Abstract

Archives in administrative activities have a very important role, one of its functions is as the center of the nation's memory and evidence of legal accountability. However, the implementation of archiving in Indonesia, especially local governments, is currently still less than optimal. In 2017, the organization of archiving in Indonesia received the predicate of 93% in bad condition, for this reason, adequate organizational capacity is needed. Organizational capacity is the ability that an organization has that is useful for solving problems and can achieve the goals set. This research was conducted at the Department of Library and Archives of Bandar Lampung City with the aim of identifying and analyzing these offices in organizing archives. The method used in this research is descriptive qualitative with data analysis techniques derived from observation, documentation and in-depth interviews. The results of this study are described based on the components of organizational capacity consisting of human resources, infrastructure, technology, financial resources, leadership strategies, program and process management, cooperation and relationships with other parties. Organizing the archives of the Bandar Lampung City Library and Archives Service has been carried out since 2008. However, archiving has not been carried out optimally because the capacity of the office is inadequate.

Abstract

Metode pengembangan sumber daya manusia merupakan suatu usaha untuk meningkatkan kemampuan teknis, teoritis konseptual dan moral seseorang melalui pendidikan dan pelatihan. Bonus demografi adalah suatu fenomena dimana struktur penduduk memiliki jumlah usia produktif yang lebih besar dari pada usia non produktif. Salah satu cara yang dilakukan pemerintah Provinsi Lampung dalam mengembangkan kualitas angkatan kerja pengangguran terdidik adalah dengan adanya kegiatan pelatihan kerja yang dilaksanakan oleh Dinas Tenaga Kerja dan juga UPTD BLK. Penelitian ini bertujuan untuk menganalisis berbagai metode pengembangan angkatan kerja pengangguran terdidik yang dilakukan oleh Dinas Tenaga Kerja Provinsi Lampung dalam menghadapi bonus demografi. Teori yang digunakan dalam penelitian ini yaitu metode pengembangan SDM oleh Ansory dan Indrasari (2018), yang terdiri dari metode balai, metode ruang kelas, demonstrasi dan contoh, simulasi, magang, dan on the job training. Tipe penelitian yang digunakan dalam penelitian ini adalah tipe penelitian deskriptif dengan pendekatan metode kualitatif. Pengumpulan data dilakukan dengan cara observasi, wawancara dan dokumentasi terhadap informan yang terlibat langsung dalam kegiatan ini. Hasil penelitian ini menunjukkan bahwa Dinas Tenaga Kerja Provinsi Lampung dan UPTD BLK telah menjalankan metode pengembangan sumber daya manusia dengan baik, dengan metode yang paling efektif digunakan di Provinsi Lampung adalah metode balai dan metode yang paling unggul adalah melalui metode magang. Namun untuk kejuruan yang tersedia pada pelatihan kerja belum disesuaikan dengan kejuruan pada tren pasar.

Abstract

Sentra Gakkumdu merupakan pusat aktivitas penegakan hukum tindak pidana pemilihan yang bertujuan untuk menyamakan pemahaman dan pola penanganan pidana pemilihan oleh Bawaslu, Kepolisian, dan Kejaksaan. Untuk itu diperlukan pola koordinasi yang baik antar stakeholder pada Sentra Gakkumdu Bandar Lampung agar dalam penanganan kasus tindak pidana netralitas Aparatur Sipil Negara di Pilkada Kota Bandar Lampung dapat tertangani dengan baik serta mengedepankan prinsip keadilan. penelitian ini menunjukan bahwa koordinasi yang terjalin antar stakeholder pada Sentra Gakkumdu Bandar Lampung sudah berjalan cukup baik, namun dalam faktor penghambat koordinasinya masih terjadi, seperti sistem pengambilan keputusan dalam menentukan suatu kasus untuk dapat diproses harus sepihak, jika salah satu stakeholder pada Sentra Gakkumdu Bandar Lampung tidak sepihak, maka otomatis kasus tersebut akan terhenti, selain itu terkait dengan waktu penanganan tindak pidana pemilihan yang singkat mengakibatkan banyak kasus terkait dengan tindak pidana pemilihan terutama terkait dengan netralitas Aparatur Sipil Negara yangdihentikan.

