Abstract

This study analyzes the education policy process formulated by the actors. The specific purpose of this research seeks to reveal and analyze how the official actors (state actors) and informal actors (non-state actors). The research method used is a qualitative method with a study case approach. The results show that the problem of intervention by formal actors is still very serious to persuade integrated curriculum, it affects the synergy of collaboration between formal and informal actors, so that the integrated curriculum programs are formulated give rise to different interpretations and meanings between implementing agencies. A policy of providing education does not reflect the privileges of Acehnese education. The research findings indicate that there is no derivative policy that regulates the formulation of an Islamic values-based curriculum in more detail. Actor analysis and typology of political strategy, namely positional strategy; power; player; and perception strategies, are used in this research. In addition, this research is expected to overcome the ignorance of various parties regarding the process behind the formation of a policy and the implications of the unrealized implementation of Islamic values-based Aceh education.

Abstract

Community empowerment is a strategy used in community development as an effort to achieve competence and independence in social, national and state life. (Permendagri No. 7 of 2007). The government's empowerment strategy for small businesses has not been optimal. The problem is that small businesses do not have the ability to finance their businesses because they are vulnerable to capital, small businesses tend to have low ability to use technology. This research aims to find out how to empower small businesses in Medan City. The research method used is a descriptive qualitative method. Data collection techniques are observation, interviews and documentation. Data analysis techniques use data display, data reduction and verification and drawing conclusions. Based on the results of research on strategies for empowering small businesses in the city of Medan, it can be seen from the development dimension (enabling), the lack of training and development programs means that small business actors are not developing their businesses. Strengthening the potential (empowering) of capital and equipment assistance is still lacking and there is no equality in the distribution of this assistance. Furthermore, the dimension of creating independence for some small business actors still needs guidance to run their businesses independently. It is hoped that the empowerment of Small Businesses in the City of Medan can be increased to create independent Small Businesses which can have an impact on expanding employment opportunities and improving the economy of local communities

Abstract

The Elderly Posyandu Program is a manifestation of the government's concern in dealing with adequate health and welfare problems for the elderly. This program is intended so that the elderly who are vulnerable to diseases can live healthy, independent and useful lives so that they do not become a burden to their families and the surrounding community. This study aims to evaluate the Posyandu Elderly Program including the factors that inhibit its implementation, the method in the research uses a qualitative research model is descriptive. The results of the research on health examination activities showed that the examinations carried out included: measurement of body mass index consisting of weight and height measurements, blood pressure checks, blood sugar and cholesterol level checks, counseling and health counseling activities. For additional feeding activities, it is carried out to meet the nutritional adequacy of the elderly in the form of rice, bread, fruit and milk. The inhibiting factor is motivated by the lack of public knowledge and understanding regarding the importance of elderly posyandu for the elderly. In addition, another inhibiting factor is the lack of facilities and infrastructure to support the elderly posyandu program, such as health facilities, examination tools, and educational programs. Based on the results of this research, it is relevant that the data of this program is continued by increasing public understanding through socialization, changing and maximizing facilities and infrastructure for the better.

Abstract

The development of excellent MSMEs plays a crucial role in economic growth. However, in developing countries, MSME growth has stagnated due to weak stakeholder collaboration. Although previous studies have explored this issue, the understanding of stakeholder interactions holistically remains incomplete. Moreover, no concrete framework has been proposed to enhance collaboration. This research addresses these gaps by applying system thinking and a collective impact approach to develop an ideal collaboration framework. Using a qualitative case study method, informants were selected through purposive sampling, covering four key actors: the public sector, private sector, MSMEs, and the community. Findings indicate that MSME collaboration in Lhokseumawe remains fragmented, lacking synergy to achieve collective impact. The proposed framework defines four key roles: (1) the public sector should enhance training, capital access, regulations, and leadership; (2) the private sector should increase investment; (3) MSMEs must strengthen solidarity, ethics, adaptability, and entrepreneurial motivation; and (4) the community should foster security and stability. This integrated approach ensures a more effective collaboration model to drive MSME growth and sustainability.

Abstract

The purpose of this study was to understand and describe the Implementation of theCorporate Social Responsibility(CSR) Policy for the Community Development Program at PTPN IV Nagori Bah Butong II Tea Plantation and Factory with a focus on the implementation of the Community Development program and the constraints that limit it. The results of the study indicate that the implementation of the CSR policy for the Community Development Program by PTPN IV Kebun and Tea Factory was first implemented in 1996. The implementation of the CSR policy for the Community Development program implemented by PTPN IV Kebun and Tea Factory is considered ineffective. This is because the CSR for the community development program implemented in Nagori Bah Butong II is considered not to have been running consistently and has not had a long-term positive impact. The effectiveness of the implementation of the CSR community development program is hampered by a number of factors in Van Meter and Van Horn's "a model of the policy implementation", including the lack of coordination and communication between PTPN IV and institutions and stakeholders. The large number of proposals received by the company makes PTPN IV implement the most priority programs first while still measuring the resources it has. This study recommends that PTPN IV Tea Plantation and Factory increase resources, both budget and human resources who have expertise in providing training and education, strengthening coordination between sectors, and compliance of implementers with applicable policies.

