Abstract

The second (2nd) and third (3rd) segment of Ciliwung middle-stream watershed land use have changed drastically over the past two decades. This paper analyses the land use change from 1989-2012 and its impact on decreasing carbon stock or increasing CO2eq emission, as well as to establish projected Reference Level (RL) to 2020. Best RL projection was used to establish the Low Carbon Development Strategy (LCDS) in both segments. The land use changing from 1989-2012 indicated a reduction of green space area by 2,575.57 ha whereas the non-green space area increased by 2,575.57 ha. These changes decreases the carbon stock by 26,900 ton C and released CO2eq emission by about 98,723 ton CO2eq. Population growth, demand on land and land constraints were found to be the driving factors of land use changes in this area. Reference Level 2020 was established based on business as usual (BAU) and forward looking (FL) scenarios. The projection showed that FL was the best scenario which estimated carbon storage at 217,610 ton C in 2020. Low carbon development strategy directed to the area of green space added up to 20% carbon storage through the implementation of the strategy based on green space and non-green space which covered the areas from protection, supervision, extension or awareness and law enforcement.

Abstract

The purpose of this research paper is to analyze the implementation of corporate governance at the Regional Development Banks, or locally known as Bank Pembangunan Daerah, in Indonesia. The focus of this study is on the role and the position of the governing body or board as well as the relations between governance in micro context and macro condition in the framework of institutional theory. The kind of paradigm that is used in this research paper is the post-positivist paradigm by using mixed methods. To analyze the implementation of corporate governance, this research paper is using several key actors: BOD's Size, Board of Commissioners Size, Board of Independent Commissioners Size, Audit Committee's Size, Block-holder Ownership, Risk Monitoring Committee, and Nomination and Remuneration Committee. The results of this research paper indicate that Bank Pembangunan Daerah merely fulfill the requirements of important tools in the implementation of corporate governance. In the end, this will influence the manageability of risk management and compliance process. This condition has positioned the importance of the existence of board in the form of both board of commissioners and board of directors in the management and the achievements of the performance of Bank Pembangunan Daerah (BPDs). In the perspective of corporate governance theorizing that is related to the institutional approach, board can be the balancing power in the context of the diversity of agents that display the relationship patterns not only in the micro-level that involve principal, management, and employees, but also in the macro condition such as legal system in the forms of regulations, social and cultural system, and political system in the form of relations between companies and both legislative and executive institutions. This is related to the strong influence of bureaucracy and political institutions that demonstrate the emergence of conflicting objectives and political interference in the management of Bank Pembangunan Daerah. This condition emerges as the consequences of the existence of Bank Pembangunan Daerah as regional-owned enterprises (BUMDs) that has dual functions, namely as a business enterprise that focuses on making profits as well as an agent of regional development and providing services to the public.

Abstract

The Ciamis Regency Government, through the Office of Public Housing, Settlement Areas, and the Environment (DPRKPLH), has conducted the Selingkuh Mas Maggot program (Save the Community Environment, Manage Waste and Bank Maggot) as a social innovation in waste management. This study aims to analyze how the Ciamis District DPRKPLH and the community manage waste from the social innovation perspective. The method used in this study is qualitative, with in-depth interviews and literature studies. Data analysis was conducted through data coding, an open network, and a conclusion by using ATLAS.Ti software. The results of this study are that social innovation in Community-Based Waste Management in Ciamis Regency at least covers aspects of (1) drivers as a driving factor for the emergence of social innovation initiatives; (2) enablers, namely resources that support social innovation; (3) processes, where innovation and collaboration are key in implementation; and (4) outcomes, social innovation provides social, economic, and environmental benefits for the community.

Abstract

This study aims to investigate the governance of subsidized liquid petroleum gas (LPG) distribution on a global scale by conducting a systematic review of the existing literature. It is meant to find the major determinants of effective LPG subsidy programs and bring out difficulties and prospects that face equitable accessibility to clean cooking fuel. The researchers carried out a systematic literature review, according to the PRISMA guidelines, to collect and assess empirical studies regarding LPG subsidy programs. It consist of 58 publications that were released from 2009 to 2024 and were chosen for their importance in collaborative governance. Starting conditions and institutional design were found to be essential for the success of LPG subsidy programs. The conclusion is that power imbalances and trust problems among stakeholders must be addressed to foster the collaboration effectiveness. Leadership also plays a key role in navigating the complex stakeholder dynamics and ensuring the sustainability of these programs. This study provide a better understanding of the factors that improve or hinder the effectiveness of LPG subsidy programs. This study also provides valuable guidance to policymakers and stakeholders involved in energy subsidies by synthesizing global findings.

