Abstract

Industrial activity is known as one of the major contributors of greenhouse gas emissions (GHG). Sources of GHG emissions from the industrial sector include energy inputinput, the inputinput of non-energy, industrial processes and industrial waste. Thus, the industrial sector, listed as one of the important sectors in the National Action Plan (NAP) Reduction of GHG emissions. Implementation of mitigation actions in the industrial sector clearly requires appropriate regulatory framework. The right combination of policy and fiscal instruments needed to encourage industry players become actively involved in the national effort to reduce GHG emissions in Indonesia. The problem, the need for coordination regulations related efforts to reduce GHG emissions in the industrial sector of each Ministry / Institutions (K / L) are associated in particular Ministry of Finance Regulation (PMK and the Regulation of the Minister of Industry (Permenindustri). For that study was conducted using the framework regulatory analysis for the creation of regulatory coordination between the PMK and Permenindustri. Through the codification mechanism, expectedd to increase the effectiveness of fiscal policy to reduce GHG emissions in the industrial sector.

Abstract

Along with the issue of the increasing prosperity in many parts of the world, including Indonesia, the globaldevelopment agenda has been shift ed from proverty issues to sustainable development goals (SustainableDevelopment Goal’s or SDG’s) issues. Consecutively, to support this target achievement, the role of thebudget becomes very signifi cant, including the Transfer to the Region mechanism. Based on the analysis,the mechanism of the General Allocation Fund (DAU) has the potential to become a source of funding forenvironmental and ecological forestry. Ecological fi scal transfer mechanism can be manifested through theaddition of DAU allocation for the benefi t of environmental conservation and forestry. It also can be embodiedthrough the addition of environmental indicators and forestry in existing formulations of DAU.

Abstract

AbstractReligious harmony is an important prerequisite for Indonesian nation to implement national development. The model of religious harmony can be found in traditional  wisdom which take the form of norms or practical traditions. This study aims to reveal the indigenous wisdom of Tengger community in the village Ngadas of Malang district in building religious harmony. The research used case study approach. The research reveals that the Tengger community in the village Ngadas was multi-religious people: Buddhist, Muslims, and Hindus. They all are able to maintain harmony and religious harmonythrough various traditions and customary norms of Tengger. Religious harmony is reflected in the tradition of gentenan (a tradition of helping each other) sayan (invitation to attend a certain celebration), Genten cecelukan or gentenan nedha (inviting each other to have dinner), nglayat or nyelawat (helping neighbors who expressed difficulties) andso on. The tradition is constructed by local knowledge that people need each others. That  is why they should help other people. The tradition implies harmony folk wisdom to help each other because they recognize the need for the support of others themselves.Keywords: local wisdom, Tengger community, harmony AbstrakKerukunan beragama menjadi prasyarat penting bagi Bangsa Indonesia untuk melakukan pembangunan. Model kerukunan beragama dapat ditemui pada kearifan lokal masyarakat dalam berbagai bentuk tradisi dan norma sosial. Penelitian inibertujuan untuk mengungkapkan kearifan lokal Komunitas Tengger di Desa Ngadas Kabupaten Malang dalam membangun kerukunan beragama. Penelitian yang dilakukan dengan pendekatan studi kasus ini mengungkapkan komunitas Tengger di Desa Ngadasyang multi-agama yaitu Buddha, Islam, dan Hindu mampu memelihara kerukunan dan keharmonisan beragama melalui berbagai tradisi dan norma adat Tengger. Kerukunan beragama ini tercermin dalam tradisi gentenan (saling bergantian) untuk membantu hajatan sesama warga, sayan (undangan hajatan), genten cecelukan atau gentenannedha (bergantian mengundang makan), nglayat atau salawatan (membantu tetangga yang kena musibah). Tradisi tersebut terbentuk dari pengetahuan lokal mereka bahwa setiap orang membutuhkan bantuan orang lain oleh karena itu mereka pun harusbersedia membantu orang lain.Kata kunci: kearifan lokal, Tengger, kerukunan