Abstract

Gambling/maisir activities in Banda Sakti District, Lhokseumawe City oppose the implementation of Qanun Number 6 of 2014 concerning the Jinayat Maisir Law in force in Aceh Province. This study aims to analyze the extent to which the implementation of this Qanun has been carried out and to identify the factors that are obstacles in its implementation. The method used is a descriptive qualitative approach, with data collection techniques through interviews, observations, and documentation of law enforcement officers, religious figures, academics, and the community. The results of the study indicate that the implementation of the Qanun has not been running optimally. This can be seen from the still high number of gambling cases in Banda Sakti District. The communication aspect is considered ineffective because the dissemination of information is limited to sticker media and socialization to schools, without utilizing digital channels that are more relevant to the characteristics of today's society. In addition, limited human resources and budget are obstacles to supervision and law enforcement. The lack of disposition and commitment from the authorities is also an obstacle in the implementation of this policy. A more modern, collaborative and participatory communication approach is needed, as well as increasing the capacity of legal apparatus and infrastructure so that this qanun can be implemented consistently and effectively.

Abstract

Kegiatan Pengabdian Kepada Masyarakat (PKM) ini dilaksanakan di Gampong Mon Gedong Kecamatan Banda Sakti Kota Lhokseumawe dengan sasaran kepada  pemuda-pemudi yang tergabung dalam berbagai komunitas di Gampong pemuda sendiri. Adapun permasalahan yang di hadapi oleh komunitas kepemudaan adalah ketidak pedulian terhadap ekstensi organisasi kepemudaan, kurangnya kesadaran dan jarang terlibat dalam setiap penyusanan program kerja di tingkat Gampong, pelatihan pada pengurus/anggota dalam membuat program kerja belum pernah dilakukan.  Metode pelaksanaan pengabdian masayarakat ini adalah berupa penyampaian materi, diskusi dengan peserta, dan simulasi penyusunan program kegiatan kepemudaan,serta mendampingi dalam membuat usualan program sampai pada tahapan pembuatan proposal kegiatan.  Capaian dalam kegiatan ini adalah adanya kesadaran pemuda – pemudi terhadap kapasitasnya untuk memberi kontribusi kepada gampong dalam rangka pembangunan gampong sendiri. Selain itu menjadikan motovasi bagi pemuda – pemudi gampong lain untuk nerpartisipasi dalam membangun gampong masing – masing.

Abstract

This article examines the application of the principle of publicity in the education policy of the Aceh Provincial Government, with a particular focus on the teacher quality improvement program in rural areas. The principle of publicity refers to openness and transparency in the dissemination of policy information to the public, serving as a critical element in promoting participation and accountability. This study aims to evaluate the extent to which policy communication and publication processes are conducted transparently, and how these processes influence public understanding and engagement. Employing a qualitative approach, data were collected through policy document analysis, content review of online and print media, and in-depth interviews with key stakeholders, including education department officials, school principals, teachers, and representatives of civil society. The findings reveal that publicity plays a strategic role in shaping public perception of education policies, particularly in enhancing the legitimacy and trust of the community toward teacher capacity-building programs. However, the study also identifies a major challenge: limited access to information in rural areas due to inadequate digital infrastructure. This digital divide hinders equitable access to policy information and restricts meaningful public participation in the policy process. These findings underscore the necessity of developing communication strategies that go beyond digital media, incorporating local approaches such as community forums, local radio broadcasts, and engagement with community leaders. In doing so, the principle of publicity can be implemented more inclusively and effectively to support equitable and transformative education development in Aceh Province.

Abstract

The Covid-19 vaccination policy aims to eradicate the transmission of Covid-19 and reduce mortality or morbidity. However, community participation in the Covid-19 vaccination program in the Pesangan sub-district, Bireun, needs to be improved. Lack of public participation due to public perception of the vaccination program is harmful, low confidence in the quality of vaccines, anxiety and fear of side effects of the vaccine. This study aims to analyse the public perception of the Vaccine-19 Program policy in Pesangan District, Bireuen Regency. The method used in this study is a qualitative research method with a descriptive type. Primary data sources were collected through observations, interviews, and documentation. The results showed that public perception of vaccination risks increased, and many people refused to vaccinate. Only a few people perceive that the vaccine program is essential to ward off the Covid-19 virus so that public health can improve and the community's economy can recover.