Abstract

This study presents a systematic literature review (SLR) of 35 global and Indonesia-based scholarly articles to investigate how Destination Brand Experience (DBE) influences tourist satisfaction and loyalty, particularly within the domain of cultural tourism. The review adopts a hybrid SLR and interpretive synthesis approach to evaluate the impact of four DBE dimensions—sensory, affective, behavioral, and intellectual—on visitor experience outcomes. Drawing on the Expectancy-Disconfirmation Theory, the review highlights satisfaction as a key mediating factor between DBE and tourists’ revisit and recommendation intentions. Findings show that while DBE is widely recognized as a multidimensional construct in tourism literature, empirical research remains concentrated in Western, festival, or nature-based settings. The case of Taman Mini Indonesia Indah (TMII) is examined to contextualize these findings in a revitalized cultural theme park in the Global South. This review proposes a conceptual framework for future empirical testing and suggests strategic directions for enhancing experience-based destination branding in culturally diverse and emerging tourism economies.

Abstract

This study aims to analyze PT Unilever Indonesia's social responsibility (CSR) strategy. The sample from this study is Pepsodent through the National Dental Activity Month (BKGN) activity. The method used in this study is a literature study by analyzing previous journal articles and company reports. The results of the analysis show that Pepsodent's CSR program through National Dental Health Month can create shared value for society and businesses by improving stakeholder relationships, promoting long-term benefits for businesses, and improving business reputation. This program can also increase public awareness about dental and oral health, as well as help restore dental and oral care habits. However, the expansion of the scope of this program area still needs to be done to other cities and remote areas in Indonesia so that it can increase the effectiveness of this CSR program in creating shared value for the community and businesses.

Abstract

Knowledge sharing is an important element in human resource development in the contemporary era. Sebasa Polri, as a language education institution for police officers, requires a knowledge sharing strategy to improve coordination of student recruitment, competence of teaching staff, and optimization of student placement after education. This study aims to analyze the implementation of knowledge sharing with the SECI model at Sebasa Polri. The research method uses a literature study with secondary data sources from academic journals, publications, and other relevant sources. The results show that the implementation of the SECI model can increase the effectiveness of coordination and knowledge sharing, but its implementation has challenges in terms of coordination, collaboration in improving learning, and post-education evaluation systems. The implications of this research focus on the need for a structured strategy within Sebasa Polri to support the implementation of more integrated and adaptive knowledge sharing.

Abstract

Perubahan teknologi disruptif dan kompleksitas regulasi global telah membentuk ulang lanskap persaingan dalam sektor Testing, Inspection, and Certification (TIC).  Penelitian ini bertujuan untuk merancang routing daya saing berdasarkan Porter’s Five Forces dan Dynamic Capabilities. Metode yang digunakan adalah pendekatan campuran: analisis deskriptif (SPSS), Interpretive Structural Modeling (ISM), dan Analytic Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa tekanan eksternal seperti intensitas persaingan dan substitusi mendominasi struktur industri (Porter), sementara pada sisi internal, inovasi, digitalisasi, kolaborasi, dan keterikatan pelanggan menjadi kunci keunggulan dinamis (Dynamic Capabilities). Routing daya saing Porter menekankan efisiensi, reputasi teknis, dan kemitraan strategis, sedangkan routing berbasis Dynamic Capabilities menekankan sensing, seizing, dan reconfiguring berbasis reputasi dan kapabilitas inti. Temuan ini menunjukkan bahwa pendekatan Porter bersifat diagnostik, sedangkan pendekatan Resource-Based View (RBV) lebih relevan dalam menjelaskan strategi bersaing berkelanjutan Perusahaan TIC Indonesia berbasis core competencies dan strategic alliances.

Abstract

This research examines the adoption of Indonesia’s Personal Data Protection (PDP) Bill using the Multiple Streams Framework (MSF), with particular attention to how the 2022 Bjorka data breach catalyzed the convergence of the problem, policy, and political streams. Although this incident created a policy window, the subsequent stream coupling was largely reactive and premature, shaped more by symbolic political urgency than by institutional or policy readiness. The analysis demonstrates that the bill’s enactment proceeded without adequate groundwork for implementation, as evidenced by delayed regulatory development and unresolved issues concerning the establishment of an independent data protection authority. The study contributes to understanding digital governance reform in transitional political contexts, highlighting the pitfalls of crisis-driven convergence and symbolic legislative adoption. It underscores the critical need for institutional coherence, context-sensitive policy adaptation, and forward-looking governance in achieving substantive and sustainable digital policy outcomes.
