Abstract

Bambu tutul merupakan komoditas unggulan yang diharapkan memberikan kontribusi terhadap peningkatan ekonomi daerah.  Penelitian ini bertujuan untuk menyajikan temuan yang dapat dimanfaatkan dalam upaya pengembangan bambu tutul berdasarkan kriteria analisis karakteristik usaha bambu tutul terkait potensi ketersediaan, pemanfaatan dan pemasaran.  Penelitian dilaksanakan di Pulau Ternate dan Tidore, Provinsi Maluku Utara, berlangsung selama bulan Maret sampai Juni 2014.  Pengumpulan data dilakukan dengan wawancara dan observasi.  Potensi ketersediaan bambu tutul di Maluku Utara sebesar 17.74 rumpun/ha digolongkan rendah berdasarkan P.21/Menhut-II/2009.  Kondisi ini tidak selaras dengan kebutuhan untuk industri per tahun, sehingga perlu adanya budidaya dan pengolahan pascapanen yang tepat.  Di sisi lain pemasaran bambu tutul cukup potensial, distribusi produk ke luar daerah memberikan peluang bagi pengusaha untuk mengembangkan usahanya.

Abstract

Derivated products of  pine resin have been recognised as competitive commodities in global trade, increasing the need to use resources more efficiently.  A hand-held tapping machine with small hoe-shape cutters called “mujitek” has been widely applied in Indonesia among efforts to answer this challenge. In this study, a series of  observed (actual) work time data were measured and analysed, adopting lean manufacturing to calculate the basic and standard time of  the work and estimate the work produced on the tapping operation. Work elements were identified based on their contribution to change or transform the product and were categorised as value-added, non-value-added, and special allowance.  Quantitative data on the work productivity in the tapping operation can be used as one fundamental data in determining a work plan to establish a continuous improvement process. The variable fatigue allowances taken into account in this study were standing posture, abnormal posture, muscular energy, atmospheric conditions, and noise.  This study shows that non-value-added work elements (repairing machines, chatting, and smoking) cause inefficiency in tapping operation.  Analysis of  added-value work elements proved that this hand-held tapping machine offers a higher (1.7 times) work productivity than conventional hand-held tapping tools. However, since humans have limitations in the physical, physiological, and mental dimensions that limit their ability to carry out work at a certain level, the discovered work productivity level should also be validated with other thresholds, e.g., physical workload and risk perception.

Abstract

Lifting, pushing, and pulling activities combined with excessive material load and intense repetition have been reported to trigger excessive pressure on the lumbar disk (L5/S1).  Using a static biomechanical approach (3DSSPP Version 7 software), this study presents empirical evidence proving that log loading activities with manual techniques are jobs that pose a high risk of injury to workers, indicated by (1) very high lifting index value (10), (2) compressive force that exceeds the maximum permissible limit of 6500 N, (3) difficult standing balance control, and (4) high potential of localized musculoskeletal fatigue in the workers.  Musculoskeletal disorders analysis (using the Standardized Nordic Questionnaire instrument) shows intense disturbances in the lower back, shoulders, upper back, and hands.  Interventions to reduce injury to the workers can be carried out by substituting work techniques (using aids devices), improving work administration (improving the standard operating procedure, supervision), and wearing anti-slip work shoes.

Abstract

Rosin and turpentine oil are commercially developed non-timber forest products generated from pine oleoresin. In Indonesia, the Quarre method is utilized to tap manually or motor-manually (using handheld tapping machines). Handheld tapping machines can greatly boost productivity on the work, but they may also pose serious risks to workers’ health. This study aimed to examine the work-related musculoskeletal disorders (WMSDs) risk of motor-manual tapping by using four postural analysis instruments: Natural Range of Motion (RoM), Rapid Entire Body Assessment (REBA), Rapid Upper Limb Assessment (RULA), and the Ovako Working Posture Analyzing System (OWAS). In addition to the finding that the use of handheld machines is associated with a high WMSDs risk level, particularly in the work element of renewing the tapping faces, this study demonstrated that RULA is a postural-based risk level instrument with the highest level of sensitivity when being used to assess risk levels in tapping activities involving a great deal of upper limb movements. Despite the widespread use of OWAS for emergency corrective action, this study demonstrates that OWAS has a very low level of sensitivity. For this reason, we stress the importance of using a wide range of instruments for risk assessment to get more accurate results. Abstract

