Abstract

Artikel ini menganalisis alasan orang-orang Ukraina cenderung mendukung negaranya untuk berintegrasi dengan Barat, terutama Uni Eropa dibandingkan dengan Rusia. Artikel ini menggunakan konsep konstruktivisme dari Ted Hopf yang terdiri dari dua komponen tentang pembentukan identitas yaitu identitas dapat dibentuk selama proses interaksi antara negara dan identitas  juga dapat dibentuk di komunitas domestik itu sendiri. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan eksplanatori dan menggunakan data sekunder. Artikel ini menemukan bahwa identitas yang terbentuk dalam masyarakat domestik Ukraina cenderung melihat nilai-nilai barat seperti perlindungan hak asasi manusia, toleransi budaya lain dan kebebasan beragama, kebebasan individu dan demokrasi, serta kesejahteraan masyarakat sebagai referensi positif sehingga mereka ingin mengadopsi nilai-nilai tersebut dan menjadi bagian dari masyarakat Barat. Selain itu, interaksi positif yang terjadi antara Ukraina dan Barat, khususnya Uni Eropa, yang dibuktikan dengan dukungan Eropa untuk status Ukraina sebagai negara merdeka memberikan pandangan positif mengenai negara-negara Barat bagi masyarakat Ukraina. Sebaliknya, interaksi permusuhan antara Ukraina dan Rusia yang cenderung bersifat intervensi menciptakan pandangan negatif tentang Rusia di sebagian besar masyarakat Ukraina.

Abstract

This study aims to analyze the realization of local government expenditure in Deli Serdang Regency. This type of research is descriptive qualitative with a literature study research method through literature studies related to the title. The results of the research are based on the analysis that the realization of overall government expenditure for 5 (five) years in Deli Serdang Regency has an average of 63.41%, meaning that the performance of the Deli Serdang Regency government is considered good. Where in 2018-2022 the Deli Serdang Regency government used less than 100% of the budgeted amount. However, in terms of the nominal amount of expenditure realization, the Deli Serdang Regency Government has increased, but this amount is still relatively small from the total budget that has been determined so that performance is still considered good and can utilize the expenditure budget not exceeding the budgeted amount.

Abstract

The branch of linguistics that studies the external structure of language is pragmatics. Speech acts are analyzed in the field of pragmatics, which is a branch of linguistics that studies language in terms of how language is used (speech). Speech acts are divided into 3 types, namely locution, illocution, and perlocution. This research will examine one of the components of speech acts, namely the illocutionary speech acts of assertive (representative) forms. Representative speech acts are included in the types of speech acts used to explain something, such as facts, statements, affirmations, descriptions, and conclusions. The purpose of this study is to analyze the representative speech acts used in the video "How to Learn Effectively" on the YouTube channel "Hujan Tanda Tanya." There are two types of approaches in this research, namely the descriptive qualitative methodological approach and the pragmatic approach. The methods used in this research are listening, note-taking, and pairing methods. Formal and informal presentation methods are used in this research. There are 7 videos, each of which lasts approximately 6 to 11 minutes, and 140 utterances are found that are included in the representative speech acts. The utterances are divided into 10 types, namely stating, showing, mentioning, informing, suggesting, explaining, giving examples, speculating, reporting, and asking theoretical questions. This research is expected to enrich the literature on pragmatic analysis in the context of digital media, especially related to representative speech acts in educational videos on platforms such as YouTube. In addition, this research is expected to describe and understand various types of speech, especially representative speech.
