Abstract

Tujuan dari penelitian skripsi ini yakni untuk menganalisis bentuk perlindungan hukum terhadap hak anak jalanan berdasarkan Peraturan Daerah Kabupaten Jember Nomor 8 Tahun 2015 Tentang Masalah Penyelenggaraan Kesejahteraan Sosial Kabupaten Jember. dan untuk menganalisis penerapan Peran Pemerintah Kabupaten Jember Dalam Masalah Penyandang Kesejahteraan Sosial Sesuai Dengan Peraturan Daerah Kabupaten Jember (PERDA ) No 8 Tahun 2015. Tipe penelitian yang digunakan adalah Kualitatif Diskriptif dengan metode pendektan sesuai dengan apa yang terjadi dilapangan nantinya. Tinjauan Pustaka dalam penulisan skripsi ini memuat uraian yang sistematik tentang teori, konsep dan pengertian-pengertian yakni mencakup:Upaya Pemerintah Kabupaten Jember Dalam Menanggulangi Anak Jalanan studi Dinas Sosial Kabupaten Jember. Kesimpulan dalam skripsi ini yaitu pertama, Tentang Upaya Dinas Sosial Dalam Pembinaan ANJAL/Anak Jalanan,berdasarkan Peraturan Daerah Kabupaten Jember NO 8 Tahun 2015 Sudah meulai mendpat titik terang khusunya dalam pembinaan ANJAL/Anak Jalanan. Kesimpulan yang kedua, perlindungan ANJAL/ Anak Jalanan sesuai dengan Undang-Undang 1945 yakni melindungi segenap bangsa Indonesia dan seluruh tumpah darah Indonesia dan untuk memajukan kesejahteraan umum, mencerdaskan kehidupan bangsa. Agar tujuan Negara dapat terlaksana dibutuhkan sumber daya manusia yang mampu melaksanakannya dengan baik, (Undang-Undang Perlindungan Anak No.23 Tahun 2002). Anak adalah amanah sekaligus karunia Tuhan Yang Maha Esa, yang senantiasa harus kita jaga karena dalam dirinya melekat harkat, martabat, dan hak-hak sebagai manusia yang harus dijunjung tinggi.Kata kunci: Upaya, Anak Jalanan

Abstract

Pelayanan publik yang ada di Indonesia saat ini banyak sekali bentuk dan jenisnya. Salah satu pelayanan publik yang menjadi sorotan adalah pelyanan perizinan terpadu satu pintu (one stop service). Pelayanan ini adalah penyelenggaraan perizinan dan non perizinan yang proses pengelolaannya mulai dari tahap permohonan sampai ketahap terbitnya dokumen dilayani melalui satu pintu dan dilakukan dalam satu tempat. Salah satu Kabupaten yang telah menerapkan pelayanan perizinan satu pintu ini adalah Kabupaten Banyuwangi. Beberapa tahun belakangan ini, Banyuwangi banyak membuat perubahan dalam pelayan publik. Banyuwangi mulai menerapkan sistem pelayanan terpadu untuk memudahkan masyarakat memperoleh perizinan dalam satu tempat. Pelayanan terpadu ini telah memudahkan masyarakat yang dahulu harus melakukan banyak proses dan mendatangi beberapa kantor instansi pemerintah untuk mendapatkan dokumen perizinan, tetapi sekarang masyarakat cukup mendatangi satu kantor saja. Sasaran yang dituju dalam perizinan terpadu ini adalah untuk mewujudkan pelayanan yang cepat, efisien, dan transparan. Hasil penelitian ini telah menunjukkan bahwa Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu benar-benar transparan tetapi waktu penyelesaian masih membutuhkan waktu yang lama, tidak sesuai dengan SOP yang digunakan. Dengan adanya PTSP sangat berpengaruh terhadap peningkatan investasi di Banyuwangi. Sebab secara otomatis PTSP berkorelasi pada pertumbuhan investasi. Semakin mudah proses pengurusan izin disuatu daerah, semakin banyak investor berdatangan.Kata kunci: Pelayanan Terpadu Satu Pintu

