Abstract

Industri konstruksi menghadapi tantangan dalam mengelola beberapa proyek secara bersamaan atau Concurrent Project Management (CPM), terutama bagi kontraktor kecil-menengah yang memiliki keterbatasan dalam sumber daya. Pengelolaan tenaga ahli, keuangan, peralatan, dan material menjadi faktor krusial dalam menentukan keberhasilan proyek multi. Penelitian ini bertujuan untuk menganalisis strategi kontraktor dalam CPM untuk memastikan efisiensi dan efektivitas dalam pelaksanaan proyek. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan wawancara semi-terstruktur terhadap dua kontraktor kecil-menengah, CV.Malaya Cipta Nusa dan CV.Putyra Swarna Dwipa, yang mengelola lima proyek konstruksi secara bersamaan di Kabupaten Batang Hari. Data yang diperoleh dianalisis secara tematik untuk mengidentifikasi strategi yang diterapkan dalam pengelolaan sumber daya. Hasil penelitian menunjukkan bahwa strategi utama dalam CPM meliputi rotasi tenaga kerja antar proyek untuk mengoptimalkan produktivitas, fleksibilitas dalam alokasi dana guna menjaga kelancaran arus kas, penyewaan peralatan berat sebagai langkah efisiensi biaya, serta pemanfaatan sisa material antar proyek untuk mengurangi pemborosan. Meskipun strategi ini efektif, tantangan tetap ada, seperti keterbatasan tenaga ahli, risiko keuangan akibat penggunaan dana lintas proyek, serta perlunya pengawasan ketat terhadap peralatan dan material. Oleh karena itu, implementasi sistem manajemen berbasis teknologi dan pengawasan yang lebih ketat direkomendasikan untuk meningkatkan efisiensi dan efektivitas pelaksanaan proyek multi konstruksi bagi kontraktor.

Abstract

Indonesia remains one of the countries with the highest rates of construction accidents, with the main issues related to safety in construction projects, particularly during the design phase. Therefore, the role of design consultants is crucial in assessing safety risks throughout the design process, in accordance with the Guidelines of the Minister of Public Works Regulation No. 10 of 2021 on the Construction Safety Management System (CSMS). The research objective is to evaluate the understanding and challenges of Safety in Design (SID) practices in bridge planning projects. The study was validated using data triangulation techniques and analyzed using mixed methods. The results of the study indicate that the percentage of SMKK implementation in the Work Framework Document (KAK) for bridge project planning is 60% and 62% (good implementation), based on interviews with planning consultants, who reported an average SMKK implementation rate of 39,22% (poor implementation). Meanwhile, the questionnaire results on SMKK implementation have a percentage of 50,50% (poor implementation). The conclusion indicates that the level of understanding and practice of Safety in Design (SID) based on Ministerial Regulation No. 10 of 2021 on the Construction Safety Management System (SMKK) in bridge project planning in Indonesia has not been effectively implemented, as there are several barriers to applying the RK-SMKK in design.

Abstract

In order to promote efficiency and transparency in the government procurement of goods and services, the use of e-catalogues has been implemented to accelerate information. This study aims to identify the factors contributing to the shortcomings of e-catalog use in construction projects. For this study, interviews were conducted with Pejabat Pembuat Komitmen (PPK)  from construction projects in the Bidang Cipta Karya Dinas Bina Marga Cipta karya dan Tata Ruang Provinsi Sumatera Barat regarding e-catalog version 5. Data analysis was performed using thematic analysis. The results indicate that the e-catalog system is deemed unsuitable for construction projects. Some shortcomings of the e-catalog compared to the tender system in construction projects include the following: 1) insufficient socialization by the government to both service users and providers; 2) regulations that are still biased regarding guidelines for selecting providers and standardizing construction products; 3) limited and incomplete products that are not always available; and 4) ineffective price negotiations, which should only be used for imbalanced prices. High PPK workload due to direct provider selection by the PPK without going through the Pokja. The system is not yet integrated according to needs. Examples include the SIKaP database not being updated and the manual calculation system for selecting service providers, which can lead to typing errors by providers and service users. Therefore, applying procurement principles for goods and services through the e-catalog to construction projects is far from efficient or effective.

