Abstract

Education is one of the most fundamental of human capital. The right to education is written in UUD 1945 and policy of compulsory education has already been implemented, yet the mean years of schooling in Indonesia is still low. It is assumed that there is education inequality. Method of analysis used in this research is panel data regression model FEM with FGLS–SUR. The research finds that education inequality in Indonesia is classified as low inequality in the past 5 years and is effected significantly by gender equality, government budget, unemployment rate, and Gini ratio.

Abstract

Indonesia has been still experiencing regional economic disparity problems, including in labour productivity. This study employs dynamic panel approach to analyze convergence and to identify determinants of regional labour productivity during the period of 1987-2011. The System Generalized Method of Moments (Sys-GMM) estimation results show that regional convergence process occurs with speed of convergence of 0.06518 per year. Physical capital stock, human capital stock, total trade, and real wage give positive impacts. Therefore, government should prioritize in overcoming labour productivity disparity in Eastern Indonesia in which are more unequal than in Western Indonesia where interventions should be greater for provinces with lower labour productivity.

Abstract

Economic development is closely related to environmental degradation. Indonesia's Environmental Performance Index score is only 28.2, which ranks at the bottom compared to ASEAN-6 countries. Indonesia's Environmental Quality Index (EQI) tends to fluctuate. In fact, the Water Quality Index (WQI) and Land Cover Quality Index (LQI) are less than 70, which means they are in the moderate category and tend to stagnate. Therefore, this study aims to determine the general description of environmental quality as approximated by the EQI and the factors that are thought to influence it and analyze what factors affect EQI in Indonesian provinces in 2017-2021. Panel data regression analysis was applied in this study. The result of this study is that GRDP per capita and GRDP of processing industry have a significant negative effect, while GRDP per capita quadratic, urban population, ICT, and financial development have a significant positive effect on the EQI in Indonesia.

Abstract

 The wage gap between genders is still a serious problem faced by all countries in the world, including Indonesia. To overcome the gender gap, the government is still pursuing various programs to achieve the 5th SDG’s goal, namely gender equality. It was recorded that in 2020, according to BPS, 12 of the 17 provinces included in Eastern Indonesia (KTI) had a gender development index (IPG) that was below the national IPG. Therefore, this study will analyze the gender wage gap in KTI before and during the Covid-19 pandemic by analyzing Sakernas August 2019– 2021 data using the blinder-Oaxaca decomposition method. The blinder-Oaxaca decomposition results show that female workers received 36.86 percent lower wages before the pandemic than men. During the pandemic in 2020, there was a decrease in the wage gap by 5.34 percent compared to 2019 to 31.52 percent and stagnant in 2021 with a wage gap of 31.21 percent. The factor explained can only explain 7–13 percent of the total gender wage gap in KTI. The remaining 86–92 percent of the wage gap in KTI is caused by discrimination (unexplained factors). Therefore, Commission IX needs to improve law enforcement related to gender equality in the field of employment. Not only punishing the perpetrators of acts of discrimination but also guaranteeing employment to workers who experience discrimination. Socialization must also be given so that workers understand the existence of laws that guarantee employment for workers who experience discrimination so that awareness of the right to gender equality in work increases, especially for female workers AbstrakKesenjangan upah antargender sampai saat ini masih menjadi masalah serius yang harus dihadapi seluruh negara di dunia, tidak terkecuali Indonesia. Untuk mengatasi kesenjangan antargender tersebut pemerintah masih terus mengupayakan berbagai program demi tercapainya tujuan Sustainable Development Goals yang ke5, yaitu kesetaraan gender. Tercatat pada tahun 2020 menurut BPS terdapat 12 dari 17 provinsi di Kawasan Timur Indonesia (KTI) memiliki indeks pembangunan gender (IPG) berada di bawah IPG nasional. Oleh karena itu, penelitian ini fokus menganalisis kesenjangan upah antargender di Kawasan Timur Indonesia sebelum dan saat pandemi Covid-19 dengan menggunakan metode dekomposisi Blinder-Oaxaca terhadap data Survei Angkatan Kerja Nasional (Sakernas) Agustus 2019–2021. Hasil dekomposisi Blinder-Oaxaca menunjukkan bahwa sebelum pandemi Covid-19 tahun 2019, pekerja perempuan menerima upah 36,86 persen lebih rendah dibandingkan laki-laki. Saat pandemi Covid-19 tahun 2020, terjadi penurunan kesenjangan upah sebesar 5,34 persen dibandingkan tahun 2019 menjadi 31,52 persen dan stagnan pada tahun 2021 dengan kesenjangan upah sebesar 31,21 persen. Faktor explained hanya mampu menjelaskan sebesar 7–13 persen dari total kesenjangan upah antargender yang ada di Kawasan Timur Indonesia. Sisanya sekitar 86–92 persen kesenjangan upah di Kawasan Timur Indonesia disebabkan oleh diskriminasi (unexplained factors). Oleh karena itu, Komisi IX perlu meningkatkan pengawasan penegakan hukum yang berkaitan dengan kesetaraan gender di bidang ketenagakerjaan. Sosialisasi juga harus diberikan agar para pekerja paham akan adanya hukum yang menjamin pekerjaan kepada para pekerja yang mengalami diskriminasi sehingga kesadaran atas hak kesetaraan gender dalam pekerjaan meningkat terutama bagi para pekerja perempuan.

