Abstract

Program Nasional Pemberdayaan Masyarakat ( PNPM ) Mandiri adalah upaya untuk meningkatkan kesejahteraan masyarakat yang berbasis kemandirian, sebagai stimulus dalam melahirkan kreatifitas masyarakat dalam meningkatkan kualitas hidupnya. Penelitian ini dilakukan di wilayah Kecamatan Kuala Kabupaten Bireuen, yaitu tiga desa, Cot Laga Sawa, Cot Batee dan Cot U Sibak.Metode Peneltian yang digunakan adalah kuantitatif dengan model Y = a+bx+ei, analisis data dengan metode SPSS Versi 20, Subjek penelitian yaitu Masyarakat kecamatan Kuala Kabupaten Bireuen. Hasil Penelitian menujukan bahwa PNPM Mandiri (X) tidak berpengaruh terhadap pemberdayaan masyarakat (Y), pada tingkat kepercayaan 95%, dimana thitung = -0,451 dan ttabel = 1,960 yang artinya thitung < ttabel, dan nilai signifikannya jauh di atas 0,05 yaitu 0,654 maka Hi ditolak artinya variabel PNPM Mandiri (X) sangat tidak berpengaruh signifikan terhadap pemberdayaan masyarakat di kecamatan Kuala kabupaten Bireuen (Y). adanya berbagai program dari PNPM Mandiri tidak mempengaruhi pemberdayaan masyarakat di kecamatan Kuala kabupaten Bireuen. Secara kualitatif detemukan berbagai kendala diantaranya adalah tidak sinerjisnya dengan program pemberdayaan lainnya.

Abstract

Through Law no. 11 of 2006 concerning the Government of Aceh. Aceh has very broad powers, especially in the area of fiscal decentralization, which allows the Aceh government to have greater discretion in maximizing its fiscal needs. The phenomenon that occurred in North Aceh is very paradoxical with the fact that the North Aceh Government experienced a very large budget deficit after the end of PT. Arun. LNG as a contributor to oil and gas revenue sharing. This study aims to find out what innovation policies are carried out by the North Aceh Regency Government to overcome the budget deficit after the end of PT. Arun LNG. The results of the study show that various policies have been carried out by the North Aceh government but are still short-term in nature. So it can be concluded that the North Aceh Government does not have Social Accountability in implementing Aceh's Special Autonomy. In the Medium-Term Development Plan, a major policy that is substituted for income that will be lost after the end of the operations of PT. Abstract

This study evaluates the implementation of the Covid-19 Response Village Programme in Pulau Tiga Plantation Village, Aceh Tamiang District. The results show that the programme implementation has not run optimally because there are obstacles in several aspects. Firstly, in terms of communication, there is a lack of clarity and consistency of information regarding the prevention and control of Covid-19 delivered by the implementing officers. Secondly, limited human resources have an impact on the ineffective implementation of the prevention programme in this village, and can be seen in several activities that are not carried out optimally. In addition, the lack of facilities and infrastructure, especially the unavailability of a special isolation room, causes people who are positive for Covid-19 to undergo independent isolation in their respective homes. Local community participation is also still low in several prevention activity programmes carried out. To improve programme implementation, corrective measures need to be taken, including the preparation of clearer and more consistent information, increasing human resources involved in the programme, and providing adequate facilities for handling Covid-19. It is expected that with these corrective measures, the implementation of the Covid-19 Response Village Programme can run more effectively in protecting public health and reducing the risk of virus transmission in the village area.

Abstract

This study aims to analyze the fiscal policy implemented by the Bekasi Regency local government. The goal is to improve the financial structure by increasing regional financial capacity, which ultimately creates a positive fiscal gap as an indicator of policy success. This study used a qualitative literature review approach, where data was gathered through observations, literature study, and the examination of various secondary sources. The collected data was then analyzed using a descriptive model, which involves describing the data as it is without any alterations or modifications. The findings revealed that the Bekasi Regency Government has put in place various measures to achieve a positive fiscal gap. These include Extensification, which involves maximizing Regional Original Revenue (PAD), and Intensification, where the Tax Object Sale Value (NJOP) is adjusted to optimize the revenue from Fees for the Acquisition of Rights on Land/Building (BPHTB).

