Abstract

The purpose of this study is to explain whether the plan to change the status of Teluk Kapuas village into kelurahan in district of Sungai Raya Kabupaten Kubu Raya is feasible and meets the requirements in terms of philosophical, sociological and juridical aspects. The research method used in this research is Descriptive method with normative and empirical juridical approach by using secondary data and primary data which analyzed qualitatively. Methods of data collection from this study are interviews, observations, and documentation studies in the form of proposals of pemekaran desa and others. Techniques to establish data validity are: credibility, transferability, dependability, and confirmability. Data analysis technique used in this research is data analysis technique model of Miles and Hubberman that is data reduction, display data and withdrawal conclusion. The results showed that: the philosophical, sociological, and jurisdiction of Teluk Kapuas Village based on the requirements established by Law no. 6/2014 on the Village and administrative requirements set forth in the Minister of Home Affairs Regulation no. 1/2017 on Village Arrangement has been fulfilled and deserves to change status to kelurahan

Abstract

Government communication plays a crucial role in enhancing the government’s credibility. These two aspects are inseparable; if the government's credibility is to increase, it is essential to realize the communication function effectively. Banten Province is one of the regions in Indonesia that once had a powerful oligarchic structure. This research aims to determine the role of government communication in establishing the credibility of local governments in Banten Province. The approach used in this study is the postpositivist paradigm, known as Quasi-Qualitative Design (QQD), which utilizes theory as a basis for thinking and analysis in the field. Therefore, during the data collection phase, the researcher will conduct qualitative research thoroughly. The research data was gathered through in-depth interviews, observations, and documentation. Once collected, the data is analyzed both manually and with the NVivo application. The study results indicate that the government's communication function in enhancing credibility has not been optimally implemented. This is evidenced by the two dimensions of the government's communication function that have not been maximized: the functions of influencing and conveying information. While the other two functions are operational, they need to be optimized. The aspect of local government credibility has been effectively implemented; of the four dimensions analyzed, all four have operated in harmony and balance, leaving no prominent dimension, including power, competence, integrity, and attractiveness

Abstract

Administrasi kependudukan di wilayah perbatasan tidak hanya ditentukan oleh ketersediaan layanan, tetapi juga oleh kemampuan warga memahami dan menavigasi sistem administrasi. Penelitian ini menganalisis pengaruh aksesibilitas layanan dan literasi administrasi terhadap kepemilikan dokumen kependudukan di Kabupaten Kepulauan Talaud. Penelitian menggunakan pendekatan kuantitatif dengan desain survei eksplanatori cross-sectional yang melibatkan 100 responden di Kecamatan Melonguane, Lirung, dan Kalongan. Data dikumpulkan pada Mei sampai Juli 2026 dan dianalisis menggunakan Partial Least Squares Structural Equation Modeling (PLS-SEM) dengan hierarchical component model dua tahap. Hasil menunjukkan bahwa aksesibilitas layanan berpengaruh positif dan signifikan terhadap kepemilikan dokumen kependudukan (B = 0,352; p < 0,001), sedangkan literasi administrasi menunjukkan pengaruh yang lebih kuat (B = 0,439; p < 0,001). Kedua konstruk secara bersama-sama menjelaskan 42,9% variasi kepemilikan dokumen (R² = 0,429). Secara deskriptif, akses digital dan literasi digital administratif merupakan dimensi yang relatif paling lemah, sementara kelengkapan dokumen dasar berada pada kondisi yang lebih baik. Temuan ini menegaskan bahwa penguatan administrasi kependudukan di wilayah kepulauan-perbatasan memerlukan integrasi antara perluasan akses layanan dan peningkatan kapasitas administratif warga, khususnya melalui pendampingan digital dan pemutakhiran data secara proaktif.