Pengelolaan hutan lestari menuntut perhatian terhadap perlindungan keselamatan dan kesehatan kerja (K3), selain perhatian terhadap aspek produktivitas kerja, dan kesejahteraan pengelola/pekerjanya. Di Indonesia, ke-empat aspek tersebut, yang merupakan tujuan utama kajian ergonomi, belum banyak mendapat perhatian, walau kegiatan pengelolaan hutan merupakan kegiatan dengan risiko gangguan K3 yang tinggi. Penelitian ini bertujuan untuk menyajikan gambaran kondisi kelelahan fisikmental-sosial, gangguan otot, kepuasan kerja, persepsi terhadap sumber bahaya, dan persepsi terhadap biaya kecelakaan kerja dalam kegiatan pengelolaan hutan di Indonesia. Status kelelahan diukur menggunakan instrumen Cumulative Fatigue Symptom Index (CFSI) dan gangguan otot diinvestigasi menggunakan instrumen Standardized Nordic Questionnaire (SNQ). Kepuasan kerja dan persepsi terhadap sumber bahaya dan biaya kecelakaan ditelusuri menggunakan kuisioner dan wawancara (tatap muka, pertanyaan terbuka dan semi terstruktur). Data diambil dari 98 responden yang terdiri atas polisi hutan, tenaga inventarisasi hutan, pengawas/mandor penebangan, dan staf administrasi selama Februari 2016–Oktober 2017. Analisis CFSI menunjukkan bahwa kegiatan penjagaan hutan dan inventarisasi hutan telah menyebabkan gangguan kelelahan fisik dan mental yang intens (dalam bentuk gangguan kecemasan). Analisis SNQ mengonfirmasi keluhan gangguan otot pada pinggang, punggung, leher, bahu, serta lengan (bawah-atas). Secara umum responden memiliki (1) keterbatasan secara finansial, (2) tingkat pengetahuan yang belum memadai untuk mengenali berbagai sumber bahaya potensial di tempat kerja, dan (3) pemahaman yang kurang tepat terhadap konsep biaya kecelakaan. Keterbatasan aspek kognitif responden menyebabkan penggunaan mekanisme K3 partisipasif semata (untuk meningkatkan perlindungan K3) bukanlah keputusan yang tepat. Upaya peningkatan perlindungan K3 perlu dilakukan dalam bentuk (1) peningkatan fasilitas kerja (fasilitas kesehatan, saranasarana sosial dan komunikasi, aksesibilitas), (2) peningkatan pendapatan, dan (3) peningkatan pemahaman terhadap konsep sumber bahaya dan konsep biaya kecelakaan kerja.Ergonomics Status of Indonesian Forestry Workers: Physical-Mental-Social Fatigue, Job Satisfaction, Concept of Hazards, and Concept of Accident CostAbstractSustainable forest management requires attention to the protection of occupational safety and health (OSH), in addition to attention to aspects of work productivity, and the welfare of managers/workers. In Indonesia, these four aspects, which are the main objectives of ergonomics studies, have not received much attention, although forest management activities are activities with a high risk of OSH disorders. This study aims to present an overview of the conditions of physical-mental-social fatigue, musculoskeletal disorders (MSDs), job satisfaction, perception of hazards sources, and perception toward work accident costs from workers involved in forest management activities in Indonesia. Fatigue status was measured using the Cumulative Fatigue Symptom Index (CFSI) and MSDs were investigated using Standardized Nordic Questionnaire (SNQ). Job satisfaction, perception of the source of danger, and the cost of accidents were traced using questionnaires and interviews (face to face, open and semi-structured questions). Data were taken from 98 respondents consisting of forest rangers, forest inventory workers, logging supervisors, and administrative staff during February 2016–October 2017. The CFSI analysis shows that forest guarding and forest inventory have caused intense physical and mental fatigue (in the form of excessive anxiety). The SNQ analysis confirms intense MSDs complaints at the waist, back, neck, shoulders, and arm. The general characteristics of the respondents were having: (1) limited financial capacity, (2) inadequate knowledge to recognize various potential hazards sources at work, and (3) inappropriate understanding of the concept of accident costs. The limitations on the respondents’ cognitive, has made participatory OSH mechanisms alone (to improve OSH protection) is not an appropriate option. Efforts to improve OHS protection should be carried out in the form of (1) improving workplace facilities (health facilities, social and communication facilities, accessibility), (2) improving remuneration, and (3) improving knowledge on the concepts of the source of hazards and accident cost.

