Abstract

This study uses a quantitative method with SPSS version 29.0.0.0 software, namely the analysis using the Simple Linear Regression method which is used to determine the relationship between the regional apparatus organization variable (X) and the employee performance variable (Y). The data collection technique used is the distribution of questionnaires (questionnaire). The data source is primary data, respondents' answers are scored using a Likert scale. The total population of 193 employees and the number of samples in this study were 66 respondents.The results of the study indicate that there is a positive influence between the incorporation of regional apparatus organizations and the performance of employees at the Department of Water Resources, Human Settlements and Spatial Planning of North Sumatra Province. This is evidenced by the results of the variable reliability test, the reliability value is 0.961, so the reliability is good. According to Wiratna Sujerweni (2014), the questionnaire is said to be reliable if the Cronbach alpha value > 0.6 means that the items are very reliable as a data collection tool in this study.

Abstract

The Mekar Baru Village Government formed a Village-Owned Enterprise (BUMDes) as the driving force for the village economy, but in its formation there was still minimal guidance from the Regional Government so that several problems emerged, including the lack of training provided to the community in managing BUMDes, lack of socialization to the community, lack of supervision carried out so that BUMDes are not running optimally and there is a lack of government assistance in providing solutions to problems faced by BUMDes. The purpose of this study was to find out how the Implementation of the Village Owned Enterprises (BUMDes) Program in Mekar Baru Village, Datuk Tanah Datar District, Batubara Regency. The research method used is descriptive with a qualitative approach. Data collection was carried out through interviews, observation and documentation. The data obtained were then analyzed qualitatively using the Implementation Theory of Van Metter dan Van. The results showed that Standards and Objectives of the BUMDes program are not clear because the local government has not formulated a clear implementation process. Resources are still lacking such as competent Human Resources in managing BUMDes. The communication of the Implementing Body built by BUMDes is still lacking. Characteristics of the Implementing Agency which does not show alacrity in inviting the community to participate in BUMDes activities. The economic environment influences the community to choose to participate in the BUMDes. The attitude of the Mekar Baru BUMDes executors who are slow to respond to the needs of the community. The attitude of the Executor as an Implementor is also not fast and responsive in resolving the problems faced by BUMDes Mekar Baru, this is due to the lack of funds owned.

Abstract

he rise of existing illegal parking can interfere with the mobility of road users in carrying out their activities. In this case, the coordination of illegal parking control is carried out by the Departement of Transportation and Satlantas Polrestabes Medan. The obstacles in controlling illegal parking on Jalan Sutomo are the lack of unification of action between stakeholders, namely controls that are not routinely carried out, the communication that is established is still waiting for news, the action against traffic violators is also still minimal and also the level of compliance with existing regulations, resulting in illegal parking still developing today.The findings applied qualitative methods, which were analyzed descriptively. Data collection techniques were carried out by means of interview, observation and documentation. Before going to the field, the researcher firstly prepared and used interview, observation and documentation guidelines.The findings are, Coordination of the Departement of Transportation and in accordance with the Hasibuan indicator, namely the unity of communication actions, division of labor and discipline. The unit of actions carried out based on the Mayors regulation number 70 of 2017 concerning procedures for moving/craning, towing locks and blowing out the wheel. The communication, Departement of Transportation and Satlantas Polrestabes Medan communicated verbally and in writing viaWhatsApp, e-mail, and letters sent by the executor of illegal parking control activities. The division of labor was carried out based on government regulation number 80 of 2012 concerning procedures of inspection of motorized vehicles on the road and prosecution of traffic and transportation violations. The discipline carried out by the Departement of Transportation and Satlantas Polrestabes Medan is the compliance of both institutes regarding regulation compliance with the directions given.

Abstract

This study aims to describe and examine the realization of the successful elements of electronic government development through the Medan Rumah Kita Complaint Service in Medan City. This research uses a descriptive method with a qualitative approach. Data collection was carried out using structured observation, documentation, literature study, and in-depth interviews through purposive and snowball sampling. The results of the study show that government support is well realized through the power of regulations governing the Medan Rumah Kita Complaint Service from the center to the regions. It's just that a clear guarantee of time is needed in completing complaints. Then, on the capacity indicator, the government is able to provide adequate financial, infrastructure and human resources. It's just that the Medan Rumah Kita Complaint Service has not been integrated with other services and the features displayed must be presented more fully so that people are comfortable using them. Then, on the value indicator, the public can freely interact with the government without having to go to the relevant agency and wait a long time, even though there are still some unresponsive services. Thus, various obstacles to the Medan Rumah Kita Complaint Service must be addressed in order to realize Medan City as a Smart City.

