Abstract

Pertumbuhan sektor pertanian berkaitan dengan tingkat kemiskinan dikarenakan jumlah rumah tangga miskin di Provinsi Sumatera Utara sebagian besar berasal dari karakteristik rumah tangga dengan sumber penghasilan utama rumah tangga sektor pertanian. Pertumbuhan sektor pertanian juga akan memberikan kontribusi besar terhadap penanggulangan kemiskinan melalui peningkatan pendapatan usahatani, dan dapat mendorong kegiatan sektor non pertanian di pedesaan. Tujuan penelitian ini menganalisis faktor yang mempengaruhi kemiskinan dan pertumbuhan sektor pertanian di Sumatera Utara. Metode penelitian menggunakan pendekatan persamaan simultan dengan metode Two Stage Least Squares dan diolah dengan program software Eviews 10 untuk menganalisis faktor yang mempengaruhi kemiskinan dan pertumbuhan sektor pertanian di Provinsi Sumatera Utara. Data yang digunakan adalah data sekunder dari tahun 1991-2020 Hasil penelitian menunjukkan bahwa investasi sektor pertanian, dan luas lahan sektor pertanian berpengaruh positif dan signifikan terhadap pertumbuhan sektor pertanian. Kemudian impor sektor pertanian berpengaruh positif dan signifikan terhadap kemiskinan dan ekspor sektor pertanian berpengaruh negatif dan signifikan terhadap kemiskinan. Selanjutnya bahwa kemiskinan berpengaruh positif dan tidak signifikan terhadap pertumbuhan sektor pertanian. Namun pertumbuhan sektor pertanian berpengaruh negatif dan signifikan terhadap kemiskinan, sehingga diperlukan kebijakan untuk meningkatkan pertumbuhan sektor pertanian.

Abstract

Upaya meningkatkan volume ekspor wortel dari Kabupaten Karo memiliki permasalahan yang kompleks mulai dari hulu (on farm) hingga ke hilir. Permintaan wortel di pasar Malaysia, masih tinggi dan ini menjadi peluang pasar bagi petani wortel di provinsi Sumatera Utara. Penelitian ini bertujuan menganalisis daya saing wortel dari Kabupaten Karo, menganalisis faktor-faktor yang mempengaruhi ekspor wortel dari Kabupaten Karo ke Malaysia. Metode penelitian menggunakan Revealed Comparative advantage (RCA) untuk menganalisis daya saing wortel di Pasar Malaysia. Regresi Linear Berganda untuk menganalisis faktor-faktor yang mempengaruhi ekspor wortel dari Kabupaten Karo ke Malaysia. Hasil penelitian menunjukkan daya saing wortel dari Kabupaten Karo memiliki daya saing yang rendah. Faktor-faktor yang berpengaruh secara simultan terhadap volume ekspor wortel dari Kabupaten Karo ke Malaysia adalah Produksi wortel, Harga domestik wortel, harga internasional wortel, Nilai tukar rupiah terhadap ringgit. Secara parsial Indeks daya saing dan pendapatan perkapita penduduk Malaysia tidak berpengaruh signifikan terhadap volume ekspor dari Kabupaten Karo ke Malaysia.

Abstract

Peningkatan ekspor kakao olahan (cocoa butter) Sumatera Utara ke pasar Malaysia dan Singapura akan meningkatkan daya saing. Potensi ini memberikan nilai tambah bagi industri pengolahan kakao nasional. Tujuan penelitian menganalisis daya saing kakao olahan (cocoa butter) Sumatera Utara di Pasar Internasional, menganalisis faktor-faktor yang berpengaruh terhadap daya saing kakao olahan (cocoa butter) Sumatera Utara di Pasar Malaysia dan Singapura. Metode penelitian menggunakan Revealed Comparative advantage (RCA) dan Export Product Dynamic (EPD) menganalisis daya saing kakao olahan (cocoa butter) Sumatera Utara di Pasar Internasional. Regresi Linear Berganda untuk menganalisis faktor yang berpengaruh terhadap daya saing kakao olahan(cocoa butter) Sumatera Utara di Pasar Malaysia dan Singapura. Hasil penelitian menunjukkan Sumatera Utara memiliki daya saing yang kuat di Pasar Malaysia dan Singapura. Faktor-faktor yang berpengaruh terhadap daya saing kakao olahan (cocoa butter) Sumatera Utara adalah volume ekspor kakao olahan (cocoa butter) Sumatera Utara, harga domestik kakao olahan (cocoa butter) Sumatera Utara, harga ekspor kakao olahan (cocoa butter) Sumatera Utara, harga ekspor kakao olahan (cocoa butter) Ghana, kebijakan bea keluar biji berpengaruh positif signifikan terhadap daya saing kakao olahan (cocoa butter) Sumatera Utara ke Pasar Malaysia dan Singapura.