Abstract

number of homeless and beggars in Jember District tend to increase from year to year. In addition to the lack of social service in the implementation of homeless and begging programs, the increasing number of homeless and beggars is also caused by the increasing number of poverty in Jember regency. Until 2015 the number of homeless and beggars in Jember Regency reached 801 people.In the effort to handle the problem of homeless and beggars, the Jember District Social Service has implemented various programs including: (1) Social education in homeless place and beggars are located; (2) Family empowerment, basic needs fulfillment, health and education services, employment and family income; (3) Establish postal service posts and beggars to provide consultation, data collection, networking, referrals for homeless and beggars to be followed up by the rehabilitation process; (4) Conducting Raids in places where homeless and beggars are often located. The raids were conducted after social counseling was initiated to recruit homeless and beggars who were temporarily housed in a shelter barracks before being sent to social rehabilitation centers; (5) Optimizing UPTD functions Liposos and NGOs dealing with homeless and beggars; (6) Cooperation with the business world in order to employ the homeless and beggars.Keywords: Handling Program, Homeless and Beggar

Abstract

Mastery of graphic design is very important because of the importance of graphic design in organizational or community activities. The training session took place at Darma Alam Housing Complex, Jember on 20 May 2023. The workshop participants consisted of youth from Darma Alam Housing as well as officials from the local Rukun Warga. Before starting to use the Corel Draw application, participants were given graphic design material to read. This dedication activity emphasizes hands-on practice, so that a lot of time is spent practicing so that innovations in graphic design can be utilized immediately. The participants' understanding of the participant's visual design was quite strong, as evidenced by the participants' ability to remember the type and position of the tools used according to their needs. This course helps young people improve their graphic design skills by utilizing the Corel Draw application. Furthermore, the purpose of this activity is to foster creativity in the world of computers, especially graphic design. Based on the findings and discussion of Corel Draw graphic design training, it can be concluded that Darma Alam Housing youth partners can develop their creativity in the field of Corel Draw graphic design. Partners have also demonstrated design skills using Corel Draw tools, as well as knowledge of tips and methods for creating graphic designs, especially fences

Abstract

This service aims to conduct training for stakeholders in Kemiri village, Jember Regency. These stakeholders are the village head, and the ranks of the village apparatus, the head of the BPD and members of the BPD. The background of this community service is the high need from stakeholders for insight and skills in the village policy-making process. Kemiri Village, which was inaugurated by the Regent of Jember as a tourism village, demands the ability of stakeholders to develop candlenut tourism villages. The development of tourist villages can be achieved starting from the political commitment of these stakeholders. This political commitment is a political policy as outlined in the village government regulation (PERDES). Thus the solution to this need is training and assistance in making village regulations in an effort to develop Kemiri tourism villages. The framework of thinking/content in the training of making village regulations refers to a rural based development approach, where village development includes the idea that village development is carried out to increase the benefits of natural potential, community potential, social institutional potential and local economic potential and local culture, as well as potential government apparatus to support the development of tourist villages. Kemiri Village, which has the characteristics of a mountainside village (Gunung Argopuro), the direction of its development has the potential for natural beauty, the potential of agriculture-plantation through processing agricultural products, and the unique culture of the community community and various other local wisdoms that can become social capital for the development of tourist villages. However, this great potential should continue to be explored so that it can become a real asset, for that, the involvement of various parties who have empathy and a vision of village development should synergize the roles of one another. The partnership between village stakeholder groups and higher levels of government, DUDI (industrial world business), private groups, and groups of scholars from universities (students and lecturers who carry out BKP-MBKM Village Development) is the key phrase for accelerating tourism village development. . This line of thought was built so that training and mentoring can be right on target and in accordance with the potential of the village area on the slopes of Mount Argopuro (especially Kemiri Village). This community service will involve students who are doing BKP-MBKM in Kemiri village.

