<![CDATA[ABSTRACTThe island of Bali itself is famous for its tourist spots, and one of the places visited by foreign and domestic tourists is Denpasar City, Denpasar City is the Capital City as well as the center of life in Bali. Homeless and beggars appear in big cities in Indonesia and Denpasar City is one of them. And cause discomfort for tourists who want to travel on the island of Bali, especially in the city of Denpasar. The discussion is about the regulation regarding the handling of homeless people and beggars in increasing tourism, the effectiveness of the implementation of Denpasar Mayor Regulation Number 20 of 2016 concerning the Integrated Handling of Homeless and Beggars. This research is a juridical research. The results obtained are according to data obtained from the Denpasar City Social Service that the Mayor's Regulation has been effective, but empirically the application of the Mayor's Regulation is not optimal or effective, in fact there are still homeless and beggars who are active in tourist attractions and crossroads. Gelandangan dan pengemis muncul di kota-kota besar di Indonesia dan Kota Denpasar menjadi salah satunya. Dan mengakibatkan ketidak nyamanan wisatawan yang ingin berwisata di Pulau Bali, khususnya di Kota Denpasar. Pembahasannya tentang pengaturan tentang penanganan gelandangan dan pengemis dalam peningkatan pariwisata, efektifitas penerapan Peraturan Walikota Denpasar Nomor 20 Tahun 2016 tentang Penangan Terpadu Gelandangan dan Pengemis. Penelitian ini merupakan penelitian yuridis. Hasil yang didapat yaitu menurut data yang diperoleh dari Dinas Sosial Kota Denpasar bahwa Peraturan Walikota sudah efektif, namun secara empiris Penerapan Peraturan Walikota tersebut kurang maksimal atau efektif, nyatanya masih ada gelandangan dan pengemis berktivitas di tempat- tempat wisata dan persimpangan jalan.Kata kunci : Kota Denpasar, penerapan, gelandangan dan pengemis, pariwisata]]>