Abstract

Thailand is the largest natural rubber producer country in the world. In several years ago, the natural rubber price shows a negative trend. This condition make a rubber smallholder face difficulties in life. This paper aims to study efforts made by rubber smallholder to face low rubber prices. Methods in this paper used descriptive analysis with literature studies of the efforts undertaken by rubber smallholder in several rubber producer countries, especially in Thailand, Indonesia, India and Laos to face low rubber price. This study show that the alternative effort undertaken by rubber smallholder to face low rubber price generally was 1) management of cost production by reduced fertilizer and others factor production which no disturbed rubber income in short term condition; 2) develop other crops by intercropping technique on rubber side line; 3) looking for side jobs such as construction laborers, public transportation drivers, opening stalls and catching fish; 4) use of loans to maintain the standard of household living; 5) implement a joint marketing system to obtain a better rubber price; 6) selling or renting old and unproductive rubber land; and 7) renew/replanting rubber plantation.

Abstract

Hortikultura merupakan salah satu komoditas yang mempunyai potensi besar untuk dikembangkan di Provinsi Sumatera Utara. Penelitian ini dilakukan di Desa Bangun Sari Kecamatan Tanjung Morawa Kabupaten Deli Serdang. Populasi penelitian berjumlah 150 petani tanaman hias. Metode penentuan sampel dilakukan dengan simple random sampling. Metode pengumpulan data dilakukan dengan observasi dan angket. Analisis data dilakukan dengan menggunakan analisis SWOT dan untuk menganalisis kelayakan menggunakan rumus R/C. Hasil penelitian menunjukkan bahwa kelayakan usahatani tanaman hias di Desa Bangun Sari Kecamatan Tanjung Morawa Kabupaten Deli Serdang diperoleh nilai R/C > 1 yaitu 1,80. Usahatani tanaman hias layak untuk dibudidayakan sebagai bisnis tanaman hias karena nilai R/C lebih besar dari 1. Strategi petani tanaman hias dalam pengembangan usaha tanaman hias di Desa Bangun Sari adalah strategi agresif (Growth Oriented Strategy) yaitu dimana kebijakan yang telah dibuat oleh pengusaha harus dioptimalkan sehingga akan memberikan keuntungan bagi pelaku usaha. Matriks posisi analisis SWOT berada pada posisi Kuadran I (positif,positif) yaitu posisi ini merupakan bahwa usaha tanaman hias di Desa Bangun Sari memiliki kekuatan untuk melakukan pengembangan usaha dengan cara memanfaatkan peluang – peluang yang ada.

Abstract

Using a survey method, this study aimed to examine the characteristics of the land and the direction of land usage for cultivating coconuts. The land's features are described in a land map created from the overlapping findings of each land map unit, which serves as a foundation for additional study to fit the environment for growing coconut plants. According to the results of the analytics and planning of the land conservation of coconut crops in Gayo Luwes, for the crops to survive, it is vital to pay attention to soil characteristics such as temperature, rainfall, soil type, and the number of wet months. Gayo Luwes District is a coconut region in the centre of the country. Not only were the results of matching for the coconut commodity in each SST obtained by using map-based planning geographic information systems, but it was also discovered that rainfall ranged from 3100 mm/year, temperatures went from 23oC to 24oC, base saturation was in the very low to low category (3.91% -35.16%), pH H2O is classified as acidic (4.6-4.9), drainage is slightly obstructed, relatively fast and good, slopes are sloping to steep (12%-26 ) and textures with values little fine, smooth and rather rough are the limiting factors dominant. Other findings also suggest that applying organic material in garbage and compost to Red Yellow Podzolic soil in Batanghari, Jambi, increases Ca-dd and base saturation, and liming is done to raise the pH of H2O in soil units. Moderate to high levels of management can improve the slope limiting factor, such as delaying erosion, establishing a terrace, planting according to the contour, and growing covering plants. Irrigation and irrigation systems can assist in increasing the factors that limit rainfall. Keywords: Development, Coconut, Land Suitability, Gayo Lues