Abstract

Occupational safety and health (OSH) issues in the Indonesian forestry sector have not been addressed properly even though activities in this sector pose a high risk of OSH disorders. The standard instrument (applies on a national scale) to ensure OSH protection in each business units is the Sistem Manajemen K3 (SMK3, Government Regulation Numbered 50 Year 2012). At present, not many forest management units in Indonesia are willing to implement integrated SMK3, because of the assumption that SMK3 is a cost-centered activity. This study aims to present an overview of SMK3 implementation cost (for 64, 122, and 166 criteria) in a Forest Management Unit (FMU) X, as well as analyzing financial capacity of the FMU X to allocate sufficient funds for the SMK3 implementation. The results showed that the Acacia mangium plantation in the FMU X is a feasible business, indicated by the Net Present Value (NPV) of IDR377,690,545, Benefit-Cost Ratio (BCR) 3.96, and Internal Rate of Return (IRR) 25.02%. Further analysis shows that FMU X has good financial ability to support any cost required in implementating SMK3. It is the best for the FMU X to implement 166 criteria (advanced level) of SMK3 (at a cost of IDR704,598/ha/year, NPV ofIDR376,393,262, BCR 3.92, and IRR 24.75%).

Abstract

Increasing ambient temperatures due to climate change have significantly impacted workers’ physical and mental workloads, affecting their health and safety. Promoting precautionary behaviors, especially among outdoor workers, is an effective strategy widely recommended for addressing these challenges. Precautionary behavior represents an essential protective mechanism that can be adopted at the individual level. This study explores the connections among Occupational Safety and Health (OSH), risk perception, and precautionary behavior. Descriptive statistics and Structural Equation Modeling with the Partial Least Squares approach were used to analyze the data. This study was conducted at two forest management units in Central Java and East Java, Indonesia, where daily air temperatures are relatively high. The research involved 100 respondents, comprising 50 indoor and 50 outdoor workers. The findings of this investigation reveal that OSH-related knowledge among indoor workers predicts their precautionary behavior. Nevertheless, according to the model, attempts to improve precautionary behavior through knowledge enhancement are estimated to be unsuccessful among outdoor workers. Nonetheless, OSH-related knowledge can facilitate workers in developing a more realistic perception, especially regarding the “dread risk factor” among forestry workers, which can positively impact their precautionary behavior. Abstract

Aktivitas kerja pada pengelolaan hutan produksi lestari menuntut kontak yang intens antara pekerja dengan sumber bahaya (yang timbul karena karakteristik pada kegiatan pengelolaan itu sendiri, lingkungan kerja, teknologi yang diterapkan, kompetensi pekerja, dan sistem manajemen kerja yang diterapkan). Kondisi faktual ini menjadikan kegiatan pengelolaan hutan produksi lestari memiliki risiko terhadap K3 yang tinggi. Saat ini isu perlindungan K3 telah menjadi isu internasional yang telah menjadi isu kritis dalam berbagai skema sertifikasi komoditas hasil hutan. Policy brief ini disusun untuk menawarkan strategi peningkatan perlindungan K3 di sektor kehutanan, baik dalam tataran lokal maupun nasional berdasar berbagai research evidence yang diperoleh di lapangan, yang diharapkan dapat mendorong terbentuknya “safety culture” yang ideal di setiap unit manajemen pengelolaan, yang merupakan syarat penting dari tercapainya target perlindungan K3 yang baik.

Abstract

The global health emergency triggered by COVID-19 has had a significant impact on Indonesia's forestry industry. This study investigates the expectations of young foresters regarding the post-pandemic landscape, exploring various aspects such as industry performance, focus, worker protection, global strategies, and personal views on the industry's future. In conjunction with descriptive statistics, word cloud analysis was employed to identify salient issues drawing substantial attention. Through purposive sampling at a leading forestry university in Indonesia, the study reveals that young foresters perceive the transition towards developing industries based on non-timber forest products and environmental services as potential areas of growth. However, they acknowledge that the timber-based industry has historically been the backbone of Indonesia's forest industry and is likely to maintain its significance as forest management trends toward plantation forestry. Additionally, the study demonstrates the enduring appeal of the forestry sector to the younger generation, positioning it as a valuable entrepreneurial field.
