Abstract

Pilkada serentak pada 9 Desember 2020 diselenggarakan di tengah pandemi Covid-19, khususnya kota Makassar. Penelitian ini bertujuan untuk mengetahui partisipasi masyarakat dimasa pandemi Covid-19 pada pemilihan Walikota Makassar tahun 2020, metode dalam penelitian ini menggunakan kualitatif. Data yang diperoleh meggunakan wawancara informan yang dapat memberikan penjelasan secara akurat dan teknik studi pustaka melakukan pengumpulan data berupa sumber data, referensi-referensi atau dokumen-dokumen yang penting dan relevan dengan penelitian. Hasil penelitian menunjukkan bahwa terjadi peningkatan partisipasi masyarakat walaupun dimasa pandemi Covid-19 disebabkan oleh berbagai indikator yaitu kesadaran politik masyarakat kota Makassar sadar akan hak dan tanggung jawabnya sehingga masyarakat mau untuk berpartisipasi pada pemilihan. Kedua, kekuatan kandidat, masyarakat cenderung ikut berpartisipasi pada pemilihan disebabkan oleh kandidat yang mereka unggulkan. Ketiga, sosialisasi KPU sebagai penyelenggara dalam pemilihan walikota Makassar tahun 2020. Merupakan faktor penting karena penyelenggaraan pemilihan tahun 2020 berbeda dengan tahun-tahun sebelumnya. Pelaksanaan pemilihan diselenggarakan dimasa pandemi Covid-19 dan diberlakukannya protokol kesehatan di setiap TPS pada hari pemilihan membuat masyarakat mau untuk hadir ke TPS berpartisipasi pada pemilihan.

Abstract

Waste management at the Binuang Landfill has earned Polewali Mandar Regency the Adipura Award. However, waste management at the Binuang Landfill has resulted in leachate seeping into community rice fields and air pollution. This environmental pollution impacts the socio-economic aspects of the community. This study aims to analyze the impact of waste management policies at the Binuang Landfill on the environment and surrounding community using the concept of Political Ecology. This study uses a qualitative approach with descriptive methods. Data were collected through interviews, observations, and documentation. The results of this study indicate that waste management policies at the Binuang Landfill do not yet reflect the principles of sustainable and equitable political ecology. This can be observed in the environmental position in policy negotiations between the government and the community. The conflict between the government and the community focuses solely on fulfilling their respective rights without considering environmental aspects. This condition makes waste management at the landfill suboptimal, resulting in impacts that sacrifice the rights and welfare of the community around the Binuang Landfill.

Abstract

This paper analyzes the commitment of the Jeneponto Regency Government in implementing the People's Salt Business Development Program and its implications for the welfare of coastal communities. The main issue of this study is the limited capacity and consistency of local governments in supporting the sustainable implementation of the program. The purpose of this paper is to assess the role of local government institutions as a determining factor in the effectiveness of salt business development policies. The method used is a literature study by examining scientific sources, policy documents, and relevant previous research results. The results of the study show that there are still gaps in policy implementation, as reflected in the uneven distribution of assistance, weak technical assistance, low coordination between agencies, and limited understanding of salt production technology among farmers. These conditions have resulted in the program's objectives not being optimally achieved. The effectiveness of the People's Salt Business Development Program depends on strengthening local government governance, increasing the capacity of supporting resources, and expanding the active participation of coastal communities in all stages of program implementation.
