Abstract

Perkembangan reforma agraria di Indonesia sudah di mulai sejak masa Kolonial Hindia Belanda. kondisi tersebut terus berlangsung sampai munculnya pengaturan kebijakan pemerintah yang tertuang dalam Undang-Undang Dasar 1945 Pasal 33 (Ayat 30) yakni penguasaan bumi, air dan kekayaan alam digunakan sebesar-besarnya untuk kemakmuran rakyat. Namun pada perkembangannya, warisan budaya kolonial masih belum bisa hilang sepenuhnya dari bumi nusantara, sehingga pada akhirnya pemerintah membuat kebijakan khusus terkait dengan penguasaan atas tanah, yaitu melalui Undang-undang  Pokok Agraria no. 5 Tahun 1960. Hal ini kemudian diperkuat lagi melalui TAP MPR No. IX/MPR/2001 tentang pembaharuan agraria dan pengelolaan sumber daya alam. Berbagai pengaturan tersebut bertujuan untuk memastikan keadilan bagi masyarakat dan para petani serta penghapusan monopoli tanah oleh segelintir penguasa. Penguatan kembali dilakukan oleh pemerintah dalam rangka pelaksanaan reforma agraria melalui Peraturan Presiden no. 86 Tahun 2018 tentang Reforma Agraria.

Abstract

Penelitian ini bertujuan menganalisis kebijakan pangan nasional dalam program food estate yang dilakukan pemerintah di wilayah Kabupaten Humbang Hasundutan. Penelitian kualtitatif ini menggunakan pendekatan studi literatur yang berfokus pada perkembangan food estate di Kabupaten Humbang Hasundutan, Teknik pengumpulan data melalui studi pustaka. Hasil penelitian menunjukkan program food estate di Kabupaten Humbang Hasundutan dinilai memiliki kemajuan dalam pandangan pemerintah yang terlihat dari hasil panen dilokasi food estate. Namun kondisi ini menimbulkan berbagai persoalan. Persoalan keberagaman hasil pertanian, infrastruktur pendukung yang belum sepenuhnya selesai, dan persoalan pengelolahan mulai dari keuntungan dan distribusi hasil pertanian. Kondisi lain food estate dinilai bertentangan dengan kedaulatan petani atas lahan. Petani ditempatkan sebagai bagian dari produksi untuk menghasilkan komoditas yang telah ditentukan. Kondisi ini membatasi petani dalam proses pengambilan keputusan. Penting mengembangkan studi ini untuk mengetahui perspektif petani dalam melihat program food estate di Kabupaten Humbang Hasundutan,

Abstract

This study examines the implementation of collaborative governance in the revitalization of Taman Cadika as a public open space in Medan City. The revitalization of urban parks is considered crucial because public spaces function as venues for social interaction, community recreation, and the improvement of environmental quality, while also supporting the city’s image through adequate facilities and services. This research employed a qualitative approach with a descriptive design, conducted at the Medan City Youth and Sports Office, the Taman Cadika area, and the Medan City Development Planning Agency (Bappeda). Data were collected through interviews, observation, and documentation, with informants selected using purposive sampling involving key, main, and supporting informants. The findings indicate that the revitalization of Taman Cadika is a collaborative process involving the government, the private sector, and the community, with central dynamics reflected in the integration of shared principles, joint motivation, and collective capacity for action. CSR funding support from PT Tor Ganda strengthened the implementation of the revitalization program; however, the study also reveals post-revitalization management challenges, particularly in monitoring facilities and ensuring visitor compliance. This study highlights that the sustainability of public open spaces after revitalization is strongly influenced by adaptive management, stronger monitoring procedures, and increased public participation and awareness.

Abstract

Rising motor vehicle ownership in Medan City has intensified traffic congestion and carbon emissions, worsening urban air pollution. Data from the Medan Environmental Agency show that transportation-sector carbon emissions increased from 1,575 tons in 2020 to 2,154 tons in 2022. Kumparan Tech (2019) also reported an Air Quality Index (AQI) score of 78 for Medan, placing it among Indonesia’s five most polluted cities. In response, the Medan City Government introduced an electric-based Bus Rapid Transit (BRT) system as a green transportation initiative aligned with sustainable development goals. Nevertheless, its implementation remains suboptimal due to inadequate bus stop facilities, limited fleet availability, insufficient supporting infrastructure, declining ridership linked to the digital payment system, and weak stakeholder coordination. This descriptive qualitative study collected data through interviews, observation, and documentation, guided by Litman’s (2015) green transportation indicators: safety, environmental impact, comfort, and land use. Findings highlight unmet standards, limited public outreach, and incomplete inter-stakeholder collaboration, prompting recommendations for stronger regulation, improved coordination, and better service quality.

Abstract

This study examines the implementation of the Small, Micro, and Medium Enterprise (SME) Development Program within the Corporate Social Responsibility (CSR) framework of PT Perkebunan Nusantara IV (PTPN IV) Regional 1 Medan. Using a descriptive qualitative approach and Matland’s implementation model, the program was evaluated through four indicators: policy accuracy, implementation accuracy, target accuracy, and environmental accuracy. Data were collected through interviews, observations, and documentation from purposively selected informants, including CSR staff and SME actors. The findings show that policy accuracy is strong, as the program aligns with SME needs and the company’s mandate. Implementation accuracy improved significantly after loan management was transferred to Bank BRI, although training activities remain limited by short duration and insufficient mentoring. Target accuracy indicates that the program successfully reaches SMEs near operational areas, despite challenges related to SMEs’ internal readiness. From an environmental perspective, PTPN IV has effectively utilized its authority and networks, though improvements are needed through business-type-based training. Overall, the CSR SME program reflects commitment and adaptability, but its effectiveness can be enhanced through better training design and strengthened mentoring support.

Abstract

Digitalization has significantly reshaped the design and delivery of public services, offering potential gains in efficiency, transparency, and citizen engagement, yet producing uneven outcomes across public institutions. This article analyzes the transformation of public service delivery in the digital era by emphasizing institutional capacity, adaptive governance, and citizen-centered approaches. Using a qualitative literature review, the study synthesizes theoretical, empirical, and policy-oriented research from major international databases through thematic analysis informed by digital-era governance perspectives. The findings demonstrate that digitalization constitutes a socio-institutional transformation rather than a purely technological process. Institutional capacity reflected in leadership commitment, regulatory adaptability, inter-organizational coordination, and organizational learning emerges as a critical determinant of successful digital public services. Additionally, citizen-centered and inclusive governance is essential to mitigate risks of digital exclusion and inequality. Integrating institutional capacity with responsive, citizen-oriented governance frameworks is therefore crucial for creating sustainable public value and effective digital service ecosystems in the public sector.