Abstract

The Tuha Peut institution is located as an element of gampong government administration and has the authority to form gampong qanuns together with the Geuchik, so its main duties and functions are very important, besides having other authorities in accordance with Aceh's specialties, but its current existence is especially in Gampong Teungoh Pirak, Matangkuli District, North Aceh It is not yet optimal and seems too focused on administrative aspects only, many problems at the gampong level have not been regulated by qanuns, several gampong qanuns should immediately be prioritized as gampong legislative products to answer various urgent problems. In this regard, advocacy or mentoring activities are needed to create a Tuha Peut institution that is effective in carrying out its main tasks and functions so that they are carried out well in accordance with its capacity as a community representative for the benefit of the gampong community. For flexibility in activities, advocacy is carried out using a dialogic and consultation model. so that it will create an atmosphere full of familiarity to produce positive and constructive thinking without being patronizing..

Abstract

The Elderly Posyandu Program is a manifestation of the government's concern in dealing with adequate health and welfare problems for the elderly. This program is intended so that the elderly who are vulnerable to diseases can live healthy, independent and useful lives so that they do not become a burden to their families and the surrounding community. This study aims to evaluate the Posyandu Elderly Program including the factors that inhibit its implementation, the method in the research uses a qualitative research model is descriptive. The results of the research on health examination activities showed that the examinations carried out included: measurement of body mass index consisting of weight and height measurements, blood pressure checks, blood sugar and cholesterol level checks, counseling and health counseling activities. For additional feeding activities, it is carried out to meet the nutritional adequacy of the elderly in the form of rice, bread, fruit and milk. The inhibiting factor is motivated by the lack of public knowledge and understanding regarding the importance of elderly posyandu for the elderly. In addition, another inhibiting factor is the lack of facilities and infrastructure to support the elderly posyandu program, such as health facilities, examination tools, and educational programs. Based on the results of this research, it is relevant that the data of this program is continued by increasing public understanding through socialization, changing and maximizing facilities and infrastructure for the better.

Abstract

This research is entitled “Evaluation of the Implementation of the Stunting Management Program in Pusong Baru Village, Banda Sakti District, Lhokseumawe City”. The background of this study is the high prevalence of stunting in the area. The objective is to evaluate the implementation of the program and identify inhibiting factors in stunting prevention. The study applied a descriptive qualitative method with data collected through observation, interviews, and documentation. The analysis was carried out using Theodoulou and Kofinis’ policy evaluation theory, which includes process, outcome, and impact evaluation. The findings indicate that, in terms of process, the program has been implemented through interventions targeting adolescent girls, pregnant women, and toddlers. Activities include iron and folic acid supplementation, nutrition education, growth monitoring at community health posts, and provision of supplementary food. In terms of outcomes, there has been an improvement in nutritional awareness, though uneven due to limited access to health posts and low participation of mothers and children. Meanwhile, the long-term impact remains less significant, as stunting rates are still relatively high. Barriers to implementation include limited resources, ineffective management, and inadequate infrastructure. Therefore, more optimal, integrated, and sustainable strategies are required to ensure the program reaches all target groups and successfully reduces stunting in New Pusong Village.

Abstract

The poverty rate in North Aceh District is still quite high, it was inversely proportional to the glory of the gas and oil industries in the past, so it once earned the nickname "petrodollar area." The government has been trying to overcome the spike in the poverty rate, but poverty is still increasing. This article aims to describe local wisdom as an aspect that can be used as part of a poverty alleviation strategy in North Aceh. This study uses a qualitative method. Data sources were obtained from interviews, observation, and documentation, then analyzed interactively. This study showed that the poverty alleviation efforts carried out by the North Aceh government are still partial and centralized. The cultural aspect, such as the community's local wisdom in accordance with Islamic values, is still not given enough attention. The realization of activities carried out so far are still focused on national programs from the central government, and efforts to collaborate and connect with local cultural aspects have not been made. Whereas local wisdom can be a part of a poverty alleviation mechanism because it has become a social norm and a valued asset in Acehnese society.AbstrakAngka kemiskinan di Kabupaten Aceh Utara masih cukup tinggi, berbanding terbalik dengan kejayaan industri migas di masa lalu, sehingga sempat mendapat julukan daerah petrodolar. Pemerintah telah berusaha mengatasi lonjakan angka kemiskinan, namun angka kemiskinan tetap saja meningkat. Artikel ini bertujuan untuk mendeskripsikan kearifan lokal sebagai salah satu aspek yang dapat dijadikan sebagai bagian dari strategi pengentasan kemiskinan di Aceh Utara. Penelitian ini menggunakan metode kualitatif. Sumber data diperoleh dari wawancara, observasi, dan dokumentasi, kemudian dianalisis secara interaktif. Kajian ini menunjukkan bahwa upaya pengentasan kemiskinan yang dilakukan pemerintah Aceh Utara masih bersifat parsial dan terpusat. Aspek budaya seperti kearifan lokal masyarakat yang sesuai dengan nilai-nilai Islam masih kurang diperhatikan. Realisasi kegiatan yang dilakukan selama ini masih terfokus pada program nasional dari pemerintah pusat, dan belum dilakukan upaya untuk berkolaborasi dan terkoneksi dengan aspek budaya lokal. Padahal kearifan lokal dapat menjadi bagian dari mekanisme pengentasan kemiskinan karena telah menjadi norma sosial dan aset berharga dalam masyarakat Aceh.