Abstract

Pandemi Covid-19 menciptakan krisis multidimensi. Tidak hanya di bidang kesehatan, tapi juga di bidang ekonomi. Korban terdampak adalah para pekerja. Secara global, selama pandemi Covid-19 sebanyak 94% pekerja mengalami pemutusan hubungan kerja. Begitu pula di Indonesia, lebih dari 3,5 juta pekerja terdampak pemutusan hubungan kerja. Di tengah kondisi tersebut, tercipta inisiasi-inisiasi gotong royong berbasis digital yang dilakukan sekelompok anak muda dengan membangun bagirata sebagai platform berbagi kekayaan yang bersifat peer to peer. Fokus penelitian ini adalah praktik gotongroyong digital yang dilakukan melalui platform Bagirata. Metode penulisan artikel ini menggunakan metode kualitatif dengan desk study, yakni dengan studi literatur terhadap hasil-hasil penelitian sebelumnya dan data sekunder yang relevan dalam membantu menjawab permasalahan penelitian. Hasil studi menunjukkan praktik platform Bagirata sebagaimetode baru dalam perilaku gotong royong di Indonesia. Selain itu, hal ini juga menunjukkan tercipta solidaritas antara para pekerja. Implikasi penting dari hasil temuan adalah platform Bagirata merupakan kritik terhadap kapasitas pemerintah yang belum responsif dan berkeadilan dalam memberikan kebijakan afirmasi terhadap pekerja di masa pandemi.

Abstract

Population data collection is one of the rights that must be fulfilled by a country. Realizing this, the Indonesian government also conducted data collection by requiring people over the age of 17 to produce an e-KTP, while for people under 17 the Ministry of Home Affairs has issued Permendagri No. 2 of 2016 concerning Identity Cards. as a fulfillment of children's rights to obtain a legal identity and has integrated the population administration information system (SIAK) and requires children throughout Indonesia to make an identity card in the form of MCH which is carried out by the Disdukcapil of Bandar Lampung City as one of the implementers of the policy. This study aims to describe how the implementation of the policy of making child identity cards in Bandar Lampung City. This study uses theory to measure the level of success of implementation according to Charles O. Jones, namely by looking at how it is organized, interpreted and applied. This type of research is descriptive research with a qualitative approach using data collection techniques with interviews, documentation and observation and using data analysis techniques with data presentation, data reduction, and drawing conclusions. The results of this study indicate that the implementation of the policy of making child identity cards in Bandar Lampung City which has been carried out by the Department of Population and Civil Registry of Bandar Lampung City has been going well but there are still factors that hinder implementation such as lack of socialization and several other problems.

Abstract

Lampung Province's Culture of Language and Script that is rarely used both in pronunciation and in learning for students. With that the education and culture office of Lampung Province invites cooperation with the Lampung Language MGMP to create a program about Lampung culture by creating a mobile application that contains content about the Lampung Language and Script. The purpose of this study was to find out an explanation of the Lampung Language and Script Preservation Program through the Kaganga Application in Bandar Lampung City. This research uses descriptive qualitative research with data collection techniques including interviews, observation and documentation. The results of this study indicate that the implementation of the Lampung culture preservation program, namely Language and Script in the Kaganga application issued by the education and culture office of Lampung Province, has been running quite well, but there are still several evaluation criteria that have not been implemented optimally in the application of the program issued by the department of education. Abstract

The education process does not run optimally in remote areas or places that are difficult to access. Various problems that occur in the education sector, one of which is the lack of teaching staff to educate in schools. Lampung Province is one area that is still facing these problems. For this reason, the Dinas Pendidikan dan Kebudayaan Provinsi Lampung issued a breakthrough by launching a program called the Program Lampung Mengajar. In carrying out the Program Lampung Mengajar, because of the incompetence and public perception Dinas Pendidikan dan Kebudayaan Provinsi Lampung. The department cooperates with UPT Pengembangan Karir dan Kewirausahaan Universitas Lampung, and Lembaga Penjamin Mutu Pendidikan Provinsi Lampung. This study aims to analyze the cooperation between actors in the Program Lampung Mengajar, as well as the supporting and inhibiting factors for the sustainability of the collaboration. The research method used is a descriptive research type with a qualitative approach. Data was collected through observation, interviews and documentation. Based on the results of the research that has been done, it can be concluded that the cooperation between actors in the Program Lampung Mengajar has been going quite well according to the predetermined plan, but there are still some principles of cooperation that have not been implemented optimally. Factors that support cooperation between actors in the Program Lampung Mengajar are communication, trust, and commitment. Meanwhile, the factor that hinders cooperation is that the authority is not fully owned.