Abstract

AbstrakAgama Islam dianut oleh sebagian besar penduduk Kalimantan Tengah yang terdiri dari berbagai etnis seperti Dayak, Banjar, Jawa, Madura, dan lainnya. Penelitian ini mengkaji dinamika hubungan intern umat Islam dalam konteks relasi etnisitas dan agama di Kalimantan Tengah. Permasalahannya adalah bagaimana dinamika hubungan inten umat Islam, faktor pendukung kerukunan, dan strategi adaptasi membangun harmoni di Kalimanta Tengah. Penelitian ini dilaksanakan dengan pendekatan kualitatif dimana pengumpulan data dilakukan melalui wawancara, observasi, Focus Group Discussion (FGD), dan telaah dokumen. Hubungan intern umat Islam di Kalimantan Tengah diwarnai dengan tanggapan terhadap konflik etnistahun 2001 antara Etnis Dayak dan Madura. Faktor yang mendukung kerukunan yang tercapai saat ini antara lain adanya daya tawar budaya, simbiosisme ekonomi, peran tokoh masyarakat, dan peran pemerintah. Adapun strategi adaptasi yang dilakukan untuk memelihara harmoni dilakukan secara kultural dengan revitalisasidan akulturasi budaya dan nilai-nilai lokal, serta secara struktural dengan politik uniformitas baik yang dilakukan oleh pranata Adat Dayak maupun pemerintah Kalimantan Tengah.Kata kunci: Kerukunan, Budaya Dominan, Politik Uniformitas, Strategi Adaptasi AbstractIslam is professed by the majority of people in Central Kalimantan who consists of various ethnic groups such as the Dayak, Banjar, Javanese, Madurese, and others. This study discusses about the dynamics of internal relationship among Muslim in the context of the relationship of ethnicity and religion in Central Kalimantan. The problems are how the dynamics of the internal relationship amongst Muslims in CentralKalimantan and what factors are supporting to the reconciliation and adaptation strategies to build harmony amongst them. This research was carried out with the qualitative approach in which data were collected through interviews, observation, Focus Group Discussions (FGD), and document review. The results of the study showthat the internal relations among Muslims in Central Kalimantan was coloured by the responses to the ethnic conflict in 2001 between Dayaknese and Madurese. The study can also reveal that the factors which support to the achieved-harmony today are include the bargaining power of the culture, economic simbiosism, the roles of both community leaders and the local goventment. The adaptation strategies carried out to maintain the harmony were conducted in two ways: culturally (revitalizing and acculturating cultures and local values) and structurally (political uniformity which is performed not only by the social institution of Dayaknese but also by the localgovernment of Central Kalimantan).Keywords: Harmony, Dominant Culture, Politics Uniformity, Adaptation Strategies

Abstract

People of Confucianism as subunsur in the wider community also havea social structure and social stratifcation that support the developmentand sustainability of Confucius’s own people. Research on the structureand social stratifcation is taking Confucian people in Tuban district of EastJava as target people with the method of observation and interviews witha qualitative approach. Abstract

Religious life of Confucianist can not be separated from the role of Churchman.Churchman  of Confucius held some development of religious life consistingof religiosity, ritual and social aspect. This is a qualitative research describing religious development held by Churchman of Confucius in Tuban  East Java. In the aspect of religiosity, Churchmen focuses their program on faith building and  religious value building. Churchman become a leader, andthey responsible on religious ceremony whether  in the public worship or on the ceremony of life circle, for instance, marriage and death ceremony. On the   social aspect, churchman educate their followers about moral value and socialvalue.

Abstract

Umat Islam di wilayah yang muslim merupakan kelompok minoritas memiliki persoalan keagamaan yang berbeda dengan persoalan di wilayah mayoritas. Hal ini juga berimplikasi pada pelayanan keagamaan yang dilakukan oleh  pemerintah melalui KUA. Penelitian yang dilakukan dengan  pendekatan kualitatif ini mengungkapkan persoalan keagamaan yang dihadapi oleh umat Islam di Kabupaten Belu Nusa Tenggara Timur (NTT) dan pelayanan KUA terhadap persoalan keagamaan yang ada, di antaranya pembinaan keagamaan, konsumsi daging halal, dan  kerukunan umat beragama.   KUA di Kabupaten Belu  melakukan pelayanan baik dalam pencatatan nikah, wakaf dan haji, juga berupaya membantu umat Islam menyelesaikan persoalan keagamaan yang dihadapi meskipun terdapat berbagai  kendala baik internal maupun eksternal.

