Abstract

Abstract: In the present era of government began to implement the e-government program. Thelast few years the government has been utilizing technological advances in various activities,including the public service based on information technology gained recognition. RegionalPersonnel Agency (BKD) North Sulawesi Province. The agency is an agency that already usepersonnel information system to process data and information and decision-making for specificsituations such as a promotion, a raise, a shift or mutation, and other relevant rules. Data andinformation is confidential and prudence. The method used in this research is qualitative research.Then, for the data used consist of primary data and secondary data. With the technique ofcollecting data through observation, interviews, and documentation. Data obtained from varioussources and has analyzed, with several stages of data reduction, data presentation, andconclusion. Researchers infer from each corner of the data and information administration,employment applications, employee capability, equipment for the system, every administrativeprocedure. Researchers conclude that the management information system has been running welland answer the problem formulation management information system is a collection of elementsthat are interconnected with each other to form a single unit to integrate data, process and storeand distribute information. At the Regional Employment Board of North Sulawesi these elements isthe data and information of employees, employment applications, employee, equipment for thesystems, and procedures for the administration. These elements are intertwined to be able tomanage and deliver the results to the administration required.Keyword : System, Employee, SIMPEG, e-government.

Abstract

The purpose of this research is to know the performance of Regional Personnel Agency In Civil ApparatusRecruitment Process. This research uses qualitative approach method. which was proposed by Gibson thatis effectiveness, efficiency, accountability and justice. The research informant is the Head of BK Service (1Person): Secretary BKD (1 Person); Employee BKD (3 Persons) Applicants CPNS (5 Persons). Data wascollected using interview guidelines, while the analytical technique used was interactive model analysisfrom. Based on the results of data analysis, it is concluded that the effectiveness of the administration of theWaropen Regency administration, especially the Regional Personnel Agency of Waropen Regency, is seenfrom the indicators of effectiveness, efficiency, accountability and justice is not good. Based on the resultsof research can be recommended suggestions: 1. Waropen County Government, especially the RegionalPersonnel Agency Waropen Regency. Expected to further improve its performance; 2. It is necessary tomaintain and enhance the integrity and integrity of resources in the scope of the BKD, especially the attitudeand consistency of the responsibilities in order for each realization of the work program to be resolved asexpected; 3.The form of responsibility is further enhanced so that the bias gives the public trust andmaintains the authority of the government at the community level; 4. Abstract

Abstract : The smoothness of the administration and national development depends on the perfectionof the state apparatus , including officials at all levels of government, from the village / village level tothe central government / national. government apparatus as a tool for implementing governmentaffairs , development, premberdayaan and publik services, it is necessary for employees / personnelwho truly capable, efficient, high quality, and be aware of his responsibility as a servant of the stateand publik servant.This study used quantitative research approaches evaluatif.Adapun types of research methodsused in this study is a survey method. In survey research, information / data collected from respondentsusing a questionnaire. Generally limited in terms of understanding the survey sample survey in whichinformation is collected from the part of the population to represent the entire population.In this study were all village officials and community spread in 6 ( six ) villages in the districtsof West Tahuna. Tahuna Western District of statistical data, the year 2013 recorded the number ofcivil servants, including village officials that there dikecamatan Tahuna West ( 6 villages ) as many as152 people. Given the large population in the category of minimal, then the respondent sample ispulled by 50 %, thus becoming 76 village officials as respondents in this study spread over threevillages sampled, namely : Pananekeng Village, Village brassiere, Village New brassiere.Keywords : Evaluation , Policies , Empowerment , Government Apparatus

Abstract

ABSTRACT: Accountability can live and thrive in a transparent and democratic atmosphere and the freedom to express opinions. And then, the government should really be aware the government and the public service is something can not be separated from the public. The realization of the region 's financial accountability will be the initial basis for governance better and all financial accountability that comes from public funds going smoothly as public confidence in the government in the field of financial management.This research used descriptive research through in-depth interviews to 23 informants, the data collection techniques using of observation, interviews and documentation. The resultAccountability system is one of the crucial points of the implementation of the regional administration. Accountability system is a systematic and continuous process for assessing the success or failure of governance and development activities in accordance with the policies, programs, goals, and objectives that had set in realizing the vision of the district as government of Banggai Islands set out in Medium Term Development Plan (RPJMD).The Conclusion isLocal governments is very trying to account for funds from the public for development and welfare of the communities in district of Banggai islands..Keywords: Accountability, Local Financial Management

