Abstract

This study aims to determine the participation of women in development planning meeting, knowing the form of gender responsive policies, identifying the cause of the gender responsive policy problem, and strategy formulation of the budget in ex Besuki Residency such as Jember, Bondowoso, Situbondo, and Banyuwangi which still not responsive to the needs of women. In the first year, this study intends to identify the process of formulation, implementation, and evaluation of the local budget in Ex Besuki residency conducted by the respective local governments. Based on the research in the first year, researchers will formulate development strategies in the formulation of gender-responsive policies. The method of research is quantitative descriptive study, study documentation, primary and secondary data analysis, interviews and focus group discussions. In the second year of the study are expected to form a strategy and policy formulation concept of gender responsive budgeting through a combination previously existing concepts, adapted to the results of the first year of study at the study site. Abstract

number of homeless and beggars in Jember District tend to increase from year to year. In addition to the lack of social service in the implementation of homeless and begging programs, the increasing number of homeless and beggars is also caused by the increasing number of poverty in Jember regency. Until 2015 the number of homeless and beggars in Jember Regency reached 801 people.In the effort to handle the problem of homeless and beggars, the Jember District Social Service has implemented various programs including: (1) Social education in homeless place and beggars are located; (2) Family empowerment, basic needs fulfillment, health and education services, employment and family income; (3) Establish postal service posts and beggars to provide consultation, data collection, networking, referrals for homeless and beggars to be followed up by the rehabilitation process; (4) Conducting Raids in places where homeless and beggars are often located. The raids were conducted after social counseling was initiated to recruit homeless and beggars who were temporarily housed in a shelter barracks before being sent to social rehabilitation centers; (5) Optimizing UPTD functions Liposos and NGOs dealing with homeless and beggars; (6) Cooperation with the business world in order to employ the homeless and beggars.Keywords: Handling Program, Homeless and Beggar

Abstract

Kegiatan PKM ini  dimaksudkan agar panti asuhan memiliki usaha mandiri yang produktif dan memungkinkan menghasilkan pendapatan sampingan sehingga tidak sepenuhnya tergantung pada para donatur. Mekanisme kegiatan   meliputi           Persiapan, pelaksana  berkoordinasi dengan mitra yaitu Panti Asuhan Putri Aisyiyah, Kecamatan Sumbersari, Kabupaten Jember. 2) Pelaksanaan kegiatan meliputi : (a) melakukan kajian dengan metode SWOT terkait dengan gagasan membentuk wirausaha mandiri di bidang kudapan Islam,  (b)memberikan pelatihan usaha,  (c)menyepakati dibentuknya  kelompok wirausaha dengan melibatkan anak asuh Panti Asuhan Putri Aisyiyah,(c) memberikan pendampingan usaha, (d) latihan usaha dengan mempraktikan strategi yang dibahas dalam pelatihan usaha, 3). Evaluasi meliputi: (a) Evaluasi proses kegiatan, dilakukan pada setiap tahap kegiatan; (b) .  Evaluasi hasil kegiatan, dilakukan untuk mengetahui tingkat capaian tujuan PKM ini yakni sejauh mana kegiatan yang diselenggarakan dipahami oleh mitra dan anak asuh mitra  (c).  Evaluasi dampak kegiatan, dengan melihat  kemajuan mitra pasca kegiatan PKM.

Abstract

This service aims to conduct training for stakeholders in Kemiri village, Jember Regency. These stakeholders are the village head, and the ranks of the village apparatus, the head of the BPD and members of the BPD. The background of this community service is the high need from stakeholders for insight and skills in the village policy-making process. Kemiri Village, which was inaugurated by the Regent of Jember as a tourism village, demands the ability of stakeholders to develop candlenut tourism villages. The development of tourist villages can be achieved starting from the political commitment of these stakeholders. This political commitment is a political policy as outlined in the village government regulation (PERDES). Thus the solution to this need is training and assistance in making village regulations in an effort to develop Kemiri tourism villages. The framework of thinking/content in the training of making village regulations refers to a rural based development approach, where village development includes the idea that village development is carried out to increase the benefits of natural potential, community potential, social institutional potential and local economic potential and local culture, as well as potential government apparatus to support the development of tourist villages. Kemiri Village, which has the characteristics of a mountainside village (Gunung Argopuro), the direction of its development has the potential for natural beauty, the potential of agriculture-plantation through processing agricultural products, and the unique culture of the community community and various other local wisdoms that can become social capital for the development of tourist villages. However, this great potential should continue to be explored so that it can become a real asset, for that, the involvement of various parties who have empathy and a vision of village development should synergize the roles of one another. The partnership between village stakeholder groups and higher levels of government, DUDI (industrial world business), private groups, and groups of scholars from universities (students and lecturers who carry out BKP-MBKM Village Development) is the key phrase for accelerating tourism village development. . This line of thought was built so that training and mentoring can be right on target and in accordance with the potential of the village area on the slopes of Mount Argopuro (especially Kemiri Village). This community service will involve students who are doing BKP-MBKM in Kemiri village.

Abstract

This community service activity aimed to enhance the capacity of youth in Panti Village, Jember Regency, in processing sweet potatoes into value-added food products as part of developing a creative economy based on local potential. Held on May 13–14, 2025, the program involved 15 participants and was conducted through two main methods: socialization and hands-on training. The socialization session provided insights into the economic potential of sweet potatoes, business opportunities, marketing strategies, and the strategic role of youth in rural economic development. The technical training focused on practical skills for producing and packaging sweet potato-based products such as steamed sweet potatoes, fried sweet potatoes, chips, and traditional cakes. Participants also learned about product branding and digital marketing. Evaluation results indicated a high level of participant satisfaction with both the content and the delivery methods. This initiative successfully improved participants’ knowledge, skills, and entrepreneurial motivation. It is expected to serve as a starting point for the growth of micro-businesses based on local food resources and contribute to sustainable economic development in the region
