yaitu belum melakukan pencatatan uang kelompok atau dana operasional kelompok. Setiap anggota masih belum melakukan pencatatan secara rutin untuk setiap transaksi uang masuk seperti penjualan dan uang keluar. Pemasaran produk belum memanfaatkan media digital seperti website, MAP, dan ecommerce. Mina Arsa karena sudah memiliki akta pendirian maka perlu disampaikan peraturan yang terkait tentang pengelolaan kelompok pembudidaya ikan seperti aturan pp no.50 tahun 2015 tentang pemberdayaan nelayan kecil pembudidaya ikan kecil. Tujuan dari Program Kemitraan Masyarakat (PKM) ini adalah untuk meningkatkan partisipasi Mitra dalam pembangunan, serta membantu mitra untuk lebih mandiri dan memiliki kemampuan yang cukup dalam mengelola sumber daya yang ada di lingkungannya. Metode pelaksanaan kegiatan ini yaitu melakukan memberikan pendalaman materi sesuai bidangnya dan melakukan evaluasi berupa Pre test dan Pos tes. dari hasil program kemitraan masyarakat ini mitra mendapatkan beberapa investasi dari kelompok pengabdi diantaranya buku kas, banner, dan bibit ikan dan berdasarkan hasil pre test dan pos tes yang dilakukan terkait materi yang sudah disampaikan dapat disimpulkan mitra mengalami peningkatan pemahaman dan keterampilannya dalam menggunakan website, MAP, dan ecommerce

Abstract

The potential for spiritual tourism in Bali, especially in the Gianyar district, is very high, bearing in mind that the traditions and culture of most people in Bali have never been separated from the concept of tri hita karana. Gianyar as one of the regional cultural icons with very thick customs. Spirituality as a community identity is still preserved and passed down from generation to generation from ancestors to the present day. Since the last two decades, the need for spiritual tourism has been increasingly in demand by foreign and domestic tourists. Melukat is a symbol of the Balinese ritual system which is believed to invoke safety, health, welfare and cleanse the body and spirit so that humans can purify themselves to carry out their daily activities peacefully and peacefully. The tourist attraction of melukat has not been specifically regulated in local regulations. Bali Province No. 5 of 2020 concerning Standards for Implementing Balinese Cultural Tourism. If spiritual tourism is not managed properly by local village managers, these destinations can easily be damaged and polluted by tourists who do not understand the sacred meaning of these destinations. Therefore the specific target of this research is to see how the regulation regarding melukat spiritual tourism as a research method used is an empirical research method to find out if there are gaps that occur in the application of these regional regulations in the field. While the problem approach used, namely the statutory approach, conceptual approach, analytic approach. The results of the research show that the development of the spiritual tourism attraction of Melukat has not been optimally implemented in several places because there is no adequate information on the history, functions, program of annual ritual activities at the Melukat DTW, as well as provisions and entry ticket categories for foreign, domestic, and student tourists. and researchers who can be accessed online through a special spiritual DTW website.