Abstract

This research aims to to know how to influence the motivation of work (external and Internal) in theOffice of Cooperative Peace Subdistrict Tikala then to know the motivations which are the most influential inthe labor productivity of the employees at the Office of Cooperative Peace Tikala Subdistrict. Given theimportance of motivation, then a form of management's attention on the issue of employee motivation inworking is to do business with the way giving motivation in employees in certain business through a series ofcooperative in accordance with the policy of the cooperative, so the motivation of employees in work will bemaintained. To motivate employees, cooperative leader should know the motives and motivations that aredesired by those employees increased productivity is essentially a process terminating an alloy of variousinterests.The methods used in this research is quantitative methods. With the technique of gathering researchlibrary and field research. In the study which became population is thriving, Cooperative Office employee atSub Tikala totalling 54 people. That becomes the variable X (Motivation) and becomes the variable Y(Motivational performance).From the results of the analysis, the results obtained that external motivation (working conditions, agood Boss, Financial and social Assurance) gives influence in the improved productivity performance of thecooperative. While the analysis obtained from internal motivation (a job that is fun, challenging Work, andinteresting work) exert influence in increasing productivity. External and internal motivation effectsimultaneously on performance of employees. This is proven by the regression coefficient of externalmotivation is greater than internal motivation. The influence of motivation in organization of higher employeeto productivity, so as to enhance cooperative targets set. Then recommend to the company in order tomaximize internal motivation. Because when the external and internal motivation is given with a balancedemployee then it is definitely on the rise. The company should pay more attention to external motivation oncommunication between the employee and the employer, when an employee feels comfortable with theautomatic communication of their work productivity increased. A leader should pay attention to the rights ofemployees who perform by giving rewards to motivate employees, satisfying the needs of individuals in theorganization. Employee motivation should be heeded by the leadership, so that the specified targets or in theexpected by the company can be accomplished according to demands of the company.Keys words: Motivation, increased work productivity

Abstract

In the effort to overcome poverty various ways have been done by the government throughSocial assistance programs and One of the programs is the Family Hope Program. The hope familyprogram is a social protection program through the provision of cash assistance to very poor familiesby fulfilling the required requirements related to efforts to improve the quality of human resources,namely education and health. As for the purpose of this research was to determine how theImplementation Of Hope Family Program In Pasan District Southeast Minahasa Regency. Theresearch method used in this study is qualitative research method. Informants in the study are peoplewho can provide information about the situation and condition of the research background. Thefocus of research is communication, resources, disposition and bureaucratic structure. Technique ofcollecting data through observation / direct observation kelokasi research, do interview, anddocumentation. The results showed that the implementation of hope family program in Pasan Districtof South Minahasa Regency has not been implemented well. The lack of socialization to theparticipants of the hope family program and resources in the mentoring process has not been welldone into the implementation of the family hope program appropriately.Keywords : Implementation, Program, Family Hopes

Abstract

ABSTRACT: According to Law No. 32 Year 2004 on Regional Government , the Village is acommunity unit which has a limit of jurisdiction , authority to control and take care of the interests ofthe local community based task origins local customs that are recognized or established within thenational administration system and located in the District / City .Participatory rural development in order to be able to walk and reach the target effectively . Asin katakana by Nugroho (2003 ) that planning is an activity of the development process of the highestpriority , because it determines the direction of planning and development strategies .In the government regulation No. 6 of 2014 on the village , mentioned that the villagegovernment planning Rural Development in accordance with the authority with reference to theplanning district / city . Abstract