Abstract

Kenaikan BBM ini berdampak secara langsung maupun tak langsung terhadap biaya konstruksi. Dampak dari kenaikan BBM itu sendiri akan berdampak langsung kepada penggunaan alat berat dalam pengerjaan proyek konstruksi, dengan menganalisa harga satuan pekerjaan yang menggunakan alat berat berdasaran analisa biaya produktivitas alat berat per jam (sewa alat berat) dengan menggunakan analisa sensitivitas metoda regresi hasil penelitian ini disimpulkan bahwa proyek jalan memiliki hubungan yang sangat signifikan antara kenaikan BBM dan biaya proyek konstruksi karena pada proyek jalan menggunakan banyak jenis alat berat, selain itu pada item pekerjaan galian proyek jalan ini memiliki nilai persentase kenaikan tertinggi pada harga satuan pekerjaan sebesar 19,65% untuk kenaikan solar non subsidi sebesar 40%. Nilai T hitung yang menggunakan metoda regresi untuk analisa sensitivitas terbesar terdapat pada proyek jalan terdapat pada item pekerjaan galian (mekanis), pada proyek SDA pekerjaan mobilisasi dan demobilisasi alat berat dan pada proyek gedung juga pekerjaan mobilisasi alat berat.

Abstract

Pemerintah Kabupaten Agam memiliki sebuah rumah susun khusus untuk Aparatur Sipil Negara (ASN). Namun, kualitas bangunan, prasarana, sarana, dan utilitas umum (PSU), serta kondisi fisik rumah susun seringkali menjadi masalah. Tingkat kepuasan penghuni dapat menunjukkan kualitas pengelolaan rumah susun, terutama terkait sarana, prasarana, dan pengelolaannya. Penelitian ini bertujuan mencari tahu faktor-faktor yang kurang memuaskan penghuni terkait PSU dan pengelolaan rumah susun. Metode yang digunakan adalah observasi langsung kondisi PSU dan menyebar kuesioner kepada 57 penghuni. Data dianalisis menggunakan metode Importance Performance Analysis (IPA), yang membandingkan tingkat kepentingan dan kepuasan dalam empat kuadran. Hasil analisis menunjukkan bahwa ada 12 faktor yang dinilai belum memuaskan oleh penghuni. Faktor-faktor tersebut meliputi air bersih, tempat sampah, parkir, pembuangan air limbah, penerangan listrik, internet/wi-fi, sistem proteksi kebakaran, pemeliharaan bangunan, kedisiplinan pengelola, kecukupan SDM pengelola, pelayanan penanganan keluhan, dan ketersediaan tata cara pengaduan. Untuk meningkatkan kinerja, disarankan untuk mengoptimalkan PSU, melakukan pemeliharaan, memperbaiki manajemen pengelolaan, dan menyediakan anggaran yang memadai.

Abstract

Padang pariaman district is one of potential region to develop being residence and settlement. From 2018 until these days, the subsidized housing is the dominated housing which been realised to be distributed for the low income community. Behind the developments, obstacles will be certainly faced by developers on the project fluidity. The adversity on building permits with stakeholder and developer deficiency of expertise are factors causing the housing project failure. This study purposes on discovering the success factor of housing project from perspectives of each stakeholder. The method of the study is mix methods. The study concludes that there are some successes factors of housing project based on perspective of each stakeholder. There is the commitment factor from the government institution perspective. While from the developer perspective, there are factors such as location, building quality, company management and guaranty. From consumer perspective, it associates with housing location, housing facility, housing quality and guaranty from developer. The dominant factor from the questionnaires’s result is the housing quality factor, so this can achive great influence category from the consumers.

Abstract

The success in the implementation of construction projects is determined by the quality of the people involved in handling them, especially those who play an important role in the process of implementing construction projects such as supervisory consultants, supervisory consultants must meet the necessary criteria. In addition, the competence of supervisory consultants is very important so that the implementation of construction projects can produce good performance. Competence of supervisory consultants can improve performance in project implementation. supervisory consultants who carry out strategic supervision such as choosing the necessary implementation methods, as well as providing the best solution if there are obstacles or obstacles in the implementation of construction projects. The formulation of the problem in this study is to find out how the classification of the competence of supervisory consultants on construction projects and find out what are the competency factors possessed by supervisory consultants on the implementation of construction projects. The method of data collection carried out is by means of literature studies and surveys on the required sources of information in the form of interviews and research instruments, namely questionnaires in the form of multiple choice questions consisting of 100 items for each expert. Data analysis was carried out with statistics using the help of the Microsoft excel program and the SPSS Version 23 program.