Abstract

Extortion is an illegal levy or request for payment of an amount of money that is not appropriate or is not based on the prevailing laws. The root of and the widespread phenomenon of extortion in Indonesia is a form of legacy of the past, from the era of feudalism to the present modern era. The various forms, types, patterns, and colors of the extortion phenomenon have been entrenched as if they are normal, legal, lawful, permissible, and customary. The impact is that free extortion is carried out in society because the community views it as something normal, what it is, it has always been so, and even someone becomes alienated if they do not give tips/rewards for receiving a service. Sometimes someone also feels ashamed for not giving tips as a result of offering something or offering bribes or rewards so that it is facilitated, prioritized, privileged and other things to be served quickly. History records that the long phenomenon of corruption is increasingly rampant and increasingly difficult to detect in various cases in different time and space.AbstrakPungli atau pungutan liar adalah permintaan pembayaran sejumlah uang yang tidak sah berdasarkan perundang-undangan yang berlaku. Berakarnya dan merebaknya fenomena pungli di Indonesia adalah salah satu bentuk warisan atau peninggalan masa silam, dari masa feodalisme hingga masa modern sekarang ini. Berbagai bentuk, ragam, corak, dan warna fenomena pungli telah membudaya dimana seakan-akan hal tersebut adalah hal biasa, sah, resmi, halal, legal, diperbolehkan, dan dibiasakan. Dampaknya pungli bebas dilakukan dalam masyarakat dikarenakan masyarakat memandang sebagai sesuatu yang wajar, apa adanya, memang demikian dari dahulu, bahkan seseorang menjadi terasing bila tidak memberikan tip/imbalan setiap menerima suatu pelayanan. Terkadang seseorang juga timbul rasa malu karena tidak memberikan uang tip (uang pelicin, uang rokok, atau uang minum) akibat menyodorkan sesuatu atau menawarkan sogokan atau imbalan agar dipermudah, didahulukan, diistimewakan dan hal-hal lain agar dilayani dengan cepat. Sejarah mencatat bahwa fenomena panjang korupsi semakin merajalela dan semakin sulit terdeteksi di berbagai kasus dalam ruang dan waktu yang berbeda pula.

Abstract

Sebagai upaya untuk meningkatkan kualitas kesejahteraan masyarakat yang bergerak sebagai pelaku usaha mikro kecil dan menengah pengrajin makanan dari bahan baku ubi dan pisang di Gampong Padang Sakti Lhokseumawe agar mampu bertahan ditengah persaingan usaha sejenis, maka dilakukanlah pengabdian ini dengan metode partisipatif melalui 3 ( tiga ) tahapan yaitu sosialisasi, berkaitan dengan pentingnya meningkatkan produktivitas keluarga dengan memanfaatkan sumber atau potensi lokal yang tersedia secara murah dan berkelanjutan. Praktek Proses Produksi, yang ditujukan untuk meningkatkan mutu dan kualitas produk serta menjamin kehalalan, dan Evaluasi serta konseling merupakan tahapan penilaian atas capaian kegiatan dan hasil hasilnya serta menemukan kendala untuk diperbaiki pada program selanjutnya. Dengan kegiatan ini dapat merubah proses pengolahan makanan lebih variatif, terorganisir dengan rapi untuk menciptakan efesisensi dan efektivitas dari segi waktu dan biaya produksi, hal ini sangat penting untuk menjaga mutu dan mampu bersaing dengan daerah lainnya dengan tetap memanfaatkan home farming secara maksimal.
