Abstract

Bureaucratic reform is one of the efforts made by the government to make a fundamental change in carrying out governance, especially in terms of institutional (organizational), governance (implementation process), and human resources (Government Apparatus). (Rudito, 2016:48) The driving force for bureaucratic reform is the realization of good governance based on services by utilizing information technology in the administration of local governments. Information technology in the administration of government is called electronic government (e-gove). North Sumatra Provincial Government in improving Civil Service Management has implemented Paperless (paperless) with the e-gove system in the administration of personnel administration. The paperless personnel administration service (Paket Keras) has been implemented in the North Sumatra Province Regional Personnel Agency office, including in the performance evaluation based on paperless personnel administration service (Paket Keras). In performance appraisal according to Grote (1996) in the book The Complete Guide To Performance Appraisal says that there are three approaches to performance appraisal, namely (a) Performer-Based Performance Assessment, (b) Behavior-Based Performance Assessment, (c) Results-Based Performance Assessment. The research method used is qualitative research with descriptive methods and inductive approaches. Data collection techniques used through interviews, observations, documentation and data from informants, namely the Head of the Regional Personnel Agency of North Sumatra Province, Secretary, Head of Personnel Information and Data, Formation, Development, and Welfare, and Civil Servants in the scope of the BKD Office in Sumatra Province North. Data reduction data analysis techniques, data presentation, and conclusions. Employee Performance Evaluation based on paperless personnel administration services at the North Sumatra Province BKD office has not been carried out optimally. However, in its implementation there are several obstacles / obstacles including there are still employees who do not understand or master the Paket Keras system, there are still employees who have not changed their mindset, there are still employees who do not understand the development of information technology (IT), application tutorials are still incomplete , the budget is still constrained in completing the work program, and the slow approval of the P-APBD. The advice that I can give is that normatively the regulations issued as a basis for Paket Keras-based performance appraisal need to be strengthened again, for example by issuing circular letters about the time limit of tolerance in data filling and accompanying sanctions for employees who do not implement the policy. Based on human resources there needs to be an increase in the quality of the implementation team which is the main component, besides that users in this case civil servants must always be given deeper socialization in order to master the Paket Keras system. Need to increase the sense of employee awareness related to the needs of each individual to be competent in terms of technology and information (IT), so that employees are not confused by the development of IT such as the Paket Keras.

Abstract

This research aims to describe the performance of the Bengkulu City Tourism Office of Bengkulu Province in the development of Jakat Beach tourism objects, by focusing on the factors that support and hinder, as well as the efforts made in the development of these tourist objects. The method used in this research is descriptive qualitative with an inductive approach. There are also data collection techniques used are interviews, documentation, observation. Meanwhile, the data analysis technique used is data reduction, data display and conclusion drawing. The results of the research are the supporting factors, namely the potential for tourism objects, local government support, and community participation. Factors that hinder the development of Jakat Beach tourism object include the clean environment is still dirty and scattered garbage, tourism supporting facilities and infrastructure that are less well maintained, and the large number of damaged infrastructure. Efforts are being made, namely the arrangement of environmental cleanliness in Jakat Beach tourism, maintaining facilities and infrastructure in the tourist attraction area, as well as repairing and adding infrastructure in the Jakat Beach tourist attraction area. The suggestion from this research is that the Bengkulu City Tourism Office pays more attention to and prepares supporting facilities for the convenience of visitors.

Abstract

Digital transformation in the public service sector requires readiness and capacity building of State Civil Apparatus (ASN) in managing technology-based services effectively. This study aims to develop a relevant and applicable ASN competency development model to support the implementation of the ePonti application at the Pontianak City Regional Revenue Agency (Bapenda). This application is a digital innovation designed to facilitate online regional tax services. This study uses a qualitative descriptive approach with data collection techniques through in-depth interviews, direct observation, and documentation. Informants consisted of Bapenda employees and community service users. The results of the study showed a gap in employee competency in three main dimensions: technical competency, digital communication skills, and training effectiveness. Around 70% of employees have mastered basic features such as tax data input and validation, but only 30% understand advanced features such as analytical dashboards and automatic reporting. As many as 50% of employees have not been able to deliver technical education effectively to the public. The training provided is still general in nature, not based on job needs analysis, and has not reached all employees evenly. This study presents a competency development model based on technical integration, digital public communication, and adaptive training. This model also recommends a peer-assisted learning approach to enhance collaboration between employees and support the ongoing digital transformation of public services.

Abstract

This research focuses on the gap of the extant policy prohibiting imported used clothing that is also has been implemented but the distribution and trade of imported used clothing is still found. The goal of this research is to describe the form, reveal obstacles and support, and explain the strategy of the policy monitor and control by the Deputy III Executive Office of the President. Descriptive qualitative method through techniques of interview, observation, and documentation with data triangulation. Theory used is Policy Control from Nugroho (2018). Combined monitoring already conducted, evaluation based on field data and implementation reports, and there were recommendations as reward. Obstacles found: people still interested in obtaining imported used clothing; existence of mafia that consists of law enforcers; and monitor from external control and policy implementers is not yet intense. Supporting factor is the consistent leadership support. The strategy is to continue to implement monitoring of implementers emphasizing on grace period and to approach related institutions to conduct integrated monitoring. Maintaining the combined monitoring and multi-perspective evaluation is recommended as well as the influence strengthening of the reward. Special task force is needed to tackle the mafia as well as the necessity of the more anticipative strategy of monitor and control scheme.