Abstract:Controlling population growth rate is an attempt to suppress the human birth rate in order tocreate a society that is in harmony with the natural capacity. Especially for the city of Manado, Manado citypopulation growth each year has increased, with an average growth rate of 1.1%. To suppress the populationgrowth rate, Indonesia enacting Law No. 52 Year 2009 on Population Development and Family Development.Presence of Women Empowerment and Family Planning at national and local levels are expected to control thepopulation growth rate both nationally and locally.This study aims to determine how the policy Women Empowerment and Family Planning Manado incontrolling the rate of population growth in the city of Manado. The method used is a qualitative researchmethod with data collection techniques used is the study of documentation, interviews and observation.The results of this study indicate that the policy of Women Empowerment and Family Planning Manadoin controlling the population growth rate is the implementation of the Family Planning (KB). Policy supportingfactors, among others: the regulatory system, local regulations and rules mayor of Manado, the RegionalGovernment commitment to family planning and the Empowerment of Women designated by maketh revitalizefamily planning programs become part of the Development Plan 2011-2015; Commitment partners who are goodenough to support the policy of Family Planning and Women's Empowerment; Community participation inplanning programs and the Empowerment of Women in Manado City; and competence of employees adequateapparatus. The efforts undertaken include: Mobilizing and empowering the whole community in the programand the Empowerment of Women; Operasion strengthen human resources; Improving the survival and wellbeingof the family; Ensure the availability of contraceptives and service program for all participants; Improvedaccess to information and reproductive health services; Granting Extension and IEC to members of the PKK,public and Religion through the container meetings PKK village in Posyandu, as well as a group meetingactivities to raise family welfare (Generating), group activities of family resilience (BKB, BKR and BKL) by theextension staff planning in the field of the importance for families to the preservation of family planning;Conducting communication and interpersonal counseling (KIP-Counseling) to the EFA are not family planningthrough home visits by KB officers (PKB).Keywords: Population Growth Rate, Women's Empowerment, Family Planning.

Abstract

ABSTRACT : Bureaucracy has ethics that apply to the entire apparatus. Professionalism of publicserviceis a demand that must be realized int he bureaucracy. This study aimsto determine the effectofthe bureaucratic ethic of public service professionalism Malalayang Head Office of Manado City.This study usesquantitative methods. Research was carriedby 40 votes districts Malalayanggovernment apparatus. The data used areprimary data obtained through a questionnaire. The analysistechniq ueused to test the hypothesis is simple statistical regression analysis and simple correlation orkoreasi product moment. The result showed that the direction ofthe regression coefficients andcorrelation coefficientsof the variables bureaucratic ethicof public service professionalism is posifiveand significant atthe 0.01 level of significan ceorconfidence level of 99%.Based onthe results ofthat study concluded that the bureaucratic ethic positive and significantimpacton the professionalism ofthe public service in the sub-district office Malalayang.It is recommended that the understanding, appreciation and practice of ethical apparatusagainst bureaucracy needs to be improved through the development of ethics bureaucracy to theapparatus should be donemore intensively. Application of ethics bureaucracy by bureaucraticapparatus needs to be exemplary of the leaders or elite bureaucracy its elfso that it takesthecommitment of the elite bureaucracy to implement ethics bureaucracy properly.Keywords: ethics bureaucracy, professional services public

Abstract: In carrying out oversight functions, the Regional Representatives Council (DPRD) equippedwith special rights that can support the effectiveness of the work as one of the institutions of control in thearea. and most importantly that in determining whether or not accepted the draft budget proposed by theexecutive, the Regional Representatives Council (DPRD) had a very big right. Based on an evaluation ofthe State Audit Board (BPK) of the Republic of Indonesia through the representatives of North Sulawesi,assess the use of the Regional Budget (APBD) South Minahasa, from Fiscal Year 2009 to 2012 Budgetgets a "disclaimer, meaning that can not be assessed and checks in Budget 2014, to use the RegionalBudget (APBD) in 2013 there was an increase in ratings of disclaimer to the unnatural. This is due toRevenue and Expenditure Budget (APBD) South Minahasa District by each regional work units (SKPD)does not fit the designation and use of Revenue and Expenditure Budget (APBD) and assets much abusedby the head of the regional work units (SKPD) and subordinates. This study aims: "To analyze the effectof supervisory functions Regional Representatives Council (DPRD) to use the Regional Budget (APBD)South Minahasa District". The method of analysis in this research is quantitative descriptive analysismethod. Results of this research is that the supervision of Parliament is one of the determinant factorsincrease the effectiveness of the use of the budget, particularly in the South Minahasa District. In linewith the Strategic Plan (Restra) South Minahasa District Government which sets one of the priorityprogram is the use of the regional budget (APBD) is done effectively, efficiently and economically orientedpublic interest. Thus, efforts to increase the effectiveness of the use of local budgets is through an increasein the budget managers profesionalism apparatus itself by trying to implement i-budgeting.Keywords: Effect, Function Control, Parliament, Budget