Abstract

Health is an indicator used to measure human capital, affecting economic productivity in a region. The importance of health indicators makes health development necessary. Public Health Development Index (PHDI) is a composite index used to measure the success of public health development. The low levels of health and differences in health development between western Indonesia (KBI) and eastern Indonesia (KTI) are the reasons for this research. Therefore, one of the objectives of this study is to identify the variables that influence health development in Indonesia. The analytical method used is binary logistic regression. Based on the results of the analysis, it was found that the variables that influenced the PHDI in Indonesia in 2018 were the unemployment rate, human development, health expenditure, and internet access. In addition, it was also found that there are differences in health development in KBI and KTI which states that districts/cities located in KBI have a greater tendency to have PHDI that is more than or equal to the national PHDI than districts/cities in KTI. Improving health development can be done by optimizing job training to create productive labor with a decent income, optimizing the Program Indonesia Pintar, optimizing the realization of health expenditure, accelerating the distribution of internet infrastructure development, and increasing public literacy. Abstrak: Kesehatan merupakan indikator yang digunakan dalam pengukuran modal manusia yang berpengaruh pada produktivitas ekonomi di suatu wilayah. Pentingnya indikator kesehatan membuat pembangunan kesehatan perlu dilakukan. Indeks Pembangunan Kesehatan Masyarakat (IPKM) merupakan sebuah indeks komposit yang digunakan untuk mengukur keberhasilan pembangunan kesehatan masyarakat. Tingkat kesehatan yang masih rendah serta adanya perbedaan pembangunan kesehatan di Kawasan Barat Indonesia (KBI) dan Kawasan Timur Indonesia (KTI) menjadi alasan penelitian ini dilakukan. Oleh karena itu, salah satu tujuan dari penelitian ini adalah mengidentifikasi variabel-variabel yang berpengaruh terhadap pembangunan kesehatan di Indonesia. Metode analisis yang digunakan dalam penelitian ini adalah regresi logistik biner. Hasil analisis menunjukkan bahwa variabel yang berpengaruh pada IPKM di Indonesia tahun 2018 adalah tingkat pengangguran, pembangunan manusia, pengeluaran pemerintah pada bidang kesehatan, serta akses internet. Selain itu, ditemukan pula bahwa memang terdapat perbedaan pembangunan kesehatan di KBI dan KTI yang menyatakan bahwa kabupaten/kota yang berada di KBI memiliki kecenderungan yang lebih besar untuk memiliki IPKM yang lebih dari atau sama dengan IPKM nasional dibandingkan kabupaten/kota yang berada di KTI. Peningkatan pembangunan kesehatan dapat dilakukan dengan mengoptimalkan pelatihan kerja untuk menghasilkan tenaga kerja yang produktif dengan pendapatan yang memadai, mengoptimalkan Program Indonesia Pintar, mengoptimalkan realisasi anggaran kesehatan, serta mempercepat pemerataan pembangunan infrastruktur internet, dan meningkatkan literasi masyarakat.

Abstract

Poverty is a problem that continues to confront various countries in the world, with no exception in Indonesia. Poverty reduction is the main focus of the Sustainable Development Goals (SDGs) and the 2020-2024 National Medium-Term Development Plan (RPJMN), with the main focus not only on the poverty of the national population but also the children who live in it. It is known that 47.39 percent, or almost half, of poor children in Indonesia are dominated by Java Island. Therefore, to be able to realize this target, it is necessary to have data availability in small areas, especially areas with a high percentage of poor children on Java Island. This study aims to estimate the percentage of children aged 0-17 years living below the poverty line at the city district level using the Small Area Estimation Hierarchical Bayes (SAE HB) method. Based on the results, estimation using the SAE HB method is able to produce a better Relative Standard Error (RSE) than direct estimation results.

Abstract

Economic development encompasses all efforts to enhance the economy of a country, thereby improving the welfare of its society. Economic growth can occur through increased productivity in generating the output. During 2011-2023, Sulawesi Island experienced the highest increase in labor productivity compared to other islands. However, West Sulawesi Province faced an issue where its labor productivity ranked 30th out of 34 provinces in 2023. This condition has implications for the low-income and welfare levels of its society. This study aims to analyze the general overview of labor productivity and analyze the factors affecting labor productivity in West Sulawesi from 2011-2023 using panel data regression. The study results show that labor productivity has gradually increased since 2011 but has started to slow down since 2020. The panel data regression analysis indicates that gross fixed capital formation, investment credit, the proportion of high school and above workforce, and health expenditure positively affect labor productivity.