Abstract

The productivity of independent smallholder oil palm farmers remains significantly lower than that of corporate plantations, despite operating under similar agroecological conditions. This study aims to analyze the socioeconomic factors influencing technical efficiency among independent smallholders, focusing on the roles of education, farming experience, access to extension services, and household income. Using a quantitative explanatory design, the research applies the Cobb-Douglas Stochastic Frontier Analysis (SFA) model based on primary survey data from 125 smallholders in Dolok Masihul District, North Sumatra. Data were analyzed using Frontier 4.1 and STATA through a one-step procedure to assess the effects of socioeconomic characteristics on inefficiency. Results show an average technical efficiency of 0.78, suggesting a 22% potential output increase through better resource utilization. Land size and fertilizer use significantly enhance productivity, while labor and seed type exhibit moderate effects. Farming experience, education, and extension access significantly reduce inefficiency, whereas age and household size have no notable influence. The study’s novelty lies in integrating an econometric model with a sociological perspective, demonstrating that smallholder efficiency is shaped by social capacities rather than agronomic factors alone. It advances a socio-econometric framework for understanding smallholder productivity and recommends policy interventions emphasizing human capital, farmer education, and community-based extension systems to foster sustainable rural development.

Abstract

Forest conservation partnerships are designed to reconcile protected-area management with local livelihood needs. This study analyzed the implementation, effectiveness, and economic impacts of the Forest Conservation Partnership Program in the Karang Gading and Langkat Timur Laut Wildlife Reserve, North Sumatra, Indonesia. A descriptive quantitative approach was used and supported by qualitative information from interviews, field observation, and program documents. Primary data were collected from 45 purposively selected respondents involved in or familiar with the partnership program. Program effectiveness was measured using a five-point Likert scale covering community participation, partnership institutions, area sustainability, implementation of conservation activities, and economic impacts. Income differences before and after the program were analyzed using the Wilcoxon signed-rank test because the income data were not normally distributed. The results show that the overall program effectiveness index reached 85.92%, categorized as highly effective. The strongest dimensions were area sustainability (86.86%) and partnership institutions (86.78%), followed by conservation activity implementation (86.37%), community participation (84.98%), and economic impact (84.59%). Average monthly income increased from IDR 2,533,333 to IDR 3,258,889, with 44 respondents experiencing income gains and one respondent reporting no change. The Wilcoxon test indicated a statistically significant income difference (Z = -5.922; p < 0.001). The findings suggest that conservation partnerships can simultaneously strengthen mangrove conservation governance and improve community livelihoods, although market access, enterprise capacity, and benefit distribution require further policy support.

Abstract

This study examines the impact of government agricultural expenditure on farmers' welfare and inclusive economic growth in Deli Serdang Regency, North Sumatra, using a qualitative approach. The research aims to understand farmers' perceptions of government programs, analyze how implementation mechanisms influence social and economic dynamics, and evaluate their contribution to inclusive growth. Data were collected through in-depth semi-structured interviews with 12 informants, field observations, and document analysis, using thematic analysis for data interpretation. While previous quantitative studies have shown a positive correlation between government support and farmers' welfare, this research reveals a significant gap between policy intentions and on-the-ground reality. Findings indicate that while subsidies provide direct benefits in reducing production costs, aid distribution is often inefficient and poorly targeted due to the role of informal "gatekeepers" within farmer groups. This creates social friction and fosters a cycle of dependency, where planting schedules are dictated by aid disbursement rather than optimal seasonal cycles. The study concludes that the effectiveness of government spending is not determined by the amount allocated but by the fairness, transparency, and quality of its implementation. Achieving truly inclusive growth requires a shift from charity-based assistance to capacity-building empowerment and differentiated programs based on specific agro-ecological zones.

Abstract

This study examines the institutional and socioeconomic determinants of smallholder red chili farmers’ decisions to participate in auction markets rather than traditional markets in North Tapanuli Regency, Indonesia. Farmers’ marketing decisions are conceptualized as choices between competing market institutions rather than as responses to price incentives alone. The study employed an explanatory sequential mixed-methods design. Quantitative data were collected from 95 active red chili farmers in Siborong-borong District using purposive and snowball sampling techniques and analyzed with binary logistic regression to estimate the probability of auction market participation. The model was evaluated using goodness-of-fit statistics and odds ratio analysis. Qualitative data from in-depth interviews with farmers, traders, and market managers were used to explain the institutional mechanisms underlying farmers’ market choices. The results indicate that farm size and farming experience significantly increase the likelihood of auction market participation, whereas age, education, price perception, transportation availability, and farmer group activity do not have significant effects. These findings suggest that farmers’ market institution choices are driven primarily by structural capacity and institutional adaptation rather than price considerations. The study contributes to the literature by integrating smallholder market participation and institutional market choice within the context of institutional transition in Indonesia’s horticultural sector, offering policy insights for more inclusive auction market revitalization and rural socioeconomic development.
