Abstract

Abstract The administration of government requires a way of maximizing government management to achieve good governance to realize the welfare of the people and constitute demands of the constitution at the Preamble of the fourth Alenia 1945 Constitution. Article 31 of the 1945 Constitution states that Education is the right of every citizen, and the government and regional government guarantees the implementation of the national education system by Law Number 20 of 2003. This research aims to examine and analyze the effect of the implementation of supervisory policies, apparatus competencies, and culture organization of supervision performance in the field of primary education. The method used in this research is quantitative with open and closed questionnaires. The results of this study indicate that the causality relationship partially or simultaneously between the Implementation of Supervision Policy, Apparatus Competency, and Bureaucratic Culture to the Supervision Performance of the Basic Education Sector is entirely "positive and significant." Thus, the four hypotheses of this research are "accepted." Then, the results of the distribution of scores indicate that all dimensions of the variable values ​​are higher than 90% and can be categorized as "Good." Based on the two analyzes, it can be stated that the Supervision Performance of the Basic Education Field held by the City of Depok, West Java Province is "Good." Conclusion This study shows that the Performance of Oversight in Basic Education goes well. This is evidenced by all four accepted hypotheses, and a positive and significant causality relationship. This was obtained by models and concepts in the field of education supervision. With the findings of the Actual Oversight Model, it is recommended for the government that this model can be used as input for the supervision policy formulation, Work Standards Criteria (KSK), and Education Supervision Performance Indicators (IKPP). Abstract

The purpose of this study was to find a model for implementing the policy of developing the Integrated Industrial Estate off the Tukak Sadai Port in the South Bangka Regency, Bangka Belitung Islands Province. This research uses qualitative methods with data collection techniques such as observation, in-depth interviews, and literature studies. Data analysis was performed using triangulation techniques. The results found that the model of policy implementation needed to implement the policy of developing the Tukak Sadai Port IIE in the South Bangka Regency, Bangka Belitung Province was to include political, economic, social, and technological factors in Grindle's implementation theory (1980).

Abstract

The purpose of this study is to find a model for implementing policies on the development of Bus Rapid Transit (BRT) based on mass public transportation in DKI Jakarta Province, Indonesia. This research uses qualitative methods with data collection techniques such as observation, in-depth interviews and literature study. Policy choices for developing mass public transportation based on BRT seem to remain a rational choice for overcoming traffic congestion in Jakarta. The ideal model of policy implementation to be developed in the future is an integrated BRT-based mass transit public transport policy model, not only paying attention to its sustainability but also being just.

Abstract

Tabalong Regency Human Development Index shows positive growth from year to year from 68, 08 in 2013 to 70.76 in 2017. The Implementation of the development movement policy towards prosperous communities or “Gerbang Emas Sejahtera” has been proven successful in increasing the HDI of Tabalong Regency. However, this policy is still felt to be less than optimal in terms of the welfare of the community because here the nature of the policy is still top-down where the government's role is still very dominant in terms of being a facilitator and policy initiator. Policies are needed that can provide a productive reciprocal relationship between government and society. This research tries to introduce a new model of policy implementation, namely mixed mode as a solution to the problem.

Abstract

This study discusses the development of human resources of public service providers in Labuhanbatu Selatan Regency. The research is expected to provide an understanding of the current picture of ASN conditions and what strategies are taken by the local government of Labuhanbatu Selatan Regency to improve ASN competence. The method used in this study is a qualitative analysis method by collecting data by interviewing and collecting literature related to this research. The results showed that the development of resource competencies an Investment of the One-Stop Integrated Services Office still needs to be improved, primarily managerial and socio-cultural competencies. This development can be done by making a roadmap so that development can be carried out continuously.