Abstract

Marriage becames a milestone for man to build a family life as husband and wife. To construct an idealized family, the Law number 1 in 1974 set a minimum age limit19 years for becoming husband and 16 years for becoming wife. But in practice there are many people who get married under the age limit. This qualitative study revealed the phenomenon of underage married in Cempaka community Banjarbaru District of South Kalimantan.Some factors that drive them to get married are determinist on religious understanding, the abundance of the natural wealth, lack of awareness of education, tolerance of deviation rules, development of social media technology, and the familiarity of the pattern of Cempaka. Motives that drive parents to marry their children off under the age of, among others, is to maintain that children do deviate their association from religious teaching, to hide their shame if their daughter was already pregnant before marriage, and economic motives to help to enlighten the burden on families.

Abstract

Upaya mewujudkan aparatur sipil negara (ASN) sebagai bagian dari reformasi birokrasi, memerlukan penetapan ASN sebagai profesi yang mengelola dan mengembangkan dirinya serta mempertanggungjawabkan kinerjanya dalam prinsip merit manajemen. Karenanya, pola manajemen ASN justru diharapkan lebih diwarnai oleh aspek profesional dari sisi jabatan fungsional dibandingkan aparatur yang bersifat struktural. Permasalahannya, masih banyak kultur budaya yang terasa menghambat. Untuk itulah penelitian ini dilakukan untuk melihat dampak sinergi antar jabatan fungsional bagi tata laksana dalam organisasi dengan menggunakan metode analisis kesesuaian regulasi dan lokus yang dipilih adalah Badan Kebijakan Fiskal (BKF). Penelitian ini menggunakan pendekatan kualitatif menggunakan metode analisis data regulasi. Berdasarkan analisis terhadap PMK No 234/ PMK. 01/2015, dihampir seluruh tugas pokok dan fungsi unit BKF mengemban misi analisis dan rekomendasi kebijakan sekaligus sebagai unit penelitian dan pengembangan di lingkup Kementerian Keuangan. Namun, masih ada beberapa overlapping antara jabatan fungsional dan struktural. Untuk beberapa unit kerja terpilih, seharusnya sudah dapat diwujudkan pembentukan unit jabatan fungsional bukan lagi struktural misalnya di PKPN, PKAPBN dan PKEM. Sementara di unit PKPPIM dan PKSK, masih diperlukan pembagian proporsi antara bidang fungsional dan struktural. Khusus di PKRB, berdasarkan tugas, keseluruhan eselon III dan IV masih tetap dipertahankan menjadi pejabat struktural. Kata kunci: Birokrasi, ASN, Profesional, Struktural, Jabatan Fungsional

Abstract

Berdasarkan UU ASN, yang dimaksud dengan pegawai ASN adalah PNS dan PPPK. Manajemen PPPK sendiri memiliki konsekuensi pendanaan baik dari APBN maupun APBD. Untuk itu perlu dipertimbangkan kondisi keseimbangan fiskal dan alokasi belanja pegawai. Dengan menggunakan pendekatan statistik deskriptif, alokasi belanja pegawai dalam APBN ternyata belum menjadi hal yang merisaukan. Namun, dengan kebijakan reformasi subsidi, alokasi belanja pegawai justru berpotensi menimbulkan tekanan anggaran yang baru terhadap APBN. Sementara itu, dari hasil analisis di level APBD provinsi, beberapa daerah yang memiliki rasio belanja pegawai besar terhadap total belanja APBD diantaranya Provinsi Bengkulu, Provinsi DKI Jakarta, Provinsi DIY, Provinsi NTT dan Provinsi Maluku Utara. Dari keseluruhan daerah tersebut, hampir sebagian besar memiliki kapasitas fiskal relatif rendah. Kondisi ini juga patut diwaspadai terlebih jika dilihat data di level kabupaten/kota di provinsi tersebut, rata-rata hampir semuanya di level kapasitas fiskal rendah. Ke depannya, sekiranya Pemerintah Pusat wajib memberikan arahan dan petunjuk terkait kebijakan pengelolaan PNS dan PPPK ini dalam kerangka UU ASN.