Abstract

This study examines the complexities surrounding the Empowerment of coastal communities amidst conflicting elite interests, mainly focusing on the political-economic dynamics of cold storage management in Puger Kulon, Jember Regency. Utilizing descriptive qualitative research methods, data were gathered from coastal community leaders, local government officials, and fishermen. The findings reveal significant challenges stemming from cultural and economic factors in empowering coastal communities. The presence of interest groups seeking to maintain influence exacerbates these challenges. The power struggle between politically influential figures and external investors leaves the community disadvantaged. While the government aims to maintain regional stability, its limited authority impedes effective action. The inability to implement large-scale empowerment initiatives or delegate responsibilities due to a high conflict of interest among entrepreneurs hampers efforts to enhance fishermen's welfare.

Abstract

Sidomulyo Village, Silo District, is one of the villages whose residents mostly work as farmers in Jember Regency. The obstacle faced by the community is that the garden products obtained by farmers have relatively low and moderate selling prices. An alternative solution that can be taken to overcome these obstacles is to provide education and assistance in processing farmers' garden products. The aim of this program is to provide education to the people of Sidomulyo Village through POKDARWIS and provide assistance in processing food and drinks from the gardens of Sidomulyo Village residents. The methods used are program preparation, outreach and training, product creation, utilization, monitoring and evaluation. The result of this program is a processing and marketing group that has the potential to produce food and beverages or increase the selling value of products so that people can produce processed food and beverage products that have high economic value to improve the community's economy. And it can be used as a typical food from Sidomulyo Village.

Abstract

This study aims to examine the Role of Islamic Boarding Schools in Increasing Community Political Participation in the 2024 Election. In Jember Regency, the Election is an effort to convince and involve individuals in the political process. This is because there are symptoms of decreasing enthusiasm for community members' involvement in the election. The decrease in community enthusiasm is caused by the lack of political influence on the lives of the wider community. Many policies issued by the government are considered misdirected and inappropriate, only certain groups are directly influenced by these policies. Therefore, in the election process, the community is convinced through campaigns to involve the community in the political process and increase enthusiasm in the implementation of the election. The dynamics of political mobilization based on religious identity cannot be separated from the role of religious institutions and religious figures. In this case, the institution in question is the Islamic boarding school or better known as the Islamic boarding school, which is a traditional Islamic religious education and broadcasting institution in Indonesia. Life in Islamic boarding schools has a different cultural and traditional system from the lives of society in general, in Islamic boarding schools the students are educated with binding regulations. Traditional Islamic boarding school (Salafiyah) students tend to be unfamiliar with all forms of problems that are happening outside, because in this case, Salafiyah students are only involved in religious activities in the pesantren environment. Salafiyah students only get religious knowledge without being accompanied by general knowledge. This condition ultimately makes those from Salafiyah Islamic boarding schools emerge as religious leaders, or they will plunge into informal sectors. Along with the development of the times, Islamic boarding schools also have another side of life that is no less important, namely politics, therefore, as we have seen so far that in every important political momentum in the history of the nation, Islamic boarding schools are always involved (Ismail, 1999). The role of Islamic boarding schools today is also very clear. The most obvious example is the difficulty of the government to popularize programs if not through Islamic boarding school leaders. Another example is the number of political leaders approaching Islamic boarding schools, especially before the general election. The behavior of these leaders is right, if they do not approach Islamic boarding school leaders, it means that their political vision is low. The influence of the kiai is not only on the students in his pesantren, but also the community around the pesantren and can even go further. The absolute authority and power possessed by the kiai is often used by political forces (political parties) to gain support from the students and the surrounding community.

Abstract

This community service activity aimed to enhance the capacity of youth in Panti Village, Jember Regency, in processing sweet potatoes into value-added food products as part of developing a creative economy based on local potential. Held on May 13–14, 2025, the program involved 15 participants and was conducted through two main methods: socialization and hands-on training. The socialization session provided insights into the economic potential of sweet potatoes, business opportunities, marketing strategies, and the strategic role of youth in rural economic development. The technical training focused on practical skills for producing and packaging sweet potato-based products such as steamed sweet potatoes, fried sweet potatoes, chips, and traditional cakes. Participants also learned about product branding and digital marketing. Evaluation results indicated a high level of participant satisfaction with both the content and the delivery methods. This initiative successfully improved participants’ knowledge, skills, and entrepreneurial motivation. It is expected to serve as a starting point for the growth of micro-businesses based on local food resources and contribute to sustainable economic development in the region