Abstract

Padang State University has experienced rapid student enrollment growth, driving the need for new infrastructure. Most of the buildings have more than 3 floors, and one of the ongoing projects reaches a height of 32.05 meters with 6 floors, contributing to higher construction risks. This research was conducted to evaluate the implementation of Construction Safety Plans (CSP) on projects over the past two years in accordance with the Ministry of Public Works and Housing Regulation No. 10 of 2021 and the Circular Letter of the Ministry of Public Works and Housing No. 10 of 2022. Data collection methods for this study involved two approaches: compliance audits and performance audits. Compliance audits involved document-based inspections of CSP, while performance audits included on-site observations and project work evaluations. The research results revealed that the construction of the central information and library building achieved the highest CSP implementation rate, with compliance rates of 93.33% in compliance audits and 91.42% in performance audits. In contrast, the rehabilitation project for the Faculty of Sports Sciences and the Dean's office showed lower compliance rates, scoring 37.14% in compliance audits and 35.34% in performance audits. The study also found that project contract values correlated with CSP compliance levels. Higher contract values were associated with higher CSP compliance. Contractor qualifications also played a crucial role in ensuring compliance with safety regulations. Based on these findings, it is recommended that UNP exercise greater selectivity in contractor selection processes. This study highlights the importance of construction safety in construction projects.

Abstract

According to the Audit Reports of BPK Representative in West Sumatera Province with title “LHP on Compliance Audit of Regional Expenditures of West Sumatera Province for Fiscal Year of 2021”, and “LHP on Financial Statements Audit of West Sumatera Province for Fiscal Year of 2021” as well as the auction data from Electronic Procurement Portal (LPSE), it is known that there were 293 construction packages with tender procurement in West Sumatera Province during Fiscal Year of 2021. Of those 293 packages, there were 81 packages has caused public budget losses and potential budget losses with total amount of Rp1.935.987.094,02, lacks of revenue with total amount of Rp9.660.218.603,31, and there were 8 packages experienced contract termination. Of those 8 packages with contract termination, 5 packages were known to be under bid price or using bid price that was too low (less than 80% of the HPS Value). Termination of the contract has resulted in the work not being utilized for the community in a timely manner, the risk of quality degression of the abandoned work until the work is resumed, and the risk of public budget losses. This research was conducted by seeing and analyzing the bid price that is too low (under bid price) which has potential impact on contract termination and the risk of public budget losses as well as the relationship between bid price fixing issues and the causes of contract termination. This needs to be done so that the contract termination can be avoided and the results of construction works can be completed and utilized immediately. This study aims to find a causal relationship between under bid price issues and contract terminations and the risk of public budget losses through the causes that influence the occurrence of contract termination, starting from the determination of HPS and under bid price, the selection process, the preparation and the implementation of the works according to timeline. From this study, it can be concluded that under bid price has a lot of influences and is a trigger for contract termination which resulted in the risk of public budget losses. There needs to be a calculation of the real bid price by considering overhead expenses, potential increases in material and wage prices, other expenses, and unexpected expenses. In addition, the parties involved in the construction works should make a risk map in order to mitigate problems which occur during the contract implementation period. This research takes the study of water resources building construction projects. Thus, further research is still needed on the occurrence of contract termination in road and bridge construction projects.

Abstract

Dalam proyek konstruksi di Indonesia, angka kecelakaan kerja masih tergolong tinggi dengan rata-rata sebesar 32% tiap tahunnya berdasarkan data BPSDM Kementerian PUPR, 2018. Integrasi sistem manajemen Quality Safety Health and Environment (QSHE) telah dilakukan sejak 2018 di Indonesia, namun pelaksanaan integrasi sistem QSHE masih menjadi pertanyaan. Tujuan penelitian ini adalah menghasilkan suatu sistem operasional yang mengintegrasikan Quality Safety Health and Environment (QSHE) untuk mewujudkan produk konstruksi yang berkualitas, berkeselamatan, bermanfaat dan berkelanjutan. Penelitian ini mendasarkan pada peraturan yang berlaku di Inggris yaitu Construction Design and Management Regulation 2015 (CDM Regulation 2015). Metodologi penelitian ini dengan melakukan penyebaran kuesioner kepada pakar konstruksi, metode Delphi dan studi kasus proyek konstruksi di Jakarta dan sekitarnya. Hasil penelitian ini adalah sistem operasional yang efektif untuk mengintegrasikan Quality Safety Health and Environment (QSHE) dalam pelaksanaan konstruksi.