Abstract

This research was conducted to find the right model in the provincial head elections. This is based on the many deficiencies that occur when direct regional head elections are held such as multiple voter lists, logistical problems, low capacity of organizers, the emergence of SARA issues, strong money politics, bureaucratic politicization, and low participation in voting for the community (Pilkada Case Study Southeast Sulawesi 2018). This research encourages the alternative model of the governor and deputy governor election. Furthermore, if you want to be applied in Indonesia in general, more research needs to be done. First, improvements in the overall stages of governors and deputy governors' elections and the use of information technology to increase transparency, accountability, and efficiency. Second, the governor and the deputy governor's election is still carried out directly by tightening the nomination requirements. Among other things, they must participate in the regeneration of political parties, have experience and knowledge of government and local characteristics of the region, and are indigenous people who have lived long in the area. Third, the governor is still directly elected by the community, while the deputy governor can be proposed by the governor to the DPRD/MOHA from the private sector/ASN who meet special requirements, namely experience in government and knowledge of the local characteristics of the region.

Abstract

The Indonesian Navy is part of the TNI military organization which has the high discipline and work commitment. However, it is not uncommon to find so many obstacles to personnel performance caused by mental stress or stress. The influence of social and economic welfare is one of the main factors causing increased stress which also affects the work commitment of Indonesian Navy personnel, Mako Koarmada I. This study aims to analyze the effect of socio-economic welfare on stress levels and work for commitment of Mako Koarmada I TNI AL personnel. This research uses quantitative methods. The quantitative approach itself uses the estimation technique of Structural Equation Modeling (SEM) and a literature review to explain the quantitative findings of this study. The results showed that the Social Welfare economy does not have a significant effect in reducing stress levels and increasing the work commitment of Indonesian Navy personnel at the 1st Fleet Command of the Navy.

Abstract

The Baduy tribe is one of the tribes located in Lebak Regency, Banten Province. The Baduy tribe firmly adhere to the customs and culture of their ancestors. The Baduy tribe is very closed because they carry out the mandate outlined by their ancestors, namely in the form of a simple lifestyle, away from modern cultural influences and presenting themselves in the way of life carried out by their ancestors without changing it. The consequence of this makes the Baduy tribe very little touched by the progress and rapid development. This study aims to analyze the socio-cultural role in improving the development of the Baduy people and the factors that support and hinder the Baduy community's development. This study used a qualitative approach, using descriptive methods to analyze the collected data. The results showed that association with the outside world made the Baduy people come into contact with modern technology, which for hundreds of years so that many social changes occurred in the Baduy community. The research also found factors that encourage and hinder the development of the Baduy community, including contact with other cultures, open community systems, community dissatisfaction, lack of relationships with other communities, late development of knowledge, and entrenched customs.

Abstract

This study aims to analyze the evaluation of ASN management policies at the Ministry of Transportation and the provincial government of DKI Jakarta and the appropriate model for improving ASN management in planning, recruitment, and potential development. The approach used in this study is to use action research-based Soft Systems Methodology (SSM) as a research method with systems thinking approach. This research method's selection was carried out considering that ASN management is a Human Activity System with various problems involving many agencies. There are multiple laws and regulations used. The results showed that the evaluation analysis from the planning aspect showed that the policies, their formulation, and their dissemination had been carried out well; The recruitment aspect indicates that there is still something that needs to be addressed, especially in the recruitment of CPNS, PPPK, and open selection of positions; Aspects of competency development receive greater attention, especially in terms of improving performance, cost efficiency and achieving organizational goals. This study also develops concepts to improve ASN management in the form of a framework that includes: foundational theories, foundational theory & empirical facts as fundamental to formulate research interest, and research contributions.

Abstract

This study aims to find an optimal model for the development of regional potential owned by Maybrat Regency, West Papua Province, to increase local revenue for its people's welfare. Qualitative methods are used in this research using a post-positivism paradigm design, which seeks to reveal a social reality that ontologically can never be fully understood due to the limitations of human nature. The results show that the regional potential optimization model in Maybrat Regency is different from other regions because Maybrat Regency has special autonomy, which provides the broadest possible opportunity for local governments to manage all the potential to increase local revenue. The increase in the original region requires the support of political stability, availability, and quality of human resources, the quality of supporting facilities to create a good investment climate.