Abstract

Artikel ini mencoba untuk mendeskripsikan eksistensi dan ketersediaan monografi desa dalam kaitannya dengan pembangunan desa berkelanjutan. Monografi desa pada hampir seluruh wilayah di Indonesia belum disusun secara terpadu yang semestinya memuat data-data dasar desa yang akurat, mutakhir dan dapat digunakan sebagai dasar pembangunan desa yang berkelanjutan. Penelitian ini dilakukan secara kualitatif dengan mengandalkan wawancara, observasi, diskusi kelompok terarah dan pengumpulan data sekunder sebagai sumber data penelitian. Informan penelitian terdiri dari pemerintah desa, tokoh masyarakat dan penduduk melalui wawancara langsung atau diskusi kelompok terarah. Penelitian ini menemukan bahwa belum ada perhatian serius dari pemerintah desa dalam menyusun monografi desa. Monografi desa lazimnya masih disusun oleh pihak luar desa tanpa keterlibatan secara partisipatoris pemerintah maupun unsur masyarakat desa. Disamping itu monografi desa belum disusun secara terintegrasi dalam makna bahwa monografi hanya disusun berdasarkan tujuan sektoral lembaga penyusunnya. Dalam konteks pembangunan berkelanjutan, studi ini merekomendasikan perlunya upaya pemerintah desa dan pemerintah kabupaten pada umumnya untuk menyusun monografi desa yang terintegrasi, akurat, dan mutakhir sehingga dapat diandalkan sebagai dasar dalam pengambilan kebijakan dan perencanaan pembangunan desa secara

Abstract

The government always strives to improve the quality of public services provided to the community, one of which is administrative services. Regulation of the Minister of Home Affairs (Permendagri) Number 19 of 2018 concerning Improving the Quality of Population Administration Services in the Population and Civil Registration Office of the Regency / City quickly and precisely through integrated services and / or pick up the ball for the fulfillment of ownership of resident identity. Therefore, the Binjai City Population and Civil Accounting Service issued a program, namely the Ready for Birth Certificates and Child Identity Card (SI ADIK Program) in realizing the improvement of the quality of population administration services through integrated services. The method used in this study is a descriptive method with a qualitative approach. The data collection techniques are interviews, observations and documentation. The results showed that the implementation of the Ready for Birth Certificate and Child Identity Card Program (SI ADIK program) at the Binjai City Population and Civil Registration Service was still not optimal. This can be seen from the need to increase socialization to the target parties of the program, then increase existing resources both in terms of quantity and quality. It requires the commitment and readiness of implementers of effective programs and mechanisms.

Abstract

long-term economic development in order to improve the quantity and quality of life in the society surrounding it. The goal of this research is to describe the execution of PT. Pertamina Hulu Energi NSB & NSO's CSR program in Rayeuk Meunye Village, Tanah Luas District, North Aceh Regency, with the program's target community being the Rayeuk Meunye Village Community. In this study, a descriptive method with a qualitative approach was used, and data was collected through observation, interviews, and recording. The general head of PT. Pertamina, the Head of Public Relations of PT. Pertamina, public relations staff/employees, and the Rayeuk Meunye village community were the ten informants involved for this study. Data analysis technique consisting of three stages: data reduction, data display, and conclusion drafting. The findings of this study reveal that PT. Pertamina Hulu Energi NSB & NSO's CSR initiative in the form of cocoa planting is ineffective since not all community members are targeted. Furthermore, the benefits perceived by the community have not been dispersed equitably because some people do not focus on operating the program. As such, the desired change is discovered, not everyone feels the change with the program since there are still people who do not collaborate in running the program, they set it aside and consider this cocoa cultivation program is a side job.

