Abstract

Podhagāka Pamarinta Amarombumo Zamani adalah nilai-nilai kepemimpinan kesultanan Buton. Tujuan penelitian ini adalah untuk memahami dan mengimplementasikan nilai-nilai kepemimpinan lokal terhadap kepemimpinan modern, pada pemilihan dan pelaksanaan kepemimpinannya. Desain penelitian ini menggunakan jenis kualitatif melalui studi Pustaka dengan menggunakan konten analisis/analisis isi. Hasil penelitian bahwa Podhagāka Pamarinta Amarombumo Zamani adalah nilai karakter yang harus diimplementasikan pada setiap diri pemimpin. Proses pemilihan Kepemimpinan Sultan Buton mengedepankan kualitas karakter dan moralitas individu, pemimpin. Pencalonan Sultan prosesnya ditilik mulai dari calon sultan berusia dini yang berasal dari Tatanai landu, tapi-tapi dan kumbewaha yang dilakukan oleh Siolimbona sebagai Lembaga legislative, sehingga pada penempatan jabatan pemerintahan maupun kepemimpinan kesultanan Buton tidak mengenal praktek money politic atau transaksional. Nilai ini seyogyanya dalam praktek sistem demokrasi kita dianut oleh sistem demokrasi dewasa ini khususnya pada pemilihan kepala daerah maupun legislatif.

Abstract

This paper describes the leadership of the village head. Community response is a benchmark for running an administration in Lembang Parang. The method used in this paper is qualitative research that uses primary data sources by direct observation by the author in Lembang Parang Village, Barombong District, Gowa Regency. Researchers collect data and information through interviews with related parties. This research is supported by data sources and information from books and documents that help research themes, journals, and electronic information media. The results of the study show that the transactional efforts used by the leadership of the Village Head towards his constituents are effective by observing the community's enthusiasm in actively participating in Village programs. The people of Lembang Parang received Transactional Leadership from Mursalim Abubaedah. On the other hand, the transformational leadership pattern implemented by Fatmawati as Lurah was also well received by the people of Lembang Parang. For the people of Lembang Parang, the transformational design implemented by Fatmawati is seen as an effort to improve people's lives in Lembang Parang.

Abstract

The legitimacy of electoral governance strongly depends on the integrity of the vote recapitulation process. This study examines the challenges and dynamics of electoral integrity during the 2024 legislative vote recapitulation process in West Java, Indonesia. Utilizing data from the official evaluation report of the West Java Provincial Election Commission (KPU), the research identifies several institutional, procedural, and technological vulnerabilities that affected the integrity of the recapitulation process. Key issues included technical failures in the Sirekap system, inconsistent data verification, weak inter-institutional coordination, and human resource limitations across election management bodies. Moreover, disputes over vote count results were submitted to the Constitutional Court, indicating areas where procedural integrity was questioned. These findings highlight the need for comprehensive reforms in electoral management bodies, professional capacity development, stronger legal safeguards, and inclusive oversight mechanisms to ensure electoral integrity in Indonesia's evolving democratic landscape.