Abstract

PDAM Tirta Malem is responsible for providing clean water services to the community while contributing to advancing the local economy. However, access to clean water in Kabanjahe Regency still needs to be improved, with only 48,080 of the 75,899 residents of Kabanjahe District having access in 2018. Obstacles such as damaged pipe networks and poor financial management also affect Tirta Malem's service performance. This research aims to describe the performance of PDAM Tirta Malem by utilizing indicators of productivity, service quality, responsiveness, and accountability, as well as analyzing the factors inhibiting and driving its performance. The research method used is qualitative, collecting data through interviews, observation, documentation, and literature study. The research results show that PDAM Tirta Malem has yet to be completely successful in providing clean water services to the community in Kabanjahe District. Although there have been efforts to account for finances and prevent corruption, performance-supporting factors such as increased finances and resources and good leadership are the keys to improvement. On the other hand, inhibiting factors such as lack of human and financial resources and the problem of water theft are still challenges. Research recommendations include installing pumps at water sources, increasing supervision, improving pipe infrastructure, employee training, and implementing better business plans to improve the overall performance of PDAM Tirta Malem. Abstract

Penyediaan data peserta Program Keluarga Harapan (PKH) penting untuk memastikan program tepat sasaran, terutama di Kelurahan Kampung Seraya, Kota Batam. Dinas Sosial dan Pemberdayaan Masyarakat bertanggung jawab atas pengendalian, pengawasan, dan penyediaan data peserta PKH, dengan tujuan memastikan akuntabilitas dalam pelaksanaan program. Penelitian ini bertujuan untuk melihat tingkat akuntabilitas pemerintah dalam penyediaan data peserta PKH. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif, pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan penelitian meliputi Kepala Dinas Sosial dan Pemberdayaan Masyarakat, Kepala Seksi Jaminan Sosial, Koordinator Kota PKH, Pendamping PKH, Lurah, DPRD, serta masyarakat. Data dianalisis berdasarkan lima indikator akuntabilitas dari Koppel yaitu transparansi, pertanggungjawaban, pengendalian, tanggung jawab, dan responsivitas. Hasil penelitian menunjukkan kinerja Dinas Sosial dan Pemberdayaan Masyarakat Kota Batam dari beberapa indikator, termasuk transparansi petunjuk teknis, laporan kinerja, dan permintaan data khusus yang dinilai baik. Namun, terdapat masalah teknis dalam menginput data peserta yang tidak memenuhi syarat dalam aplikasi SIKS-NG oleh pendamping PKH. Laporan kinerja terbuka memungkinkan langkah perbaikan program PKH berjalan sesuai petunjuk teknis. Meskipun terdapat upaya untuk meningkatkan akurasi data, keterbatasan finansial menghambat kolaborasi. Pengendalian sumber daya manusia dan teknologi serta pelayanan pendataan PKH penting untuk menjaga keteraturan organisasi. Dinas Sosial menetapkan kriteria kelayakan, serta menunjukkan tanggung jawab tinggi terhadap kebutuhan masyarakat melalui layanan pengaduan, sosialisasi, pertemuan peningkatan kemampuan, dan survei kepuasan.

Abstract

Universal Health Coverage (UHC) is a program designed to ensure access to quality healthcare services without financial hardship for all people. In the context of regional autonomy, the Medan City government is responsible for managing the health sector according to local needs, including implementing an ID card-based health service program. This study aims to analyze the success rate of UHC implementation in Medan City by assessing four key indicators: human resources, financial capacity, equipment and supplies, and organization and management. The research employs a descriptive qualitative method, with data collected through interviews, observations, and documentation. The study was conducted at the Medan City Health Office and involved various stakeholders, including community members. The results indicate that Medan City has met or exceeded targets across all four indicators. The budget allocation for UHC by the Medan City government surpassed the minimum requirement, positively impacting the availability of healthcare services by expanding access for the community. Additionally, health organizations and management demonstrated significant efficiency despite challenges in inter-agency coordination, as communication relied primarily on essential platforms like WhatsApp groups, needing a more integrated and real-time online information system. While financial commitment and resource management have supported the success of UHC, there still need to be more public awareness, as evidenced by the limited understanding of UHC among community members. These findings suggest that the success of UHC in Medan could be further enhanced by implementing an online information system to improve inter-organizational coordination and increase public awareness of the benefits of UHC.
